good morning. it is 4 i'm i'm 30 and the mercury is falling. let's start with the hour by hour forecast. >> so far just the mercury falling. no raindrops yet, but you may find thick fog. seeing the reduced visibility throughout the morning. 40 degrees in livermore and 41 in concord and upper 30s before sunrise today. not a lot of wind except for a sign of a sea breeze. the onshore winds picking up. the active weather getting closer and closer to the bay area. partly cloudy skies and cooler temperatures and the big changes as we approach the weekend. highs out of the 70s and back to the mid 60s around the peninsula and coast. starting tomorrow, we will see rain and snow that will be dropping across the bay area mountain tops.

with his wife, but he has been gone a long time. >> that's right. his father said it would be totally out of character for him to abruptly leave and be gone so long. it has been eight days since any has seen brian. he was last seen at his house in concord. his family is worried sick. they are concerned and said they don't suspect foul play. as it appears, the 33-year-old may have left voluntarily without notifying family, friends or even his job. he took clothes, money and camping equipment and based on that, they think it's possible he might be at a campsite, state park or other remote location. there is some indication he may have gone to big sur. investigators have been notified to be on the look out. brian herb has been entered into the missing persons system. 5'10" and 185 pounds with broin hair. they are trying to get this

information out to the public. he was last seen driving a dark blue 2 thousand 4 four-door ford f350 pick up with a california license plate 7 p 34909. long bed and tinted wid owes with a sticker in the back. he is married with two young daughters. that's the latest live from concord today in the east bay. >> one of the things they have been talking about is she off the grid. no atm or credit cards or anything. >> nothing. that's what has everyone so concerned. a lot of time when is people leave, there is a trail of where they have been. in this case nothing. he did take camping equipment with him so it's possible that's where he is. they want to check on his whereabouts and make sure she okay. >> thank you much. >> despite protests from students, meetings will condition. the university of california

board plans to vote on an 8% fee hike that follows a 32% increase earlier this year. yesterday four officers were injured and 13 people arrested when protesters tried to storm the board of meeting in san francisco. the uc board said they needs to raise fees to offset cost. they scheduled to vote on a plan to expand the uc financial aid program. colleges all over the nation raised tuition much faster than inflation. dozens of students will stage a sleep out on the uc berkeley campus today to raise awareness of poverty and homelessness. they will nap at noon for about 15 minutes. they are also holding a canned food drive and a clothing drive as well. angry parents in one school district not waking up any happier this morning.

parent dos not have the right to opt out of a lesson plan designed to promote tolerance. about 100 parents packed the office to protest. most say it's not appropriate for kindergarteners through fifth graders to learn about same-sex relationships through documentaries shown to students and parents say they have the right to control what their kids learn. >> this is sex education. you have to be involved in sex to be a lesbian or a gay man. what you do when you are home, that's your home. my children is not ready for this. >> the videos are required as part of a legal settlement. the case stems from complaints by a bez bian student that she was bullied by students and staff. >> the case of a missing multipoo, a dog in dublin.

she said she saw bear the dog in his cage monday night. by the time the employees arrived for work, the dog was gone. they said the vet said the dog got through all the locked doors. >> it is possible if they let the person who stole the dog if that is an inside job if they are working when they see a dog they like, what's to stop them? >> they'll continue their search. if you know anything, call the dublin police. >> more tug of war over the controversial idea to cash in on a pot farm. richmond looking into a developing point. voters told the city they don't want a casino built on the land. another possible use is a medical marijuana farm. it will generate tax dollars and provide jobs. they say it's risky. >> it's against federal law. nothing can stop the feds from shutting the whole thing out and

we're out of business. >> the city councilmember said the city can okay a pot grow anywhere. it would be a nice secure place, but fall short when capitalizing on the view. something more touristy might be better. the council will learn about the proposal and other ideas at a meeting in december. get ready for double-digit ticket prices on bart. the board will set fare prices for the west dublin pleasanton station today women expect round trip fares to cost 10.80. a two-way trip will cost 20.80. the new station is set to open in the year 2011. the golden gate bridge will cut fares by 1/3. they plan to scale back and a final vote is expected tomorrow. the changes would go into effect

on the first of the year. the agency is dealing with a five-year, $89 million budget shortfall. all is running on time. >> this early no delays reported includinged the ferries over the water. we will take you over the bottom of the screen, the okt gon kind of thing. that's actually a large parking lot and no delays. the issue is getting off of the richmond bridge. the off-ramp remains closed because of an earlier accident. activity still there. they are having clean up issues there. highway 13 we have been watching and no delays there. well off of the roadway and flashing lights in the distance. keep that in mind. earlier closure has cleared up so the freeway reopen in the commute direction and a 13-minute drive. they were flipping up and i don't see any incidents on the

$11,007. the nasdaq added. today is the day that a new run dawns for general motors. they priced at $33 a share at the high end of the range. if you include the shares, common and preferred stock and if banks sell extra shares, they raised a record $23 billion. they stand to make towards recouping the bailout. the government will cut the stake to under 37%. it remains the largest shareholder. they need to rise to about $48 a share to break even over the next several years. if you want a piece of gm, you can buy a share. back to you. >> how much health do you need to retire?
