illusion. we'll look at all the theories surrounding this mysterious trail in the sky. it's wednesday, november 10th, "today in the bay." good morning. i'm laura garcia-cannon. >> and i'm brent cannon. we want to get you started with a look at the forecast with rob. some folks saw some rain overnight. >> yeah, a pretty good rain that fell right around midnight for most of the south bay but most of the action is heading off to the east. in terms of our temperatures today, it's still jacket weather. we're going to get clearing skies but highs still in the 50s to low 60s. in terms of the showers right now, let's give you a quick check of the radar. you can see most of the action winding down but the roadway still wet from that overnight rain. mike will fill us in on how that's impacting our morning commute coming up. >> we'll check in with him because there's a new accident. >> a new accident highway 37, the westbound commute direction off of interstate 80 right at

fairgrounds drive. not a whole lot of information. if you're heading from vallejo over towards novato, keep that in mind. east shore freeway moves smoothly all the way down to the berkeley curve. we see 24 with the only bit of slowing coming out of the tunnel and heading past the warren freeway but westbound 580 i got reports of an accident at lakeshore avenue. no information on this one but that is the commute direction heading through oakland. i'll bring you an update just inside ten minutes. tough talk this morning from the city of santa clara to its employees union. the city is trying to balance its budget and is making big demands and threatening to cut jobs. kris sanchez is live in santa clara with a look at the ultimatum and why more than 80 city workers are at risk. kris? >> reporter: good morning to you, brent. city workers here in santa clara in a very difficult position. protect my paycheck or protect my co-worker's job. despite the fact that the city has done well to save money and cut costs up to this point and even increase some fees, the city is facing a $5 million

shortfall this year as a $13 million shortfall next year. that's why at last night's city council meeting, the councilmembers asked the union workers to take a 5% pay cut or take five furlough days, which is working without pay and to forego the december pay raise they were promised in their last contract. the job cuts could happen in all departments from police and fire to the library. not only could the cuts affect the quality of life here in santa clara, it could also affect the reputation for civility in the south bay community. >> to talk about laying them off after you guys have squandered millions of dollars, it's too bad you all don't have the 49er name after what you do because that seems to be the only priority the people in front of me have. >> we have worked really, really hard and diligently to try to find some way to solve these problems and we just are not close. the only thing we had left was to talk to our employees. >> reporter: now, the deputy city manager reports that three

of the management bargaining units have agreed to these cuts. the rest have 30 days to figure it out. if not, 82 workers would be out of a job effective january 8th. kris sanchez, "today in the bay." >> thanks, kris. the california state university system is learning a hard lesson in economics. at a meeting today the csu is expected to hike tuition by more than 15% next fall to offset the funding cuts. tuition will go up 5% in the winter and spring and another 10% next fall for undergraduate, graduate and credential programs. now that means a resident undergrad will pay nearly $700 additional to attend classes next year. wildlife out of control in the east bay. raccoons attacked a woman walking her dog near a popular park in alameda. christie smith is live in alameda. there is a pattern of attacks in the area. >> reporter: yeah, good morning

to you. there have been nine attacks so far this year and they all involve people who are walking small dogs. in fact there's a dog park right near where we're standing. now, this latest attack happened on sunday. the woman who was attacked tells an incredible story. she says her and her dog saw peering eyes. it turns out it was a raccoon. they tried to get away and suddenly -- well, four more came at them, dropped down from a tree like a street gang. it was an attack rachel won't ever forget. even she says it was like a horror movie. she says she can laugh about it now, these masked bandits on the move. late sunday she was walking her little dog. as the raccoons came after her, she ran, she tripped but the dog took a stand fighting off four raccoons but a fifth bit her leg. >> they were growling and snarling and making unfriendly noises. >> reporter: the raccoons look something like this.

apparently they're a big problem here in alameda. they have become aggressive, looking for food in garbage cans and have run out of places to live. one vector control officer suggesting securely covering your trash. eventually we're told traps may be set after veterans day. meantime, doogie is doing pretty good except for some scratches and rachel is saying she will now be carrying pepper spray. christie smith, "today in the bay." you can get a free flu shot in the east bay today. contra costa health services is offering the vaccinations in nine cities today. you do not have to have health insurance and anybody can come. the clinics are going to be from 1:00 in the afternoon until 7:00 in the evening today in richmond, concord, martinez, lafayette, danville, pittsburg, antioch and brentwood. it will provide immunity to the

h1n1 and two other strains. nasal spray is available but only for healthy people between the ages of 2 and 49 and people who are not pregnant. it is 6:05 right now. east bay lawmakers are turning up the heat on tracking down people who are using children as sex slaves. alameda county district attorney's office is using a $300,000 federal grant to expand its heat watch program. the program is designed to rescue exploited children and hold their traffickers accountable. the money will also help launch the bay area heat coalition that will bring law enforcement agencies together to catch traffickers across city, county and state borders. new reports of criminals stealing money from a fund set up to help victims of the holocaust. scott mcgrew has the details on this. >> reporter: this is just horrifying. it's a fund set up by the german government to make some kind of reparation for the world's worst crime. american prosecutors say that fund has been robbed by the very people who manage the program in

new york city. six of them, all insiders, accused of working with 11 outsiders to create fake victims to steal $42 million. now, the program set up to help victims of the nazis pays a monthly stipend. in many cases clerks were helping people change their birth dates so it appears they were alive during the time of the war and then paid out the money and got a kickback. on a happier note, the san francisco board of supervisors last night passed a law forcing the city to open its records wherever possible. the concept called open government. the idea has been around for a while. last year mayor newsom ordered city departments to start considering all city data open instead of confidential. the board is backing him up with that law. now what does that mean? it just encourages, let's say you've got some sort of file as a city employee, to consider the file public unless someone else can prove otherwise. put that information out on the

internet. all kinds of very interesting apps have been created using this open data, like where to recycle or what time the bus is going to show up. so the mayor thinks and the board of supervisors thinks the more data out there, the more useful. a pg&e executive is now on indefinite suspension for using a fake name to join an online group critical of the utility. william devereax -- some wonder if the frequencies from meters pose a health risk. he admits to trying to join an online group dedicated to stopping the installation of those meters in order to kind of spy on them and find out what's being said. pg&e has suspended him and is looking into whether other executives may have done anything similar. 6:08. we want to get you updated when it comes to the morning commute.

>> we're getting more details. it sounds like one of the cars involved in the accident i told you earlier, westbound 580 at lake shore avenue is cleared from the roadway. a pickup may still be in lanes. getting confirmation from chp right now. this is the commute direction for 580 heading through oakland but still relatively light right now. the east shore freeway westbound still an 18-minute drive so that's a great speed but watch the speeds because there's slick roadways and puddles on the roadways from overnight rains. antioch, no speed issue there unless you're worried how slow you're going, 14 miles per hour heading over past horizon. now the slowing starts for pittsburg and baypoint. actually the sensor shows you 69 but you see from the indicators, speeds are below 50. back to you. kind of cool to start the day. kind of weird weather. you've got the clearing and the cold but on the other hand you've got some rain, maybe a little fog, a little bit of everything. >> and you'll just find that in

ten minutes driving from place to place. right now in san francisco we're starting to see clearing but it's a little breezy. west winds at 15. in the north bay we've got thick fog in napa and santa rosa. some rain for you along highway 1 on the coast and across the santa cruz mountains. still some lingering showers east of morgan hill today, but most of the action is moving off toward the sierra where snow is flying above 6,000 feet this morning. as skies clear, northwest winds kick in 10 to 20 miles per hour so it's going to be a cool afternoon with partly cloudy skies. but for veterans day and beyond, high pressure builds in so the weather gets more predictable. we'll be back in the sunshine and warmer temperatures all the way through the weekend. back to you sfwlnc. something to look forward to. another state could call what's called blackout in a can. and a woman gets fired over something she posted on facebook and now the federal government says this could be illegal. we'll see why coming up.

good morning once again, everybody. another live look outside. you see mostly blue skies but some of the clouds rob has been talking about where you may have seen some showers, a little chilly to start the day. we'll have the full forecast in just a bit. just a few clouds in the sky there but there's still some

mystery over what a lot of people saw in the skies over southern california monday night. some say it was a missile, others say an optical illusion. bob redell is in our satellite center with what the government is saying. good morning, bob. >> reporter: good morning to you, laura. well, the government right now, the u.s. government is saying it was most likely not the a missile, but they're not sure what it is. on monday night a newschopper in los angeles took this image over the pacific ocean. it was during sunset. they came across what appears to be the launch of a missile. you're looking at a screen grab but the moving video shows what appears to be an object heading straight up into the sky leaving behind that contrail. at one point it appears there's a rocket's red glow extending from the object. some of the theories, was this a launch of an icbm. the pentagon says no. a test launch from a submarine. the navy says no. an act of aggression by a foreign government.

norad says no. the faa says it has reviewed its radar recordings and found no fast-moving unidentified objects and there are no reports from pilots of a missile that night. the department of defense trying to figure out if this was launched by a private company. keep in mind rocket launches are common in southern california so usually there's plenty of warning. now, the other theory that is gaining traction among the experts is that this was a contrail from a commercial jet. there's something i want to show you right here. right now we're online and have this website called contrailscience.com pulled up. it's run by a private pilot out of santa monica. this is a picture of what looks like a missile launch but this was taken off the coast of southern california over ten years ago. it's actually the contrail of a commercial jet. compare that to the image taken monday night on the right side of your screen. here you go, you've got this taken over ten years ago, confirmed to be the contrail of a commercial jet.

so what is happening is there's this optical illusion that is being proposed by the man who runs this website. who by the way, i just received an e-mail from. we were trying to get him on a phone interview. he's gotten so much traffic to this website over the past 24 to 48 hours, he's gotten so much attention he just wants to leave it at that and not talk to the media. basically there's three things going on. the contrail, according to him and other experts, this is the alleged missile on monday night, is actually moving horizontal, not vertical. horizontal to the earth. the plane is heading toward the viewer, not away. and it doesn't go all the way to the ground. this contrail appears to be going into the ground. it's actually just going below the horizon. other experts say they saw the video and said this object is moving nowhere near as fast as a missile would have to move to be a missile. it also appears to alter its

course of direction, which missiles don't to. there's a very simple formula that he posts online that goes into the explanation of the optical illusion created by the horizon. it's very simple, i can go over this with you guys, or we can save it for a ten-minute segment later. >> wee check out your projections in just a little bit but thanks for the update, bob. it's very interesting. sorting out what people saw in the skies. three retired u.s. marines are arrested, accused of selling guns to los angeles street gangs. the man accused of being the ring leader served in iraq and was based at camp pendleton. the men sold two cases of guns, including an ak-47 and two other semiautomatic weapons. agents say the men did not know they were actually dealing with an informant. gang members never actually got the guns. a series of bombing in iraq this morning. four people are dead an 11 hurt. al qaeda has claimed

responsibility and witnesses say a car bomb was used. the attacks underscore threats to iraq's minority christian community. a lot of them recently -- in fact there was a recent church massacre last week that killed 58 people. the drink four loco could be banned in washington state today. the state's liquor control board will vote on whether to stop the sales of the drink. it has the alcohol content of six light beers and as much caffeine as two cups of coffee. it's blamed for putting nine washington college students in the hospital. michigan banned the sales of the drink last week. the recession may be causing many more americans to go without health insurance this year. federal health officials say nearly 59 million americans went without health insurance for at least part of 2010. that could mean trouble for the american health care reform efforts. that's because the bill promises coverage for t32 million americans, but 59 million are

now uninsured so that could be a lot more than they originally estimated. and republicans who just took control of congress have also promised to try to derail that bill boy cutting funding. the first lady's campaign for healthier school lunches could be revived. that's because two democrats now say that they will drop their opposition to using food stamp funding to pay for it. the white house is pushing for the bill before republicans can take control in january. the bill would improve school lunches and expand meal programs for low income students. can you say nasty things about your boss on facebook and keep your job? scott mcgrew says probably, but i don't know why you ever would. >> reporter: lori prewitt doing a fine just this morning. now that said, there was a case before the national labor relations board, involving an employee that work for amr, that ambulance company, complaining about her work. the company said she couldn't use a union rep to defend herself so she groused about the

whole thing on facebook. said some nasty things about her boss. that's when amr tried to fire her. the feds said, no, you can't do that. >> she was on her own time, on her own resources and that's really what makes the case different. >> reporter: now, there is a subtly to this famous case that you need to understand before you start making fun of your boss on facebook. feds say her communications were protected under laws protecting union members to gather and discuss work. so ironically the more employees who saw this facebook posting and who commented, the stronger her case got. it's the first time that facebook or a social network has gone before the labor relations board. so it's a narrow decision, but an interesting one. >> kind of interesting because of the unions you have essentially more of a voice. >> reporter: it's kind of what they were coming up with and the more people who joined, the

bigger it was. >> thanks a lot, scott. appreciate it. video games are often accused of making couch potatoes out of kids, some husbands too, but a new gym is using video games to get kids moving. the kids gym in miami has a game room with everything from the wii boxing game and even dancing and basketball. >> in today's society i'm not going to send them outside and not watch them for an hour. so this gives me a little break but also allows them to get their fitness in. >> the gym isn't just a game room, it also features mini machines made essentially for kids. they target the same muscle groups as the one adults use but the gym's owner says there are no weights so they're safer for growing kids' bones and joints. >> kind of interesting. time to check your morning commute with mike inouye. >> we'll take you out to first an update. 580 westbound at lakeshore. the earlier accident, chp is still checking out whether or not there's a pickup there but it sounds like all lanes have cleared. i've watched an there's no

slowing past that scene. southbound 880, similar area southbound, so opposite the main commute but there's a spinout record here right around 23rd. it sounds like it may be blocking a lane there. again, slick roadways. a note for the morning, just watch that and don't make any sudden, jerky movements with your lane changes. easy buildup starting at the toll plaza because of the metering lights being turned on at 6:20. not a whole lot happening except between the metering lights and the toll plaza itself and a little slowing starting down the east shore freeway. also out of the caldecott tunnel a slow drive out of the oakland side heading towards 580. typical pattern for the morning commute. also typical pattern westbound 580 starting that slowdown coming out of the altamont pass. it's a 17-minute drive. just in the last five minutes we saw a disabled vehicle that might cause some slowing. westbound is your commute direction. eastbound in the evening that's your commute direction. it might get a little better thauz they're hoping an hov lane

from pleasanton over to livermore but they have to sort it out another couple of days. it's time to grab a thermos of cocoa and pair of ice skates. holiday ice rink will open this morning. the rink will be open until january 17th. sundays through thursdays it's open from 10:00 in the morning until 10:00 at night. on fridays and saturdays it's open until 11:30. during the day admission i$9 for adults, $4.50 for kids ages 8 and under. you also have to pay a fee to rent the skates if you don't bring your own. not to be outdone the ice rink at san francisco's emba embarcadero also opens today. and if you wear giants gear on friday, you get to skate for free. the rink is open until the first of next year and it's open the same hours as the one in union square. faith leaders are calling on the bay area's largest cities trying to reclaim the safest big city standing for san jose.

five churches are launching public safety campaigns saying that their parishioners do not feel safe in reporting crimes to police. san jose faces unprecedented budget cuts and allegations of racial profiling from community members. the faith leaders will be at the christ the king church on monterey highway at 7:30. they'll be talking about a pilot program that would address police rotation problems. they are also asking for an intervention program targeted at youth repeat offenders. a stalled cruise ship is slowly making its way back to shore. we'll tell you how it got moving again.

welcome back. it's 6:26 this morning. we're starting to see some clearing skies, a little breezy, though. san francisco 53 degrees, west wind at 13, patchy fog in the north bay and still a few lingering showers along the coast. nothing really around san francisco now, but areas south

of half moon bay still seeing a few showers along the coastline this morning. a few more showers off to the east of morgan hill. most of the moisture moving off toward the sierra where snow will continue to fly throughout the day today. we're kind inform a transition pattern for today. we've got a few lingering showers for the morning and then clearing and breezy and pretty cool for our temperatures today. highs in the low 60s around the south bay, upper 50s and mid-50s around lakeport. from here through the end of the week we'll start to warm up as high pressure builds back in. that means we'll see 70s and lots of sunshine to wrap up this upcoming weekend. 6:27 right now. more than 80 people could lose their jobs in one south bay city. the one thing the city says can be done to save those jobs. crews in the east bay will be looking for raccoons that attacked a woman and her dog, but that search could be delayed a little while. we'll tell you why coming up in a live report. rowdy raccoons running wild in one east bay city. it's gotten so bad one woman says she was surrounded ad and bitten. we'll have her story straight ahead. people stranded at sea for days are headed back to the california coast this morning. find out the latest on the rescue coming up. it's wednesday, november 10th, "today in the bay." from nbc bay area, reporting what matters to you, this is "today in the bay." good morning, i'm laura garcia-cannon. >> and i'm brent cannon. we want to begin with rob taking a look at the latest forecast. a little chilly now but we do have some nice stuff coming down the road. >> in fact temperatures today will feel on the cool side even with our clearing skies. you'll see as we go hour by hour, highs only in the upper 50s to maybe some low to mid-60s around the east bay hilltops. the good news at least for now is you'll notice here on the

radar most of the showers moved out of the bay area so the rain shutting down and warmer days ahead in the forecast. brent and laura, back to you. we want to check in with mike as well and take a look at the commute. >> we had a number of accidents -- here we go, i got my audio on. southbound side of 880, i just checked out another accident that happened right around the coliseum in the slow lane. a live look shows you that we do have traffic moving smoothly. we scanned the entire area heading down towards 98, no incidents seen. the northbound side is your commute direction and that will start to slow approaching the toll plaza. look at the backup there. backup past west grand avenue. now a stalled vehicle at fremont street, the san francisco exit, might cause those metering lights to slow down. i'll track it and let you know. people walking their dogs in one east bay neighborhood are coming across frightening scenes. they have got to be on the lookout for raccoons on the

attack. christey sie smith is live in l alameda with what's happening. >> reporter: good morning. it does sound like a bad late-night movie but this is the ninth time something like this has happened. in the latest incident a woman was minding her own business walking her little dog. it was late at night and one raccoon started looking at her, following her, and then four more dropped down out of the trees and came after them like a little street gang. rachel said she'll never forget it, sunday night near washington park. she said her brave little yorkie named doogie even put up a fight against four of these raccoons but a fifth one bit her. she said she can laugh about it now but at the time it was terrifying. >> down the street at top speed screaming like "help, help, help" i tripped and fell down. >> reporter: the raccoons looked something like this.

rachel will undergo rabies treatment as a precaution. apparently they have become aggressive as they look for food in gaur packarbage cans. traps will be set after veterans day and rachel says she's going to start carrying pepper spray. for those who are interested, doogie is doing just fine except for a few scratches. reporting live, christie smith, "today in the bay." >> more than just digging up people's yards. thanks. the city council is giving labor unions an ultimatum. they have to make concessions or 82 workers could lose their jobs. the city council delayed issuing pink slips another 30 days trying to give labor you know 81s time to come up with money-saving solutions. the city wants them to forego raises, accept a pay cut and have furlough days. >> to talk about laying them off after you guys have squandered millions of dollars, it's too

very soon. a familiar face in bay area politics may be joining the race for san francisco mayor. city hall sources tell nbc bay area state senator leland lee will pick up papers to begin a likely campaign. yee was just re-elected to a four-year term in the senate. he may form an exploratory committee which will allow him to raise money. an aide says he will hold a news conference, however, would not comment on yee's political plans. rescue efforts are still under way for a carnival cruise ship adrift in the water south of san diego. the splendor has been without power since early monday after an engine fire. planes loaded with supplies flew in from san diego and delivered food and water to the stranded ship. it's not the fine dining passengers were expecting. the drop included spam. >> right now it's like bread, there's cups, there's utensils,

frozen milk, canned goods, easy-to-make items that are served cold. >> probably no big i say carvings, though. carnival says tugboats will tow the splendor back to san diego instead of making a stop at the mexican port of ensenada. passengers on the ship are going to get a free cruise and a full refund on this one. lots of local non-profits are looking for volunteers and this year it's going to be a lot easier for people to find the right match. the oakland city center and volunteer center of the east bay are teaming up to help people to find the best way for people to donate their time. a volunteer fair will be held in the oakland city center plaza in downtown oakland today. >> a lot of people want the opportunity at the start of the holidays to go to a charity, help out in whatever fashion, in whatever type of organization they're familiar with and would like to help. >> nonprofits participating

include habitat for humanity, the space and science center, wardrobe for opportunity and the alameda county food bank. there will be live music and prizes at today's fair. east bay passengers won't have to shoulder the burden of ac transit's labor dispute at least for now. the transit agency is scrapping plans to make cuts to weekend and overnight service. that's because of a contract dispute with its labor union. it's been settled. drivers and mechanics will now have to contribute to their health and pension plans for at least three years. the settlement also changes some work rules and holidays. time now 6:37. people are talking about a mysterious trail seen in the skies over southern california. coming up we'll show you why some think it may have been a missile. president obama's asian tour continues today. see what's next for him. president obama just left indonesia where a deadly volcano is causing more problems this morning. we'll show you what's happening

now "today in the bay" weather. and welcome back at 6:40 this morning. here's a view looking out and around san jose. you can see the clouds starting to clear. we still have just a few lingering showers. most of the rain that fell overnight is already moving out of the bay area. you can see and the santa cruz mountains, along the coastline a few isolated showers. the trend for the afternoon will be some clearing around the bay area, but look at all that snow flying around the sierra. if you have veterans day plans heading into the weekend, you should see a lot of fresh powder there in the high country. today 50s and 60s for highs. it may feel cooler than that as northwest winds from 10 to 20 miles per hour pick up this afternoon but that should also help clear out our skies. temperatures running cool today. tomorrow patches of fog for the morning but we're going to stay dry not only through the upcoming weekend but perhaps the next ten days so get used to 70s coming back to the bay area just in time for the weekend. back to you. thanks, rob.

new this morning the death toll from a volcano in indonesia is now 191 people. that volcano started erupting two weeks ago. look at that amazing picture. people who die from respiratory problems are not included in  that new death toll. more than 350,000 people are in emergency shelters now. that volcano is spewing ash and gas high into the air and that's causing a lot of airlines to cancel flights in that region because of safety concerns. in fact president obama had to leave squoeindonesia early be of the volcano. he's now in south korea. we'll show you what he'll do during his latest stop in asia. a live look outside closer to home. you're seeing more and more of the sunny skies, a cool start to things. rob will have your forecast coming up in just a minute.

the g-20 summit. the president just wrapped up his visit to indonesia where he had to cut his trip short because of concerns over ash from a volcano. tracie potts is live in washington, d.c., with the latest on the presidential trip. good morning. >> reporter: good morning, everyone. so president obama is wheels down now in south korea where he will participate in some veterans day services there and then meet with south korea's president, holding a joint news conference similar to what he did in india before heading to indonesia. in indonesia, president obama talked about the fact that that country is part of him and he wants to forge a new partnership to help spark development for both indonesia and the united states. today in south korea, he will be looking forward to the g-20 summit where the main issue is currency values and exchange rates affecting the global recovery. there is already tension said to be heated arguments between negotiators about a statement that the 20 world leaders will try to put out together as that meeting wraps up on wednesday.

there is a lot of frustration from countries about the federal reserve putting another $600 billion into the economy. it helps the u.s., it may not help other nation's currencies. that's something they have been talking about and these world leaders will talk about more as they meet beginning tomorrow. >> thank you very much for the update. election officials are poring over 92,000 write-in ballots to determine the winner of the alaska senate race. republican joe miller is suing to try to stop the state from including ballots that misspell his rival's name. election law calls for write-in ballots to have the oval filled in and the candidate's name written next to it. election officials say they plan to use their judgment when it comes to misspellings or variations of a candidate's name, try to figure out what the voter meant. senator lisa murkowski launched a write-in campaign after losing the republican primary in august, but obviously her name

is a tough one to spell and he's saying, wait a minute, you can't just wake it up. but they say we know what you mean, so there you go. >> if i had a write-in campaign that would be a losing battle. folks want to know about this, the campaign to keep the bay bridge clear and the disabled vehicle westbound 80 at fremont has cleared but the lower deck has a disabled vehicle heading towards treasure island. a red pickup truck might be in one of the lanes. a bridge crew has headed over to help it out. metering lights are on, backup toward the maze. slower off the east shore freeway. a 21-minute drive off of the carquinez bridge. the earlier disabled vehicle at 23rd has cleared from that portion of 880. a live look past the coliseum, we heard about an earlier accident. i kept scanning the area but we don't see the accident. we see a good number of cars heading southbound very smoothly past the coliseum. 880 nice through this portion of

in san francisco. 50s and low 60s across the north bay with snow showers around truckee today. the good news for your veterans day plans, outdoors looks just fine with warmer weather all the way into the start of next week. >> thanks, rob. the city of santa clara is issuing some tough ultimatums for city labor you know juns. they want deep concessions or they say workers will be laid off and lose their jobs. kris sanchez is live in santa clara this morning with a look at what workers may have to give up. kris? >> reporter: well, brent, the city of santa clara says they are making very tough choices right now but they're not going to get a lot of sympathy from their union workers who have to decide between their own paychecks and their co-worker's jobs. last night the city council told their union workers that they needed to take a 5% pay cut or 12 days off without pay, those furlough days and give up the raises they're supposed to get next month or 82 of their colleagues are going to lose their jobs. job cuts could come from police

and fire to library and all places in between. employees say that will impact quality of life here. >> as needed, employees are going to become the face of the city instead of permanent employees. >> but if we can't get those concessions, then this is our only option, because we can't -- we don't have the money to continue operating the city at the same level that we are now. >> reporter: the deputy city mayor says three of the management bargaining units have agreed to the cuts. the rest have 30 days to do so or 82 people will be out of a job come january 8th. kris sanchez, "today in the bay." it is 6:51 right now. stricter smoking laws will soon go into effect in parts of santa clara county. supervisors approved two tough smoking bans yesterday that will impact unincorporated areas of the county. the first will ban smoking inside apartments and condos. the second bans smoking in

public places like county fairgrounds, county parks and outdoor areas, including ticket lines and outdoor scity spots a restaurants. hotels and motels also no-smoking zones. the laws take effect in 30 days. fines start at $100. now, business and technology with scott mcgrew. >> well, good morning, everyone. it's another quiet day on wall street after a phenomenal week last week. dow industrials down about 24 points. we're keeping our eye on the g-20 summit and the american trade deficit, showing a little bit of an ease. that's good news. also good news coming out of weekly jobless claims, but quiet on wall street this morning. google giving everyone at the company a 10% raise according to memos obtained by news.com. that's every single google employee. not only that, but bonuses will be folded into salaries, so instead of hoping you get extra at the end of the year, you already know you're getting it. that alone changes the south bay

economy, that many people getting 10% more. google is doing it we assume to keep people at the company. startups like facebook and twitter try to lure employees away. google is hiring. i tried koukt the openings on the website but i gave up. it's in the hundreds. >> wow! >> reporter: that's just mountain view. remember they have got san francisco as well and then worldwide. >> a lot of perks with that company too. a lot of people probably applying now. thanks so much. it is 6:53 right now. did you hear about the mystery contrail in the skies of southern california? it's still a mystery this morning. what was it that people saw during the monday evening sunset? some say it was a missile, others perhaps an optical illusion. let's check in with bob redell. he's in our satellite center with more on the story that has a lot of people talking. good morning, bob. >> reporter: good morning, laura. the u.s. government still has not been able to positively identify what was seen over the skies monday evening of southern california. this is what we're talking

about. you're looking at a screen grab, an image from video taken boy a newschopper monday evening off the pacific coast off of los angeles. they were taking beauty shots of the sun when they caught what appears to be a missile launch. you can see the contrail right there. at one point there's a red glow from the object that makes it look like there's the rocket's red glow. according to the u.s. government, it's not a test launch from a sub, it was not an accidental launch of an icbm, they said a foreign government did not fire anything at the united states. the faa has reviewed radar recordings and found no fast-moving objects. there's no reports from pilots of a missile monday evening. the department of defense still trying to figure out if this was launched by a private company. keep in mind rocket launches are common in southern california but usually there's plenty of warning. so that leaves the other theory that is certainly gaining traction out there among the experts that this was the

contrail from a jumbo jet. this right here is an image taken by someone in southern california monday night of the same contrail that we just saw. again, it looks like it's a missile launch. now we're going to contrailscience.com. here's another image, very similar to the one taken monday night, except this is from over ten years ago off the coast of southern california. this actually has been verified as the contrail from a jumbo jet, not from a missile launch. it's an optical illusion according to the man who runs this website, a private pilot out of santa monica. he says what you're most likely seeing in this image is not a missile going straight up into the air but rather an airplane coming toward you horizontally over the earth's surface and that even though it looks like the contrail starts on land, it's actually beyond the curvature of the earth, so it's an optical illusion. there are other experts who are

familiar with missile technology who agree because when they have seen the moving video of this contrail from monday night, they say that it's moving way too slowly to be a missile and it also appears to alter course. missiles usually go in a straight line or follow the curvature of the earth as they head into outer space. they wouldn't be altering course like a jumbo jet. the u.s. government is not sure what it is. they say we never launched a missile an never detected any missiles coming into our atmosphere sfwh and it's hard to determine if you've got people from outer space in southern california anyway, so -- thanks, bob. >> reporter: area 51 is not too far away, so -- >> thanks, bob. >> man, pure science ruins another good story. >> i know. it was good to talk about. >> i do not know what you're talking about. >> we want to check in with mike and take a look at the roads. >> make sure you account for wet roads. lower the speeds. golden gate bridge, we'll look
