good morning to you. it is 4:30. i'm marla tellez in for scott mcgrew. let's check on the morning forecast. you can't see anywhere you head. all three bays are socked in with fog this morning. waking up in the east bay with visibilities less than a quarter of a mile. livermore, in terms of feet, santa rosa, everywhere you head you will encounter patchy dense fog. it is like pea soup out there, and i don't use that term loosely. you have to take it easy. a lot of people don't go to work today. that's good news because we would definitely see a slow commute as a result of the fog. the high pressure is actually compressing the moisture we have leftover from the system that passed through last week. that's creating the fog. but as we head throughout this afternoon a lot of sunshine will

make its way over the bay area. so it will be a pretty nice second half of the day. we have a lot of fog to get through first, but this is where our temperatures are slated to end up around 3:00 p.m. this afternoon. 64 in san jose. 62 for redwood city. 59 in san francisco. this is the first official day of the workweek. so we'll tell you what to expect as we head to the next few days. a little bit of change on the way, marla, and we'll talk about that coming up. thank you, christina. oakland's police chief could be headed south for a new job. anthony bass is one of two finalists for top cops in san jose. the other finalist is acting police chief chris moore. bass was recruited with the promise of a fully staffed police force. under bad leadership oakland's crime rate has stopped steadily. a decision on san jose's new chief is expected by early next

month. well, today we should learn the identity of a bank robbery suspect who died following a shoot-out with union city police. the officer who was involved in the shooting is on administrative leave. the firefight happened after an armed robbery at bank of the west on niles road saturday afternoon. the police chased the getaway car until the driver stopped in a residential neighborhood. the driver was arrested while a passenger ran out and exchanged fire with the officer. the suspect was eventually found dead of a gunshot wound to the head in a backyard. a woman and her dog are dead after a hit-and-run in concord. it happened just before 6:00 last night on solano way on avon avenue. the 53-year-old woman walked into the roadway because of an issue with her dog. both were struck by a teenager boy driving southbound on solano way. as the teenager stopped to check on the woman a second car hit her. the driver pulled over, talked

to the and and fled the scene. police are searching for the second driver. new this morning, the trial of the alleged gunman in the tucson shootings will likely move to san diego because of extensive pretrial publicity in arizona. 22-year-old jared lee loughner is charged in federal court in arizona, but court leaders plan to move the case out of the state in several weeks. federal authorities also cite that sensitivity of the case in arizona plays a part. the new chief judge will make a final decision about the venue. congresswoman gabrielle giffords' condition is improufing. she was updated from serious to critical yesterday. the same day a walk for peace was held in tucson. hundreds of people marched in support of giffords and the other victims in the arizona shootings. two of the victims were honored. a memorial site was held for

gabe zimmerman and a funeral service was held for 76-year-old dorwin stoudemire dard who shielded his wife during the shooting and she survived. the raiders are not out of nfl headlines. we are told early this week the team could have a new head coach. hugh jackson could be hired as the new coach later this week. he is the team's offensive coordinator. the raiders are the only team in the nfl still without a head coach. and a sports bombshell. espn reports that form earn raider's coach tom catell cable is fighting for his paycheck. he was fined during the course of the season for the club losing organized sessions required by the nfl.

he filed a grievance hoping to recoup the money. cable's contract was not renewed earlier this month. the raiders had their best season this season in eight years. a new and controversial report looks at pg&e's practice of increasing the pressure on some of its natural gas lines including the san bruno line. "the chronicle" reports the utility pushes it to the legal limits on 11 lines. in san bruno pg&e increased pressure there three times since 2003. the last time happened in 2008. experts are concerned the practice could have weakened the pipeline before the blast that killed eight people and destroyed dozens of homes. well, a pg&e spokesperson says increasing pressure should represent a safety issue. the utility suspended the practice last week. well, thousands of pg&e customers were in the dark after equipment exploded and power lines came down across interstate 680 in fremont.

this happened around 6:40 last night near scotts creek road. 3,100 customers lost electricity. the on and off-ramps at 680 were closed for about 2 1/2 hours. power was restored by 10:30 last night to most people, but just over a dozen customers are still in the dark this morning. the power will be up by 6:00 this morning. several events will honor the slain martin luther king jr. today including the mlk day of service. the mlk day of service is part of united we serve. that is president obama's national call to service initiative calling for americans to work together to aid the nation's most pressing problems. last year mr. and mrs. obama spent the day helping the homeless and poor enjoy a good meal. the president passed out meals while the first lady poured drinks. well, here in the bay area people will honor dr. martin luther king jr.'s legacy with a concert at 3:00 this afternoon.

the bay of hope concert would be jokeland oakland's youth concert performing. then mayor jean kwan will award the humanitarian award. the award ceremony will be at 8:00 tonight at the scottish rite center. my goodness, it was a gorgeous weekend all over the bay area. i got to spent it over san jose and san francisco. christina loren is here with your forecast. you can't see much of the bay area with the dense fog widespread. no exception to the rule this morning. it is one of those days where it is probably the most severe fog since i have been here. if you are a resident, this is really, really dense fog. we have a feet visibility in san

mateo. in the east bay this morning, good morning to you, fairfield, you are still socked in with a quarter mile visibility. as we head throughout the next couple of hours this will continue to be a factor. we have a dense fog advisory for the entire area until 11:00 a.m. the good news is once we get rid of all the fog we are looking at a pretty nice day. it is a holiday. you can get outdoors for the second half with temperatures climbing into the 60s for most cities. 49 degrees in san francisco. 48 in santa cruz. and it is a good thing we are starting out warm because it is a mandatory spare the air day in the east bay. that means you could get fined if you light that chimney. so don't worry about the immediate coast, but here inland you don't want to get caught this morning. they are out there looking for smoke. take it easy out there. nobody wants a ticket this time of the year right after the holidays. 64 degrees in san jose today. this is where we'll end up. later today it will be nice depending on how much fog you

the sites you use whether they feature geo tagging. remember, if you put your information on strict privacy settings your friend may still post information that could reveal your location. well, i know where christina loren is right now. she's going to give you a beautiful forecast. >> and i know where you were over the weekend. you are in the city, she was everywhere. it was beautiful. hopefully you had a chance to get outside. this morning it is not so pretty. this is a live shot at the golden gate bridge. judging from the picture you can't see the big red bridge hiding behind all this fog. so this morning it is one of the worst days i have seen since being here. i have talked to a lot of local people. this is one of the days where it is treacherous to drive with widespread dense fog all across the board. you have less than a quarter of a mile in san mateo. hayward, less than a quarter of mile. same for oakland. concord, livermore, fairfield, the east bay, you know about the fog. just take it easy this morning because it is much thicker than

we have had so far this season. right now we are looking pretty good because we'll see a good second half of the day. once we get rid of all that fog high pressure is going to do its job to warm things up and create a sunny atmosphere for us. we are looking really good later this afternoon. starting out mild, 50 in san jose. 48 in santa cruz. along the peninsula, mild. turning into the 60s. we do want to point something out. it is a spare the air day. it is illegal to burn that fire in the east bay this morning. keep that in mind. but i did look at the forecast for air quality. tomorrow looks better and even better for your wednesday. heading throughout this afternoon temperatures climb to the 60s. we'll tell you what's to come for tomorrow, closer to 70 degrees. after that a bit of a cool down. stay tuned for details. back to you, marla. : thank you, christina. congress gets back to work this week with republicans vowing to repeal health care reform. everyone is vowing to disagree nicely with each other. nbc's tracy potts is in washington with the details.

>> reporter: and as gabrielle giffords recovers in arizona, her condition has been upgraded to serious. her colleagues are promising to tone down the meanness as they get back to work this week. >> violent discourse in political life, right, left or center is wrong and should be rejected. >> frankly, we'll find that's more effective from both sides, but keeping that into the future will be a tough thing. >> reporter: especially the near future. this week the house votes on whether to repeal health reform. a new associated press gfk poll finds the nation's almost evenly split, but strong opposition is down since november's election. >> it costs too much. and what we have done is expanded the coverage but haven't worked on the cost. we can work together on cutting those costs without damaging the good health care that people get. that's an area for bipartisan agreement, i think. >> reporter: despite their differences senators co burn, schumer and other republicans

and pseudofed projects because of dirty factories. the drugs were made at the company's plant in pennsylvania. the same facility that has been subject to a series of massive recalls already. back in april the fda found many problems such as equipment covered with thick layers of dust and some even held together with just duct tape. the recalls are aimed at wholesalers but the company says people who have any of these products can continue using them. johnson & johnson says it efficiented the recall as a precautionary measure. check with your store if you would like to return them. before you bite into that bagel, here's a study you want to digest. we have all heard breakfast is the most important meal of the day, but new research suggests when you eat breakfast may be as important as what you eat. ellen goldberg from our nbc station in dallas explains. >> reporter: it's been pounded in our heads. breakfast is the most important meal of the day. >> it gets your metabolism going

right away in the morning. >> reporter: but new research suggests waiting to eat breakfast until after you workout could be the fastest way to lose weight. >> when i eat before a workout i generally feel bloated and lethargic. i wait until afterwards. i find i get too bloated before and just can't do it. i like to have an empty stomach and it just makes the workout better. >> reporter: these workout partners could be on to something. researchers in belgium followed two groups of young men for six weeks. one group ate a carbohydrate-packed breakfast then worked out. and the other group worked out and then had the same carb-rich meal. group one gained three pounds. group two gains almost no weight. >> on conventional wisdom has shown within 35 to 40 minutes of a workout is when your body will most effectively use the protein you take in.
