sunrise over san francisco. we can see that old glory flapping around. it's a windy day. let's get a look at your weekend forecast with jen. >> yesterday it was all about the rain and today, well, it's all about the very cold weather. our forecast high today running below average, so even though we'll see sunshine, you need to bundle up. this afternoon it will be sunny, but temperatures will be below normal. and then tonight very cold temperatures, once that sunsets, we'll see the temperatures beginning to plummet. we will see a warm-up, though, coming later this week, but today it's all about bundling up even with all the sunshine. >> at least nine people are dead after a cargo plane crashed into a residential area in pakistan's capital city. witnesses say one of the plane and he wings and an engine caught fire before it slammed in to a housing complex. rescue crews pulled one body

from the rubble and another person on the ground is in the hospital with severe burns. all eight on the plane were killed on impact. this is the same kind of plane that is used to deliver humanitarian aid. and we're also watching developing news where this morning china is trying to diffuse tension as the u.s. and south korea launch naval war games in a united show of force. beijing called for an emergency meeting to calm tempers over north korea's artillery shelling which kaled four. china is calling for a meeting of chief negotiators to resume disarmament talks. south korea has rejected china's call. ships are in position in the yellow sea this morning for a series of drills. the military insists that the drills are routine and that no live fire will be used, but experts say the united states is using some old fashioned gun boat diplomacy to remind north korea that the south has

thursday morning. the young woman told me she was walking to meet her mother after spend night with friends when a man pushed her down from behind. fortunately she was able to get away, but so was he. >> a new study is targeting bay area hot spots for water contamination. water quality experts say that many bay area cities have high levels of a poe tent carcinogen. they contaminate the bay and have prompted a health warning for fish caught in the bay. several bay area cities will split up a $5 million federal grant to study this problem. whole foods is pulling seven different kinds of cheese off the shelves, they were made by a california company. it is a national recall. central valley based bravo farms put a recall out on their cheeses after dozens of people got sick from samples they ate at costco stores.

as they're not headed into the sier sierra. this morning the obama administration is taking a highly unusual step to crack down on and online whistle blower set to release classified military paperses again today. overnight a state department legal adviser september a letter to the founder of wikileaks telling him that the publication of classified military documents is illegal and would put countless lives at risk. they command to stop saying despite your stated desire as to protect the live, you've done the opposite. you have undermined your stated objective by disseminating this material widely without redaction and without regard to the security and sanctity of the lives your actions endanger. wikileaks is expected to post the documents online later today. we are watching for those. and the state department says that the "new york times," the british newspaper and a german newspaper has prior access to

5-year-old who have been missing since the day after thanksgiving. the boy's father asked a woman to take the boys back to their mother, but police say they're not sure that that woman ever exists. the father who has not been named an official suspect is now in a mental health facility while the police search for those little boys. this morning a teenager and clothing store worker are in critical condition after a shooting in a crowded mall. police say a group of teenagers fired four or five gunshots last night. police say bullets struck the group's intended target, an 18-year-old man, as well as a mall employee who happened to be standing outside a clothing store. officers are still looking for the two gunmen. this is at least the second shooting in three months and that mall in detroit in that. coming up next, plans to revamp fisherman's wharf.

take a live look at the bay. a beautiful sunrise. it's going to be chilly, though not as chilly as it's been. people are melting over a unique christmas display that puts the nativity scene on ice. hundreds of people are gathering in austria to get a glimpse of a massive sculpture that features life sized figures of the virgin mary and the baby jesus. they worked on the scene for five days carving about 50 tons of ice by hand.

in recent years, the nativity scene has melted earlier than expected, but this year they're expecting a pre-cold winter and that should keep the ice figures intact much longer. things aren't quite that cold here in the bay area, but there is definitely a winter chill in the air. jen has a look at your weekend forecast. we're saying good-bye to all the clouds that we saw yesterday and hello to high pressure. so clear high pressure building in today, we're looking for clearer skies, but a very brisk wind coming in and our forecast highs are looking to run well below average. even with blue sky in the forecast. and once the sunset, remember to bundle up tonight because it's going to be another cold night. this is a look at our 12:00 temperatures. only in the fourth. mid-40s for san jose, upper 40s for santa cruz. 49 for san francisco and 42, that's it, for santa rose. again, that's with the sun

shining. looking at our forecast highs for today, reaching 54 degrees in pleasanton, 55 for forecast high today in morgan hill and 58 the forecast high for gilroy. 54 for livermore, 57 for evergreen. 52 in pacifica and 53 in red root city. redwood city. high pressure is building in and eventually our temperatures will start to warm up just for a little bit before we see more fronts coming in. will is a look the a you are on seven day forecast. the highs just in the mid-50s. very chili again for tomorrow morning. might see some areas starting at the freezing mark, then on tuesday still a bit chilly in the morning, but the forecast highs reaching the zik in some of the inland areas. wednesday will be warmer, but then more clouds are coming in

and we'll see a return on showers especially north of the bay. then on thursday, we'll see a front passing across the area. that will bring us some unsettled weather and i'm keeping rain chances in starting late wednesday, keeping them in for thursday, friday and saturday. so it looks like a few days of sunshine are only going to be here for a couple days and then we're back to clouds and some rather cool temperatures. it's no secret that the only time most of us go to fisherman's wharf is when we're showing visit trs around town. but there is a new plan in the works to make one of the most popular tourist spots a better hangout for locals. what do business owners think it will take? >> reporter: it is the mass appeal of fisherman's wharf to tourists which in many ways has kept city dwellers way. the acting planning director says many san francisco caps consider the wharf tacky and overrun with shops that indicator only to tourists.

but a $15 million reenvisioning of five blocks of jefferson street aims to change that perception. >> if you look at it, it has given over to the tourists. and i think there's a lot of effort to make it more more vital by getting people back to the city. >> reporter: the plan which was recently agreed upon by business owners at the wharf would create an esplanade and create more space for pedestrian. >> i think people would go down there more if there was an ability to park easier. that's basically why a lot of people don't really like going down there. >> reporter: butroviding more parking is not part of the plan. instead the idea is to transform the wharf from a place dominated by tourist shops to one with more outdoor cafes and places to sit down, where people could relax and gaze out on to the water. >> i just think that would be nice, get rid of some of those silly little stores there that sell to luggage, et cetera, and put in little cafes with outside

seating. that would be great. >> reporter: it's like what happened to the ferry building if 2003 when it was transformed into a place attracted to tourists and people who call the bay area home. >> i think once people realize how wonderful it is to be down there, i can see the city turning back to it and sort of thinking of it as bar echltheir waterfront. >> can you ever really have too much alcatraz it t-shirts? if all goes as planned, the changes could start to take shape within the next six months or so. still ahead, santa is not the only one makes his list an checking it twice. we found a new shopping pattern and we want our bay area teams to win, but at what cost? we now know about a so-called football injury that could cost quite a bit. coming up in sports, it was a night of records and routs for

blue sky lingering over san jose, but clear blue sky means cooler temperatures, so bundle up as you go bed tonight. we all know central networking helps a lot of us keep in touch with friends and family and now the social networking sites turning out to be a good way for police to catch criminals. recent statistics show that almost 900 police and sheriff's offices around the country have facebook pages and an estimated 500 law enforcement officers use twitter. >> we have to go where the community goes and community is online in the hundreds of millions before. >> cyber sleuthing has turned up some real world results. federal authorities in washington tracked down a fugitive last year, posted an update on his social networking page saying that he was living in paradise in cancun. now he's living it up behind bars. an i will know convicted burglar posted i'm on the run shortly after he broke out of a halfway house. now he's behind bar, too.

and on black friday people posting they were shopping when sthee have been at work. baby monitors are a convenient way to keep an eye on the kid, but an nbc investigation reveals that they can also let training strangers look right into your house. an nbc news crew powered a baby monitor and drove through a neighborhood and from the moment they turned it on, they could peek into crib after crib after crib and even listen in on private conversations. sdwr is that your baby? >> yes, it is. >> what do you think about that? >> a little scary. don't know what to say at the moment. >> police say that many baby monitors transmit sound and video in a very simple frequency which anyone can easily access. and many of the more affordable monitorses don't have a digital lock, so if it's organization it's transmitting hundreds of feet outside your home. police say that if you are not using your baby monitor, turn off both the audio and video

component so thieves won't be able to see into your home. untold numbers of sex offenders are on the run living in secret tent cities. often they hide in homeless tents because it is impossible for police to track them there. statewide sting last week revealed how a law designed to protect children is part of the problem. vicky shows us the solution may be a verse that will change to jessica's law. railroad just steps away from the daily sights and sounds of life in the bay area, another world emerges. >> this is where they live. >> reporter: deep in the brush hidden, tent cities teaming with a different kind of life. >> a little early to be drinking. >> reporter: they've cut their straps and they're hiding. andrea is a state parole agency.

she's's heading a sweep through 12 of the encampments. this one where convicted sex predators live among the outcast, mostly felons out of work, out of homes and out of luck. ironically, the law designed to flush out these predators and protect children is in part the reason for these hideouts. jessica's law bans sex offender prs living within 2,000 feet of a school, park or daycare center. in 2007, just after the law was passed, 88 paroled sex offenders were listed as homeless. today more than 2100 sex offend did ters are on the streets off the grid. >> not knowing the terrain, in the set up, we can look at it on a map all we want, but you don't really see up you get in here. >> agents think there were at least 20 or 30 more people living in encampments like this, but they took off. >> reporter: right now 145 convicted sex offenders are on the run from parole agents in

the bay area. >> one of the biggest challenges is the homeless rate. >> reporter: robert heads the parole division of the state department of corrections. he says the way parolees are monitored is not as effective as it could be and now the sex offender task force has issued nine recommendations to improve tracking. among them, a major change to jessica's law to remove the 2000 foot rule and allow individual agents to decide whether their parole es can or can't live. >> i think it goes back to empowering the person who is you willy supervising the offender, knows and understands the offender better than anybody else. and makes the daily decision about how we supervise people and he or she is the one that says i know specifically that you shouldn't be allowed to live near a school while somebody else can. >> reporter: so the agents would have sole discretion over whether the sex offenders live based on their prior

convictions? >> i think that's the spirit of the recommending days. >> reporter: he says he expects push back, but he believes the recommendations will allow agents to do their jobs more effectively and reduce the number of sex offenders who are unaccounted for. >> you're going into custody for not reporting. >> reporter: it's a change that can't come soon enough. they say the first step in tracking paroled sex offenders is getting them out of the dark and back on the grid. still ahead on today in the bay, how do our lawmakers get what we need in our communities? often the answer is earmarks. what's the harm? and who wants those earmarks gone? our political analysts give us the scoop p.

tomorrow republicans will introduce a bill banning earmarks. these are the appropriations which on which go without

hearings usually tailored for a special state or congressional district, but are the earmarks as sin sister as their opponents claim? let's bring in our political analyst. how was your hangs give something. >> fabulous. my son was in the peace core, he came in thanksgiving day, so we were happy. >> from happy times to maybe not so happy times. >> not for everybody, yeah. >> let's talk about the earmarks. you say they're on bridge to nowhere, right? >> they can be. but i think it's really important to take a big step back and put earmarks into context. for this current fiscal year, 2010, earmarks amounted to $15.9 billion. that's 0.3% of the national budget. let me put to you it this way. if a $10 bill is the entire federal budget, earmarks would constitute three cents of that amount. so there you have it, this year as a matter of fact we spent

nine times as much money on the wars in iraq and afghanistan, $139 billion, as we did on all the earmarks all of them put together. >> so then let's talk about why this is a big deal then. somebody is making a big deal about it. >> somebody does. and the bridge to nowhere type of thing is a great reason. no doubt about they're an easy appropriation to attack. that bridge to nowhere got everybody's attention during the election. a classic case in point. but sometimes what really seems like pork to one person is really vital to another. and that's the hard thing for us to understand. earmarks like bee hive researches or astronomy museums may be viewed as sildly by some, but they're considered important by researchers and scientists. >> we've heard all the stories about the collapse and what not, so it might seem lie honeybee, but it's a big deal. >> absolutely. >> let 00's talk about what the

eefr marearmarks have bought us pup. >> a local congressman and a ebb mft appropria member of the roeappropriations of xhtity, he authored 39 projects, $183 million. believe it or not, it's absolutely more than the cost of one new v-22 osprey plane. how does it break down some look at the first thing, the largest, $20 billion to stepped b.a.r.t. what else? $16 million plus for a san francisco bay recycling program. but you look at these continuings, you say, well, you know, what's sin sister here? i don't know. the rest of the categories, they will youed things such as

recycling, public safety, higher education, energy. and a half dozen experimental research and science projects. so i'm sure there's something in there that may be a little squishy for some people, but on balance, these things seem to show overwhelming commitments p public funds designateded for the public good. >> okay. so when we talk about the fact that the earmarks discussion will happen, what do you think will be the outcome? >> everybody's talking about, everybody's complaining about it, it's an easy target, but the fact is it's very unlikely that in the end congress will ban it. the democrats took a big step ready to making this thing more transparent when they became the majority in 2007 because they made sure that every earmark was posted ahead of time, 2000 congress to say no to earmarks especially when they're going to go back home, not likely. >> they won't get a lot of christmas cards that way. thank you so much. you can find his blog on our

saturday. so it looks like a new days of sunshine are only going to be here for a kim days and then we're back to clouds and some rather cool temperatures. >> christmas lights display is not only delighting on lookers, but also raising money for a good cause. take a look at this dual between two neighbors. two homes are hit up with more than 88,000 individual lights that are computer controlled and also synchronized to music. while the homeowners don't charge to see the display, they are asking to donations to the second harvest food bank. last year they were able to raise $54,000 and they want to beat that this year and want to raise $80,000. >> it's used for us to help contribute, but also so gratifying to see other people do the same thing. you come out here, you see the
