price. the people get here and it turns out there is no car. instead there men carrying guns and they rob them at gunpoint. so far there have been at least a half dozen victims responding to car ads on craigslist. after e-mails are exchanged, a meeting is set up in the afternoon or early evening in east or north oakland. in two cases the buyers were physically attacked. police believe this is a group of suspects who first saw it back in april. they came back in december. that according to the trip. the latest incident was this past sunday. a lodi man came to oakland and he was rob and severely beaten. buyer beware. oakland police suggesting a couple of things if you plan to buy online. don't meet in a is you cluded price or residential area. you want to go to a public location. also don't carry big rolls of

cash. you have to find another way to pay for it. if anything seems suspicious. if the car is not there, go ahead and leave. if a gun is pulled on you, go ahead and give up what they are asking for. it's certainly not worth your life. in may, oakland police arrested two men doing a similar scam. they did surveillance activity and found the two men. it looks like the same scam popped up again. that's the latest from here reporting live in oakland, christie smith today in the bay. >> thanks for the heads up. >> a teen boy is in the hospital after he was shot in the fillmore district. it happened about 10:15 at the corner of fillmore and o ferrell street. she was shot once in the stomach. he was in an argument when one reached for a gun and shot him. his injuries do not appear life-threatening. a bill to make rave parties

illegal are on hold. it would have been like this at the cow palace. the bill's author is setting it aside after a lot of opposition since introducing it last week. they want to work with youth groups, law enforcement and local government. they would ban any public event at night involving music and lasting more than 3 1/2 hours. that's too vague for people and they are reworking it. >> the next story seems like a case of government mismanage am. the fire chief will retire and when he does, he will pull a $200,000 a year state pension. the county still needs a chief and they are plan on paying him $237,000 a year to fill in. that's $437,000 annually for a man that is supposed to be retired. the chief is a consultant and

his work will be done within six months. they deny that the chief is double dipping. sacramento pilot who produced a series of you tube videos questioning airport security will be explaining himself today. the patriot pilot was disciplined by the tsa for posting the videos. he was cleared to carry a gun in the caulk 3i9 of his plane, but after releasing a video, they confiscated the gun. he took down the videos when his manager asked him to. he will talk to the press late or today. >> a possible break in the dog mauling of a san jose woman. they know who attacked the woman. if they are right, they talked to the owner at least once about the dogs running loose. one of the pit bulls is under quarantine. they were captured a day after the attack. the other dog is on the loose. the state budget hit another

snag. the state cannot sell government buildings until a ruling about claims that the sales are illegal. three former members of the state building authority said it's unlawful gifting and illegally bypasses the state judicial counsel. the report said halted sales until a hearing next month. they are trying to sell 24 state-owned buildings to close the budget. >> mega millions ticks could win someone an estimated $196 million. that's about $124 million if you take the cash option. if you want in, you have to buy the ticket before tonight's drawing at 8:00. the mega millions drawing happened in 42 states nationwide now. if no one wins, the jackpot rolls over friday. >> things are back to normal as snow on the east coast forced several cancellations.

it appears that everything is running smoothly. people who were stuck made it out on red eyes overnight. some of them were sleeping in chairs and dealing with disappointment. >> we couldn't because of the blizzard. >> there were not as many problems at oakland in san jose because they don't have as many direct flights heading to the east coast. >> many people still stranded in new york, boston and other cities. some are told it could be the end of the week. cities got up to two feet of snow. today they are digging out from underneath all of it. snow plows are scraping the streets in new jersey. it could be several days until all the streets are cleared. meantime in southern california, the state called in prison inmates to clean up the mud. cars and homes are surrounded after this weekend's mudslide.

nine counties are in states of emergencies and damage is estimated in the tens of millions of dollars. >> hope we don't have any more of that kind of thing. more rain coming to the bay area. christina has the latest on that. >>winter storm on the way. this morning we will see the best weather. if you are waking up right now in places like vallejo and concord, count on showers as we head through the next hour or so. the showers will start to spread off to the south and the east as we head throughout the day. widespread precipitation by 5:00 p.m. if you want to see what this is doing to the bay area, you can tune into jeff ranieri right here at 5:00. by 9:00 p.m., most of the activity will push towards the central portion of the bay area. you can see we have embedded yellows, oranges and reds. heavy rainfall by the time all is said and done into wednesday,

we could pick up to three inches of rain looking like one to two inches. for a short duration of time, localized flooding will be a factor for today. especially tonight. let them know. heavy rain is expected. if we head into tomorrow, cold air pulls into the area and individual showers tomorrow. snow levels down to 3,000 feet. we could see a dusting of snow on the santa cruz mountain tops. clearing by wednesday afternoon and a chilly start on thursday. freezing conditions set in on friday. we will talk about another storm that will impact us on new year's day. >> just keep coming. let's so how traffic is flowing. antioch was clear through the area. >> what's weird is it's holding up clear. highway 4 on the maps and speeds not really a problem. 63 miles per hour. at the speed limit. concord or christina showed you

advertisers. the suit claims iphones and ipads are encoded with devices that let advertisers track the aps that people download when they are use and for how long. the suit is filed on behalf of a man from los angeles county and seeks class action status for apple customer who is downloaded aps between december 1st and last week. >> investigators in the u.s. embassy said it was the target of nine terror suspects. they arrested men on december 20. they appeared in court to face charges yesterday. the men were plotting to set off several explosions across the country. good news for the mountains of washington state. women who were lost while snow shoeing are now safe. they are back home. they were rescued after being lost for more than 24 hours. they were in the gold creek area. they somehow goat off the trail. they used a cell phone to stay in contact with search crews.

the women were dressed appropriately and had food and water. they were in good shape. >> at least 45 people were murdered in haiti after being accuse of using black magic to spread cholera. the disease is responsible for more than 24,000 deaths. there is a director of voodoo association who said people are being set on fire and attacked because people think they are using witchcraft. he said he tried to contact police to prevent more killings. >> a big christmas property for some of the poorest people in the world. they gave goats in a drought-ravaged area of niger. swealth not measured by the amount of money you have, but the livestock you own. the aid agencies hope to give out more than 9,000 goats to the poorest families. a lot of them lost their goats because of no water there. >> protesters gathered to

denounce north korea. >> the activists held signs with anti-north korea slogans and burned a north korean flag. they said the north should be punished for the attack and the sinking of a war ship. the president has gone on the offensive the past few weeks, promising relentless retaliation. a san francisco man quit his job to take up the fight with e-mail spammers. he is a graduate of hastings and operates dan hates spam.com. he specializes in taking online spammers to small claims. he earned $1 million and cleaned up the win a little bit. >> i love e-mail markets when done correctly. the spammers take advantage of the technology. that's why the women grow some

body parts bigger and the men grow some bigger and it's free to send. it targets out of the state companies that would rather bay e pay a settlement than bother fighting in court. the spam accounts for 90% of all e-mails. a poll said president obama is the most admired man in the u.s. 22% of americans picked the president in the gallop poll. it's the third year in a row he won the honor. he is followed by george w. bush and bill clinton. the most admired woman is secretary of state hillary clinton. >> retail sales numbers are robust to the tune of $36 billion nationwide. that should boost consumer confidence numbers for the month due up in about a half hour. all indications point to a healthy december for the holiday dollar. they predict the best christmas

880 interchange. the east shore freeway in the distance, a smooth drive and visibility is better than yesterday. we will look at travel times and highway 4 not showing slowing and from pittsburgh through concord and 680, a-minute drive and speeds at the limit coming off of the walnut creek interchange. in towards the dublin interchange. the earlier slowing is moving smoothly. the yellow cleared up and 14 minutes on average through the speed limit and all the way over towards the dublin interchange. that's a light volume. right now that's unexpected. we will send it to you. >> thanks a lot. california's electric car rebate it you understand is in danger of losing their charge. the rebate makes buying a $40,000 car more affordable. the $8 million set aside by the state is only enough to pay

rebates to about 1600 car buyers. you may have to buy an electric car. experts say californians will probably buy that many nissan and chevies and those cars by next yell. halfway through the year and it could happen sooner than that. a roadblock to a popular california tourist spot. details are next. a live look outside. fairly clear, but reports of rain beginning to make its way intohe bay area. we will update the forecast in a few.

>> good morning to you, bay area. we have showers already pushing into the area. it looks like the volume and intensity of the showers will increase as we head throughout this afternoon, particularly into the evening. right now the north bay seeing a good blank et of rain coming

down. these are light showers for the time being. they will turn over to moderate and heavy showers as we head through this afternoon and evening. let's talk about the timing. pretty mild and a few degrees warmer. by noon, that's when we will start to see the heavy precipitation in the north bay spreading to the east and the south bay. we will see pretty good shower activity which could make for a dangerous commute over highway 17 tonight. keep that in mind and let your friends and family members know. by 4:00 a.m., the thing clears out and we could take up to three inches of rain in the north bay and two inches in the south and the east bay. after that, cold air drives south, make for example a very cool start on friday morning. temperatures dropping to freezing. 32 degrees and maybe mountain snow possible on saturday with yet another system. this one though not packing as

the bay. >> thanks for joining us. >>. >> 6:30 already. want to check in with chris 10a loren, our newest member of the team. >> a good team to be a part of. good morning to you at home. we have sdaterred showers pushing into the north bay. temperatures are pretty mild. warmer than when we started out yesterday. a good deck of clouds overhead and traps in the daytime heat. downright mild in san francisco. 46 in sunnyvale and the north bay seeing light scattered showers and that will be the case by about noon. that's when we expect the heavy rain to push into the area. 5:00 p.m. with moderate showers over the west coast. by 10:00 p.m., woody will see heavy showers pushing inland. the oranges and reds, moderate and heavy rain.

i will let you know up to three inches in the north bay what's coming to the south and east bay. we will talk to b that coming up. >> because of the rain we had, a lot of the ground is saturate and we saw the road in southern california gave way. there problems in the bay area to watch out for. mike has the details on that as well. >> a sinkhole reported coming skyway on to eastbound 80. if you are coming out of martinez and heading up towards vallejo, this cutoff is not for you. it's cutoff for the morning. you will have to go to westbound highway 4 to get on to eastbound 80. you can't cut the corner and it's a light volume. you can't begin to repair that. you want to repaired quickly and safely as well. westbound is the commute direction. a nice drive with reports of a disabled vehicle. let me check on that. it might be blocking the slow lane. back to you.

>> speebing of road repairs, for the first time since it opened to traffic in 1964, an eastbound freeway will undergo major repair designed to fix thousands of potholes and cracks along a 13-mile stretch between san ramon and walnut creek. marla tellez talks more about the bumpy 680. >> good morning. we are just below 680 off the diablo exit. those of you who are familiar with the interstate here, you don't need me to you it's a bumpy ride. the almost $50 million caltrans project will upgrade 680 north and southbound to acosta boulevard. it's about a 13-mile stretch. we drove the route early this morning and shot video to give you a sense of how jarring the drive is. debbie massy is one of the 180,000 people who drive it

almost every day and said it's downright dangerous. >> it's very bumpy. potholes and uneven lanes. it's scary. it's about time. >> the project will also extend the 680 carpool lane by a mile. work is slated to start in the spring, but no word when it's supposed to be finished. we can tell you the majority of work will be done to minimize lane closures and traffic delays. you mentioned 680 was built in 1964. caltrans officials say it should have been upgraded in the 1980s. long overdue. i guess better late than never. live in danville, marla tellez, today in the bay. >> good news for richmond. violent crime is down. from january through november, crime involving guns dropped 27% from the same period last year.

the city head leaders say it proves new approaches to fighting crime are working. new programs to engage the community like community-based policing is having a positive impact. other changes include a daytime curfew for teens and the city hired more police to reach full staffing. >>. >> heart breaking news for the family and friends of a richmond woman. police identified the body found in the oakland hills as jill marie abbott. they think someone dump her body found friday on a bike trail. investigators say she was found nude. the coroner's office conducted an autopsy and yet to determine how she died. family and friends last heard from her sunday night, but knew something was wrong when she didn't show up for christmas. investigators do not believe the cases are connected.

a san francisco man accused of robbing an electronics store. he said he had a powerful explosive. the man went into a radioshack in the marina district and grabbed a handful of electronics and claimed he the plastic explosive known as c 4. he left and was caught by police a short time later. the american red cross hopes you will donate blood today at the center on ocean street. it starts at 1:00 this afternoon. stanford football teams in south florida getting ready for the orange bowl. they will play virginia tech on monday. it is stanford's first appearance and this may not be andrew luck's last name. he is expected to be the top pick in the draft. peter king said he is hearing he could stay at stanford another year. his father would like to see him

area and pushing towards the east bay. this is a slight scattered prefrontal precipitation. what will happen when the front arrives around noon. we are looking towards moderate rainfall along the coast pushing inland in the north bay by about 5:00 p.m. as of 10:00 p.m. tonight, a pretty solid line of showers infecting most of the bay area. you can see a pocket of red with heavy rain moving towards the santa cruz mountains. snow levels drop to to about 3,000 feet. you see that pocket of moisture there. if we see pop up showers, we see a dusting of snow along the santa cruz mountains. this is what we are expecting. maybe three inches to the north bay up to about two inches in the east and south bay. the extended forecast is coming up. >> thanks a lot. president obama expressed gratitude to the eagles's owner for giving michael vick a second

we will check the forecast in a few minutes. >> we heard the warnings about identity theft. someone stealing enough personal information to open an account in your name. a recent report reveals we're all more likely to become victims of another type of theft. tracy pots is live in washington, d.c. to explain. good morning, tracy. good morning, everyone. the traditional id theft is when someone takes your social security card number or your date of birth and use it to impersonate you to open new coulds. sometimes to steal your health benefits and in sm cases to get jobs or commit crimes. you have no idea until authorities show up at your door. a new report said that type of identity theft is not happening as often. most of what they see, 86% involves existing accounts and in other words, plain old credit

card fraud. someone steals your card or number online and makes purchases unauthorized by you. interestingly this is good news for consumers. it means most consumers won't end up paying for the theft. banks and credit card companies don't make you pay more than $50 and often times they waive that as well. california has the fourth highest rate of identity theft. ohm 6% were the true traditional type. it's good news, but means you still need to be vigilant. live from washington, today in the bay. >> thank you very much. >> we have been watching the morning commute and mike has the details. >> we're told folks about a disabled vehicle getting out of san francisco heading towards treasure island. speeds are looking all right. let me give you a live shot.

a bridge crew was sent out and there is the live shot. you see the tail lights moving out of san francisco. a light volume and the bridge crew has taken care of that. i haven't gotten an official update, no dey lays. out of san francisco, a great flow for the bay bridge. a is steady flow with a light traffic. almost 7:00. yesterday we didn't see any metering lights. the difference is the visibility is different. moving further south, another east-west connector. we are looking at a steady flow of traffic off of 880. so far that flow doesn't present problems. no major problems off of the nimitz. >> no rain to report yet. >> widespread rain coming to the area as we head through this afternoon. this is what we expect in terms

of the widespread precipitation as part of a cold front that will bring us cold air through tomorrow. this is what it looks like. the bulk of the activity will move through over the course of 5:00 into 10:00 p.m. you can see reds and oranges and yellows embedded here. that is heavy precipitation. when it comes to the totals we are expecting, upwards of three inches in areas in the north bay. looking more like to two inches. overall it's going to be a very wet day as we head towards the second half. old air pushes in and you see the spotty clouds. this is going to move in through the course of the tomorrow. dropping the temperatures overnight. looks like we will see 30s as we head into thursday and friday. 36 degrees and your overnight low for thursday. friday morning waking up with 32 degrees. freezing conditions. you will have to get the credit card out to scrape the frost off

the windshield on friday. on new year's, you want a warm hat this year. thanks a lot. if it seems too good to be true, it probably is. that's especially true for buyers using craigslist in the bay area. people trying to buy cars are being robbed. today in the bay's christie smith has a look at what's happening. >> good morning. these people are lured in with the promise of an expensive car at a rock bottom price. they are coming from as far away as sacramento and stockton. rock ridge here find out there is no car. only men waiting with a gun with the buyer showing up. the scammers are using craigslist and brut at least a half dozen people in east and north oakland. two were assaulted. a lodi man was robbed and beaten in oakland, responding to one of the fake ads.

south bay no delays. we will look at a nice flow of traffic off of 24 and 680 and danville. that's where marla tellez is. we know that area has a bumpy stretch of road. you have word on that. >> the road improvement project is long overdue. interstate 680 was built in 1964 and should have been upgraded in the 80s. they will upgrade near walnut creek in san ramon. about a 13-mile stretch. we drove the route and i can say it's just plain jarring in many spots, bumpy and uneven much of the way. we found one of the 180,000 people who drive it almost every day even on a motorcycle. this woman said it's about time. >> it's been too bad for too
