skidded off the road and through a fence. he required medical treatment, but it expected to be okay. you can bet the sandbags are out this morning in places like redwood city and high tides meant street flooding in the past and neighbors encouraged to get them early. oakland public works checked their website, they are offering sandbags at 11 fire station when is the weather is bad like this. at the service center and their maintenance office on shepherd canyon. oakland encouraging neighbor neighbors and you get a free set of rain gear for clearing out the drains. work crews will be putting their work to the test over the next couple of days because they have been working for months to keep the storm drains clear. clearly that storm is here. live in berkeley, christie smith today in the bay. >> 6:02. the wet roads mean cars that can

spinout. >> slicker conditions and christie showed you the conditions even though it may not be a downpour, slick roads are making traction an issue. southbound 880, we have a spinout reported here as you come through downtown oakland. both sides are building up and this is blocking the center divide as well as the fast lane. the other side of the freeway sounds like it's out of lanes. the drive through the maze and approaching the toll plaza, holding up smoothly. they have puddling and the east shore freeway and the richmond bridge taking you over to the north bay. the sigalert on the north bayside. take the bay bridge and come to marin from the south. this is extended through 7:00 for the clez uosure. possibly for the next hour. a car went off the roadway and

minor injuries reported there. the major impact expected over the next hour. we will follow it closely and the wet roads lower the speeds. back to you. >> new this morning, a warning per people in palo alto to be aware of their surroundings after a robber held up two people at gunpoint. it happened in a driveway of a home on marion avenue 9:00 last night. a man approached a victim's car and took out a gun and demanded their wallets. he got into a honda waiting at the end of the street. the robber might be responsible for a similar robber in palo alto. >> pg&e is lowering pressure after an order affects large transmission lines from the type of wells similar to the that exploded in san bruno back in september. that explosion killed eight people and enjoyed 37 homes. pg&e will cut pressure in two

lines. one runs from oakland to fremont and the other from fremont to milpitas. more on the lines coming up at 6:30. >> a teen accused of setting a south bay elementary school on fire are expected to enter pleas. they are charged with arson and tried as adults. the july fire caused $10 million in damage to trace elementary school in san jose. the teens are held without bail. the sluggish economy may lead to relaxed air pollution rules. the air resources board is set to meet to roll back the state's tough diesel emission standards for trucks, buses and construction equipment. the move should give businesses more time to replace or upgrade aging equipment. new rules for cleaner construction kwrmt supposed to start in march, but will likely now start in 2014. clean air advocates said it mean more air pollution for

californians, especially in low income communities. >> you will not have to pay more in taxes. unemployment benefits are extended. the national debt is agreeing by $900 billion. lawmakers stayed update late and approved president obama's tax deal. this morning it's headed to his desk for signature. it came just before midnight with a mix of democrats and republicans voting yes. it prevents a tax hike that would have cost the average family about $3,000. unemployment benefits are extended for another year and it cuts the payroll tax 2%. it gives tax breaks to businesses and clean energy companies, although the bill passed, it is highly contentious. >> we're couldn't afford the $14 billion to give $250 to older people to older people having trouble paying heating biels. this bill is insanity. >> no word on when the president may sign the bill.

>> four more people have been arrested by federal agents in connection to an alleged insider trading plot centered in mountain view. good morning, scott. >> good morning. this is connected to a company called primary global research. a legal company doing legal things, helping to connect industry experts with wall street analysts. the people who estimate apple sold us so many ipods. those guys. federal authorities say it got pushed into the company secret. in the case of apple or amd or other companies, what started out as tips turned into full-blown insider trading. this was published by the "wall street journal." he said apple heads a code name for someone new. i speculate it doesn't have a camera in it. i speculate it's probably a

there. you are supposed to avoid the area for an hour or two. central expressway as the alternate. avoid san antonio at middlefield. over into the area, you are met with the sleepy weather as well. the san mateo bridge with a live shot and the wet roads and making the windshields wet and the headlights blurry. a smooth drive between 880 and 101. the water can cause an issue. in the north bay, the water has been hitting the places, but the accident continues possibly until 7:00 a.m. 40 minutes for southbound 101 at the tunnel. you see the low sensors in both directions. south of the tunnel up to the scene of the accident. that will be an issue between the richmond bridge and the city itself. on the other side of the bay, 880 with the accident just cleared from the southbound side. as a fifth that is cleared and slow through the area. that will be an issue and two

pressure. this is a big deal because customers rely on the lines to heat their homes. >> two transmission lines we are talking about. both of them in the east and south bay. it runs from 237 to 880 into fremont. the other is line 153 that runs between fremont and oakland. the public utilities commission ordered a 20% reduction in pressure in those lines until they can be reinspected for weak wells. this the not affect service and they will be able to heat their homes. this is all tied to the pipeline explosion in san bruno that killed eight people and destroyed 37 homes. the feds released a report that raised questions about the wells that blew up.

turns out sections had ohm been welded on the outside, not on both the outside and inside which is considered to be safer. regulators ordered them to reduce pressure in lines like 131 and 153 that were installed around the same time using similar welling techniques. the pressure must be reduced until those lines are reinspected whether through a water pressure test, x-rays, cameras or robots. this could take months. pg&e said they have been keeping an eye on the forecast and estimating the levels of demand. reducing the pressure by 20% in the two major transmission lines would not affect the residential customers, but it could have an impact on those who have businesses. reporting live here in milpitas, today in the bay. >> thanks a lot, bob. emotions are high over the

the recovery with the first to really take a dip during a recession. people don't have the type of money they need to buy diamonds. it's often the last to come back. this could be good news for the economy overall. here in washington, the rational retail federation said jewelry sales will be up 6% to 9% over last year not only in stores like tiffany, but wal-mart and target. wal-mart is the largest retailer of jewelry in the country and according to the federation, it's toews types of store that is a lot of americans will be going to to get jewelry this holiday season. despite all that, store revenue will be down this year according to the retail federation. there is a lower profit margin and because there is so much competition. a lot of people buying jewelry and a lot wanting it. found 23% of us are asking for jewelry this holiday season. live from washington, i'm tracie potts today in the bay.

standing. you start to seat puddles often times in this type of weather in under passes here. the rain has contributed to a number of accidents. near the highway 4 bypass in antioch. a truck driver lost control and crash and slid off the road into a fence. he is expected to be okay, but needed medical attention. across the bay area, public works departments are pulling out the sandbags. urging neighbors to get bags in place in low-lying areas early in you can. also oakland public works offices, sandbags are offered at 11 fire station when is the weather is bad like now. they are urging neighbors to clear out yard debris out of places like gutters and drains because this is going to be going on for days. reporting live in berkeley, christie smith today in the bay. >> thanks a lot, christie. >> nothing worse this time of

year than looking up a a beautiful christmas tree. that was not supposed to happen. >> it's not supposed to happen and they wire them differently. when the bulb goes out, there is a special circuit called the shunt that is supposed to close and leave the rest lit. you probably experienced that doesn't always work. this gadget is called the light keeper. you plug it into the non-working strand of lights and it makes no difference if it's the bas socket or not. you click it and the lights work again. $18. you can find it on amazon and target. we have dimmed the lights in here and discovered if it will work. hold on. i can't see. we didn't think that through. so there. bring the lights back on again. i know you are thinking how can it work?

there is a spark in n here that goes down the line and finds that bat shunt and burns away the problem. i swear this works. it is amazing to me that a piece of plastic can fix this. in the prelit trees that you buy, those might be hundreds of dollars or a prelit wreath and you can't figure out why. this will fix it. >> you take the gun away. >> it goes along and there is a scientific emergencying reason for it. only i find it interesting, but it burns away the problem and fixes the light. >> only $18. >> $18. it's super cheap, but if you are talking prelit trees, throw it in the christmas box and do it year after year. >> lick your finger and stick it in there. >> that are works too. don't do that.

>> this is the holiday season, but many have trouble when it comes to getting the guests to go home after the party is over. the parsons school of etiquette has keeps. they did come up with a few suggestions. first of all, put an end time on the invitation. three hours is a good time limit. stop the flow of food and drink and turn off the music and turn up the lights. offer coffee and tea and stand by the front door offering people their coats. you can do a swishing sign with your arms like move along. sometimes they say none of that works. >> you have to be honest. you have to say you know what, this has been a really fun time. i hope we get to see you again during the holidays, but i have to be up in the morning early for whatever my commitment is and i'm glad you could come, but i have to close the party down. you have to be diplomatic, but honest. >> find out what works for you and get the guests to go. sometimes you can talk to them approximate they go, but sometimes it's tough.

expect slowing through the wet commute. we will take you over to antioch. we have the build up there and wet conditions making things worse. slowing through concord for highway 4 as well as 580. a good amount of slowing through livermore and eastbound getting out of the area this afternoon and evening. if you are heading to the sierra, bring the chains because there is snow in the area. you have a lot to contend with today. >> so much for friday light. >> sorry this a pineapple express thing with warm and rain in parts? >> offshore winds with the cold air, but by saturday and sunday, strong southerly winds and that will bring up the snow levels and really recharge the rain around the bay area. we are seeing pockets of rain and showers moving through and watching the moisture for the weekend that will drop probably up to five inches of rain on the coastal mountains as we go through the weekend. this is a pattern that we have to watch.
