conserve cash. live in el cerrito, deep cuts are looming. >> most likely have to be more cuts for the schools here in contra costa countiy or ems the state could come in and take over the school districts. there 19 districts. according to the bay area news group, the office of education they identified five districts that are considered to be struggling that are at risk. they are aspect ok, byron, mount diablo and west cocoa which is where i'm at. the state requires that those districts have a certain amount of cash in reserves that is difficult given the fact that the budgets have been cut and enrollment is down and voters have failed to pass tax measures. what's next? the office of education has asked each of those to come up with a fiscal recovery plan

along with new projections on where they see themselves in three years. that's all due in over two weeks. live here, today in the east bay. >> thank you, bob. >> also new this morning, protesters demanded justice for an oakland barber shot and killed by police. they will gather at 4:00 and march to oakland city hall. they statemented a similar protest earlier this month. officers shot and killed derek jones november 8th as he ran from police. they thought he had a gun and when he reached into his waist band, they call for justice for oscar grant who was shot and killed by a bart police officer. >> parents are offered the chance to learn how to prevent their kids from joining gangs. the workshops are held every tuesday through december 14th at saint anthony's school on 16th

avenue in oakland. they focus on communication, violence, conflict resolution, stress, drug abuse and abuse. new investors could jump-start development in jack london square. they report that ellis partners already spent $130 million to renovate. they left many buildings empty and others incomplete. they would let market street take over the majority of the products from ellis partners. the opening of the new market building was delayed several times. it would hold fresh food market stalls and offices. supporters of an east bay man who said he is in jail for a crime he did not commit. a judge will go over the results in the kidnap and rape case. he has been in jail for 3 1/2

years, waiting to go to trial for a crime he said he did not commit. he was arrest and changed with the 1994 attack that happened in the oakland hills. the evidence they are using is a condom found at the crime scene. his mother said her husband could have been at the crime scene years although and left the condom there. >> they want to close the case and whoever they want to pin it on, they can send to prison. >> small's nephew is charged with being an accomplice at that crime. the hearing is set at the alameda superior courthouse in oakland. they can't mount a legal defense because they can't speak to their injuries. josh fattal and shane bauer were granted rare phone calls to their families that left lasted

national committee member and the most senior of the panel at 79. judge michael daley hawkins is a moderate and may provide the swing vote. the third is judge n randy smith, a republican of former president george w. bush. for weeks after election day, kamala harris will declare victory. the district attorney is expected to follow up with a long awaited victory party tonight. republican opponent steve cooley conceded last week, but harris said she would not declare victory in the official vote count was complete. no word on who will replace her. kaiser is making an investment in east bay children to help schools and community programs in oakland. kaiser will give $7.5 million to the oakland unified school district and one million for

giant is close to buying e commerce's groupon. it's worth between $5-6 billion. groupon is a privately held company that launched about two years ago. economic migration is taking place. one report estimates a half million americans are living in their campers or recreational vehicles. they are loading up the rvs and heading to where the jobs are. the warehouses in kentucky, kansas and nevy in are employing part-time workers. they get a parking spot. 45% of retired americans said they accumulated debt in the later years and are not worried about paying it off in
