thanks for joining us. i'm kris sanchez. i'm chief meteorologist, jeff ranieri. look for wind and rain at times. temperatures in the upper 50s. we will follow the possibility of thunderstorms as we head into sunday with breezy periods as well. keeping the chance of rain in the forecast, moppenday, tuesda and wednesday. we may get a bit of a break as we head into the christmas holiday for next week. >> all that wet and windy weather is making for a rough morning. we have heard spinouts on our scanners on the roadways. possible delays at sfo and power outages on the peninsula. more than 1500 homes and businesses are in the dark in red wood and belmont lost power overnight. crews are working on the problem. the lights should be back on in belmont. if our crews don't have an estimated time for restoring the

power in red wood city. pg&e crewing are so busy, they are hiring outside contractors to clear branches that down power lines. we checked with three airports and found possible delays. sfo, do call ahead if you are heading out or to the airport. nasty weather is rough for running around but great for a holiday in the sierra. your holiday tahoe conditions coming up. we will get those for you in half an hour. down in the ben lowman area in santa cruz county, they are preparing for possible flooding with sandbags. local firefighters teamed up to donate sandbags. they won't arrive until tuesday, days after the storm is expected to soak the area. the director of emergency services tells us plenty of sandbags are available. all people have to do is ask. contra costa county workers

are handing out sandbags for free. people can take home as many as 25 sandbags per person. two senate votes which could change how gays serve in the military and whether students in this country il league little can stay here. center stage this morning, the clinton era "don't ask, don't tell" policy and the so-called dream act. the senate is getting ready to vote on the dream act, which would give conditional citizenship to undocumented immigrants that were brought here as children as long as they finish two years in college or in the military. it is meant to move to the senate for approval. the senate is close to ending the ban on gays serving openly in the military. if at least 60 senators vote to ban the bill, "don't ask, don't tell" could be repealed by this afternoon. it would be the first time in

u.s. history that gay service members could acknowledge their sexual orientation without fear of being kicked out of the military. more than 13,000 service members have been asked under the "don't ask, don't tell" law since it was passed in 1993. here in california, a federal judge overruled voters by striking down a ban on military recruiters. the ninth circuit court of appeals in san francisco overturned measures designed to protect minors from recruiting pitchers. they banned them from contacting anyone under 18. the judge ruled that the measures are unconstitutional because they try to limit the federal government's authority over the armed forces. this morning, protesters are taking to the streets to rally against the law aimed at overaggressive panhandlers. they are staging a time to draw attention to groups that will be unfairly targeted by the sit lie law. the law aimed at rowdy street

users makes it illegal for anyone to sit or lion public sidewalks between 7:00 in the morning and 11:00 at night. police say they won't start enforcing that policy until february. they want to make sure officers fully understand the law and enforce it fairly. a move to tax marijuana grow operations could land leaders in jail. the d.a. said she may have to prosecute city leaders because their tax to tax marijuana. they approved four large marijuana pot farms. they warned that oakland was attracted the attention of federal law enforcement leaders. a new asthma study shows that rates in solano county are higher than other parts of california. it tends to hit low-income californians the hardest. other factors include freeway

admission, pollen and air pollution. 9% of people in solano county live below the poverty line. contra costa, sacramento and fresno have higher than average asthma rates. black friday, cybermonday and free shipping friday, they have come and gone. you can still find holiday deals because this, my friends, is super saturday, the last saturday before christmas. many are rolling out deals for last-minute shoppers. according to the national retail federation, close to 17% of people still haven't started shopping for the holidays. coming up "today in the bay," business and tech reporter, scott mcgrew, will show us everything we need to know about super saturday deals and the last-minute push on whether that will have a big-time impact for stores. we will even show you how to find some super parking spots. this morning, police are on the manhunt for the real life grinches behind a holiday heist in the south bay.

the owner of this home says he gets a kick out of decorating the heck out of hit home. he woke up to his dogs barking and two people ransacking his christmas decorations and running off with two light displays shaped like labrador retreefrs. what the grinches didn't know is he had the cameras rolling. >> i turned the cameras on and i saw somebody up on the front porch here. we had two labrador light-up dogs. one was missing and the other one was quickly being taken off the porch. >> all the suspects appear to drive off in a four-door white sedan. the video isn't clear enough for the license plates to show up. the south bay grandmother says, her 5-year-old grandmother begged her for an inflatable christmas snow globe display for the front yard.

she says she raises and cares for seven grandchildren and times are hard but she managed to save enough money to buy the snow globe for her grandmother only to have it stolen as soon as they put it up. >> my youngest granddaughter, michelle, is the one had bought it, because she wanted it for her front yard. she was so happy and excited when we bought it for her. she asked me, who would take it and why was it taken? >> she told her that the grinch must have taken it. the family says they don't want to get anybody in trouble. they just want that snow globe back. if you know about either, you can call the san jose police. they would like to track this case. still ahead, the wikileaks website is making plenty of money but may be running out of places to put it. why a top u.s. bank is putting wikileaks on notice. can a toy lead to a chubby to the? some california parents think so and they are trying to teach

take a live look at the ferry building in san francisco. right along the embarcadero. some folks getting out for early morning exercise. new mexico governor, bill richardson's experience as a former u.s. ambassador may help quell issues in north korea. he declined to provide details and it is unclear how north korea will respond. today's meeting is the latest stop on a four-day mission aimed at easing tensions between north and south korea.

he expressed concerns about tensions on the north korean peninsula. both have traded tough talks. today, south korean troops stage artillery drills on the border island shelled by north korea in recent weeks despite pyongyang's threats to retaliate. russia and china say they are concerned over rising tensions between the two koreas as well. the top spy agency in pakistan says today that it had nothing to do with helping unmask the cia chief in islamabad in retaliation for a new york lawsuit linking back stan's chief to terror attacks in 2008. the cia ordered the chief out of pakistan because the pakistani lawsuit revealed his name and that has xrcompromised his safe. he calls any claims of involvement in exposing the cia official, quote, a slur.

amanda knox convicted of sexually assaulting and murdering her british roommate is back to court. her appeals murder trial has resumed with the court expecting to issue a key decision on whether to allow a review of the case's evidence and new witnesses. knox's defense lawyers are seeking an independent review of the evidence. if the court rejects admission of that evidence, it could be a blow to knox's attorneys hopes of overturning the guilty verdict. last year, knox was sentenced to 26 years in prison in italy. wikileaks is taking another hit. the controversial whistle blowing website, which has put thousands of documents in the headlines is losing support from bank of america. b of a announced it is declining to process payments to wikileaks, joining master card,

paypal and visa europe by refusing to process transactions intended for wikileaks. they plan to release documents that will high light unethical practices at a major u.s. bank and it is widely thought that that bank is, in fact, bank of america. san francisco is still waiting to find out if it gets to host the america's cup in 2013. race organizers are studying the bid to host the premier event but ex plorgs options in other cities. mayor gavin newsome hoped his city had secured the event. they hope to have an announcement on december 31st. one of the sites they are exploring is newport, rhode island. they told them that it didn't measure up financially and would be rejected if it wasn't modified. a happy meal may make for a

just about 7:16. with he know you have a busy day on tap. the forecast calls for a small break in the weather in san jose where the rockets will be performing. let's check our forecast with chief meteorologist, jeff ranieri. it is going to be a wet and wild weekend as we head throughout your saturday. if you are doing any traveling up towards the sierra, be prepared for some treacherous traveling. we are looking for 3 to 6 feet of snow as we head through

saturday, sunday, and monday. also, winds at times that could gust up to 60 miles per hour. take it easy as the visibility will be reduced. now, while we will see the chance here of some isolated urban flooding, at this point, it does not look like major river flooding. russian river is expected to hit 16.3 feet on monday. flood stage is 32 feet. with that said, we still will find pockets of isolated urban flooding where the drainage areas haven't been cleared out. weather headlines show breezy conditions continuing throughout the afternoon. sunday, a chance of thunderstorms in the forecast. breezy periods at times. ahead, it still looks lake a wet pattern in the next six days. we have this huge trough of low pressure. it is creating this storm train and that's going to continue to push in this moisture from the pacific and once again bring us the possibility of thunderstorms as we head into sunday's forecast.

so, wet weekend, on again, off again for both saturday and sunday. how much rainfall. looks like 1 to 2 inches for the lower elevations. take a look at those spots in orange. that's where totals along the coastal santa cruz mountains could go anywhere from 2 to 5 inches as we head through early monday morning. winds 15 to 30 miles an hour at times this weekend. also, as we've been highlighting, the possibility of isolated flooding you will want to be careful for. winds, 15 to 25 miles per hour as we head throughout saturday, sunday, and monday. it will be breezy at times in the upcoming days. overall temperatures, not overly cold. we will look for mid to upper 40s as we head into our saturday night. meanwhile, for our conditions, right near average. we are looking at 57 in morgan hill, 56, evergreen. 55, dublin and walnut creek. lookinging at 56 for the peninsula. for those of you holiday shopping in san francisco, it's

going to be 54. once again, that rainfall lingering throughout saturday. 53, napa valley. we will also find higher totals in the mort bay, coastal mountains. 2 to 4 inches possible. seven-day forecast has a little bit of sunshine in it by monday. still wet tuesday and wednesday. then, for the upcoming christmas holiday, looks like we may get a little bit of a gift in the form of more sun. the golden arches are under attack, not just by san francisco lawmakers. a california mom is suing mcdonald's claiming that the toys that come in the happy meals boxes amount to an unfair marketing practice. lee cowan reports it has some parents wondering just who is in charge of what kids wind up eating. >> reporter: if happy meals had a home outside their cardboard box, the reece household in cincinnati might be it. leslie started eating happy meals with her son 25 years ago.

take them to mcdonald's. >> reporter: whatever tactic that little person uses is usually pretty persuasive. it has caused a lot of people to ask one very basic question. the demand over childhood obesity is no small argument. are happy meal toy the problem? >> i think it is the most frivolous and absurd lawsuit i have seen in my career. mcdonald's said they are proud of their happy meet and said they intend to vigorously defend the reputation and the food. they say the bad diet is the stick, the toys are the carrot. for people like leslie, sometimes a toy is just a toy. for parents, sometimes a no has to be a no. lee cowan, nbc news, los angeles. it is 7:21 now. as we mentioned, the senate is discussing two very big votes coming up. senator dianne feinstein speaking right now.

in the forecast also for monday, tuesday, wednesday, and thursday. looks like we may get a break here as we head into the christmas holiday. well-known chef emile mozer could be headed to jail after pleading no contest to child pornography. the owner of the restaurant that bears his name had changed not guilty. they said he used a paypal account to access illegal child pornography sites. a search of his home turned up with hundreds of images of young girls. he faces years in prison and will have to register the sex offender. >> the investigation into the notorious grim sleeper serial killer is expanding to involve as much as 200 women. >> they published them in the newspaper and received from the suspected killer's home and all of them are considered possible victims. lonnie franklin is accused of

killing ten black women in the past 25 years. he is nicknamed the grim sleeper. the police department says it is getting millions of hits on its website. a few of the women have already been identified. the woman in photo number 118 is rowena morris, a mother of two who disappeared five years ago. her sister recently came forward after two phone calls this week, one from a cousin, another from a friend. >> she tells me, as soon as i can, i need to get to the computer. my sister, rowena's photo was photo number 118. i am thinking myself, this can't be. >> she says she did confirm that the woman in the picture was her sister. now, she is in the same position as many other people, fearing the worst as to why the grim reaper had her sister's picture and where she goes from here. coming up on "today in the bay," if you are super late with

super saturday. there has been one promotion after another. it used to be they could just start with black friday. now, the sales start even before black friday. >> from free shipping friday to super saturday, these are terms i hadn't heard about. if sales had been strong up until now, are we really going to see this super saturday? >> i think there will still be some activity but retailers are pretty optimistic. there will be some excitement but i don't think there is a sense of panic with a lot of discounting. consumers have also gotten a lot smarter. we will see some activity. >> in fact, they are using their cell phones, smart impulse shopping on mobile phones, they call it. checking twice. there was an interesting article in the journal the other day about that. they are much, much smarter. >> can you imagine that best buy could have a salesperson inside walmart telling customers how to buy an electronic item?

how do they get a person into walmart? >> now, through this bess deet vice, they can do that have the that's what they have been trying to do. a customer goes into walmart and they are often intercepted by a best buy ad that immediately steps in and tries to intercept that customer. this, i think, is a very early but a fantastic development. >> last question for you. people were skimping on themselves and gift-giving last year. what do you expect this year? >> there was a lot the last couple of years. pent-up demand is there. people are more cautiously spending on themselves. so apparel sales have been a little better than what we thought. jewelry sales have improved in the current year. these are all signs that consumers are loosening up a little bit but in a cautious way. >> professor, we appreciate you joining us this morning.

at ski resorts near lake tahoe. mother nature is doing fine on her own. the tahoe area is breaking a 30-year record with more than 300 inches. that is very good news for skiers hitting the slopes. it is slow-going and slippery for many on the roads. caltrans tells us they will be out in full force to help the drivers stay ahead of the storm. in five years, last month, water leaders said cities and farms could expect a quarter of the water they requested but now that projection is doubled that. ♪ pack is 120% of normal. reservoirs are letting water up to make room for the runoff. here is a look at the forecast with jeff ranieri. we are going to be following those periods of heavy rainfall this weekend followed by all system breezy conditions. we are also watching the

possibility of flooding. it does not look like we will see major river flooding this weekend. one example here in the north bay is the russian river at gernville, expected to hit 16.3 feet on monday. the flood stage is 32 feet. so, while the river will rise several feet, it does not look to hit flood stage. however, we will still have the possibility of isolated urban flooding. if you are doing any traveling up to the sierra, watch out. major snow, 3 to 6 feet expected. winds gusting at times. 40 to 60 miles per hour. your weather headlines, keep it breezy with on-again, off-again snowfall. next week, a very wet watt tern. trough of low pressure helping to push up moisture from the pacific. it will even bring us a chance of isolated thunderstorms specifically for the sunday forecast with rain continuing on again and off again for your saturday and sunday rainfall
