stories and the frigid friday forecast and of course mike will get you on your way today in the bay. 4:30. scott has the morning off. rob is hard at work and today is the day he earns his stripes. >> or i go into hiding. we have interesting weather headed our way. not too chilly and clouds moving over the east bay and the rest of the area. winds starting to pick up out of the south southwest and you can see here on the radar, light rain offshore and nothing falling yet, but you can see the clouds dropping down the coast and deeper moisture on the coast. cloudy skies and rain developing later on. look at today's highs. 50s for most of the east bay.

30 degrees cooler than minute. a big cool down and mostly cloudy and a chance of thunder and low snow for the weekend. we will walk you through the details in a few minutes. >> we can get you a peek at the morning commute, but watch out. there could be construction. >> you guys showed 880. we will take you to the maps. you showed the light volume through hayward. construction northbound 880 on the westbound 92. that's the transition you get off early and take you back to 92 heading across the water. we will look at the san mateo bridge and a clear easy drive. much steadier from yesterday and things continue to change and possibly rain or scattered showers. we are watching that. the easy drive heading over the water.

>> i new pilot program is set to kickoff in oakland designed to prevent crime before it happens. the police chief is trying to reach out to kids to help them feel safer at home. christie smith live at the oakland police department with more on how it will work. >> happy friday. the police department ranks were cut drastically and the city doesn't have the resources it once did. it still has people and has parents. the police chief is asking them to volunteer as a means of keeping young people on the right path and away from crime. they talked to residents at a crime tracking meeting and participate in a pilot program to reach auto risk kids an hour or more a week with one child to make students aware of other possibilities so they don't

think of turning to crime. police will increase their presence at those schools in the program. the idea came from a meeting between the police chief and the school's superintendent here in oakland. the chief noted that it can be a vicious cycle. kids in unstable homes often welcome truant and get involved in illegal activity and have children as teens. he is trying to break this cycle and if it works, it will be expanded to all public schools here in oakland. live in oakland, today in the east bay. >> thanks a lot. part of the reason that the chief sees the need for the program is the latest crime report card. we go inside the reason yes the city is on edge. >> one thing i heard the police chief say is you can't arrest your way out of a crime situation. you need the staff, community and outside agencies. with any theory te sounds good and execution is tough.

oakland police chief said he wants his department to be transparent. >> i had more crowd control situations within one year than i had in the city of long beach. >> an observation shared with the public at the community meeting at the oakland museum. >> we have 4,000 less of the most major serious crimes. give a round of applause. >> his command staff, front and center, answering questions about the number one problem in oakland. crime. >> you don't have as many resources available. >> oakland is minus 80 police officers since july. the city dealt with riots, killing and areas throughout the city. >> i top the reduce the murder rate from a number of 60 to 109 of last year.

i thought we were on target until we had to do the layoffs. >> oakland's murder rate is 74. there 90 this time last year. >> they were doing a good job and i like the way they were going out into the community. >> i don't feel the oakland police department or police departments in general from my experience have their pulse on the community. >> the chief telling the crowd he wants to change that perception, but making crowd fighting without enough resources a reality is his toughest goal of all. there will be more meetings like this in weeks to come. today in the east bay. >> activists will call on the district attorney to drop all charges today against dozens of people arrested after johannis mehserle was sentenced. they will hold a news conference and rally this afternoon. police arrested 152 people on november 5th after the former

bart police officer was sentenced to two years with credit for the time he already served. protesters marched to the bart station. it will be at the alameda county district attorney's office in oakland. friends and family are set to remember an oakland man who was shot and killed. derek jones was shot to death after he ran from police and they thought he was reaching for a gun t. turned out to be an electronic scale and he was not armed. his death inspired hundreds of people to march in several demonstrations, protesting police brutality and likened it to osktar grant's death. funeral services are set for tomorrow. >> a memorial plant today. a 9-year-old a hard girl went missing back in november of

the kickoff is at 12:30 at memorial stadium. stanford is the favorite ranked sixth in the nation. cal is 5-5 and anything can happen in the big game and especially when weather is a factor. it's a big factor not only for the players, but the fans. >> for stanford to stay, maybe they have a shot trying to become bowl eligible. 12:30 and:temperatures in the mid 50s. scattered showers and the chances of rain will be increasing as we get to the third and 4th quarter. the game may start out with sunshine and likely see the rain coming in. look at the weather headlines for the weekend. rain from a half inch to two inches and hail possible. winds for saturday into sunday. 15 to 35 miles per hour.

snow levels as low as 2,000 to 3,000 feet by the end of the weekend and mostly 50s. it's not that chilly this morning, but we will not warm up a lot. right now this morning we have mist or drizzle in a few spots. that is so low to the ground it tends to be with the radar shooting up and over. areas of light rain across the north bay and more rain down the coast and the timing looks like we will start to see this fill in. we may catch a break for the holiday food drive at the safeway store. there is good news there and by the afternoon, another round comes in. rain mixed to sunshine and off and on through the weekend and very cold temperatures showing up in the seven-day forecast.

he is being released from the hospital and spent the past week after an unusual injury. you might remember he accidentally elbowed wilson chandler of the knicks in the mouth november 10th when they played in new york. he was cut on the elbow and that led to an infection. it should be better in the next few weeks, but a bizarre 0 there. the first place oakland raiders are back from the bye week and will take on the steelers in pittsburgh sunday at 10:00 in the morning. they are looking to pick up the fourth win in a row. they have beaten the steelers of the last two times they met. kansas city lost and the raiders beat them the week before. oakland is in the tie breaker now in first place in their division. u.s. treasury will be in town sharing her success despite obstacles as she grew up in the bay area. roesy rios will speak at the

newark fremont hilton. she a graduate who studied at harvard. they were raised by a single mother. rios is an example of what is possible when we invest in the dreams of young people. oakland police chief believes in that and he is trying to help out young people as well. he will launch a pilot program for the east bay middle schoolers and today in the east bay's christie smith live with more on how that plan works. christie? >> she calling on the adults to volunteer at least one hour a week at an oakland public school. since we have a shortage of officers, the city doesn't have the resources it once did. we have a new mayor coming in. now is the time for mayors to step up. the chief unveiled the program at a crime tracking meeting last night here in oakland. the goal he said is to make at risk kids aware of other possibilities so they don't turn
