new this morning, if you live in eastern contra costa county, lookout. your garbage rates could be going up. and for some of you, this is not the first time in recent months. i'm christie smith, we'll tell you when the supervisors are looking at this and how much they could be going up coming up in a live report. parents in the east bay are getting ready to fight to save their school. we'll tell you how they are fighting back. plus, he has told americans to trim down and pump iron. the nation mourns the death of jack lalanne this morning.

this is "today in the east bay." good morning, everyone. i'm scott mcgrew. it is 4:30. we'll check on the east bay forecast with meteorologist christina loren. happy monday to you. happy monday to you, mr. mcgrew. we are looking good along the peninsula with clear conditions, but we have fog creeping into the east bay. if you are heading from the east bay over to san francisco, even into san mateo this morning, take it easy out there. a lot of fog is reported this the north bay as well. a half a mile of visibility in santa rosa. we'll see some fog this morning, but the great news is high pressure is firmly in control of our weather pattern. that means today, another beautiful, mild day with a lot of sunshine on tap for us with highs close to 70 degrees. we are forecasting 70 in santa cruz. right now we'll get a check on monday morning traffic with mike

inouye. good morning, christina. we'll take folks to the roadways. we know antioch will see slowing sooner than later. 530 here the speeds are dipping down to 25 by 45. further north we have a bigger issue. the jay mac ferry is closed until noon. they need more personnel. if you are looking for a job, check with that agency. hyatt street there with the on-ramp to 880 is remaining closed until 6:00 a.m. you should be able to get on to 880 in the vicinity right now with no problems. tough economic problems across the bay are forcing communitying to raise fees on basic services like trash pickup. christie smith is live with more on what some people are facing. good morning to you.

>> reporter: good morning. this is the type of thing many people don't want to pay more for, gar barge. some are talking about a 14% height hike. for 30 customers in this one area, this would be the second rate hike in about a month for customers who are in the subsidiary of pittsburg disposal. the increase would apply to customers in places like brentwood, concord, oakley, discovery bay, bethel island and nighston. the cost would go up to $35.85. and a 32-gallon can goes from $28.85 to $32.58. now, it is possible that this could come down in september if

supervisors approve the company's request to go to a new system that includes a three-cart recycling program. contra costa county's board of supervisors is considering this tomorrow morning. christie smith, "today in the east bay." meanwhile, a school district plans to shut down three schools to help balance the budget. this has so many parents upset they are planning to rally. holbrooke elementary is one of the several schools facing possible closure. tomorrow the school board will meet to go over the recommendations in the advisory committee. there are three possible scenarios. each one results in the closure of three schools. each one upsets parents and children at each of the respected schools. >> i understand it is $1.5 million to cut out of the budget, but to put sequoia on one of the scenarios doesn't make sense. >> why would they close it

anyway? >> because of money the school trustees are expected to make a final decision on the closures very, very soon. meanwhile, a school police officer shot a map to death in oakland outside a school dance over the weekend. the shooting happened at 9:15 saturday night near joaquin miller park where skyline high school was holding a dance. the two officers who worked for the oakland unified school district approached a man and woman sitting in a parked car on joaquin miller road. the district says there was a confrontation. the man tried to stab one of the officers with a screwdriver. school leaders say that's when the other officer fired a gun at the man killing him. >> these are fully trained police officers. they are experienced. and they are doing work in the streets all the time. they are not just inside the school, the security officers, they are around the campus, in the city. so all the problems that may plague the city of oakland at times they are experienced in dealing with. >> the victim's name has not

been released nor have the names of the two officers. as far as we know, the man has no connection to skyline high school. oakland's blitz to wipeout violence steps up more this week. federal funding has enabled outreach teams to double their number. mayor jean quan will talk about those workers this morning at frank ogala plaza. the training begins today as well. the workers will hit the streets this weekend to try to connect with people at risk and share opportunities to try to get them off the streets. neighbors, meanwhile, will get to vent their concerns over a refinery expansion in wrote bay owe today, the contra costa zoning department will hold a public hearing to review a plan by conoco phillips to make the rodeo refinery bigger. that will be at 1:30 today in martinez. the statewide amber alert for 4-year-old juliani cardenas

has been lowered for the area near paterson. one witness says he saw a july very silver car into into the water. one description fit the car driven by jose rodriguez. he was using a cell phone and atm card before tuesday's kidnapping but the electronic trail has been cold since that time. the sheriff's department will resume searching with divers and sonar tomorrow or wednesday saying at this point it's the only lead they've got. the healthiest man in america jack lalanne has died at the age of 96. he fell ill with pneumonia last week and died in morro bay with his wife elaine by his side. lalanne was born here in 1914. a self-professed sugar junkie he turned his life around at 15

after hearing a lecture on proper nutrition. he told marianne favro what happened next. >> i cut out all white sugar products, i went straight vegetarian, i joined the ymca and the rest is history. >> later lalanne opened his first gym in oakland. he was famous for swimming from alcatraz while wearing handcuffs at the aim of 60 and swimming the length of the gold up gate brim while carrying an extra 140 pounds. he's the most famous for the jack lalanne television show that ran for more than 30 years. he is survived by his wife, two sons and daughter. we'll go to christina. if this weekend were in june this past weekend, it would have been a fabulous weekend for june. >> yeah, fabulous weekend. are you somewhat not liking these warmer than normal temperatures? >> no, i love it. if it were june, i would say,

which a great weekend it was. >> any time of the year we'll take it. it was absolutely perfect out there. i have heard a bit of complaining that people want winter. it will be back in february. right now we are seeing temperatures in the 30s. it is pretty cold out there. you want to grab a jacket. 30 degrees in livermore. 39 degrees in concord. and as we head throughout this afternoon i think that once the sun comes up you'll once again see lots of sunshine. it will warm our atmosphere up quickly. we are going to end up this in the upper 60s. oakland yesterday you tied a temperature record hitting 67 degrees. tying a record set back in 1994. today we are going one or two degrees cooler just because we are expecting more low cloud cover today. 65 is the forecasted high in concord. 65 in fremont. 70 in santa cruz. we'll let you know how warm it is expected to go this weekend. and let me tell you right now, the numbers will be bumped up. you'll be impress, scott mcgrew. first, we'll check traffic with mike inouye. good morning to you, mike. good morning christina.

we don't want to bump these numbers because they are close to the ceiling for most of the highways. i talk about the high speed for 880. the construction continues there. the reason that overnight closure is happening for the ramps is to get full work on 14th and 880 itself. that remains closed throughout the day, but the hyatt street will reopen at 5:00 a.m. that's according to the schedule with no delays reported right now for 880. 580 through the maze, you can see this yellow blitz as most folks hit the road. the maze is moving smoothly to the bay bridge toll plaza. a nice clear view as christina has been telling you. a nice flow in or out of the east bay to the bay bridge or the san mateo bridge right now. a real life fight on the high seas. you can see what caused this exchange of gunfire caught on video off the african coast. plus, tweeting into trouble. that's trouble. we'll tell you about twitter and

now. as you probably know, the steelers had a big win as did the packers over my chicago bears. super bowl, february 6, i'll be at your house. see you there. meanwhile, south korean officials rescued 21 crew members from a hijacked cargo ship off the african coast on friday. check this video out of the dramatic rescue. you can see the exchange of gunfire with somali pirates. they seized the south korean freighter a week before. and the raid was holding 21 people, including eight south korean hostages. meanwhile, three florida men stranded on the sea near cuba are safe on dry ground this morning. members of the carnival gruz cruiseline rescued them saturday. the men sent out a distress call after their boat stopped running. the passenger on the cruise ship shot all this. the men got out of the boat with

in san francisco, i have to tell folks about this. we are just getting word of a car fire on the city streets just north of market. sounds like there's been a death as a result of this car fire. and bob redell is heading out to the scene with more details. i'll let you know if it will affect your city traffic. focusing on the antioch drive, it will slow in a bit for commuters heading off the island. the jay mac ferry is out of service for lack of personnel there. that will be in place until the afternoon shift comes into place. keep that in mind. coming across the bridges, a nice, smooth drive 18 minutes off the carty nasa bridge to the east shore freeway. it is monday. things will pick up in 45 minutes from now. turning to news for your money, 54% of california businesses say they will hire people next year. it is a sign of continuing economic recovery for the nation. marla tellez will have more on

this in 15 minutes. first we'll go to nicole lapan and cbs world headquarters. >> reporter: happy monday to you. futures are coming off a mixed week on wall street amid a heavy round of earnings. the markets were mostly higher overnight. and europe is a little into the red, but there's no economic data to tell you about today. we do get reports and a ton of them on home prices. new home sales, unemployment and durable goods. investors will be watching president obama's state of the union tomorrow night when the fed holds its first meeting of the year on wednesday. earning season picks up steam this week with nearly half of dow components reporting results. today we hear from mcdonald's earp american express. the dow gained to 11,871. the nasdaq slipped to 2689. also making headlines out of

cnbc right now, general motors selling 8.5 million cars and trucks last year. that's up 12% from 2009. gm also took back the crown from toyota that edged out the rival by a near 30,000 vehicles. gm sold 2 million vehicles in both the u.s. and china, the two biggest markets. you mentioned this a second ago, american companies are more optimistic about the economy and plan to hire more workers in the upcoming months. that's the good news from the association of business economics showing 42% expect increases in payrolls from the start of the year. 23% said they would shed workers last year compared to the 17% this year. as you know, there's only so much time they can boost productivity without actually increasing hiring. >> yeah, i think everybody is

interview. and the most common transdepression, answering a phone call or texting during the interview. the suspect in the fatal arizona shooting is expected in court later today. jared loughner is expected to be arraigned in federal court in phoenix charged with attempted assassination of a member of congress and trying to kill two federal employees. in all, 19 people were shot, including of course representative gabrielle giffords. six killed late last night. federal prosecutors filed a court request that all future hearings be held in tucson instead of in phoenix. the case was moved to the phoenix because one of the six dead, john roll, was from tucson. president obama delivers his states of the union address tomorrow night. republicans and democrats will sit together for the address, but they are still at odds over how to fix the nation's $1.3 trillion debt. tracie potts is in washington with how americans' money problems will be at the center of tomorrow night's speech.

lisa carver from our nbc station in connecticut talks about curing their allergies by helping them live a normal life. >> hey, big guy, how are you doing? how have you been feeling? >> good. >> this 7-year-old sees an allergist regularly. he is no ordinary allergist heading up the new england food allergy treatment center with a unique approach to peanut allergies. the 7-year-old describes a peanut allergy attack. >> it felt like a piece of toothbrush was stuck in my throat. >> reporter: many parents with children and deadly peanut allergies are fearful of exposure. >> it is just too hard to trust people with the allergy. if you don't live it you don't understand it. >> reporter: this is essentially peanut dust being measured out in a special room. it is then mixed into food and given to patients starting with

a very small amount and gradually increasing. it is called oral immunotherapy. >> it will desensitive them to peanuts so the goal for us is to have them take approximately two to three peanuts every day. >> reporter: at first patients must wait a few hours at the clinic after getting their dose. they are carefully supervised by a physician. they say this has proven effective at research hospitals in the fact. it is not a cure, but just a way to build up an immunity to live at the risk of peanut exposure. >> i just felt like it would change his life drastically. i could let him do things i never would have let him do before. >> the program costs $3,000. it is not covered by insurance policy. but parents feel that's a small price to pay to change their child's life. the family received their son's larger dosage. >> i was concerned when we started, but now we feel comfortable every time we get together and i feel like we are

on the road to a good solution. >> all right. now to christina loren with the forecast. good morning to you, scott. yessers we have a good solution for you today. if you want to get outdoors, you didn't get a chance to yesterday, today is going to be another beautiful day in the bay. unseasonably warm. we are starting out colder than we would like. 36 in fairfield. 39 in concord. 38 in livermore. a little bit of fog is trickling into the delta from the san joaquin valley. we have a dense fog advisory in place until 11:00 a.m. take it easy heading to northern california or southern california via the 99 or 5. we are looking really good right now in terms of what we can expect later on today. high pressure is firmly in control of our weather pattern. you can see the clouds trying to make their way into our area. they are not going to be able to when you see this wrapping around the area of high pressure. just a few high cirrus clouds today. it will be another gorgeous day. temperatures will climb to the 70-degree mark. 67 in san jose.
