cover up. the mercury news officers will be back on the job after an arbitration. a sergeant and an officer are accused of letting former officer off the hook after she crashed her car in 2008. paramedics believe she was driving drunk. the police chief fired the officers, but their punishment was reduced to an 11-month suspension without pay. >> a pipeline is no longer considered a high risk. pg&e said a pipe segment in east palo alto did not need to be repaired or replaced. it showed up in the utility list of the 100 highest risk segments. when it was made public, they did not meet with leaders as it had with other cities. that's because the pipeline was listed as being in menlo park.

>> crews will return home after spending five months working on the oil disaster in the gulf of mexico. the crew conducted oil skimming missions and helped direct operations between the delta and florida. the ship collected oil in the gulf, but before coming back, the cutter made a detour, helping the cruise ship stranded near baja, mexico. >> an east bay mom heading home from a shopping trip got the scare of her life when a crowbar fell from the bay bridge on to her car. she figured caltrans would cover the damage, but she was wrong. she saw a crowbar fall and land into her car. wedging itself into the grill of her mini cooper. it caused $1400 in damage, but the caltrans and construction

company said they won't pay for it. >> i thought they would be relieved that nobody was hurt and wasn't filing any lawsuit or anything like that. they have been uncooperative. >> the construction company said it is not responsible because it wasn't working on the bridge that night. meantime, caltrans won't say where why it denies the claim, but it can pursue legal action. this is the second time caltrans denied a claim they were handling. an electrical short sent a me can tal gate into traffic. one of the poles sliced into a car causing nearly $10,000 worth of damage. >> the stars and stripes are causing controversy at a northern california school. cody alicia put a flag on the back of his bike while he rode to school outside of manteka. the school superintendent told

him to take it off because some complained. the school was cautious after some brought the mexican flag on cinco de mayo. codey and his family said he should not have had to put the american flag away. >> coming from a family of veterans and i thought i would support our family. >> he is proud of where he comes from. >> cody's family hopes they can work something out with the school district. >> a last ditch effort to stop a deportation. friends are fighting for his freedom today. the college student is set to be deport wrd he knows no one. live in san francisco where lee's friends will be calling to let him stay here in the bay area. >> reporter: good morning. friends of steve lee will rally outside barbara boxer's office to urge her to sponsor a bill to stop or at least defer his

deportation scheduled for monday. what you should be seeing are supporters creating banners and signs for today's effect. lee a 20-year-old nursing student at city college of san francisco and his parents came to this country seeking political asylum and they were denied in order to leave. they didn't. immigration arrested them and have detained him in arizona. the government said they will deport him on monday back to his country which is peru where he doesn't know anyone. his parents would be deported back to china since that is where they were born. of the government's position is that lee broke a law. his supporters argue he is hardly a criminal. earlier this week, the city of san francisco denounced the deportation order and supported the dream act. that is the bill that if passed would allow undocumented

students like lee to be a u.s. citizen. lee's mother who is not in custody is expected to speak in support of her son at today's rally in the city. live here in san francisco, bob redell. >> the governor is calling for a special session to tackle a new hold in the budget. he signed a new budget deal over a month ago, ending the longest stalemate. it comes a day after the anal t analysts protected a deficit for the next 20 months. the special session will start december sixth when lawmakers are sworn in. >> gavin newsom may have to delay his inauguration. he wants to make sure the next board of supervisors picks his successor. the new board can put the brakes

on it as long as no one has been a pointed. the only way the board can appoint an interim mayor is if he formally resigned. she expected to take the post on january 3rd, but he may wait until the current board has a last meeting on january 4th. newsom has a lot on his plate. on the menu, he plans on vetoing the newly approved toy ban in kid's meals. he will appear at an event where he will release a report to combat childhood obesity. even if he veit owes the law, the board could still override the decision. >> getting in and out of san francisco in peak commute hours takes time, patience, and if the board gets their way, money. the city leaders want to impose joan charges on those who drive their cars into parts of the city. they will consider the plan next

month. it would charge a fee to drive in congested areas. here's a look at how it might work. drivers would be charged $6 to leave the northeast sector from about 18th and laguna to the waterfront. that includes the financial district, mission, china and north beach among other neighborhoods. $3 could be charged to cross the san mateo county line, the southern border of the city. driver opinions are mixed. >> most of the people that use it work here and pay taxes. going to lunch here or there, they work here. >> got you coming and going. >> there might be other routes. people should ride their bicycles or walk. take public transportation. >> the fees would increase bus service and increase bike lanes. even if approved, it would be about 2015 before they impose tolls on that. >> 5:08 and i want to check the

good friday morning. taking a live look outside. san jose really nice temperatures i think. for november, pretty warm. palo alto at 66. >> employees at google are getting raises and bonuses this year, but over yahoo there may be pink slips to ring in the new year. >> not fun. scott is here with the latest silicon valley shake-up. >> as you recall, google is giving the workforce a 10% raise this week plus a $1,000 holiday bonus at least. the tech crunch reporting the company is thinking about laying off 20% of the workforce. that transplates to nearly 3,000 employees. the "wall street journal" reporting that number could be much smaller, about 650 workers. but one way or the other, a spokesperson is not denying the rumors. just the size. the plan to lay off more than

east and north bay into the upper and mid 30s. patches of frost a possibility. speaking of temperatures, 35 in fairfield. 37 in novato and 39 around sunnyvale and 34 chilly degrees to wake up to around gilroy. the offshore wins and high pressure building in and we don't have the sea breeze to wake up to. that keeps the overnight temperatures up. we get chilly for the morning hour the. no rain on the radar. if you are traveling into southern california heading over the grapevine, we have gusty winds that are dry across southern california. the temperatures to the south and 80s with high fire danger around the mountains across southern california. the big story from now through the first half of next week is high pressure taking the storm track and sending it way off to the north. we seal warming and drying conditions around california for today. straight on through the weekend

nbc news san diego. >> may take a while to try again. >> the after school snack is a staple, but kids are snack instead of eating square meals. today in the bay's christie smith has the link between you in sigz and your kid's test scores. very important. >> good morning, laura. parents are working out bright and early and telling us that they are making healthy choices and having a good solid meal is critical for themselves and their kids. it comes as no surprise that more and more kids are eating on the run and having snacks instead of a good solid meal. they say it comes down to time. the poll is bite american diabetic foundation and looked at kids ages 8 to 17 and broke it down and found 42% of white and hispanic kids miss breakfast all together.

that jumps to 59% for african-american kids. the problem is that previous studies found that missing breakfast is often tied to increased absence at school and showing up late to school and even lower test scores in cases. also sometimes kids have trouble paying attention in class. michael allen works out daily here in fremont and here's his take. >> we had dinner and breakfast every day. we have a very healthy family, but kids are being ignored by families. >> 'is that? >> families are so busy. mother and father working and out and very busy. >> now the study also found that snacking after school is on the rise with nearly 60% of all groups that were surveyed here. one suggestion to improve things is because so many kids are snacking, it's a great opportunity for parents and

visit to asia. this morning the president is getting mixed reviews on how successful the trip has been. today in the bay's kristin dahlgren is live in washington, d.c. with a look at how the president's policies are stacking up in the global economy. >> good morning. a lot of people saying the president left korea and the g20 summit empty-handed. there was a lot at stake. the president hoped to double exports in five years, but some are saying that the disagreements among leaders can spark an international trade war. a couple of ways in which the president left without what he was hoping to get out of the summit. there was no trade deal between the u.s. and south korea that would have increased exports to beef and autos. he and south korean leaders were unable to come to an agreement, but he hopes to get something wrapped up. another of the big

controversies, the g20 countries refused to call to stop under valuing the currency. the u.s. said this is something that china is dog to make the exports cheaper and less attractive. some say it's what the federal reserve did last week. a lot of controversy. the president left corae and japan is getting shut eye and another business summit. y he will meet with japanese and australian leaders. >> at least 16people are dead after militants attack with gunfire and a bar bomb. six gunmen managed to soar the

mayor is dishing out a side of controversy. >> reporter: this morning mayor newsom is expected to announce he is going to veto the new city law that bans toys. most likely the veto will be largely symbolic since the board of supervisors has a veto-proof margin. it passed on tuesday with in favor and three against. those are enough to override the veto. the law doesn't go into effect and design stod stop the restaurants from using toys to draw kids to meals high in fat and calories. they have to make them more nutrition by adding fruits and vegetables. mcdonald's is expected to file suit. it should be up to the parents to decide what their kids eat, not the city.

it would appear the obama administration is ready to react with the idea of a privacy czar. on a much lighter note, let's talk gadget friday. i have video of something super cool called the spy tracker from a san francisco company and it is awesome. when we were kids, we had two blocks of wood we could rub together for fun. this is a remote control car and a microphone. it will record video. you stick a chip in the slot there and what it can do is you drive around and see what's going on. >> you can chase the dog. >> you can chase the dog with it. i'm controlling it. i can drive it around. there is the -- i'm working backwards. >> is it only that ground view? >> you can tilt it up with your finger. just like that.

when he came and fairly significant scarring of his lip, he had no hands. >> dr. timothy miller, chief of plastic and reconstructively surgery at ucla works with operation mend to reconstruct soldiers injured in the iraq and afghanistan wars. so far the nonprofit organization operated on 31 veterans. for his work, miller is being honored as one of "people" magazine's heroes of medicine. here he is with some of the patients. in this photo he is on the far right. this photo shows how miller was able to dru a new nose on the forehead and create nostrils which he transplanted on to his old nose. looking at the photos, you can see how his appearance changed over the course of many surgeries. miller calls him one of the bravest men he has ever known. >> to give you an idea, he has a contractor's license and you see
