we will be here for a couple of weeks. let's check the forecast and the first day of winter. doesn't look any different over there. >> the same thing on the radar maps this morning. rain and isolated thundershowers up towards the north bithis morning. along highway 17, we will have to watch the area because over the last three days, 10 inches of rain in spots and more coming down this morning. mike will watch the highway 17 commute. around the east bay hills, not a lot happening and across the north bay. isolated thundershowers through petaluma and sonoma. the east bay forecast will include the slight chance of thundershower this is afternoon and temperatures today mostly in the mid 50s. if you are heading to san francisco and mid- to upper 50s into contra costa. we will see the potential for heavy rain at times. look at that coming up. big trouble on the tubes.

>> they had major issues over the weekend for the bart system. that cleared up and starting up already, but coming through a popular location. berkeley we had overnight issues as well. an earlier accident eastbound 80 around gillman with slowing. the 18 minutes you see is the commute down the east shore freeway. the yellow blip is passing by university and the tractor-trailer accident has cleared, but there might be activity on the side of the road. the east bay approaches moving smoothly and we had a sigalert call and canceled quickly on 280. that was not close enough to effect that approach. slick roads continue. watch the speeds. back to you. >> all right, mike. thank you much. new this morning, 12 men under arrest after overnitrates in three cities in the united kingdom. the lead officer said the

suspects were detained in london and no attack appeared imminent. the officers say the men range from 17 to 28 and will be questioned on suspicion of commissioning, preparing or instigating attacks of terrorism. three separate shootings left two men dead and two injured in oakland. it happened near the corner of seminary and 17th street. one man was found dead in the street and a second victim rushed to the hospital. the next happened at 2:00 near the intersection of 90th and international. that victim in the hospital with critical injuries. shooting number three, they found a man dead from gunshot wounds a few blocks south of highland hospital. pittsburgh schools are going green to save money and installing solar panels in the schools. it is expected to save more than $28 million in the 30-year

lifespan of the panels. they are using $18.5 million from measure l. foothill elementary has its panels and the others will receive theirs over the next two years. a marshland will be an unlikely classroom for more than 1,000 kids. city leaders approving a $300,000 grant for permanent classrooms. a trailer currently houses the city's clean water education program. it will house mostly third graders. they take water samples and learn to identify plant species and keep inventories of insects. the permanent classroom should be up and ready next year. >> all kinds of ethnicities, but the groups tend to stay separated. the east bay's average white person still lives in a majority white neighborhood while latinos and asians increased in numbers.

they are clustered in their own enclaves. in contrast, african-americans have seen a drastic change in the diversity of their neighborhoods. back in 1980, the typical resident lived in the neighborhood 56% black. the same average neighborhood is 28% black. a new administration with the swearing in for the city's new mayor steven cassidy sets tonight at city hall. you are welcome to come and help celebrate. a great story out of the bay area sharing wealth with those in need. the flagship store will open doors at 9:00 this morning for a private shopping spree. each child will receive a gift card at $100 thanks to the gap. volunteer personal shopper will help make fashion slexz.

>> part the humane society getting a whopping $20,000 donation. the myer corporation will present the check on wednesday. that's an enormous company that makes kitchen ware. the 14th annual warehouse sale earlier this month that made all the money. shoppers donating $10,000 and myer matching the donations, bringing the grand total to $20,000. the money will go to the humane society and the shelter for homeless an mals. folks will get a free flu shot, part of the program between walgreens and the department of health and human services. community partners in 15 cities will pass out vouchers for the shots. in oakland they can be exchanged for one flu shot at any walgreen's pharmacy. it's intended to increase vaccination rates in black and hispanic communities. we are monitoring the situation in the transbay tube. electrical problems foring bart

to shut down power yesterday to one of two sets of tracks. bart ended up running one train throughout tunnel and that caused delays. as of 4:00 this morning, we did not know the repair status, but mike said things were good to go. we are keeping a close eye on this. let's check in with you. >> good morning. it is 4:37 and the latest from bart continues to be they are updating. no delays reported. the 4:30 trains are getting on schedule. no delays reported. we will monitor this and on friday we had a major issue. a fire on friday. over the weekend there have been delays. delays on the east shore freeway moving smoothly. now the slowing has cleared up. that area we see the blips and that should continue to move

happening, but petaluma to sonoma and south of napa, intense showers coming in. a lot of cold air spilling into the bay area that will give us a chance of off and on showers. the next round of rain will come in for tuesday night into wednesday. you can see showing up on the futurecast, heavy rain into early wednesday and for the second half of the week, we are finally going to see a break showing up in the forecast. today highs in the mid 50s from the east bay and beyond. temperatures closer to the low 50s across parts of the north bay. coming up in the seven-day forecast, we will get one more round of widespread heavy rain after the showers and isolated thuner today. tuesday into wednesday and thursday and friday for now look dry and more rain for the weekend. scott? >> thank you much. mailing out the holiday cards and how busy post offices are expected to be today. important new information for expectant parents. how much of an impact

it has so far been a green holiday for online retailers. industry trackers said nearly 27.5 billion is spend online so far which is up 12% from last year. $5.1 billion was spent last week on the four big individual days. the green monday, cyber monday, free shipping friday, whatever you want to call it, all topping $900 million. there is no fancy word for today except for manic monday. >> the oh, it's getting close monday as well. santa's workshop will not be the only place bustling for the week before christmas. post offices are gearing up for the busiest day of the year. the postal service's busiest day is typically the monday before christmas with people mailing out the last minute christmas cards and packages. expected to handle about 800

million pieces of mail today. we will have a live report at 5:00. in washington this morning, congress prevented tax hikes and allowed gays in the military. now democrats are in a rush to ratify the nuclear arms treaty. president obama signed with russia last spring. they have to do that before thursday. republicans want to slow it down. tracie potts breaks down what we can expect this week. >> the start nuclear treaty relouises both war hads within seven years and establishes a verification and inspection system. some republicans think that system is too weak and others are concerned the treaty will prevent the u.s. from developing missile defense. others don't like the idea of rushing this through before christmas. >> i don't think you can have a serious debate between now and january 4th. >> this needs to be fix and we are not going to have the time to do that. >> it's important and should not be side tracked. >> we're need to bring it to a

we will tell you which city that is. that plus traffic and weather on today in the bay. see you in a few. >> in the middle of flu season, nearly a million kids don't have access to a local doctor. an ivy league study shows the majority are practicing in cities. in rural areas, there is only one doctor for more than 3,000 children and sometimes none at all. this after the workforce grew by 50% between 1996 and 2006. researchers say more needs to be done to encourage medical students to work in remote areas. breast-feeding could make boys starter. boys who were breast-fed for at least a year and a half did better in math, reading and spelling. they follow more than 1,000 children until they reached the age of 10. researchers from the university of western australia also believe there may be nutrients

radar. we don't have any showers, but highway 17 over the summit towards los gatos. the line of showers continues to head towards san jose within the next half hour or so. we are watching this line of showers because embedded within it, isolated thundershowers at times and the pockets of rain away from napa and petaluma. hit and miss currently with downpou downpours. this is the nature of the day spilling into the bay area. rain off and on and an isolated thundershower as well. rain totals between now and the middle of the week. another two to three inches of rain at least in the mountains. it would not be a surprise to see more than that. highs in the mid 50s and cool temperatures. a few sunny breaks at times, but that will help to stabilize the atmosphere and give thundershowers throughout the day. the next round of heavy rain

should come in for tuesday and wednesday and late on friday night into saturday. another round of rain to the bay area. >> rob, thank you much. raiders hang in and they beat the broncos in the second half of yesterday's game. that's when you often beat teams is in the second half. the raiders trail kansas city and san diego in the afc west. they need to win the games and get help to make the playoffs. they are still in it though. they play the colts at home this sunday. a former cal bear hero of sunday football in philly. jackson coming off a great come back on the eagles. look at this. gets the punt and returns it for a touchdown. there you go. right in there. the eagles pulling off one of the biggest come backs in nfl history, scoring 28 points in about seven minutes.
