lobbying campaigns by the multibillion dollar trade industries. the obama administration banned freight out of yemen and soma a somalia. it restricted shipments of printers and toners, but cargo security rules are unchanged. bay area college students may be losing sleep, because of fear that their education can cost them and parents a lot more money. chris sanchez joining us live from san jose state university with more on the tuition hikes that are on the table. chris some. >> good morning. $100 may not sound like much, but it's one hike proposed here at san jose state and other system schools. tomorrow trustees will vote up tuition for the rest of this school year which is about a 5% increase. then tuition could go up by $540

in the fall, a 10% hike on top of the 5% hike from this year. that puts it at nearly $5,000 a year. that may sound like a deal for students at cal where trustees vote to raise tuition by more than $800. the uc board president announced changes to financial aid which would help about half of the students there. students say they will rally to protest the tuition hikes and say they go counter to what state legislators were trying to do when they increased funding to the uc system for the year. the trustees at san jose state will vote on wednesday. the uc board of regents will vote later this month and students will protest both. in san jose, today in the bay. >> thanks for the update. >> a free health clinic in san francisco will provide health care to more than 100,000 workers who are currently uninsured. it's called clinic by the bay.

dianne feinstein and jackie spear will be on hand to open the doors. they provide basic dental and mental health as well as prescription assistance. it's based on what has been a approach to health care that brings together experienced doctors, nurses and trained volunteers to provide the free medical visit. an 87-year-old veteran who claims he became blind as a result of medical treatment is going to receive a $250,000 settlement. david woodard filed a lawsuit against the government in march saying he was one of eight patient who is received treatmenta the palo alto hospital. optometrists at the hospital did not follow policy that requires all patients with glaucoma be treated by an ophthalmologist.

>> thousands of carnival performs are stranded off the coast of mexico, waking up this morning without power and nowhere to go. the ship splendor is about 150 nautical miles south of san diego and was stranded when a fire broke out in the engine room. 3,000 people are on board and they are stuck until the ship can be towed to the nearest harbor. the coast guard and the navy are on the way to help. they left long beach on sunday on a week long trip supposed to stop along the mexican coast. >> leaders are getting ready to vote on a mid-town high-rise that will look much different. today in the bay's bob redell joins us live with more on what's happening with the plans. good morning. po . >> good morning. it might add what you might call a skyline with one of the buildings peaking at 150 feet

tall. most structures are only a few stories tall. the developers are doing this as a model for future development in san jose because it combines high density housing with easy access to mass transit and retail. the mixed use project will be built here on the eight-acre site at sunol. you can see what it will look like. initially the plan called for three 15-story towers. a local neighborhood association convinced the city and developer to change the design over concerns of having three buildings that look identical. now there will be three towers that will be a more staggered look. fewer residential looks, over 700 versus the 800 proposed at first. they will vote on whether to approve the change necessary to accommodate the project. construction can begin at 2012

at a cost of $300 million. they are saying it will take about 10 years to build. live here in san jose, today in the bay. >> thank you, bob. it will be interesting to see if it turns controversial. >> governor schwarzenegger is coming to an end and he was talking about the mid-term elections and proposition 19. he said nobody cares if you want to smoke a joint or not, but he felt like prop 19 went too far and was poorly written. coming up at 5:30, we will hear what he had to say about voters. >> the state rests in the hands of the school board when they may decide to start the school year three days earlier than previous years. students will take the final exams before they go on holiday break. the board meets at 7:00 tonight. >> san jose state-of-the-art airport is taking a toll on the city finances. the council will talk about how to pay $110 million in construction bills and how to

ask for a credit extension. leaders hoped the cost would have been covered by additional flights and extra revenue and new destinations. the shortfall began when the city tried to extend $4050 million in credit. four banks said they could help, but a fifth is haling business in the united states so it cannot. the council could lift the 11:30 p.m. curfew that allows more flights and brings in money and wages for airport employees could be cut. >> today city officials will consider several plans designed to help pave the way for a new 49ers stadium. the city will consider rezoning properties on centennial boulevard where the team's headquarters and practice facility are currently located. councilmembers will consider approving $1.5 million in additional money that will be transferred to the redevelopment agency. it would share in the cost of the development fees.

it pushed them to the drink of financial disaster and they were not ready to handle the media scrutiny. he left his spot with bp after taking much of the flack for the poor handling of the disaster. the april 20th explosion killed 11 people and started the worst oil spill in u.s. history. elizabeth smart will be back on the stand in a utah courtroom and testify about what happened the night she was taken by force eight years ago. now 23, smart had her first day on the stand yesterday where she described in detail the first night of her abduction and how brian david mitchell forced her to marry him in a bizarre ritual. she described being raped almost every day until her rescue nine months later. the defense does not dispute the kidnapping. they said he was a deranged man

who didn't know what he was doing. >> the prosecution is going into the sexual details to show it was done for sexual and not religious reasons. >> mitchell who is now 67 faces live n prison if convicted. the trial is expected to last a month. the memoire of george w. bush goes on sale today. people catching out in the state of texas overnight to be the first to get a copy. for some it might have been a chance to have the former president sign it. in decision points, he looks back at his presidency and personal life. the book promises a new detail about the september 11 attacks and hurricane katrina and waterboarding. there is also a section in which the president actually praises now president barack obama and criticizes republican presidential nominee john mccain. >> 5:15 here and a quarter after 8:00 in the morning on wall street. let's check on the business day that starts pretty early.

>> let's start with the dollar and currency. you know president obama and the rest of washington have been criticizing other countries for keeping their currencies low. the president is getting a lot of push back during his international tour about our own american dollar. we are doing pret much the same thing. others were asking him not to do. they are causing the value to deflate. not specifically, but the fed. we talked about the historic moves by the fed to send billions into the american economy. tear gas and protests ready to get under way. america's behavior will be an awkward conversation there as president obama meets with the other 19 power houses in seoul to talk about imports and exports. we accused china and we have been critical of germany of exporting too much. it's a situation where we want to say to the other countries do as we say, but not as we do.

good tuesday morning. 5:22 and a live look at the bay bridge. probably where all the cars have their heaters cranked up. it's chilly outside. we have 30s around the north bay and 36 in napa. probably patches of frost around the north bay valleys. same to the south. 43 in san jose and 49 degrees right now in san francisco. a chilly start to the morning and clouds spilling into the afternoon. we will see highs in areas north of the golden gate and only in the 50s. a chance of rain spreading south overnight. as we head towards wednesday, we will see a pattern change dries things out. we have the radars fired up from sacramento and you can see no rain drops yet. most of the clouds and moisture to the north. this will be spilling our way

this afternoon. you can see here the system that will swing on through will spill in clouds during the day. it will be a cool afternoon and upper 50s to low 60s for highs. the rain will probably hold off until later for the north bay and spread south overnight tonight and into wednesday. skies clear and high pressure building in and will lead to a warm up that takes us through the weekend. you can see the timing dropping in later today and the system is going to fall apart by the time it hits the south bay. looking at a quarter inch of rain for the north bay locations and less or nothing when the thing gets on through. temperatures for the afternoon for areas to the south. low to mid 60s and not a bad day despite the chilly start. half moon bay 58. 59 in san francisco. 59 in concord and mid- to upper 50s around lake port. 53 today and 57 around santa rosa. the seven-day forecast brings in showers and we will warm up with

voters. schwarzenegger was on "the tonight show" and the governor was very candid talking about the recent elections and the california recession. he said his biggest regret was the second term in office. the recession hit the state so hard, the governor took time to praise california voters. >> the california voters in the last election have done an extraordinary job in all positions. i really think how sophisticated the voters are and how they voted with the redistricting reforms. that was unbelievable. >> nothing like a plus for redistricting reform. we will hear more from the governor including his take on the mid-term elections. >> they booed him at the giants event. >> yeah. no booing. >> not for anybody. >> you don't have to agree with him, but a little stability in a time of celebration.

stressing us out. those are the top stresses that the american psychological association found in the stress in america survey. a lot of working americans said they don't feel their bosses are doing a good job helping them with the work-life balance. here's the good thing. the fact that we recognize we are on n distress and know what to do about it, but the survey found people are not following through. they are too biz to enjoy themselves and relax and spend time with family and exercise. all the things that tend to relief stress. they also talked about the physical component and the fact that there hormones released in your body that store fat when you are stressed out. it's a vicious cycle they found where overweight people report more stress. people stressed out tend to gain weight and develop chronic diseases like diabetes and finally and very importantly, kids are being affected by their parents's stress. sometimes without their parents knowing about it.

and palestinians are not making enough of an effort to try to reach a peace agreement. the president had to shorten his stay because of that volcano nearby. that also means he is not going to have time to visit his childhood neighborhood. now to the volcano. the death toll reached 150 people as they continue to erupt. look at the cloud of ash. then are fearing it will erupt again and it's spewing ash this morning. whole villages have been smother and people have been cut down by the gases that race down the mountain at high speeds. hospitals are lover loaded with people who need to be treated for bat burns. >> are 5:46 andgetting the day started at debris reported for southbound 880. as you are approaching the 92 interchange, sounds like something pretty big. that's a big something to hit in the fast lane.

cultivators that increase fees and taxes, but councilmembers increase the number for medical marijuana dispensaries from 4 to eight. according to the city, there is a high demand for permits and product. in january the oldest of the nation's baby boomers start turning 65. there will be more older drivers on the nation's highways. keeping those drivers safe behind the wheel will be a challenge with profound implications. the national transportation safety board said more than in five licensed drivers will be a senior citizen and many will have medical conditions that could affect their ability to drive safely. >> for you are planning your holiday travel, fly out of oakland or san jose if possible. sfo will be very bizzy this thanksgiving with more travelers this year than last. in fact the company has listed the san francisco airport among the top five busiest in the nation for thanksgiving.

with another proposed round of tuition hikes within the uc system, students may find is hard to focus on the text books instead of checkbooks. tomorrow trustees will vote to up tuition by up to $100, a 5% increase and they may up tuition by 440 which is 10% on top of the other 5% and that would put tuition at about $5,000. it might sound like a deal at cal and other schools where trustees will vote to raise tuition by more than $800. the president there said that he made that announcement and said the same is going to make changes to the financial aid program and defray the cost. students said they will rally to protest and said the hikes go counter to what they were trying
