[ chuckles ] mayeda. good morning to you. i'm chris sanchez. coming up, guns don't kill people, people kill people. that bumper sticker is the battle cry for folks at a bay area gun show, but nongun owners are calling for big changes to california's open carry law. get ready to shell out more cash for your health insurance. "today in the bay" breaks down the news that may make you sick. millions of american women are working to make 50 the new 40. we'll show you how they're doing it, so we can do it too. and a live look at treasure island this morning where it is very foggy. rob mayeda has your forecast for all your outdoor plans.

good sunday morning. thanks so much for joining us. i'm chris sanchez. meteorologist rob mayeda with a look at the forecast. >> what we can see of it. >> that was treasure island. >> you have to take our word for it. >> not only san francisco but san jose this morning. we are seeing impacts on flights into sfo airport. you would expect that this time of year. the fog is thick enough at san jose airport, we could see a few delays maybe this morning. we'll be watching that for you. in the meantime down the peninsa, seeing visibility down to about 300 feet or less. we don't have to worry about rain today. high pressure will keep the storm track to the north. for the morning lots of fog and some mist with those low clouds then the fog is going to kind of linger for places like concord and fairfield. the reason why, only highs in the 50s inland, low to mid 60s in san jose. returning a little cooler with the extra clouds we're waking up to this morning. it does look dry today and we'll let you snow if the spring-like

pattern will stick around over the next seven days. >> we saw lots of folks enjoying -- >> almost 70 in spots yesterday. >> people were cheerful and happy. >> we'll see you in a little bit. >> today a gun show at the cow palace put on by the same people holding a gun show in tucson this weekend. this as the debate over gun control heats up following the assessmented assassination of a congresswoman and massacre that claimed six lives in arizona. "today in the bay" monte francis takes us to day one to cross roads of the west gun show. >> reporter: there are passionate feelings on both sides of this debate. the question is will the event in tucson last week do anything to change the political climate here in california? many of the hundreds of people attending a weekend gun show at the cow palace left with large boxes of ammunition. they're stocking up because a law goes into effect next month, requiring california gun owners to provide photo i.d. and a thumb print before buying

bullets. all. >> all the dealers that were selling ammunition, out of stock, you know, no more, empty shells, and this is the first day of the gun show. >> reporter: meanwhile, there's a renewed effort by some state lawmakers to overturn california's 1968 open carry law, which enables gun owners to carry unloaded weapons in public. a similar effort failed last year, but given the events last week in tucson, supporters think this time could be different. gun owner john kelly who proudly left the cow palace with two unloaded guns on his hip feels his second amendment rights are slowly being taken away. >> it's one step at a time to eliminate people from opening guns, carrying guns, having anything to do with guns. guns don't kill people. people kill people. that's what happened down there in tucson. >> if there was more armed people around them could have stopped it from happening.

>> reporter: unlike here in california, in arizona it's legal to carry a concealed weapon. just as jared loughner did before shooting congresswoman giffords and killing six others last saturday. gun control advocates say the gun laws across the country have to change. >> arizona is only the third state in the country to allow people to carry loaded, hidden guns without any permitting process. >> reporter: those other two states which allow people to carry concealed weapons without a permit are vermont and alaska. the gun show wraps up at the cow palace today. monte francis, nbc bay area news. >> [ inaudible ] following this news cast at 8:00. to tucson where doctors say congresswoman gabrielle giffords is breathing on her own. she is still in critical condition but this is a significant improvement. giffords has not spoken since she was shot in the head one week ago, but doctors say they

may soon know whether she can. giffords is one of three victim reese make in the hospital. today is the funeral one of the people president obama called a hero in his speech in tucson. dorwin stoddard died shielding his wife, his high school sweetheart after he was wounded. in tucson a survivor of the massacre is under arrest and will undergo a mental evaluation after threatening a member of tucson's tea party at the taping of a tv special about the shooting. san jose police are investigating a shooting that put a shopping center on lockdown. it happened at 10:00 last night at pete's coffee at the mall near the intersection of prospect and saratoga. we know two people were shot. one of them did not survive. investigators say it looks like a murder/suicide at this point. the victim was shot at peet's coffee shop and police found the suspected shooter dead near the red robin restaurant in the same plaza. no word on the condition of the shooting victim. in union city tense moments

for a neighborhood after a bank robber took police on a high-speed chase that ended in gunfire in a nearby neighborhood. investigators tell us two men robbed a bank of the west branch yesterday afternoon on alvarado niles road near the post office. when police responded to a call from inside the bank an officer near the scene began chasing the suspect by car. a few miles into the chase the driver pulled over at arizona street and dell avenue. after an exchange of gunfire there, the passenger ran off, only to be found dead in a nearby back yard. officers say they heard a lone gunshot before they found the second suspect. take your vitamins and watch your wallet. insurance giant blue shield says it will go ahead with rate increases on schedule for the third time in six months. even though the insurance commissioner asked for a 60-day delay. "today in the bay's" kimberly terry shows what the hike could mean for consumers. >> reporter: the hike implemented by blue shield could amount to a 59% jump in premium

for policy holders which could put a major strain on both family and personal finances. >> appalled. i'm absolutely appalled. >> reporter: nicole is one of 200,000 californian hit hard by blue shield's rate hikes. while she gets her health insurance through work her husband and 6-year-old son are covered ununder individual plans through blue shield. she says their premiums have skyrocketed. >> this year, for my husband's plan, it's gone up about 38% and for my son's plan about 48%. >> reporter: and she does mean this year. despite blue shield informing customers the rate increase would go into effect march 1st she says she saw the increase on her january bill. she says she filed a grievance with the company. >> i'm trying to find some resolution and i don't really hold hope in it. i mean, i do feel a bit helpless in this situation. >> reporter: she's not alone. emily rush with california public research group says many people feel they're at the mercy

of these big insurance companies. >> these are customers on what's called the individual market, so they're customers who don't have a lot of buying power, negotiating power, when it comes to trying to get a better rate from the companies. >> reporter: in addition to blue shield the california insurance commissioner has asked several other companies to delay pending rate increases to give his department time to fully review them. blue shield is forging ahead saying it would hire an outside expert to review the changes and issue refunds if the actuary finds problems leaving families like the summerfields frustrated and feeling their hands are tied. >> there's no way to get ahead and these are all critical things. we need a house over our head, health insurance, and it's decent health insurance but costing a fortune. >> reporter: a new law that just went into effect requires insurance companies to have rate increases independently reviewed just to check their math. blue shield officials say the rate hike is appropriate and in

rob says he won't be surprise pds it they are delays there. this morning, a new miss america will awaken to a busy new life. >> miss nebraska! teresa scanlan. p. >> congratulations to 17-year-old teresa scanlan, she is the youngest miss america crowned since margaret woreman won back in 1921. the beauty from scottsbluff, nebraska, won a $50,000 scholarship and a year long run with the title during the pageant's 90th anniversary. miss arkansas was the runner up in that contest which featured 53 contestants. mix hollywood super stars, ego inflating awards and the golding globes. >> looks like we'll be close to 80 degrees in l.a. today. here it's foggy to start your

good morning to you. this is a live look from our camera on the ground on treasure island. very foggy out there. but it is supposed to be warm and nice later on today. stick around. haiti is still digging out of the rubble of the catastrophic earthquake one year ago, but disease and death continue to plague the population and hamper humanitarian operations. "today in the bay" joe ris so theto jr. shows us how one group is trying to help one nail at a time. >> reporter: the images of devastation, death and rubble in haiti stunned the world. for many, it was a call to action. >> looking at entire towns gone. for me, it was what can i do. >> reporter: like others shelley bradford bell watched the images and want wad to help.

>> the kids are going out in the mud, the sanitation is poor, no utensils for eating. >> reporter: she learned how something small can make a big difference, something as small as a pair of nail clippers. >> this is going to save five kids. you look at five little kids today under the age of 10 and think these nail clippers could have saved their lives. >> reporter: more children in haiti die from bacteria under their names than from contaminated water. bell and her group, global arts and education, set out to collect as many nail clippers as they could. >> our challenge would be to get a thousand clippers and former mayor willie brown stood up and told me, that's not big enough challenge. >> she said, we'll do a thousand nail clippers. i can do a thousand nail clippers. you have to do more than that if you want to make an impact. >> reporter: the group is raising money to buy 50,000 nail clippers it hopes to deliver them to the devastated nation next month. >> the resources came to the

conclusion there was something really needed in the nature of nail clippers because that contributes to the health of the people there. >> reporter: but bell won't be content to mail the clippers from a post office. she plans to deliver them herself. >> i want to hand them to parents who are trying to save their children. i think it's just -- it's so important when you look at a kid and think they don't have a life because they didn't have these nail clippers. nbc bay area news. >> i had no idea. one of hollywood's most legendary parties gets under way tonight right here on nbc bay area. wrirts, actor and funny man ricky ger vase returns as the host of the golden globes from the beverly hills hilton in hollywood. 40,000 square feet of red carpet await all of that celebrity foot ware we love to watch. and the best drama category is expected to be a tight race between heavy favorite "the

for me. >> reporter: and a turning point for lisa o'grady. that's her on the drums. at 50, she reevaluated life and decided to do more of what she loved, like pick up the drums she played as a kid. lisa joined three bands, one of them at church, and took up ju jitsu. >> a study of 10,000 britons found 40% of those over 50 feel at least a decade younger. women especially credits healthier lifestyles, better fitness and new hobbies. proof, perhaps, that getting out of your comfort zone can help a woman age gracefully. >> leaping lizard we know, larry gur ston is a political guru but he can sing and act as well. he is part of a production that begins its run in the south bay next week. we have the producer here this morning. exciting to have you. thank you for joining us bright and early. >> thank you. >> we know larry is in the cast which is always fun. this is his second production.

through the afternoon. yesterday's highs were close to about 70 in parts of the south bay. with the extra low clouds this morning probably not going to get there today. low to mid 60s around the south bay. tomorrow waking up to more patchy fog. look at the seven-day forecast. we'll stay dry not just this week but if this were a 14 day forecast, keep the ridge right over us. we're going to be staying dry for a while and foggy morning. >> two of the nfl's final four are set. we'll find out who can take the next step on the road to the south bay. coming up next. >> what is going on with the sharks? they have been struggling to say the least. december 23rds the last time the sharks won at home. do they get any love at hp pavilion. playoffs, yes, let's talk about playoffs. nfl divisional playoffs and former bay area stars shine. find out who coming up in sports. california should be proud.

good morning to you. it is sunday morning and i would say bright and early but it is not. it is foggy and early. meteorologist rob mayeda will take a look at that forecast that has fog all around the bay area. in just about two minutes. first we want to talk about a revolution under way, one that you're probably part of if you have a smartphone. there's so many folks who own smartphones and it's a combination of powerful portable computer, constant internet access, gps, not only is the technology changes but it is also changes the way we use it. here's "today in the bay" garvin thomas. >> green, brown. what does that mean? >> reporter: like millions of other americans, jeff cramer is color-blind. fortunate lir for him when it comes to picking out his clothes his wife is more than willing to help him out. >> we have it down to a science where i'll walk out and she'll go no, and then back in. >> reporter: but now, when she's not available, there is someone or something else cramer can

turn to. his phone. a new smartphone app just released that helps color blind people see what they've been missing. >> i can really now that really jumps out. >> reporter: the dan cam is an adjustable filter a user can customize to compensate for his or her defish shen. >> i if you're color-blind you really just cannot tell that red from that green. >> reporter: dan cam is named for its developer, dan ka min ski. a security expert by day, he says he built the app to help a friend who is color-blind and frankly shocked by how many people he ended up helping. >> people are telling me they're in tears. if you're not color-blind you may be wondering why you should care about an app like this. it's an example of where mobile technology is heading. what started out as a way to listen to music or play games is turning out to be so much more, and we're just at the beginning of the revolution. >> this mobile device is solving

bruno mountain down to san francisco. checking sfo airport, ground delay program in effect for arriving flights from 8:30 to 1:00 this afternoon. airport operations probably going to be impacted into the afternoon. bay area wide we're looking at visibility down to a quarter mile or less hour by hour. see by lunch time, the areas in yellow we're expecting the fog to break up around the south bay around midday. head through 3:00, mid 60s in san jose but inland probably have some 50s and 60s for highs out towards solano county and the delta. dry today, can we keep this going for the next few days? a look at the seven-day forecast coming up in a few minutes. >> thank you very much, rob. san francisco and oakland's new mayors are continuing their historic and high profile first few weeks in office. as the first asian-american mayors of san francisco and oakland, mayors ed lee and jean quan are getting attention beyond the bay area. their next stop the white house. mayor quan is an invited guest to this year's state dinner. there's a twist.

her companion will not be her husband. instead her longtime friend, mayor lee. quan's husband can't make the dinner because of his medical practice so she reached out to her old college classmate at cal, ed lee. quan and lee will help welcome chinese president hu jintao. lee says his and quan's rise to their city's mayor's office, a source of pride for the asian-american community. >> and we are americans too. as you realize. but a lot of chinese people really take pride and we know that. they take pride in seeing us succeed and do the best we can and it brings about a lot of hope for people who still have very, very hard feelings about what this country did to them. >> quan and lee were already scheduled to be in washington for the conference of mayors and now they have to squeeze in dinner with the president and chinese president into that itinerary. video games aren't just child's play. we're going to show you how doctors are using games to retrain your brain.

a look at this foggy blanket from our camera might make you want to snuggle deeper into your covers this morning. rob mayeda is coming up with how soon we can expect it to clear. governor jerry brown is proposing a budget with the most severe cuts in recent memory. he proposes reducing payments for state cal works welfare and medi-cal program and cutting a billion dollars from the university of california and cal state system and asking us, the taxpayers, to pay nor in taxers. the voters may get to reduce the cuts next june. the question is, will it fly? we're going to ask larry gurston about that coming up in a few moments. we'll be right back.

take a live look at treasure island this morning. what we can see of it. it is a very foggy start to the morning and we are off to a very foggy start to the administration of jerry brown. he was barely sworn into office when he proposed some drastic cuts, not only to welfare and to medi-cal but also to the uc and csu systems. larry is here not as mr. healey but as -- >> no. >> political guru. can't wait to see you in that production into i bet governor brown is without a smile these days or maybe looking for one. >> not much to smile about in that budget of his. >> yeah. so the question is, is it a done deal what he's asking? not really. i'll tell you why. the governor needs cooperation to begin with the legislature. no question about that. get that cooperation to place the revenue proposals before the voters. so far, we all know this, the republicans have said no, no, no, no. that's all. second even if the governor gets the legislature's approval he

need ace professional from the voters who have -- need's approval from the voters who have passed 4 of the 22 proposals that have gone before them. they're not about to vote for new taxes unless they really, really believe it has to be done. >> he wants us to extend for five years, sales, income and motor vehicle tax that were supposed to be temporary. >> yep. >> how is he going to get people on board with that? >> yeah. two things to consider here. first of all, he's got to convince the voters he's done all he can do. the other day about the cell phones, taking them back from state workers, saving $20 million here, saving a few bucks there. that's all part of the motif if we can use that word. second, he's got to convince the voters that the state will go into an even deeper funk, a deeper slide, if they don't approve these tax extensions. this is real this time, he's saying. you've seen all the gimmicks in the past, not this time. you've go the to believe he and i'm showing you where and how.

you will see every couple weeks between now and june, the governor finding some place else to save a buck or two to show people he's just wringing the state as much as he can. >> i was reading about, you know, the proposed tax hikes or continuation of those taxes and in illinois they're raising their income tax by 66%. we are facing some dire times and that's what he's been saying, we can't get out by cuts alone. >> most states are in deep trouble because of this recession. we forget sometimes is the most serious since the great depression. but california's debt is the deepest of all. and that's what we've got to climb out of. >> okay. let's talk about, one of the other things he talked about and i didn't quite understand this until i read about it, but i want you to explain it. the cutting the redevelopment district and people are up in arms. fire fighters, teachers, unions, nobody seems to like this idea except for jerry brown at this point. >> redevelopment districts,

agencies we call them, up and down the state a 60-year-old program if you will, that allows the county to take a few cents of the property tax dollars that we pay all the time, and they put that into a special fund. build such things as convention centers, they build sports arenas, all kinds of things for the public good. it comes to about $5 billion a year. if we don't use the money for that, it could be used for other things, they estimate about $3 billion for education. so, you know, you're taking from one hand giving to the other. obviously a lot of people in organized labor, construction industry don't like this. teachers and others are saying gosh, this is a way we can get more money without raising taxes, but it would in the end terminate, if you will, the whole concept of redevelopment agencies. controversial, but that's just part of the tradeoffs that jerry brown is saying we have to be thinking about. we'll see if it flies. >> all right. want to ask you quickly, your

reaction to president obama's speech. he spoke in tucson and he mentioned scripture, made reference. but there wasn't a lot of finger pointing that i saw and i thought it was a pretty poignant speech. >> the whole idea of that speech from the president's point of view was not to accuse but rather to heal. to get us past it. most people, including his critics, believe that it was probably the best speech he's given since he became president. and he needs one right now. that's not to take anything away from gabrielle giffords, but the president needs to get back in terms of the public's good grace and shows, public opinions ratings show, his standing has gone up about five points in the last week. meanwhile, other people have harped over this system but the president has remained above it. can he take this with congress to take the next steps necessary over the next two years to find common ground. this could be a big step. >> true bellwetter, i was at lunch with a bunch of seniors

that's high pressure which is giving us this what we like to call a mid-winter dry spell, does happen where the storm track kind of stays hung up across the pacific northwest. today fog the only concern. 50s and 60s around the bay area. not quite as warm as yesterday due to the extra moisture in the air and foggy conditions that will stick around for inland valleys. tomorrow and beyond almost toward the end of the month, we'll see these foggy morning and mild temperatures as the temperatures hold its ground for the next few days. notice the temperatures dropping off as they head into concord or fairfield, inland spots cooler, same story for the north bay and heading into sacramento and chico for thins afternoon. the seven-day forecast. tomorrow i think we're going to wake up with fog and see clearing skies. this trend we're seeing, the 60s are in the warmest places inland likely only 50s, though, for the east bay and tri-valley, stick around into next weekend. as we've been talking about this

ceremony honoring nine service to veterans. they share companionship and unconditional love. badges corresponding to the number of hours in the hospital to date were given to the dogs. the helper program is now in i its seventh year. dog owners in this oakland neighborhood collected signatures to get the idea for a dog park off the ground. now the park is the home of oakland's newest dog park. oakland city councilman browner cut the tape for the celebration. they called it a leash kugtsz cutting. the dog park includes fenced off areas for large and small dogs and inground dog trash grounds that city crews can clean up. the nation's longest running news talk show is coming up.
