constitution states that the president shall from time to time give to the congress information on the state of the union, why, to recommend for their consideration such measures of whatever you might think is necessary. that's in article 2 of the constitution. so there you have a little tidbit. the president with can say anything he wants, kris, about the state of tunion, what's goig on, the opportunity to i guess set the nation's political agenda over time. it's become of course this annual i vent. so from time to time it's become an annual type of event. you know, technology has a lot to do with this, as well because, you know, originally he just talked to congress. often they just sent a little message, you know, written to congress. but with radio, it was broadcast, then more recently of course with television it's been broadca broadcast. it's been an evolution. but now when times are tough, as you say, wow, people are gripped. >> no chance to duck it. what do we expect to hear from the president? the last couple days we've heard
7:44 am
other analysts talk about, you know, jobs, jobs, jobs. >> yep. >> then, you know, this return to civility, as well weather a lot of the lawmakers choosing to sit not as their own party separately but together with one member of the other party. >> this is a different year. every year seems to be different for one reason or another, but this is a different year. nobody knows for sure. you know, they try to keep it buttoned up. but here are some of the issues that have been mentioned. cutbacks in government spending in areas such as federal employee salaries, some defense projects and areas of what we would call redundancy where more than one agency doing the same thing. spending is an issue, too, but in the other way, infrastructure such as roads, water projects, power lines, areas where the united states has some serious problems. our infrastructure is extremely weak. of course that creates jobs along the way. also spending on education to prepare our garage walts with the skills that match our needs. the president's going to point out that the nations in the
7:45 am
earliest stages of economic recovery were beginning to feel that a little bit, and that cutbacks should not be too severe lest that recovery be shortchanged all together and we go into what they call a double dip, that type of thing. >> right. i've been doing this long enough to know that of course there will be a gop rebuttal. so what do we expect to hear? and how do they go about choosing who's going to deliver that? because this year it's someone who might not know. >> you're right. for me the rebuttal is the most interesting part. why is that? because you really get to see where the clashes are. it's fairly recent. you know, since 1966 the opposition party has been giving a brief rebuttal, 10, 15 minutes to the president's state of the union address. this year, for your question, the republicans have chosen this really sharp guy, paul ryan from wisconsin. he is the chair of the house budget committee and the author of "the road to the future," a very controversial paper, by the
7:46 am
way, that would vastly reduce government by privatizing social security, scaling back medicare, some interesting alternatives. ryan is articulate, smart, good looking, which doesn't hurt, and no matter how superficial that might sound, it really makes a nice package. one other note, by the way. by reaching a huge national audience, the rebuttal speaker has the opportunity to gain position on the next presidential race. >> so i suppose we should learn his name. >> learn his name. he's 40 years old. he's not about to go away. >> okay. so, now, what do you expect to see in terms of difference? because this time the president is not talking to, you know, his own people. this is a house that is divided. >> oh, boy. yeah, i'll tell you, speeches, you know, over the years take on their own meaning depending on what's going on. this year we're looking at tone. tone is very, very important. the last couple of years we've seen a tone of a very try dent president, president barack obama. why? he can do anything he wants
7:47 am
because he had majorities in both houses in congress. now a different tone. no more. with the republicans capturing the house, the president has to be more accommodating, more solicitous, if you will. and republicans better watch out, too, that they don't overreact as well. so this of course occurs in the shadow of those very tragic tucson events, and because of that, everyone is going to have to be on their toes in a very different way. you mentioned sitting next to each other. >> right. >> republicans and democrats. it's going to set the tone for a very different thing this year than the past two years. >> one more question. something that is a little different this year, there's going to be another rebuttal, a tea party member delivering a rebuttal, and that one, of course, is going to be on. what dough you make of that? do you think the gop should be concerned they're branching off or is it a representation of the republican party? >> republicans right now have a very tough choice. you know, do they go with the
7:48 am
flow of the tea party -- because the tea party folks say we put you in there -- or do they go ahead and stay more let's call it mainstream. the more they go to the tea party folks, the more they are losing that vast middle. oeshd, if they ignore the tea party folks, the tea party folks are tleening to dislodge them next year. >> and rudy giuliani saying he'll only run for president if that's there. we are going to be covering the state of the union address live tuesday night starting at 6:00. you can watch it here. i'm assuming you will be here as well. >> yes. >> thank you. see you in a little bit. much more ahead on "today in the bay." meteorologist rob mayeda has a look at your weekend forecast. california should be proud.
