of the state level instead of returning it to the local governments and also that proposition 26. we have made it harder. there's no question about that. but the legislature and governor knew it was going on and they absolutely just ignored reality. >> so sounds like they asked the boss for a raise and then they spent the money before they got the raise, basically. >> pretty much. >> pretty much. >> so the governor's calling a special session for december 6th and the question that i have is how is that different from a session they already had where they came up with this budget that was a sham? >> he's calling a special session because, you know, the fact of the matter is, without a special session, there's no hope whatsoever. here's the deal. in special sessions you only work on the issue before you. that's all. that's the wonderful thing about a special session. you can't deal with any other bills. so the governor hopes that this new legislature, different composition slightly at least, who will be more open to solving the budget problem. fine. the fact of the matter is, the budget -- as we know they took
7:49 am
100 days to come up with a last one and there's nothing really changed, nothing changed whatsoever. >> 100 days plus because they had the time they had before it was overdue for 100 days. it was 100 days overdue. the question is, how are they going to manage to fix it in this special session. when they want to get home for holiday break and what not? >> the governor is going to say look we have this now $6 billion, 17th special saegs, by the way, that it's called, 16 others didn't prove much good either. this $6 billion gap. we have to fix it. rarely have the special sessions in the past done anything. if they haven't done it before they're not likely to do it now. many of these legislatures will wait for the new governor jerry brown to see what he has to say. some people say well maybe because now it's easier to pass a budget with the majority vote, simple majority vote instead of the two-thirds vote, maybe that will be the break through. what they failed to remember is
7:50 am
it still takes that two-thirds vote to raise taxes. so for many the special session will be a little more, little more i should say, than a photo op. that's about it. a glorified photo op. >> we talk about the fact that the composition is different but it's not really that different, right? >> no. >> we have a new governor elect. how does it play in? >> that's going to be interesting. because down the road, what happens is, the governor, new governor jerry brown, does have one thing going. he's a new leader freshgs leader no question about it. he's going to have to try to convince the legislature to work out a combination of cuts and revenue increases. there's no other way. here's the hitch here. this is a soap opera. always a hitch. the hitch is that brown promised in his campaign not to raise taxes without a vote of the people. if he holds to that promise, chris, we have to expect some sort of special election early next year and why? because we are just running out.
