it's 4:30. let's look at the hour by hour forecast on this monday morning. warm out there as i walk to the car. >> we are at 70 in spots around the east bay. how about hayward at 70 and 63 in livermore and 69 in oakland. the reason why the temperatures are so warm. the offshore winds continue at 17 through fairfield. that's something to clear out the skies. nothing in the form of rain or low clouds anywhere. if you like the weekend weather, you will love the forecast. as we head towards the afternoon, upper 70s to 80 in the east bay hilltops. 78 degrees around livermore and alameda around 75. oakland mid 70s and mid- to upper 70 no, sir concord. enjoy the warm temperatures for

now. big time cooling is on the way. scott? >> thank you very much. i'm going to try something new. mike has the bay off and i'm in charge of the traffic clicker. this is cool. the travel times this morning, everything is moving smoothly as we take a look at 580 as it comes through oakland. all green there. a closer look, we are looking at traffic flowing smoothly and watch out for the high winds that rob mentioned as well. as we advance the maps and look closer towards oakland, no construction or problems. mike left us with an easy one. looking at about 61 across the carquinez bridge. we zoom way out, traffic at speed throughout the east bay there. all green through the pass. that was my first try at traffic. how about that? the disturbing case that captured the attention of the

bay area a year ago. seven people accused of raping a high school student in richmond on campus while dozens of students watched. a preliminary hearing today will determine if there is enough evidence to bring this to trial. kimberly terry shows us how it led to major security changes at the school. >> reporter: it was a case that stunned the richmond community. a 15-year-old student brutally gang raped outside her homecoming dance. since then a lot has changed. >> there is a new gate. the trees have been cut back and it's more illuminate and there is more light. >> charles ramsey walked us to where the incident happened over a year ago. this part of the school was dark and isolated. school security and administrators didn't have any idea that the attack that continued for more than two

hours was going on. while a crowd watch and did nothing to help. ramsey showed us the security changes that include more than 200 high definition cameras. >> it was the best investment we would have made to ensure the safety of the students. >> the game drew students to the campus. richmond high school looks cleaner, but the fresh paint and security upgrades don't erase the memories that lie just beneath the surface. >> the school is much safer than it was before, but you have that going on in your head. it seems like it was last month. every time you pass by the school, you think about that and what was running through their mind and why they did that to her. >> the victim's identity is anonymous and left the district. as they try to move on, randy

thinks about the victim often and hopes to see justice for her and her family. >> i would tell them that she was heroic and courageous and i hope she heals and is doing okay. we are here to support her whatever she needs and to understand we do truly care and are deeply, deeply sorry for what happened. >> the antioch man who threatened to blow up the bay bridge heads to court today. 51-year-old craig carlos valentino facing multiple changes for the ordeal that began around 7:00 thursday morning. he took his 16-year-old daughter hostage and drove on to the bridge and called 911, threatening to blow it up. he let his daughter go and threatened to kill himself. no one was hurt in the end. it backed up traffic on the bay bridge for hours. the search is on for gunmen who held up dozens of people, including kids at a busy

restaurant. saturday night around 10:00. three men, all armed forced about 40 workers and customers into a storeroom. they got away before police arrived. police say they do not have suspect descriptions. it may be a half year before walnut creek neighborhoods see new cell towers. the city council will consider placing a moratorium on new wireless towers in residential neighborhoods. it comes in response to neighbor who is want a law changed to specify where the towers can be placed. currently they regulate the height of the towers and what they look like, but not where they go. >> new this morning, lucky ticket holders hear from a controversial nobel peace prize winner in oakland. tickets sold out for the talk in a day and a half for the talk.

the youth development peace group homeys empowerment hosting the event. he won a nobel peace prize for work in social justice and cultural reconciliation. arnold schwarzenegger may be governor until january, but jerry brown will tackle california's budget crisis this week. brown is working to come up with a plan in less than two months to confront the state's projected $25 billion deficit. governor schwarzenegger calling for a special session in december, ushlging lawmakers to make deep cuts before he leaves office. the question is whether lawmakers are going to go along with a lame duck governor or wait for brown. the situation reminds some of the budget stalemate this summer. >> they are too left and right. no one wants to come to the middle. 100 days without a budget?

come on. that's ridiculous. >> california's fiscal year starts next july 1st. the governor is required to present the legislature and budget by january 10th. this thanksgiving many will be without the main course in contra costa county. the county in dire need of donations. christie smith is live with how short on turkeys they are. christie? >> reporter: good morning. they are trying to feed about 150 families. so far the math is not adding up. they have about seven turkeys donated so far. this group serves all of eastern contra costa county providing thanksgiving foot boxes to family who is need help. they have a waiting list going because they don't know how many turkeys they are going to end up with. could be an issue tied to the economy. they say they are accepting gift

>> good morning to you. we take a look at the bay bridge and it will be almost 80 degrees in livermore. happy necessary to you. the new addition of time magazine calls oakland a city on the move. one business is bucking a national trend. business is booming and signs of a recession appear to be long since gone. >> if main street usa is suffering, no one told that to the businesses that line a half mile stretch of lakeshore avenue in oakland. other parts of the bay area like san jose and downtown oakland, there hardly any here in this neighborhood on this lazy sunday. there was plenty of foot traffic and parking spaces were a commodity.

they are days away from opening silver moon, a children's clothing store and has high hopes. >> it's even busy on saturdays. there so many people. the farmer's market has a lot to do with it. >> hers is one of seven businesses. a yoga studio is going in next door and organic mattress store opened across the street. pamela drake said there is a reason most of the businesses on lakeshore are doing so well. >> it's very kind of boring stuff that we do that i think makes a difference. cleaning the sidewalks and steam cleaning every month. we have the gardener and we keep up the lighting. we have events. >> also chain stores like trader joe's help keep foot traffic on lakeshore avenue high. >> we have a security guard who is not a police officer, but he keeps in touch with the police department and lets the

hour. rob joins us. a cool down. you said 30 degrees? >> big changes and this morning we are seeing 60s and 70s by the end of the week. morning temperatures are going to be a few degrees warmer than the high. a big change on the way and warm outside. 70s around fairfield and napa as it heads towards sea level. a few spots seeing the winds and warm to start. 70s and 80s again, but starting as early as wednesday and thursday we will see cooling and by friday, a chance of showers our way. upper 70s to low 80s and dry and breezy at times. san francisco in the mid 70s again and for oakland upper 70s and near 80. the big change arrives in terms of the temperatures thursday. cooling off and much cooler friday into saturday. >> thank you.

just when you thought you were doing your part for the apartment, there may be unsafe levels of lead in your reusable grocery bags. the newspaper found lead in chinese-made bags at stores like wal-mart and target. the concern is that the lead will end up in the food you buy or cause problems in landfills. about 15% of all purchases go into reusable bags. >> let's go to courtney reagan live at cnbc world headquarters. >> good morning to you. futures were flat and we are a bit higher than the opening bell. wall street is off the worst week in three months. investors are hit by a swirl ever concerns including debt issues in europe and talk that china may raise rates and topping $1400 an ounce before it sold off. asian markets higher and europe is turning around a bit so far

this morning. it's a busy week for economic data. manufacturing, housing and unemployment ahead this week. we will get retail sales numbers and earnings. the dow fell to 11,182. congress returns for a lame duck session. they have several issues to hammer out before the end of the year like funding for government agencies and whether to extend the push tax cuts. president obama hinted that he would be open to compromise with republicans on tax cuts, but on top of the white house aids, the president is opposed to making them permanent for the wealthiest americans. not clear if he supports a temporary extension. wait and see. >> the rumor mill in high gear over what facebook will announce at an event. we suspect they will roll out their own e-mail service. users have an e-mail that ends

in facebook.com. starting a service would move facebook from a social network to a full-fledged business. they are attempting to compete with goolle that has g mail. >> lawmakers are voted out of office come back for the last few weeks of business in a lame duck session. as today in the east bay's tracie potts reports, they have one big item that has to be addressed whether to extend the tax cuts that expire at the end of this year before the new congress takes over. >> they are already filing into washington. fresh faced members of congress ready to make big changes. >> i made myself pretty clear. >> before they are sworn in. this congress has to decide whether to let your tax guess up at the end of this year. >> there is no bend on the tax

these findings are based on a survey over a six-month president. >> thanksgiving traditions are important for all and some may have to go without. christie smith is live in antioch with more. good morning, christie. >> good morning to you. the salvation army is hoping to help about 150families with a turkey and all the trimmings. they are quite short. we are told only about seven birds donated so far. they have families in need already register and on a list for food boxes, but they are not sure how many they will end up being able to feed. they are asking their neighbors to help out and buy their turkey a twin. some stores are offering discounts on a second turkey if you buy the first. they are also looking for donations of things like turkeys
