we're going to honor christina. she was a beautiful, strong little girl, and we're going to remember all the good things about her. >> right now on "today in the bay" -- a little girl born on 9/11, one of the victims of a gunman's bullet, fired into a crowd, targeted at a congresswoman who is now fighting to live. good morning to you. thanks for joining us. i'm chris sanchez. the man accused of shooting a congresswoman in the head at point blank range is in custody but what motivated him is still a mystery. we know that goneman targeted representative gabrielle giffords as she held a town hall meeting at a safeway store in tucson. six were shot dead including a

federal judge and 9-year-old girl. 12 others are wounded. we will have reaction from bay area leaders. first to jay gray in tucson with the overnight developments. >> reporter: congresswoman grab brie yell giffords is in critical condition inside this tucson hospital. outside investigators have released more information about a second person of interest in this case. as a gunman opened fire in a crowded tucson grocery store investigators say his rage was aimed at congresswoman grab brie yell giffords. >> she was the target. >> she was shot once in the head and this morning still fighting for her life in this tucson hospital. >> with guarded optimism, i hope that she will survive, but this is a very devastating wound. >> reporter: there were six victims, though, who did not survive, including a 9-year-old girl and federal judge john roll, who friends say just happened to be in the neighborhood and stopped in to visit giffords, a long-time

friend. at least a dozen others were injured in the spray of gunfire the effects stretching all the way to the white house. >> it is a tragedy for arizona and a tragedy for our entire country. >> reporter: a tragedy apparently carried out by 22-year-old jared loughner, the suspect was tackled by people in the crowd and arrested by police, witnesses say had an automatic weapon and extended magazine. officials haven't used his name publicly but now say they are convinced he wasn't working alone. >> there is some reason to believe that he came to this location with another individual. >> reporter: overnight, investigators released this picture of a man who they are saying is a person of interest and who may have brought loughner to the tucson shopping center where giffords was hosting a town hall meeting. >> we are utilizing all resources necessary to ensure that those responsible are brought to justice. >> reporter: tucson sheriff clearance dupnik believes he has

some solid clues calling primtsry suspect unbalanced, unstable, and perhaps incited by political rhetoric. >> that may be free speech, but it's not without consequences. >> reporter: consequences that are being felt the deepest in arizona this morning. now, we are told that giffords husband astronaut mark kelly spent the night and much of the morning at her bedside. he rushed to arizona upon news of the shooting. he was at johnson space center in houston training for an upcoming shuttle mission at the time. live in tucson, i'm jay gray, back to you. >> thank you very much, jay. we'll talk with jay later on in the news cast as well for the latest. the most innocent victim of the senseless rampage is the 9-year-old girl christina taylor green who died of a gunshot wound at the hospital. she had just been elected to her student council at her elementary school and tagged along to the town hall with a neighbor who thought she might get a kick out of meeting a congresswoman. in a phone interview christina's

father told nbc news even at a very young age his daughter was excited about the political process. now he and the rest of the family are trying to understand the little girl born on september 11th is gone. >> she was born on 9/11. so she came in on a tragedy and now she's gone out on a tragedy. but the nine years in between were very special. we're all going to miss christina. we were four people and now we're three. so all i can say is, that we're going to be strong, strong for each other, and we're going to honor christina because she was a beautiful, strong little girl and we're going to remember all the good things about her. >> the family says that christina talked about becoming a veterinarian when she grew up and the only little girl on her little league team.

the "l.a. times" reports christina is the granddaughter of dallas green, who managed the philadelphia phillies during the 1980 world series. >> toughest part of the story, i think the shooting rampage is what so many are talking about across the country. here in the bay area several well-known politicians are paying their respects to their colleague and the other victims as well. in san francisco, house minority leader nancy pelosi with representative john garamendi and barbara lee observed a moment of silence for the victims. she called the shooting a national tragedy. >> our prayers and thoughts are with all of them, all of their families, congresswoman giffords is a great patriotic american, a representative in congress, of a new generation of leaders, brilliant, patriotic. >> she saw the issues to be profoundly important. even though she was threatened a few months before, she was willing to go back out on the street corner and say here, come

and talk to me, share your thoughts with me. >> garamendi gave us a little perspective telling us only the house leaders get security details. the rest of the representatives are on their own. >> much more on the shooting rampage throughout our news cast. coming up later we'll show you what we've learned about the alleged gunman and that 9-year-old girl and the other victims as well. right now we want to get a look at the forecast with rob mayeda so we can plan for the week ahead here at home. >> this morning we do have some low clouds and fog again around the bay area right now, and you can see our temperatures off to a chilly start, almost exactly where we were yesterday morning, 30s and low 40s right now and notice those winds offshore winds, pumping in the fog from the central valley. i suspect for the north and east bay valleys it's going to be a chilly finish to the weekend with highs in the 40s and 50s. we refer to this as the central valley fog machine. if the winds are offshore, all that fog we will see temperatures barely getting out

of the north and east bay valleys. it is dry for now. we will see several opportunities for rain coming in as we're now seeing changes just off our coast. a lot of moisture out there. we'll show you the impact on your seven-day forecast in a few minutes. this morning san jose police say two men are dead after a shooting outside a night club. it happened about 8:30 last night near highway 101. when police arrived they say they found the men's lifeless bodies along with a third man also shot. he is expected to survive those injuries. investigators are looking for three or four suspects and are still trying to figure out what the motive was of this shooting. last night's homicides were the third and fourth for san jose in this new year. and in oakland this morning, a neighborhood is trying to make sense of the killing of a child in broad daylight. oakland police say they found the boy's body around 5:00 last night after they were called to a shooting at 66th and avenal avenues.

police won't say how old the boy is but say they are looking for a male suspect. they're not giving us more specific description on the suspect yet. no one is under arrest in connection with the daegds shooting. another shooting in oakland. a man gunned down in neighborhood market in the 1500 block of campbell street around 7:30. tomorrow six of the suspects accused in a brutal gang rape case will answer to the charges in court. five of the six are eligible for the death penalty if they're convicted. the sixth defendant faces a maximum of eight years in prison. police say the suspects beat and gang raped a 16-year-old girl outside the richmond high school home coming dance in october of 2009. officers say more than a dozen people stood by and watched that brutal attack without reporting it and that is not a chargeable crime. this morning a second suspect is behind bars linked to a rather disturbing case of videotaped sexual assaults against disabled women. a los angeles county sheriff's captain says 27-year-old earnie lloyd of los angeles turned himself in to officers at the

hollywood police station saying he seen himself on the news and knew he was wanted. the "l.a. times" reports lloyd is described as suspect number one in images released by the sheriff's department. officers say they believe lloyd is part of a group of ten men who allegedly videotaped the sexual assaults on disabled women. >> these victims are severely disabled, many of them appear to be unable to move, and most of them are wearing diapers. >> they cannot fight off an attacker. they don't have the ability to consent to this kind of activity. >> detectives say the images came to them anonymously with a note from someone who says he got a computer from a man who wanted the hard drive wiped clean. still ahead on "today in the bay," more on the arizona shooting rampage and why some say inflammatory language on sarah palin's website put a target on the congresswoman. what one law maker who herself survived an assassin's bullet

take a live look from the embarcadero this morning. a nice day to head out and clear your head after all of this terrible news that we've given you this morning. we can't help it, but hopefully you can find a way to have a good day. as we mentioned at the top of the news cast, congresswoman giffords gabrielle was shot in the arizona shooting rampage less than 24 hours ago and remains in critical condition. a bay area politician who s survived a shooting is offering her perspective. congresswoman jackie spear was in guiana investigating the jim jones compound when shot five times. she pretended to be dead for hours and how she survived. she still has two bullets in her body. we spoke with congresswoman

speier, she has a strong opinion on gun control and says the violent language used on both sides of the aisles during the last year has to come to an end. >> i hope that we recognize now that this kind of vitriol and violent rhetoric that has become commonplace on radio, on tv, and frankly in the chamber and house of representatives, that all of that has got to be toned down. we've got to create a greater civility in the way we communicate with each other. the assault weapon ban we have in california has expired on a federal level and while this was not an assault weapon, this was a -- appears it was a handgun with an extensive magazine which allowed him to shoot over 20 rounds. we have got to place some kind of controls on these weapons. >> currently in arizona, the law

allows people to carry a concealed weapon without a permit. as the congresswoman and other victims fight for their lives some folks are talking about the tone of a specific political campaign which some say targeted congresswoman giffords for her support of president obama's health reforms. in march giffords was named as a political campaign target by conservatives -- former alaska governor sarah palin. palin's website published a target map using images of rifle scopes to identify 20 house democrats for backing the health care law. after the shootings palin removed the graphic from her website and offered her condolences on facebook. because of that shooting, the republican leadership is postponing this week's planned vote on overturning president obama's health care reform bill. eric cantor says all legislation for the week is postponed so the house can focus on taking whatever action is necessary in light of the shootings. congresswoman giffords had received threats for her support of the health care bill and her

office had been vandalized as well. since republicans won control of the house in november, they had made the repeal of the law a top priority. the shootings will likely cast a paul over the swearing in of gavin newsom tomorrow. following his 1:00 inauguration he is to host an open house for the public at his state capitol office. >> all enemies foreign and domestic. >> this morning, a new board of supervisors is in charge in san francisco, and there are now four new members of the board, david chiu was re-elected as president of the board. the board is expected to approve city administrator ed lee's interim mayor on tuesday. lee will face a budget deficit of nearly $400 million. coming up next on "today in the bay" -- the alaska pipeline that delivers about 15% of our domestic oil is shut down this morning. why and for how long. plus, about 400 people are ready

a little bit of fog and low clouds in san francisco as those folks on their boats are enjoying a decent weather. now the rain is coming, so if you want to get out, take a walk, clear your head, do it soon. >> by the middle part of the week the rain coming back in. this morning you got the fog, mist and chilly again this morning. 30s and 40s outside. show you the temperatures we're waki waking up to, even san francisco chilly, 41 degrees, northwest wind at 8, the flag pointing offshore which hints at the reason why. you have the central valley fog

spilling into the north and east bay valleys. san jose mostly cloudy right now, 43 degrees, little west wind at 7 miles per hour. around the bay area, quite chilly outside, 30s towards concord and fairfield, livermore, 38 degrees, 43 san jose and santa cruz quite chilly as winds are coming in offshore. the winds out of the central valley into oakland and san francisco, that's going to keep supplying us with the fog machine we call from the central valley where dense fog is being reported around stockton towards fairfield this morning and the reason why the north and east bay valleys will stay clammy and cold for another day today. the satellite and radar view shows you other than the mist with the low clouds we're dry for now. we have a system offshore that is going to kind of break underneath the ridge of high pressure which will form off the coast of alaska and as this moisture streams in across the the pacific northwest that's the reason we'll talk about a chance of showers towards the middle part of the week. today morning clouds and fog,

some afternoon sunshine for spots along the coast i think inland still probably looking at low clouds and then by tomorrow morning, could have patchy frost. then on tuesday we'll see the showers come in, i think it's going to be wednesday night and thursday the best chance for rain, especially north of the golden gate as we go hour by hour here. notice tuesday on into wednesday, some scattered showers, rainfall totals not all that extensive for areas south of san jose, most of the trend for the rain for the second half of the week will be areas marin county, northward towards thursday and friday. foggy start to the morning continued cool temperatures today. we will see temperatures in the 40s to low 50s for highs for most spots today. as you see here coming up in your seven-day forecast, tomorrow morning, could have some frost. we're going to clear out, should mean a little less fog for tomorrow morning, but could be quite cold. may have some ice on the windshield in a few spots and by tuesday, scattered showers bay area wide and then thursday and then friday and again for next weekend looks like rain mainly north of the golden gate and those temperatures starting to come up a little bit.

the impact of the arizona shooting is reached to stanford and a bay area native come up big in a crucial nfl game this weekend. christine has all the highlights in your sports. >> the niners named jim harbaugh their head coach on friday, so now what? harbaugh said he will start contacting his players and hire his staff, which will most likely include stanford defensive coordinator vick san geo. no doubt he will look forward to coaching against seattle seahawks head coach pete carroll next season. speaking of carroll's seahawks pulled off a huge upset saturday. seattle hosting the defending super bowl chammens the saints. they rallied back from two ten-point deficits. that is former oakland product lynch, went to oakland tech and cal. off the chain, a 67-yard

the sharks lose 2-1. they've lost a season high four straight at home. the men's basketball game between stanford and arizona was postponed on saturday because of the shootings in tucson. the game will be played this afternoon. meanwhile, cal was in action against arizona state. it's always a party in tempe, arizona. sun devils know how to have a good time. cal shot 38% in this game. here's three of his 17 as the bears win 65-61 for their first pac 10 win of the season. usf at santa clara, second half action, broncos went on a 9-0 run and they were three balling. this was kevin foster. they would take the lead 66-65. but here come the dons also dialing long distance, mike williams with the triple as usf wins 74-67 in the wcc opener. also stanford women were winners

a good day. it's going to get rainy later on. >> you have inspiration to try to stay warm this morning. 41 degrees in san francisco. that's kind of unusual to be that chilly around the embark dara. we have northeast winds pumping in not only the fog. as long as the winds are offshore and hearing dense fog advisory from solano to the delta, low clouds and drizzle across the north and east bay valleys. yesterdays highs in the low 40s in some spots. i think we're going to see the same thing again today towards fairfield, concord, san rafael, you can see the highs low 50s in san jose. we're going to dry out this afternoon which means some frost could be possible tomorrow morning and then opportunities for rain in the seven-day forecast. a look at that coming up a few minutes from now. >> i have a feeling i'm going to use the credit card to scrape frost. >> thank you very much, rob. new this morning, two people in the hospital after they were stabbed in front of a bar and night club in san francisco soma

district overnight. they were called to the temple night club to deal with a fight. when they arrived they found two people with multiple stab wounds outside the club. paramedics rushed the victims to san francisco general hospital but the extent of their injuries is unknown this morning. also this morning san jose police say two are dead after a shooting outside a night club. that happened around 8:30 last night at the mention xi calley club. they found the men's bodies with a third man who was also shot. he is undergoing surgery at a hospital and expected to survive. investigators are looking for three or four suspects and are trying to figure out what motive was in this one. last night's homicides were the third and fourth for san jose in this new year. and a police officer and another man are dead and four others were injured after an overnight shooting outside a baltimore night club. police were called to a downtown night club because of reports of a fight when someone started firing around 1:15 this morning.

police say some officers did fire their guns at the scene. the officer who was killed was 33 years old. another officer and three women remain in the hospital recovering from gunshot wounds. this morning arizona congresswoman gabrielle giffords is clinging to life after shot in the head by a gunman who targeted her in a crowded tucson grocery store. investigators say 22-year-old jared loughner sprayed bullets into the crowd killing six people and injuring more than a dozen others. investigators say they don't think he was acting alone. overnight they released this picture of a man who they are calling a person of interest. police say he may have dropped loughner off at the tucson shopping center where giffords was hosting that town hall meeting. coming up we will have a live report from tucson and a closer look at who some of these victims are including, the 9-year-old girl born on 9/11. the transalaska pipeline is system is shut down because of a leak. the pipeline carries about 50%

of the country's domestic oil output. system operators say they found the leak at pump station number one in the northern most station on the map you see there. the system operators say so far there are no injuries or apparent impacts to the environment. it is unclear when the flow will be turned back on but analysts say oil prices could jump to $90 a barrel if that problem isn't fixed and soon. this morning protesters will rally in front of senator dianne feinstein's san francisco home in support of the army private charged with disclosing military documents on wikileaks. activists say they are becoming increasingly alarmed about the way authorities are treating bradley manning while in custody at a military prison in virginia. some of manning's supporters say his solitary confinement where he can't exercise or use a pillow and sheets amounts to torture. officials say they are not treating him any different than any other maximum custody detainee in. the stopped alaska pipeline

could affect oil prices if it doesn't start up and wall street investors about to find out how much they're worth as the official start of earnings season kicks off. cnbc's sue herrera ra takes a look. >> when publicly owned companies show investors how much money they've made or lost in the past three months. kicking things off is steel maker alcoa where profits could be substantially higher on rising global demand for metals. we'll also get a pair of reports on inflation, producer prices, what factories and plants pay for materials and consumer prices, both have been rising because of higher energy and food costs. last week chain stores reported overall december sales rose 3.5%, but this week the government releases its take on retail sales for last month. the republican controlled house of representatives says it will debate and vote on repealing the health care overhaul law passed last year. that repeal will not pass on the democratic controlled senate

a special chin strap which warns a player after a hard hit they may have a concussion. >> reporter: a hit like that would ring anybody's bell and a lot of high school football players are hit like that all the time. the american academy of neurology says 100,000 concussions are reported by high school players every year in the u.s. >> scary feeling. i remember one dude he just -- he just laid out. >> reporter: deanthony thomas a running back and defensive back from l.a. has seen his fair share of bad hits, one of several players here testing the concussion indicator. >> i thought it was going to be uncomfortable because it's bulky, but it's great. >> reporter: inside the chin san rafael strap, a light indicator, green means you're fine a yellow blinking light means there's a 51% chance you have a concussion. a blue light means there's a 70%

least, you got the northeast winds and the low clouds streaming in from concord and fairfield this morning. another chilly start too. we're seeing temperatures in the 30s to low 40s outside. 38 in livermore, 38 in concord, 39 in oakland, the northeast winds. this is the reason, just stuck in the fog. we call it a fog machine when you get dense fog that's in the central valley and winds turn offshore, pumps in the low clouds, as it rises over the altamont pass and east bay hills, we're seeing that towards the tri-valley and towards san rafael. high temperatures on saturday only near 40 degrees. today probably mid 40s inland but mainly dry if you factor out the fact we're seeing misty skies. in terms of real rain this is going to show up as we head into tuesday as eventually high pressure which has been deflecting the storage off to the west starts to break down as we head through the first half of the week. today lots of fog for the morning and should see partial clearing, warmest temperatures

around santa cruz. then tuesday, scattered showers and then for wednesday and thursday, especially for the north bay we'll see a good bet of seeing some rain and off and on as the pattern starts to shift further to the south i think areas north of san francisco stand the best chance of seeing rain especially for the second half of the week. hour by hour as we jump to tuesday, scattered showers rolling through the bay area and as we head into wednesday, we will see most of the substantial rain i think falling fr ining s northward. between tuesday and next sunday we'll see the best chance of seeing rain around the bay area. highs today cool again, inland we will see as long as the winds stay out of the northeast through livermore, highs will only be in the mid 40s. eventually late this afternoon into this evening winds will turn out of the north and clear out the fog that will bring in chilly and dry air. tomorrow morning instead of fog, i think frost may slow you down. may have to scrape your windshields in a few spots. the rain starts to come back into the picture tuesday.

especially for the north bay second half of the week. nobody wants to go outside. >> it's relative compared to what they're seeing in other parts of the country. >> check out what's happening in cleveland, northeastern ohio dealing with the aftermofts of a fierce snowstorm there. right now there's about a foot of snow on the ground in this town which is east of cleveland. snow should stop by this afternoon. goodness. and parts of europe are under water following massive flooding there. in germany rising temperatures caused rivers to overflow threatening cities south of berlin. in the netherlands a river burst over its banks forcing people to evacuate from rural areas. we have much more ahead on "today in the bay." the shooting spree claims the lives of a federal judge and a 9-year-old girl among others and now a congresswoman continues to fight for her life. a live report from tucson just ahead.

hope your day is off to a good start. you see a little bit of blue sky there in the distance but lots of low clouds and some fog as well. the rain is coming up in the forecast. rob says have your umbrella ready midweek. the man accused of shooting a congresswoman in the head at point blank range is in custody this morning, but what motivated him remains a mystery. "today in the bay's" jay gray is live in tucson with the latest overnight developments. this has been a very tough story to hear not just because it's a congresswoman but now we know the 9-year-old girl who died had just been elected to her student council, born on 9/11, a bad day. >> yeah. amazing to hear that. and to hear the people that were affected and have been touched by this, not only the 9-year-old girl who, as you talked about, was just elected to student council and was there to celebrate democracy, if you will, but also the federal judge

who happened to go to mass earlier that morning in the neighborhood, knew that his friend, the congresswoman, was in the area and holding the town hall meeting, and so decided to stop by just to say hello to an old friend. so many stories like that beginning to spill out after the tragedy. six people, of course, died, 12 or 13 others injured and some of those still fighting for their lives, at least five at this hospital here in tucson. it's been a tough go for this city as well, an uneasy tension as you might understand throughout the night, and also that sense of shock that so many of us are feeling, really intensified here as they continue to wade through the events of yesterday trying to piece them together, get their mind around what happened here. the investigation continues to move forward overnight. investigators releasing a picture of a second person they call a person of interest, not someone who was involved in the gun play but may have been the person who drove the suspect to
