weather today in the bay. >> per good morning and thanks for joining us. >> we want to get you moving with a look at the forecast and we check in with christina loren. >> good morning to you, cannons. things are looking good right now and a little on the chilly side. a lot of sunshine and a beautiful dry day ahead of us. 35 degrees in livermore and 32 in santa rosa and the city by the bay, 44 degrees in san francisco. more mild there. as we head throughout the afternoon, sun will be out in force, warming us up into the upper 40s and low 50s by noon. as you head home, 59 degrees in fremont at 5:00 p.m. lots of sunshine. it will be beautiful in the bay. we will find out if traffic is a factor.

>> the volume continues to build as folks return from christmas and new year's holidays. fog is a factor. the frost not so much, but for carquinas and benicia bridge has been drifting around. few cars traveling through that portion of the north and east bay are slowing because of that problem there as well as livermore. a quarter mile visibility for 580, but a 13-minute drive that will grow as far as the morning commute. so far no problems. back to you. san francisco board of supervisors has a big task. veteran lawmakers are set to leave office. it's possible they will vote on who will take over the mayor's office until the november elections. the current mayor is leaving office to be the new lieutenant governor. he delayed his inauguration until monday. it's the final board meeting for chris daley.

they are all termed out of office. duffy launched a campaign for mayor in the november election. >> this morning the feds are telling pg&e to come up with an accurate accounts of systems and do it fast. bad record keeping may be leading to dangerous decisions about what pipelines can handle. they show the pipeline that blew was seamless and it had welded seems. there is an urgent need to figure out what pipes are carrying gas and what level of pressure they can take before another one gives out. >> we still don't know why this happened. i am grateful because clearly the pressure on this system cannot be increased. >> she is urging jerry brown to

put two commissioners to keep an eye on pg&e. >> new smart meters in marin county. they may pass a law to delay the installation of the smart meters for up to a year. they came to fire after they questioned accuracy when bills skyrocketed. others are concerned about possible radiation. >> a scary night for three people on a 65-foot boat off of half moon bay. it overturn and the coast guard was called. marla has a report on thou all happened. >> live in sharp park, let me step away to get an idea of the water this is morning. here we are after 5:00 a.m. and calm is not how i would describe the ocean. it's certainly choppy. imagine falling asleep on a boat and waking up because the boat overturned. that may have happened as three people aboard a vessel in the

water south of here at kelly state beach in half moon bay. the lieutenant said they received a 911 call after 1:00 this morning of an overturned boat. our video shows it was a white crab boat named phyllis j. with three fishermen on board. they launched a helicopter and motorized boat, but neither were needed. the boat overturned in shallow enough waters that the three people were able to walk to shore and the boat is essentially beached where it overturned. according to the battalion chief who responded, whoever was at the helm may have fallen asleep with the two others and it flipped on its side. by 3:00 a.m., all three were reported to be okay. the concern is potential pollution. the boat is carrying 2,000 gallons of diesel fuel.

at first light this morning, pollution investigators are going to head out to kelly state beach south of here in half moon bay to see if that diesel fuel leaked into the waters this morning. reporting live in pacifica, marla tellez, today in the bay. palo altoo loss could be a lucrative and prestigious gain. facebook is looking for a home for their headquarters. this campus in menlo park was home to sun microsystems. they are cramped in quarters in palo alto as mark zuckerberg has more than 2,000 employees. the company currently leases a building that can barely hold them. facebook informed them of their intent to leave. while rumors are swirling about the potential new digs, the

overall value is getting a major boost. scott has the latest on a major possible investment that could mean facebook is going public. >> stock market value soared and not all of them were high tech. overall bay area stocks generally match marched the performance of the broad stock market in 2010. by far the best performing stock was for oakland-based cost plus world market. the stock gained 851% and a very optimistic outlook for the business. productions used in coronary bypass surgery jumped 277% last year and fremont's semiconductor company boosted stock due to demand from cell phones, tvs and satellites. farm workers and environmentalists are suing trying to keep a pesticide out of strawberry fields and out of orchards. meth not is a powerful pesticide

we see speeds dipping down from about g street to l. the official first start of the slowing all the way over and considerable slowing. for highway 4, the commute is returning yesterday back to the normal flow. the benicia bridge and the carquinas bridge. further north we have fairfield and vacaville with dense fog. that's a problem. the bay bridge and fog not yet affecting that drive. it will affect your day and forecast and christina has that in a few minutes. >> thank you very much. a recuperating sea lion is somewhat of a celebrity. it is drawing huge crowds and 1600 people visited the center last week. he even has his own facebook page with more than 180 followers. his plight is helping to highlight animal abuse. silent night was found on the beach with a buck shot in his

good morning to you. 5:23 and judging from this live picture of the golden gate bridge, you could be misled thinking there is no fog out there, but let's take a look at your visibilities. we got great visibility in san francisco and checking in with 10 miles, but just to the north, you will find less than a quarter of a mile in novato and santa rosa with a half mile visibility and heavy fog in the east bay this morning. livermore about a quarter of a mile. take it easy out there. fog tends to swirl around. just because it's not reported in your city, doesn't mean you won't encounter it. frost in the places that were the coldest, 33 in concord. 32 in santa rosa. in places where you are 36 and below, you will get frost because your windshield gets cooler. san francisco doesn't have to

million budget gap for the current fiscal year that ends june 30th. the agent fell a million dollars short of the revenue last year. projected expenses are up more than $9.5 million. the federal government will tackle helmet makers for misleading safety claims and scentive practices. they want the federal trade commission to investigate leading helmet maker after claims that one of the helmets can reduce the risk by about 31%. he said there is no evidence to back up that claim. efforts to reduce concussions on professional and amateur athletes is in the headline after a study proved that the impact of concussions can be long-lasting. 5:34 and antioch. we have slowing there again.

highway 4 was the first to show slowing yesterday and we had speeds down below 20 miles per hour. at the commute back from any portions of the bay area after that holiday last week. we had a very light commute. 35 already and speeds likely in the 20s. pittsburgh and bay point didn't see a lot of slowing. patchy fog through the area. we definitely have patchy fog on both of the bridges. carquinas and benicia bridge get an advisory. 680 with speeds in the 50s and interstate 80 across the brim. not a major factor. we are managing fine through the area. fog advisories there, but christina told us about dense fog through 580. a little slowing that may slow up through the commute. right now just a 14-minute drive. a quarter mile visibility. keep that in mind and stay ahead. that will affect the bay. sunol we will see a little

slowing. we have fog coming into and out as you head over the mountain peaks. there is so much fog affecting our view there. we have headlights for sure up northbound 101 around 680. nice with a smooth drive and speeds close to the limit for the northbound commute. southbound 17 heading over the santa cruz mountains and soupy conditions and further up the peninsula, the east bay will show you the toll plaza with a view at the camera. we see a good steady volume of traffic and metering lights were on for about 20 minutes. they turned them off and today more cars and fog. that may be a factor. we see a clear view of the freeway as well, but the north bay getting hit with fog. >> you got both out there to contend with. let's talk about what's happening briefly in southern california. the grapevine was shut down yesterday and this morning we still have snow in the picture in the higher elevations of

southern california. that is causing real travel troubles in the mountains between central valley and los angeles. if you are headed down there today, over 58 or i-5 into southern california, you want to take it easy. you can get through, but take a look at all that snow. that system bypassed us entirely and moved to the south. for us, we are looking good and we'll see a lot of sunshine. they will see sunshine in southern california for the second half of the day. 33 degrees in concord. temperatures dip off more before we hit sunrise. that's the coldest point of the day as we head into noon time. 50 degrees in los gettos. 49 degrees and 48 degrees in san francisco. by this evening, we are talking about full on sunshine and temperatures in the upper 50s. even a couple of 60s popping up. 59 degrees in oakland. watch the sunshine in gilroy. as we head throughout the week, we will not see a lot in terms of change. at the end of the weekend, we

have showers to talk about. right now back to you. . >> thank you very much. new this morning, more police officers are dying on the job in crashes. that's because some are not wearing seatbelts. according to new statistics. christie smith has a break down of the alarming report. >> reporter: this is disturbing because you think it's a given. you think officers are already doing this, but a new study shows that nearly half of the police officers killed in traffic-related collisions were not wearing a seatbelt over the past three decades. this number is being released by the national highway traffic safety administration. they took a look at more than 700 crashes. why aren't officers wearing them? the head of group said some officers think seatbelts slow them down getting in and out of cars quickly. others say the straps get

rushman investors announced they were putting $500 million and puttingation at $50 billion. because of an fcc rule, we are not getting details about putting pressure to ipo sooner rather than later. the question where people are familiar with the company. would you invest in facebook if they were to ipo. would you buy shares and do you think it won worthwhile? >> definitely. it will have legs and there is 500 million registered users and i enjoyed myself. i have been in contact with people who haven't been in contact for ages. it's so much easier than a phone call. i think the question is, we don't know what it would be priced at. would it be overprice and would you get the best value? >> it will be high priced. i can't imagine it will come out at 20 or $30.

magazines that she graced the cover of wound up selling more than than those featuring other celebrities. the rolling stone cover was the top selling issue of the year. it didn't hurt that that issue also featured the explosive general stanley mcchrystal interview that led to his downfall. the lady gaga cover of cosmo sold about 1.7 million copies and the "vanity fair" issue with her on the cover sold nearly half a million copies. something fascinating about her to watch. >> the interesting thing on that study was that taylor swift was the worst. anything she was on saw the worst numbers. a nice wholesome girl does note sell magazines. >> therapists sue bret favre over sexually suggestive text messages. favre sent them messages during his time with the jets in which he asked them if they wanted to get together, suggesting he had
