towards the evening. we are watching a pattern change that will bring much cooler temperatures and yes, snow across the peaks. we will look at the in a few minutes. >> now we have a look at the morning commute. mike is off and let's start taking you outside to the east bay. looks like along the le ninsula. out by daley city, there is a delay on the parkway moving smoothly. through the 580 area through tracy, a slow traffic between westbound 205 and north flynn road. often out for that. >> three men necessary custody after a high speed chase from one side of the bay and back a few hours ago. investigators want to know why the suspects were rung. today in the bay's christie

smith is live near where the chase ended with a look at what happened and what police think. >> this is a wild high speed chase that ended here where we are sort of near highland hospital in oakland. the car involved in that chase crashed into the burgundy toyota that you see there. there was a 90-minute search for the driver through the neighborhood as he jumped into back yards. the white car was just towed out of here about 40 minutes ago. it had no license plates on it. investigators believe it could possibly be stolen. three people inside of that car in custody. this started around 1:30 with police investigating a series of street robberies near the lake merit area. about a half dozen armed robberies in the last 24 hours. that's when a call came in about a stolen car and the driver looked similar to a description

of the suspect in the robberies. police followed the car in oakland and the chp took over with the driver heading over the bay bridge. he quickly turned around according to investigators and ended up here at east 25th street. the chp forcing the driver to stop with their cruiser and that's when the driver crashes the car. two people inside were arrest and a man and a woman. the third person, the driver taken into custody with the help of a police dog. live in oakland, christie smith today in the bay. >> thank you very much for the update. tonight the city planning commission will look at the planning cross from property owners. the natural gas explosion killed seven people in september. if the commission approves it,

the city council will get a chance to get the final stamp and people could rebuild as soon as january. also new this morning, oakland mayor is cancelling plans to deliver his final state of the city address tomorrow. the office sent out a release to make the announcement and told the tribune he may not speak in public again before leaving office. the mayor plans to post his final address on the city's website. he will be replaced in january. >> food banks are kicking it into high gear. chris sanchez is live for us once again at the food bank in san jose where they're getting ready for thanksgiving. >> this place is amazing, brent. folks who haven't been out to the second harvest food bank, it serves 300 different agencies in addition families looking for help and those requests have gone up by about 30% here for

santa clara and san mateo county. the same story for the food bank. they want to make sure that people get groceries and feel connected with the community. it's a start of a new day where the children are singing and drawing. the kids are writing special notes that say -- >> happy thanksgiving. >> they are only 3 and 4, but know the thanksgiving tradition. >> you have a great dinner. >> you learn that some families can only put the din or the table with a little help from the san francisco food bank. the notes go into some of 35,705 bags of groceries being distributed for thanksgiving. >> they know that their picture will be given to a family in need. >> the idea is to connect clients with the community.

>> a 4-year-old can make all the impact. they don't have to be old or wealthy. it's about doing what you can. >> there is time to donate food, money or a thanksgiving wish whether by hand or online. >> that's so sweet. you will make someone very happy. >> now, they are hoping to have enough notes to put in each and every one of the 37,000 plus thanksgiving day grocery bags they will handout. the need is just as great here in santa clara and san mateo county. the second harvest food bank, you are hoping to fill 13,000 barrels. what that will accomplish? >> by filling the barrels, we will feed a quarter of a million people this year, this holiday season. in addition that, we hope to collect donations of money. >> you do amazing things with donations.

spencer. this wedding drew 750 million people, more people than watched the moon landing. to be fair in the 20 years or so since the two, a lot more people got tvs. prince charles's son, prince william will marry his long time girlfriend, kate middleton. with all the things that now exist, internet, satellite television in homes that didn't exist when his dad got marry, what's the audience going to be? we don't know when it's going to be, but only that the couple is engaged. >> the front page of the apple website. counting down to 7:00 a.m., apple will announce they will finally offer downloads of the beatles. apple wanted to do this for years and always have been able to put music on the ipod. you couldn't do it digitally. you had to rip it. it's kind of a quaint tend to a long battle that apple has been fighting. trivia for you.

>> welcome back and a good tuesday morning to you. what a gorgeous sunrise over the bay area and fantastic temperatures. hard to believe we are in mid-november. but i think we will feel it as change is in the works. 6:15 right now. >> san francisco will launch the newest plug in station for electric vehicle this is morning. this one is going to be at pier 27 along the embarcadero. the mayor will make a few remarks at a lunch event this afternoon and hopes to make san francisco the most sustainable city in the nation.

there electric charges stations outside of city hall. >> the tough economy and the new one will be in gilroy. had has stores and now in gilroy. last year it created 650 jobs and the store is in the 18th location with the town plaza shopping center. >> president obama will award the medal of honor to a staff sergeant. the first living recipient of that award since three other members earned it in 1976. he fought off several fighters to help wounded soldiers and he himself was shot twice. he told nbc's brian williams he thinks the medal of honor does not belong to him. >> if i will be the that gets it, it's fine.

by no means is that fine. i'm the there at that time. from iraq and afghanistan. the unsung heroes. >> the rest of the interview is coming up tonight on nightly news. >> 64 people are dead from a collapse in india today. one witness said the collapse within seconds like it was made of sand. rescuers are using shovels or their hands to try to find survivors in the rubble of the five-story building. another 30 of thought to be buried under the rubble. 200 people lived in the building. police raved four welders for a building fire that killed at least 53 people. 70 others are injured. police say no one was licensed to be welding inside the building when the fire started. >> cell phone videos are getting a lot of attention and becoming the main weapon for invasive security at airports. >> we can do it out here, but if

you touch my junk i will have you arrested. pa. >> he posted voot as he refused a pat down. people who refused to go through the full body scanners have to get the pat downs, now they are more invasive. the people say the amount to legalize sexual assaults. >> i don't want a random stranger looking at my naked body. my traveling about the country by plane doesn't warrant that for me. >> the federal government should get out of the business of aviation security and the homeland security chief said that the tsa is open to change. >> airlines could be forced to park aging planes. according to the faa it would require airlines to put the planes out to pasture once they reached the mandated lifespan. the federal regulators are giving the industry up to five years to settle the minimum age limits for planes and up to six years beyond that to implement them.

much wind from the vantage point. higher up and look at the presunrise view. it looks like a postcard. 53 degrees and not much wind in san francisco. the hilltops in the east bay and still seeing wins at 15 to 25 miles per hour. you can see 40s across the north bay valleys and the east bay as well. you want a light jacket for this morning and t-shirt weather. breezy and dry at times. nothing on the radar, but the pattern change will dropout of the gulf of alaska. as the name suggests, a big drop in temperatures and showers beginning friday afternoon. gorgeous weather and mid- to upper 70s and breezy and dry. the rest of the seven-day forecast shows the pattern change that means highs in the 50s with showers and we will stay unsettled into next week as well. >> looks good. the best wrestling siblings the

>> a gorgeous start and the clear skies and san jose and san bruno and we will see a warm afternoon. breezy once again with offshore wins meaning we will see temperatures into the 70s as early as lunchtime. probably not quite as warm as yesterday. a drop in temperatures and maybe snow flakes around. coming up in a few minutes. >> mike is off and as normal, mass transit is the best way to go. bart is moving fine and look at the toll plaza. back up to the army base and metering lights are turned on. it is a mess out there this morning and hopefully it helps you get through the morning commute. >> now to an update on a developing story that had police chasing a car across the bay bridge and back. it was oakland and san francisco thing. today in the bay's christie smith is live where the chase

ended in oakland. police are trying to figure out what the men did and why they were trying to run. >> this was quite a scene. it was a child chase that began in oakland and went over parts of the bay bridge and ended up in oakland where the driver apparently crashed into this toyota and got out and started running into back yards around here. the car was towed out of here about an hour ago. investigators went through it. there no license plates on it. it could be stolen. now as the driver ran through back yards, police and other agencies have their guns drawn and looking for them. they brought dogs and they are thinking that this could possibly be tied to a series of armed street robberies. seven of them in 24 hours. early this morning, all of them

in the lake merit area. the victim in the last incident phoned in a description and at the same time police spotted what they thought was a stolen car. they got on interstate 5. they turned back around. they performed a pit maneuver to try to force the driver to stop. he crashed with two people in the car. they were taken into custody and a man and a woman took about 90 minutes. they tell us to find the driver. they eventually did. they found the driver with the help of a police dog. that's the latest from here live in oakland, christie smith today in the bay.

>> are an east bay man is getting no help for the person responsibility. he has a weekend of who did it. the victim doesn't want to reveal his identity. taking his new max pro computer, but he had installed cost wear tracking and that enabled his computer to take a picture of the suspect, revealing the bad guy's location. >> i figured this is great. i have a photo of an individual using them and as well as a location. >> police have not contacted them. he said he has all the evidence. we contacted the police department and they have not returned our calls. >> san francisco police think they may have arrested the people responsible for a pepper

spray robbery spree. five people, three of them juveniles are in custody for the string of robberies. police recovered the items that were taken. three robberies happened last wednesday and two on thursday night in well-traveled parts of the city. the robberies sprayed the vehicles with pepper spray and took purses and cell phones. >> protesters are expected to join decision makers in the california board of regents meeting. hadn'ts of workers are fighting against proposals they say the uc system. they have seconds from last year. they will consider proposals for a differential fee hike. this means students whose families earn more than $120,000 a year. the fee hike could bring tuition costs up to $11,000. that's more than double the amount in the last seven years. . a south bay group is on a

mission to stop bullying. they will hold the first in community meetings tonight, packed or people acting in community together will meet at the park united methodist church. 7:00 tonight. trying to figure out ways to bring just toys family who is were victims of pulleying and raise awareness about the damaging effects of bullying. >> work is on the way on the subway line even though the project is $137 million short. a little more than $1 billion in local, state, and federal funds are earmarked for the project. the city's transportation authority will get a funding update today. in order to raise the gap. >> it's 6:36 right now. federal money for pet projects may not be pumped into the bay area or any other for that matter. coming up in a live report.

mentioned, by the end of the week, we expect cooler temperatures and changes. >> a driver who hit and killed a 14-year-old boy is suing that boy's parents. 48-year-old david is serving 10 years in a connecticut prison for hitting the boy back in 2007. now he says the boy's parents should pay for his pain and suffering. he said the parents are at fault because they let their son ride his bike without a helmet. he wants $15,000. >> in a violence or crime victim case, we don't see it as much. obviously because it doesn't sit well with the jury or a judge. it's less ought after. in this case we have an idea who is reps enning himself. >> he was passing another car at 83 miles per hour in a 45 miles per hour zone when he hit the boy. >> two weeks after election day and they are still counting

votes in e alaska. they are counting by hand and right now it looks like lisa murcowski pulled ahead in the race for her own senate seat. overseas ballots still have to be counted. show ran a as write in candidate after a tea party-backed nominee beat her out in the primary. it could end up in court if she wins. her o pone is challenging where voters misspelled her name and it's left to election worker to figure out what they meant. >> big bucks flow into home states and projects could be coming to an end. mish mcconnell who is responsible for 51 earmarks totalling nearly $82 million. today in the bay's tracy pot is in washington with more on how this is playing out. critics say it's grandstanding and supporters say it's about time.

>> there a couple of different opinions about that. tea partiers made an issue out of it and said let's doo do away with earmarks. let's talk about what they are. federal dollars tacked on to the stepping bills, but coming back to your local district. take a look at the things that benefitted the bay area. $2.8 million for an army core investigation of the south san francisco shoreline. the parkway in san jose and $8 million for the hunter's point ship yard and clean up there. no one would doubt those may be worthy projections, but the big question here in washington has been are those tax dollars, the federal tax dollars being

appropriately use and if you add up the 535 members of congress here who may be asking for projects, you can see why government bills and spending bills here on capitol hill start to run up. they are coming to washington to change and they are already seeing the changes. >> for will be interesting to see. thank you very much. >> the auto biography of mark twain is out in several bookstores. what do you think? >> one of our producers checked four stores before finding the copy of the 736-page volume one. this morning the general editor of the much-anticipated book joins us by phone. good morning. >> glad to be here. >> why do you think the book is creating so much buzz. 100 years after twain's death. >> he knew what he was doing. he said here's a piece of it.

that's a marketing plan. >> it certainly is. talk about how this one reads. it's not like some kind of a novel. it's based on a conversation he had. talk about how if you are going to buy this book and read it, what do you expect? >> you can expect a lot of talk. i would say this begins with experiments that he gives between 1870 and 1904. if you are not interested in that history, i recommend starting with the final form. take a look and start reading there. you will find as you said not a narrative of i was born in 1835, but rather talk about anything that strikes him as of interest and interruptions of himself. stories about his family and stories about anything. he is a master story teller. you necessary a position of listening to him almost in a one

on one arrangement that you won't find in other published works. >> the table of contents is interesting with the names you see. leland stanford. you can see what he had to say about him. . >> i don't remember. i'm flattered you think i would memorize this book, but i have got a few other things on my mind. >> how did you get involved in the first place? talk about that. i understand this thing has been locked away in vaults? >> how did i get involved? or the auto biography? >> how did you get involved? >> i was a grad student at berkeley and the ph.d. program and i failed my german. i didn't know how that would be at the time, but i had to go get a job because they fired me from the shift. i got a job as a proof reader.

story. two men in custody after leading officers on a high speed chase from oakland to san francisco and back. christie smith is live where the chase ended. police are trying to determine why the two men and women were running from them? >> that's right. they don't know for sure, but they have good ideas. let me show you where the chase ended here in oakland. the driver slammed into the parked car before he bailed out of the car that he was driving and started running and hiding in back yards near east 25th and highland. oakland police and the chp looking for him with guns drawn overnight. 90 minutes in, they found him with the help of police dogs. the car was towed out overnight. this started overnight when oakland police spotted what they thought may have been a stolen car around the same time that a call came in about an armed robbery and the descriptions of the driver and the person were

similar. they are investigating a handful of other armed robberies. oakland police tried to stop the car and the driver got on interstate 580 when the chp chased him over the bridge and back. he turned around and went back here to oakland and crashed. two people were arrested in the car. again, the driver also under arrest. live in oakland, christie smith, today in the bay. >> the holiday season is upon us and food banks are kicking into high gear. the second harvest where they are getting ready for thanksgiving. chris? >> reporter: folks are starting to arrive for work and ready to get started. this is the busiest time of year. they serve 300 agencies in santa clara and san mateo counties from the salvation army to catholic charities to after school programs. the need is up by 30% for the

san francisco food bank. they are putting in something extra. >> the start of a new day where the children are singing and drawing. the kids are writing special notes that say -- >> happy thanksgiving. >> they are only 3 and 4, but they know the tradition. >> you have a great dinner. >> they are learning that families can only put the dinner on the table with the help of the food bank. the notes will go into the bags of groceries the food bank will distribute for thanksgiving. >> they are getting excited because their picture will be goichb a family in need. >> they want to connect the clients to the community. >> you don't have to be old or wealthy. it's just about doing what you can to help others. >> there is time to donate food,
