that kicks off today. first we have problems into southern california. >> that's right. the grapevine i 5 you can't get there because of snow and ice. take 101 to get there. there will be delays if you are expecting folks. northbound 87 to 280. an accident with no injuries reported. a delay near the transition, but it's open and the rest of the south bay moves smoothly. we had an earlier accident and all lanes have cleared. it should be an issue by the time you get there down the side. back to you. >> thanks a lot. deputies are looking for answers after two bodies were found in a south bay home. they found the bodies of a man and a woman in a home on wall brook drive. officers received a call requesting a check on the home around 1:00 yesterday and when they arrived they found the bodies. no word on the cause of death,

but police say there is no concern for public safety. >> a big day in sacramento. jerry brown will officially become governor. the former oakland mayor set to take the oath at 11:00 this morning. he will hold a public reception before a private one at the california railroad museum. he will have to tackle the state budget. according it a source familiar with his budget proposal, no one will be spared. brown is expected to shrink social services, eliminate local redevelopment agencies and reduce library hours. virtually every state funned program will be hurt in some way. you can expect to have a higher income on sales tax rates in june. governor schwarzenegger is out and talking about what's next. he is sifting through a stack of corporate hollywood and real estate offers. before he makes a decision, he will hit the speech circuit and

possibly write an auto biography that publishers have been asking for. he may return to film if the script is right. the right one comes along. he plans to keep in politics although he said he does not plan to run for another office. >> universities are among other american universities recruiting students from china. many campuses including santa clara university and cal and the university of san francisco are putting out the welcome mat. more than 40,000 under graduates came to the u.s. from china last year. enrollment officials say recruiting international students does not squeeze out domestic students. nearly half a million people will see a change in the way they throw out the trash. a new system for recycling and garbage collection begins in ten cities. 92,000 house holds will separate garbage, compost and recycling with a three-cart system called

cart smart. the areas include atherton, burlingame and east palo alto. redwood city and san carlos as well as san mateo part of the new service today. a fleet of fully automated trucks make collection faster and more efficient. changes in the commute today. phase two of muni's improvement begins. the california street line is not running this morning. crews are beginning a mile and a half portion of that overhaul. first in 26 years. more parts will be replaced with several road and curb changes. they are trying to make them better accessible to the disabled. >> the main one is palo street that gets the most riders. this won't be quite as bad as when they close that a couple of years ago. >> the $16 million project is entering the fifth month.

upgrades are already under way. most of the work is going to be done between 9:00 in the morning and 5:00 in the evening monday through saturday. >> 5:03 and the muni bus shelters may look nice and modern, but riders are not too fond of them. with the steel frames and glass sides, there gaps between the steel frame and the roof of every shelter. the shelters don't have that glass panel. muni said they are keeping an eye on the situation and has no plans to fix anything yet. >> wildlife experts are concerned about an increase in the number of sea lion shootings. the center rescued a sea lion suffering for a gunshot wound last month. it is one of 25 they treated in the last couple of years. sea lion shootings have been on the rise since they started tracking them almost two decades ago. >> on the gunshot wound side, we have taken in close to 500 animals, mostly sea lions.

that's a lot of animals when you look at the narrow statistics of that. >> the sea lion that was shot was nicknamed silent night. he is recovering, but he is completely blind because of it so he cannot return to the wild. >> a hidden bay area enclave is in the running for the coolest small town in america. they are a nominee in the annual competition for coolest town in the running with 20 others. the travel town is look for a place with an edge and on the upswing, but not necessarily quaint. you can submit your vote on the magazine's website. the deadline is february 11th. >> might have to take a peek. 5:05. we want to check the commute with mike inouye. there were troubles early, but they should be cleared. >> as far as the south bay. 101 there was a major accident there block the slow and the fast lane. they have cleared and there was chp activity out there now.

we do see in the south bay, northbound 87 to northbound 280. that connector sounds like one lane is blocked through downtown san jose. you have another lane to get by and light volume of traffic. you should be okay. a heavier flow returning to the south bay today and tomorrow as folks return to the area after the last couple of weeks. that means about 7:00 or 7:30, southbound 101 into men low park. that's traditional to the south and 101 around 92, we will see slowing there as well. the sensors will show 5 ache at the bottom of the screen with the highway 13. that should sort itself out. there no incidents approaching the area or coming through oakland. i will continue to follow that to be sure. we get a live look at the bay bridge. we have a light volume of traffic at the toll plaza and off in the distance, see the freeway with the lighter flow.

air system off to the west. it will continue to follow the jet stream off to the south and impact southern california bypassing the bay area almost entirely. it is possible to see a few showers especially towards the south coast, but overall all of this activity will filter into southern california. that's not good news when it comes to the situation on the grapevine being shut down. that is 58 as well through the tehachapis. 49 degrees in san jose. 51 by noon. breezy conditions and we'll warm up this afternoon when the sun gets to its maximum. if you are looking for a warm up, maybe you want to wash your car, this is your week. temperatures will be mild all throughout the week. we are actually seeing a fair stretch of dry weather through sunday when we expect the next showers. >> wow. a break.

and it will be nice. checking the forecast in a little bit. time coming up on 5:13. >> the state is flipping the off switch for a widely used light bulb. live from the newsroom this morning with a look at a new law aimed at saving you money. >> happy new year to you. we are talking about the 100-watt light bulb based on technology that thomas edison invented. the problem is that it's very inefficient. 90% of the energy that goes into the light bulbs is wasted. that's the reason they are hot to the touch and the reason they are popular in the easy bake ovens. this is the reason why the state of california is requiring these 100 watt bulbs to fade to black to make way for the hal jen bulbs. the 72-watt bulbs cost about the same and puts out the same light as the 100 watt and costs about

the same to purchase. it uses less energy. the california energy commission estimates that consumers will save over $35 million a year in terms of lower electricity bills. the lower wattage bulbs will cut down on fossil fuels burned. you are still allowed to use your bulbs at home. not like there is light bulb police out there. you won't be able to buy them until the remaining ones are sold. the new light bulb standard was established under the independence and surety act of 2007 that might have you wondering why if this is a federal issue isn't the rest of the country doing this. they asked for permission to enact a standard now. the other sfreat states will comply next year when the federal law goes into effect. live here in the newsroom, bob redell, nbc news here in the bay. >> thanks a lot, bob. illuminating report.

it takes to find out if someone has cancer. researchers are joining forces to bring a cancer blood test to the market. they can spot a singer cancer cell among a billion healthy ones and performed in a matter of minutes. stray cells in the blood mean a tumor is spreading or is likely to. a test that can single out cells can transform care for many types of cancer and patients. >> now to a story that a lot of parents will be interested in. scientists are looking for answers of why there whooping cough cases in california. more than a quarter came from the bay area. according to the state department of health, researchers are focusing on 7 and keen-year-olds getting the disease at higher levels. children in that age group may not be protected as a final booster in a series of five shots began when they were two months old. the last is given between the ages of 4 and 6. one question they want to answer

the new year as well. we are expecting this 18-minute drive off of the bridge to increase quite a bit last with week see saw almost no change. 20 minutes at the longest. we should see more traffic here for westbound 80 off of the richmond area. 580 out of the caldecott. so far they are looking good. even the slowing through oakland on 580. that cleared up nicely and no incident. just an adjustment. more folks will be hitting the roadway here out of antioch. you see that 63. that should be about maybe in the 30s and maybe in the 20s. about another hour from now. we will watch the slowing and the first should show up at 5:40. blocking part of the road, no problems out of byron heading over to livermore. that will start to show additional slowing this week. last week we had a break. 580 out of the tracy area should

good monday morning to you. if your work travels bring you south, we have big time problems getting into southern california from the bay area. snow is forcing the main highway between the central valley and los angeles to remain shut down. i-5 and i-58 shut down in both directions at the grapevine due to slick blowing snow and low visibility. it caused a couple of accidents last night. six inches expected to fall in san bernardino county. interstate 15 is also closed at the pass. 101 will be rather dangerous.

you can postpone travels and we recommend you do so. this is rare. working in the bakersfield area, i saw this happen twice in all of three years i was there. keep that in mind. we will let you know when conditions improve. a much better picture here for us this morning. the san francisco area, we have no fog to report. in the north bay, you will find that patchy dense fog. let's talk about where our visibilities are. about five miles in santa rosa. down to three miles in san jose. take it easy where you are headed. patchy dense fog until about 7:15 or 7:20. here's what you can expect. you see that system's low pressure offshore? it will bypass the bay area and sliding south along the jet stream. that will bring more snow to los angeles, but for us it will make for a nice day. 47 degrees right now in hayward. by around noon, temperatures in the 40s. 50 for concord. by 5:00 p.m., temperatures will be warmer than where we ended up

back to you. >> we will look forward to it. it's a new era in california, kind of. arnold schwarzenegger will no longer be in the driver's seat. she giving up his post to jerry brown. gavin newsom is getting ready for a new job and not starting yesterday. christie smith is live with a look at what is in store. happy new year. >> good morning and happy new year to you. what's old is new again. the former mayor jerry brown is having another turn as governor. he is going to be inaugurated. gavin newsom's late word is that we have to wait at least one more week for his celebration expected next monday. he will be sworn in as california's 39th governor and only the second person to serve three terms as governor when he takes over for governor schwarzenegger. he was governor from 1975 to 1983. he promised tough financial

decisions ahead. the state is looking at a $28 billion shortfall. he will take the ocean of office at 11:00 a.m. in sacramento followed by a private reception at the railroad museum. the lieutenant governor-elect won't leave office, but will apparently leave by next monday. his people saying he will be formally sworn in on or before that date. the mayor wants to wrap up his projects before leaving san francisco. the timing of his exit will affect the board of supervisors. when he takes the office, he will hole an open house for the public to meet he and his family. we will have reporters in sacramento for jerry brown's swearing in. live in oakland, christie smith, today in the bay. >> also taking office today, the san francisco district attorney

kamla harris who will be there at the women and arts. you can catch highlight at 5:00 and 6:00. san francisco needs a new district attorney. the san francisco mayor said he will appoint someone in the next few days. he plans to consult with harris before making the appointment. >> another new leader as well. this time in the east bay, jean quan is about to make history to be the first woman and asian american to be mayor of oakland. her main priorities are creating jobs, putting youth first and fighting crime. quan wants to bolster the city schools with mentors. they have a walk from chinatown at 8:30 and end at the theater where the swearing in will be held at 11:00. former east bay teacher tom tor lickson is taking over as struckor of public instruction. he will be sworn in this morning

at a place where he once taught. >> governor schwarzenegger is making moves in his final hours in office. he commuted the sentence of the son of fabian nunez for the 2008 killing of a concord man. schwarzenegger made the move hours before he left office. esteban nunez pleaded guilt to voluntary manslaughter in the deadly stabbing of a college student in a fight in san diego. it reduces the sentence from 16 years to years. the family of the victim said they were not told the governor was planning to commute the sentence. the governor granted clemens to sarah cruise an sentenced to in prison without the possibility of parole after shooting her pimp in 1994. she was no longer working for george howard when she killed him. her clemency petition cited years of abuse. the psychiatrist said she suffered from battered women's syndrome. schwarzenegger reduced the sentence to 25 years to live w

the possibility of parole. he used final hours to handout paid jobs on state commission. a parting gift to the people who supported them. $128,000 a year job. the appointments by the governor do carry a risk. it's possible jerry brown could rescind when he takes office. she was involved in a traffic accident that hurt her politically career. >> look for a change on the power bill. pg pg&e's new rates include an increase for most residential customer who is use relatively little power and a 2.6% decrease for people who use large amounts. the changes stem from a 2009 law that lets the state utilities increase rates for many low use customers whose rates had not increased since the crisis of 2000 and 2001. it's game day. the cardinals are hours away

it up. the raiders need to deal with free agents that includes running back michael bush and richard seymore. they ended on a height note with a 31-10 win over the chiefs. with the win, the raiders did something no team in modern history has ever done. they swept the division, but did not make the playoffs. as for the 49ers, he is staying on speculation and staying quiet on it about whether or not he will be the next gm. he interviewed saturday, but he is not sure when a personnel decision is going to be made. the former raiders executive and current analyst also intrude, but he is speculating that he will get the job. >> a lot of people heading back to work. we will see the traffic pick up. let's check in with mike. >> we were watching highway 4 in antioch where you see the slow down on a normal commute.

speeds in the 30s at times. heading over to love ridge. we should see the speeds dip into the 20s over 20 minutes or so. that will be the highway 4 commute towards 680. 680 moves smoothly and about a 19-minute drive. we stop as you cross over the bridge westbound. we have a disabled vehicle being moved from the bridge itself. there will be slowing over the next few minutes. otherwise continuing down westbound 80. with the slowing on highway 4, not an issue and no metering lights. we see a little problem in the parking lot. those are starting to dry out. >> good thing. watch out for ponding left over from the rainfall we picked up. this week looking like a

different picture overall. we'll stay dry and this morning, we are seeing a system that will bypass us to the west throughout the day bringing more rain and low snow levels to the los angeles area. i-5 is shut down and 58 is also shut down. they don't allow the snow chains through this area. they have to shut down the highway because it ruins the roadway. we don't know how long that will be the case. we will continue to update you on that. this is what's happening. the jet stream will take the system off to the south. it too will miss the bay area, leaving things nice and mild this morning as well. 43 degrees in san francisco. we will warm up to the 40s around noon. 48 degrees in livermore andy as the system passes us and by this evening, 5:00 p.m. as you commute home. temperatures will be comfortable. you will enjoy the sun light we will see and lookinged if gr the second half of the day.

. a look outside at the bay bridge. we will see clearing this week. sounds like a surprise. we will check in with christine. >> lewd video with a top naval officer raising questions like why was he promoted despite the possibility that people knew about the videos. tracy pots is live in washington, d.c. with the latest on this investigation. >> these videos were produced three and four years ago as part of a newspaper investigation. a report that came out over the weekend. these are videos that the navy said were used for instructional videos. they were training videos depicting skits regarding issues that the crew on the uss enterprise would experience.

they were inappropriate because scenes simulated sexual actions and women showering together and slurs used on the videos. the navy is investigating not only the content of the videos, but who produced them. the current commando was the number two on board at the time. he was apparently behind these videos and appears in them. he is at the center of this investigation. one of the big questions is how did he get promoted to commander while there were unanswered questions about whether or not the videos were inappropriate. in a statement, they were clearly inappropriate and they don't condone or endorse this type of video. however they point out they were not created to offend. they were instructional for the crew. the bottom line a lot more will be heard about this as the navy investigates. >> thanks a lot, tracy. >> the u.s. military said two

soldiers died in iraq overnight. the military is not offering details until the families are notified. more than 4500 personnel have died since the war began in 2003. the u.s. ended operations in iraq in september. about 50,000 american troops are still in the country helping to train security forces. 5:45 and good morning. i'm brent cannon. >> i'm laura garcia cannon. traffic and weather in a couple minutes, but getting fit is on a lot of people's minds. new figures from the centers for disease control show that getting kids active may be just as challenging. chris sanchez is live with why and what your kids are doing and why it may not be enough. happy new year. >> happy new year to you as well. usually when you mention kids, back in my day kids just played. playing sports is not enough to

reach that guideline of 60 minutes of activity every day. here's how we know. researchers looked at 200 kids age 7 to 14 who were participating in organized sports. we are talking about soccer, softball, baseball. they watched them and see how often they were active. one out of four kids were meading the guideline. for girls it was worse. only 2% of them med that guideline. almost half of the activity in practice is standing around, not even running around and plague. only about half of the time is spent in moderate to vigorous activity. 30 minutes of practice time is spent standing around. you don't need to pull your kids out of the forts. they do keep active. that's over competition.

the satellite imagery looks like we have another weather make they're could impact the bay area. it will slide south along the jet stream as the first system did that. is bringing low snow levels to areas in los angeles and san bernardino county. snow levels at about 3500 feet. the grapevine is shut down in both directions as well as 58 in the tehachapis as a result. the only option to get to the south is 101. this will slide south throughout the day as well and that will leave us with cool conditions to start and a warm day with lots of sunshine. right now as we head through this afternoon, i think you will notice that fog won't be a problem right after sunrise. tuesday, wednesday, abundant sunshine with patchy fog and warmer by thursday. back to you. >> new this morning, congress goes back to work with new challenges for a brand-new majority in charge of the house. republicans want to get rid of president obama's health wear

legislation. no republicans from the bay area will be chairing committees. what it means is while california will be in power, the bay area will not. we lose the most powerful legislator because nancy pelosi lost her spot as speaker of the house. the east bay's george miller loses his chairmanship of the education and labor committee. three southern californians will lose committee chairs. what it means from a regional perspective, southern california gains power and northern california loses it. an assembly woman will take a shot at banning raves. they will meet from the night life industry law enforcement and government to talk about ab 74, the bill she introduced last month. it is designed to prohibit raves on public property and prevent them on private property unless the business owner has a license. the bill will hurt other type of night life events and the bill
