good morning, everyone. let us start with christina loren and the east bay forecast. good morning. >> good morning. things are looking good right now if you are headed out. we have good visibility and headed over to the north bay, it can be problematic with patchy fog. we are in the 40s and pretty mild with a good deck of clouds overhead. 1.5 miles of visibility. about a mile and a half if you are headed towards santa rosa. fog will be a factor this morning. take it easy out there. we will find out if it affects the roadways. >> we will find out right now. let's go to mike. >> she county jails you mr. out of byron and brentwood. down to 580 in livermore, there is a disabled vehicle block the southbound direction.

you should be able to get by and they are moving it to the shoulder. a heavy volume heading to 580 and highway 4 proper through aspect ok. spee you will see a steady flow of traffic through antioch and the carquinas and benicia bridges. both are clear. no fog or wind advisories, but as christina is talking about, patchy and dense fog. she is watching the weather system as well. >> mike, thank you. sacramento getting ready for a changing of the guard. jerry brown's swearing in is today held a few blocks from the state capital. this is the same place where arnold schwarzenegger became governor in 2006. brown's ceremony will be much lower key and oakland school children are going to take the stage to entertain the crowd. that starts at 11:00.

>> san francisco district attorney kamla harris will move into the state attorney general's office. harris will be sworn in at the california museum for history, women, and the arts at 1:00 this afternoon. you can watch highlights tonight on nbc bay area news at 5:00 and 6:00. with harris headed to sacramento, san francisco needs a new district attorney. san francisco mayor gavin newsom said he will appoint someone this week. he plans to consult with harris before making that appointment. newsom will be the one lawmaker not in the spotlight. he is taking over the office of lieutenant governor, but he is not ready yet. newsom wants to hold off on the inauguration until the new san francisco board of supervisors takes office. that board will be responsible for choosing his replacement as mayor. we don't know exactly when newsom will take the oath of office as lieutenant governor,

but we know the date for his party is january 10th at the state capital. his office said it will be on or before that date. two high profile east bay lawmakers will take new posts. outgoing tom tor lickson will be the new school chief and jean quan will be the first woman and the first asian-american to be mayor of oakland. christie smith live in oakland with what's ahead. >> this is a big day here in the east bay. first as you said jean quan will be sworn in as oakland's first woman and first asian-american mayor. she will start with a walk that ends here at the fox theater in downtown oakland with an inauguration ceremony later this morning. she is going to walk through oakland and retrace her own history and oakland's history starting at 8:30 at the pacific

renaissance plaza where she gets started with the asian-american community. she will pass by an elementary school, cultural center and art gallery all the way to where she will be sworn in at about 11:00 this morning. tom tor lickson will be sworn in at mt. diablo high school where he once taught at 9:00 this morning. he will have his hands full. he is threatening deep cuts to education. we should mention that tickets are still available for jean quan's inauguration and it's first come, first serve here in downtown oakland. the address on your screen, doors open at 10:00 this morning. the innaugzration starts at 11:00. >> i know you have a garbage

truck behind you, but ron has been infamous for not showing up. i don't know if that's traditional. >> it's hard to say. i can tell you a number of other politicians will be here. libby shaft will be taking her seat and she will be here. others will be sworn in. it's unclear whether he will show up or not. we will have to wait and see. >> that are is at least consistent. governor arnold schwarzenegger commuted the sentence of a son of a fellow politician. he commuted the sentence of the son of fabian nunez, reducing his sentence for the 2000 killing of a concord man. he made the move hours before he left office. esteban nunez pleaded guilt to voluntary manslaughter in the deadly stabbing of a cluj student in a fight in san diego. the change reduces the sentence from 16 years on 7 years.

the family of the victim said they weren't told the governor was planning to commute his sentence. >> we know the name of a man killed in an accident on interstate 580 on sunday morning. he is from san lo renza driving a toyota corolla east on 580 after 6:00 sunday morning. he lost control of his car that hit the center divider near 10 sixth. then a toyota hit his car and singh was thrown from the car. he was lying on the roadway and another car hit and killed him. the fashion police may catch a robber before local police do. they are looking for a woman who walked into a bank on main street friday afternoon wearing sunglass sunglasses, a hooded sweatshirt, pajama pants and high heeled shoes. she walked away with an undisclosed amount of money. she was gone even though police arrived in minutes. they are looking at tape, but if

you have information about the robbery, you can call the oakland police department. there is a change on your power bill. pg&e's rates began january 1st with a 3% increase for customer who is use little power and a 2.6% decrease for those who use a lot of power. the changes are the result of a 2009 law that lets the state utilities increase rates for low usage customer whose rate had not increased since 2000 and 2001. the off season for the raters. rumors that coach tom skabl on his way out. al davis has until later this month to exercise his one-year option on cable's contract. are hearing that won't happen. the raiders need to deal with a

few free agents. richard seymore topped that list. the raiders ended the season on a high note. a 31-10 win over the chiefs. the raiders did something no team in modern history has done. they swept the sgigz still didn't make the playoffs. contra costa county said express bus fares are going to jump a quarter. bus rider who is use the east bay value pass, the punch pass and the 20-right commuter cardville to add 25 cents to the fare box when they board the bus. the change will affect people in central contra costa county and san ramon. like many agencies, the transit is trying to balance budget through fare hikes. let's check in with mike and see how the buses are running. >> happy new year, the buses are running smoothly for folks in the county connection.
