of voters expects to announce the unofficial final count on the mayor's race. until then it's anyone's guess. the latest results show jean quan with 51% of the vote, but it's entirely possible that don perotta could still come out on top and it's even possible the third place candidate rebecca kaplan could rin because of rank choice voting. tonight at the bay area. also new this morning, the president's drug czar applauds california for rejecting prop 19. he told the website politico the vote shows americans can't be fooled by spin from pot legalization advocates.

think it's time to rethink cell phone towers. the city of walnut creek is listening. kimberly terry talked to both sides of the heated debate. >> some residents are upset about plans to put a 16-foot cell phone tower in their neighborhood. >> my main concern is health issues. >> they approved the plan to put the tower up at st. stevens church that will receive payment from at&t. a special meet suggest scheduled to discuss the city's wireless ordinance that regulates where cell towers are placed. the ordinance was written in 1997 and residents say it's outdated. they want towers banned from highly populated areas. >> what is the least intrusive location? not to not have them, but do the work and force the companies to

week. investors reacted to better than expected earnings as well as economic data. the fed's decision to buy more to boost the economy. asian markets are mixed and the calendar is quieter this week. no major reports. it puts out the debt and credit report that tracks how we are managing our own balance sheets. the dow did rise and trading begins at 11,444. the nasdaq was up one point. fannie mae asks for another government handout. they are seeking an extra $25 billion in aid. that's down from the huge $19.8 billion loss a year ago. the losses are due to continue from foreclosure and other credit issues.

california's high jobless rate taking a toll on those who are employed in the form of payroll taxes. the times reports the state is borrowing billions and some will pay unemployment claims. so far we owe $8 billion. unemployment taxes have to go up. each person will have to pay $21 more each year to support those not working. >> new this morning, the president is in india speak. we have a live look at the president and he just finished speaking in new delhi and announced he will back india for permanent seats on the u.s. security council. this is a dramatic gesture as he wrapped up the first visit since becoming president. he is currently speaking to india's parliament. it's his third and final day of the visit. he will go to indonesia

a new study with 80 moms reveals there is no difference in sleep quality between formula families and breast-feeding families. all moms had similar levels of daytime sleepiness. women should not assume that choosing formula feed means they sleep better. >> tai chi relieves arthritis pain. they study 350 adults with arthritis and half finished an eight-week course and those who took the class had less pain and fatigue and stiffness than those who didn't. they felt better overall. we will see the details from one of the biggest studies ever done and marking to charge. the reports take a look at the marketing efforts of 12 of the country's largest fast food chains and found they spent more than $4.5 billion on marketing and advertising last year. today preschoolers see 21% more

oakland's next mayor. jean quan on election night thought she had lost former state senator don perotta thought he was in the lead. when rebecca kaplan was eliminated, quan got a boost because of the rank choice system. most of the kaplan ballots listed him for second choice. she is comfortable with her lead and not ready to count her chickens before they hatch. there may be a reversal of fortune and the mystery of rank choice voting that. may be revealed and settled once and for all at 4:00. the elections officer will release their final taly and calling it the unofficial final tally. >> turks chris.

there is rob. >> a little bit chilly this morning. we have 40s and i think before sunrise, upper 30s around the north bay. 53 in hayward and 57 degrees in oakland. not much winds this morning and blowing in from the southwest around fairfield. radar picture for you, still widely scattered showers along the coastline and the main event that hit us yesterday is moving east of the sierra. clouds off to the west for tomorrow that will hint at more rain coming in. you can see on the futurecast, dry today and late tomorrow. you will start to see rain by the early afternoon. the system is note bringing as much rain. once we get past the system late tomorrow and wednesday, we will be done for quite a while. low 60s all-around the east bay
