good morning to you. take a live look at downtown san jose. downtown ice is open. i don't know who enjoys ice skating in this weather. i'm kris sanchez. you have to wonder, just wondering what the rain means for the ice. >> yeah, they are to keep it frozen. the water makes it slushy. it's cold, but not that cold. 50s for the highs. snow in the hills. close to the bay area hills by tomorrow morning. today it's in lake county. a lot of it across the sierra. the lightning strikes off the coast. ukiah, rain and snow coming down at times as well. from santa rosa to san francisco at 101, rain is heavy. there's a line moving through now. the rest of the area around it is empty. we are getting scattered showers coming through the bay area. it won't be a heavy rain, it

will be a half inch to one inch total by the time we get to the evening hours. we'll get scatters showers thunderstorms at times and three to five inches above 1,500 feet. two to four feet above 3,000 feet in the sierra. the forecast in the 50s. a cold day. don't expect a lot of rain. cold air doesn't have a lot of water with it. when we get the downpours, we'll see small hail and lightning. >> don't let it detur you from helping with the turkey drive. we'll be out there in the rain. >> come help us out. >> hand over a turkey. new this morning, u.s. troops in afghanistan may be there a few more years. nato leaders are meeting in portugal where they agreed to reduce troop levels in afghanistan next year. nato put offhanding over control

to afghans until 2014. then nato promises not to abandon afghanistan buzz it could slip off. there's no promise of what the aid will be. many nations said they will remove all their troops by 2014. 14 years old and arrested for driving without a license in a crash that killed two of his young friends. this was the scene when the 14-year-old boy lost control and slammed it into the utility pole. none of the people in the backseat were wearing a seatbelt. they were 18 years old and thrown from the car and killed. a 16-year-old backseat passenger is fighting for his life. >> anytime a minor gets behind the wheel, they are tempted to do crazy things. five kids in a car with a minor

behind the wheel is never a good thing. >> the 18-year-old front seat passenger whose father owns the car was arrested. an oakland man shot and killed by police will be buried today. he was shot after he ran for police while reaching for a shiny metal object in his waistband. it was an electronic scale, not a weapon. thousands of people marched in honor of him. they say the police brutality is also behind oscar's death. smart meters giving them headaches, making ears ring and robbing them of sleep. they may give customers a way out. the ceo is asking customers who consider the devices to compromise and meet in the middle. it's not clear what the middle options might be. some customers sensitive to

radiation from wireless devices are offering a moratorium on the smart program. the smart meter health debate is expected by mid december. despite the tough budget times, a grand opening for a new fire station for north san jose. it's the grand opening for fire station 19. it's paid for by voters who paid for a $159 million bond to up grate and build new stations around. this will serve much of the northern part of san jose. the ceremony sicks you have at 10:00. it's open to the public. it's a very nice fire station, we hear. students at uc found out tuition is going up, once again. they are trying to make budget in the system. the hikes could have a dangerous side effect. coming up at 7:30, we are going

many children in the east bay, it's a day they thought might never come. today, as part of the 11th annual adoption day, 41 foster children will be adopted into permanent homes and families. the event put on by the social services agency and the court starts at 9:00 this morning. today is national adoption day, a day to raise awareness of the children in foster care across the u.s. waiting to find new families. toys for tots today. the oakland community toy drop kicks off at the city hall. eligible families can sign up to receive toys for the holidays. you have to bring a photo id and proof of oakland residence, a rent agreement, electric bill or phone bill. proof of kids ages. only kids under 12 are eligible. proof of income, irs statement

as scott mcgrew mentioned, there are big food drives we are doing. i will be at the safeway on hamilton around the noontime hour. >> i'm going to try to make it to one. i'm feeling under the weather. it's the weather. if you want to stay home today, it's a good day. the heaters are going to be cranked up. it's only 50. sunshine right over the financial district. man, you head over to the golden gate bridge and you are under the clouds. same for marin county. the east side of the bay, we have clouds and sun. it depends on where you are. there it is live over oakland. a little bit of break there. no rain coming down here. scattered showers. don't expect a wash out all day. it's not a rainmaker event. cold storms don't have a lot of rain with them. they have cold conditions and

thunderstorms. that is live. a cold stretch of the morning as you step out. we are in the 40s there. live over san jose, we are looking toward city hall. low clouds there as well. what we have at this hour, this is a one-hour loop with the radar. the white you see on the radar is all the snow coming down. lake county, places north of there. if you are going into oregon, it will be tricky. if you are headed to lake tahoe, reno, anywhere across the mountains, expect snow there as well. lake county, mixed precipitation as low as 300 feet. scattered showers. the green. you see light rain in cloud coverdale, ukiah. petaluma to the city, golden gate. the great shot from san francisco. you saw the golden gate bridge and places west of there. it's not heavy. where you see the pockets of yellow, it's a decent downpour

coming down. it's fast and moves through quickly. all through richmond, scattered showers. lightning and pea-sized hail. now, this is street level in san francisco. closer to the marina. if you are getting ready for a run, you need several layers and at times rain gear. the peninsula is dry now. give it 30 minutes to an hour and you get a couple scattered showers. the front came through last night. we got heavy rain at times. gave us enough of a break to get the windows open. scattered showers off and on. not a lot of rain for us. some. snow across the sierra. snow as low as 2,500 feet across the sierra. remember, this is not a big rainmaker for us. a quarter to an inch. it's only in the low 50s for highs today.

four. that would be the dagger. the knicks go on to win 125-119. the warriors take their first loss. fans of women's basketball team is ranked third in the nation. last night an undisclosed medical issue forced them to go with the big two. they had to step up as they head to salt lake city to face utah. hitting the three. she extends the lead. a high 19-point game. working inside, banks off the glass. the cardinal win, 62-53. well, there's no doubt about it. the standford football team has a target on its back. the one loss does keep them in

good morning to you. take a live look from the camera looking over at the city. clouds there. a break of sunshine. some of those get sunshine this morning. >> yeah, it's one of those days where your neighbor might get a downpour and you get nothing.

then you get it and it's gone. you can see the shot of san francisco. let me show you the radar. just outside the city, showers are coming in. snow in lake county this morning. this is the rain. look at the yellow by the golden gate bridge. we saw the camera, a little bit of sunshine, then to the west dark clouds. rain coming in closer to oakland. at street level, you can make out the yellow. you may see lightning. this is future cast, 8:00 a.m. through 11:00 a.m., scattered showers coming through. you get a little bit of sunshine. heavy rain at 4:00 p.m. look at 5:00 p.m. there's red. that could give us showers, thunderstorms for sure and hail at that point. that's 6:00 p.m. by 6:00 p.m., the heaviest rain is in the peninsula. across the valley through 8:00 p.m. tonight.

more on the showers tomorrow as well. more on the snow. >> we'll be at the safeway locations around the bay area until 4:00 collecting food for the food drive. the president is in portugal talking about the future of american troops. nato nations are talking about when to pull out of afghanistan. they have agreed to pull out by next year. control will not be handed over until 2014. when the control is handed over, troops will not fight the taliban, but may remain in the country. the biggest concern is afghanistan could slip back into chaos without outside help. many countries will pull out by 2014, no matter what. protesting tuition increases at california universities. their education is in jeopardy. they report the state budget is doing more than raising costs.

it could be putting student's safety on the line. >> reporter: it's saturday night in november. 69,953 people have chosen to spend it sitting right on top of the hayward fall. memorial stadium is by far the best known structure at uc berkeley needing a retro fit. i's not the only one on the campus. far from the only one in the uc and csu system. >> i was surprised by the number and severity of the problem. >> reporter: erica perez is the reporter for california watch. her recent investigation uncovered nearly 180 buildings on uc and csu campuses considered dangerous in the wake of a major earthquake. uc berkeley, home to the most.

university system is unique when it comes to seismic safety. there's little overright to itself for making improvement. something his school is doing as quickly as it can. >> we made progress. we completed upgrades on two buildings. one is the student union building. >> reporter: most dangers have been known for a decade. in that time, millions have been spent on new buildings while older ones remain unimproved. how can that be? the answer has to do with money or lack of it. new construction is often financed by private donors. >> at the buildings where the students reside for research are state-supported building. they won't give us money for an upgrade. >> reporter: with the budget situation looking like it does, he doesn't expect a flood of

money anytime soon. >> they will continue on at the current pace and hope it doesn't run out. a berkeley memorial stadium sits on top of the fault line. money for that came through a fund raising campaign, not from the state. abc and cbs are in the middle of a real-live fbi drama not made for tv. who sent a threatening letter to the mail room for "dancing with the stars". it's an abc show shot on the cbs lot. it shows the powder is talcum powder, baby powder, but sent to a lab for more testing. they have stirred up intense emotions after bristol palin made the show's finals and they feel she shouldn't have.

panic in a southern california city and the drinking water could be eliminated. everyone was rushing to get bottled water. it was triggered after news a chemical was found in drinking water. city police took over the distribution of water, handing out one bottle per car last night. it caused tensions to rise. >> i'm not arguing. i'm asking for more water. >> it's all we have. we can't have anymore. >> the chemical could change hormone levels. boiling, freezing or sitting letting it set out doesn't take the chemical out of the water. san francisco city college student steven lee was released

from a detention center where he was held two months. he was released after diane f e finestein stalled it. the dream act gives undocumented immigrant children citizenship if they came to the u.s. before the age of 15 and were attending college. lee came to the u.s. illegally with his parents when he was 12. he was studying to become a nurse. he did not know his illegal status. coming up today on the bay, pilots do not have to go through the pa itdt'meay it'ss double s that shouldn't be allowed. upper peaks by monday. friends and family of 29 missing minors are gathering. workers are missing in a coal mine. more than 24 hours ago, an explosion ripped through the mine. gas levels inside the mine are still too high this morning. rescuers cannot go in to see if they are still alive. family members say the wait is unbearable. [ inaudible ] >> the mine's ceo says it was caused by methane gas. two workers escaped but were unable to say where the missing minors may be. pilots no longer have to go through the body scanners.

rain here. of course, snow in the sierra. look at that. the winter storm is causing lots of problems in the tahoe area. this video is headed up i-80 to truckee. parts of the sierra expected to see up to six feet of snow in the higher elevations. it's great if you are watching it on tv or you are already there. >> it's not fun. that's going to be the story all weekend long, even into monday. if you are heading up there, be prepared. coming back, have a lot of patience. it's great. one of the best times of year when you get to see that around the bay area. san francisco, off in the distance, you can barely make the angel island. some of it is heavy.

some parts of the city, south beach, getting a light rain. head to north beach and it's coming down harder. as we head over to oakland, look at the dark clouds. rain in parts of the east bay. the inland valleys, we are waiting for that to come through. quite a different change. you can see sunshine. give it another hour. things cloud up and you get spotty showers today and this afternoon. most of it is this afternoon. live in san jose, looking to the south and santa cruz mountains. they had a little snow, possibly sunday night to monday morning. this is the radar one-hour loop. it's active. the west coast is going to be active. snow in white. pink is mixed precipitation. later this afternoon, we see the lightning strikes in the bay area. snow down as low as 1500 feet. into the mountains snow tonight as well. overnight lows are cold. there's a spot where we see

heavy rain coming through closer to oakland, off the coast in san francisco. closer to pacifica. you have heavy rain getting ready to come through. this batch gives a heavy downpour. there aren't a lot of them. there's nothing coming in. this is the story. heavy rain. a break like you have here. the rain comes through. nothing in the south end of the bay. we have three to five inches across lake county. the storm warning in place until 10:00 p.m. the higher elevations, six feet coming down. this is the main storm. there's one front that's passed through tonight. the cold air is going to continue to swing around this afternoon. cold air later this afternoon. we'll watch for lightning strikes. snow above 2500 feet. i wanted to give you a time line and break it down. not a lot of heavy rain, an inch of so in the places with the most rain. it's cold air, so there's not a

lot of rain. this is 8:00 a.m. this is 11:00 a.m. heavier rain comes into the north end of the bay. the oranges become red. it's where you will see the lightning strikes and heavy rain into napa county. if you are out and about, it's coming down. the heaviest rain is in the south end of the bay. by 8:00 p.m., most of it is the santa clara valley. tomorrow, scattered showers. cold and snow in the evening hours above 2500 feet in the bay area hills. you can see the scattered showers coming through there. 40s and 50s is all we can get. sunset, 4:55. seven day forecast, expect more cold weather through monday. next week is thanksgiving. go around the bay area. raining on the east coast. if you are traveling east, be prepared for delays. >> if you are expecting anybody here, too, right?
