monday morning. christina, how is your forecast? it is a good one if you like the sunshine and the warmer than normal temperatures. we have more on tap for all this week. in fact, all the way through the remainder of the month i don't think we'll see any rainfall whatsoever. 39 in concord. 38 in livermore. you are waking up with 51 degrees this morning in san francisco. now, heading through noon, temperatures will bump up to the upper 50s. rounding out the day close to 70 degrees. 66 degrees today. that's your forecasted high for places like oakland. we are going 65 in concord. and 65 in san francisco. your extended forecast is on the way, but everybody wants to know what the roadways look like on a monday morning back to work, back to business. good morning, christina. back to business. business is over my shoulder following a car fire on san francisco city streets. more details on that in a minute. 101 into the city is looking good via the golden gate bridge. mostly clear skies for the north bay. livermore, 580 out of the

altamonte pass, no delays. heading out of the delta you may encounter the fog she's been talking about as well as coming across from the island. the issue is the jay mac ferry that won't be back in service until this afternoon. we begin with some good news on the job front. california's overwhelming unemployment rate could soon improve. "today in the bay's" marla tellez is here with encouraging numbers. >> reporter: it is encouraging for those of you unemployed. a majority of california businesses plan to hire new employees and give raises in 2011. now, this is according to the employers association of america. the 2011 economic trend survey shows 54% of businesses plan to increase the workforce. 40% of businesses plan to do the same nationwide. also encouraging, more than six in ten businesses statewide expect to up their employees'

pay. and 54% also plan to keep 401(k) retirement matching contributions in place this year. this latest survey shows employers are feeling more confident about the economy but given the depth of the recession they do remain cautious. now, if, in fact, employers follow through and start adding staff, california's more than 12% unemployment rate should soon drop. brent and laura, back to you. new this morning, an overnight car fire in san francisco and a body was discovered in the car's charred remains near rose and western streets. we do have a crew headed to the scene. we'll have a live report as soon as they get there. a hearing today could crash the party for one nightclub in san jose permanently. san jose's city attorney will ask a judge for an injunction to shut down club wet on west first

street. they say there's a lot of violence that occurs on the dance floor. the club refused to call the ambulance for a woman bleeding after a reported fight. and the staff cleaned up blood after a fight where someone was allegedly stabbed. a bloody start to the year in san how saids. there have been seven murders so far in the past few weeks. now the city is trying to crackdown on gang crimes. officers say an 18-year-old man was gunned down at the intersection of story road and east capital expressway. police do have a 17-year-old suspect in custody. and they say the shooting was gang related. tonight's meeting kicks off at the sante nation center at 6:00. contra costa's sheriff department plans to use sonar this morning to look for

51-year-old harry lee. they stress this is still a search and rescue mission and it is not unusual for people who disappear in the delta to survive. lee was fishing alone on saturday. his boat was spotted at 2:00 with food and fishing poles still onboard. rescue crews believe lee was wearing a life vest. people in once peninsula city are being told to lookout for mountain lions this morning. a big cat was spotted yesterday morning in woodside near albian avenue on olive hill lane. that's the third cougar sighting the in the area this month. avoid jogging at dawn or dusk. if you see a mountain lion, don't approach it. if you are confronted on one, try to appear large and make loud noises. the man who scaled a san francisco skyscraper in september is expected to take the stand today. 5-year-old daniel goodwin used suction cups to scale the 59-story millenium tower in the

market neighborhood. he shut down a busy transportation hub for four years hours. goodwin says he climbed the tower to draw attention to the vulnerability of skyscrapers to terrorist attacks. a surfer is clinging to life this morning after he was injured at mavericks. jason treat is in a medically induced coma at mount sinai medical center. he was riding 10 to 15-foot waves saturday morning when a larger wave caught them offguard. he was forced under water and subsequent waves kept him down. a viewer took the photos of the rescue. he was found floating nearby and not breathing. somebody gave him cpr and he was airlifted to the hospital. san mateo sheriff deputies say trent was an accomplished surfer. however, this was only his second time surfing at mavericks. pink slips are out in the vote tomorrow in santa clara.

more than 125 playoff notices have been sent to social workers. santa clara supervisors will vote tomorrow on the budget adjustment. the result is cutbacks from governor schwarzenegger's spending cut of $1 billion in october. the cut will affect those who donate food and clothing and provide transportation and bring foster children to schools. a panel from san francisco state university suggests consolidating eight colleges into six by combining apartments. that move, they say, could save up to $1.5 billion a year. and some 200 classes. to make the change the university president has to support that plan and then the 1,500 faculty members have to vote on it. it is 5:06 right now. a portion of san francisco's great highway will be closed for a week beginning today. the department of public works is closing the highway between lincoln way and stokes

boulevard. crews will trim back vegetation from the medians to improve visibility and get rid of a lot of sand out there in the roadway. a great weekend to go for a bike ride to go for a bike ride and be outdoors. it was sunsational. >> good morning to you, christina. >> good morning. we have more sun on the way for you today and through this week. we are looking really good in the bay area. unsun been warm conditions persist. this morning you'll need the jacket on your way out the door. we have many cities waking up in the 30s. gilroy, 36. santa rosa, 37 degrees. but we will see the sun out in full force later on this afternoon. and that's when we'll raise our temperatures to the 70-degree mark. 66 for the forecasted high in oakland. about one or two degrees cooler in most cities than what we ended up with yesterday because we have a little bit of low cloud cover forming, especially in the north and east bays.

watch out for patchy fog out there. otherwise we are looking good. we'll take you to the weekend with temperatures close to 70 degrees. once again, that's the forecasted high for friday all throughout the remainder of the month with no real change in the weather with high pressure remaining firmly in control. we'll find out if things are looking nicely on the roadway with mike. we have heavy fog coming off the delta. we do have an issue for san francisco city streets. laura told you about the car fire near western road. right now there's a closure on western near page. you fillmore or buchanan. that's on the surface street of 101 getting into the city approaching the area. keep that in mind. across the bay we have construction closing the hyatt street on an off-ramps to northbound 880. the construction crew should be clearing soon with no delays. it should be cleared and should get confirmation on that in a few minutes. meanwhile, approaching the bay bridge toll plaza, the bay is

hornet" and "dilemma." the due schon shooter is scheduled to be arraigned late irtoday. jared loughner faces two counts of attempted murder, one count of attempted assassination on a member of congress. additional charges are also expected. legal analysts say she's expected to plead not guilty perhaps by reason of insanity. it is a move that could be risky for loughner. only 1% of criminals tried use the insanity defense only accepted by the jury a quarter of the time. >> that's very difficult in a case where you have evidence of premeditation like they appear to have here. >> meanwhile, federal prosecutors will try to keep the trial in tucson. they argue all the victims and witnesses live in the area. lance armstrong saddled once again to raise money for flood victims. he led 2,500 other cyclists in australia on a 15.5 mile charity

ride. this is the second time the tour de france winner organized this kind of event. he recently finished his last international race held in australia. while he was there he gave words of encouragement to flood victims by using his famous catch phrase "live strong." >> but the reality is that the words "live strong" can represent a lot of things. it can be the person who wants to run a marathon, the person recovering from a flood, the person who wants to lose 25 pounds. it's a way of life. >> 30 people have died as a result of the floods and 30,000 homes and businesses have been destroyed. peel all over the bay area will protest the supreme court's decision 38 years ago to legalize abortion. a number of pro-life events are expected to take place around the bay today, including one in los all toast. the silent prayer walk will be held at 12:30 starting at st. nicholas church and finish up at city hall. there a pro-life rally will be

held. this will also coincide with the march for life in washington, d.c. thousands 06 demonstrators are expected to gather to the national mall and march to the supreme court building. today marks the 38th anniversary of the supreme court's decision in roe v. wade. northern california is battling southern california over a piece of u.s. history. a san francisco nonprofit is fighting with the los angeles nonprofit over who gets the "uss iowa." the iowa served in the pacific during world war ii and korea. president franklin roosevelt went to a conference of allied leaders during world war ii and was with the "uss iowa" during japan's surrender. the bay area nonprofit wants to bring the iowa to vallejo and make it into a tourist attraction. the navy says it will decide within the next few months who gets that ship. well, no matter how great your weekend was, scott mcgrew

says it wasn't as great as eric schmitt's. the outgoing ceo gets $100 million as an outgoing president. he spent ten years as the head of google hired to help guide his young founders, larry page, to now take over the reign. $100 million sounds like a lot, but it is a fraction of the company's earnings. schmitt's stockholdings are worth $6 billion in today's funds. the wall street journal says the morning the most office wants permission to close more branches. at least half fail to be profitable. now, already the system plans to close 2,500 post offices but want congress to allow it to close as many as 16,000 more. you know why. not a whole lot moves through the postal system like netflix. there's no plan to stop home

delivery, but in many small up tos the post offices are seeing a lot of resistance to close them. you will always get your mail. developing news this morning, police have found a body inside of a car that was caught on fight last night. and "today in the bay's" bob redell is in san francisco now. we have been telling you about this situation. he's on the scene to figure out what happened there. bob? >> reporter: good morning to you, brent. we are in the lower section of rose and western. you can so e the car right there, the pocket pontiac was found on fire at 3:30 this morning. the question is whether it was set intentionally and there was a person inside. homicide investigators are out here from several offices. we have officer esparza out

here, i understand that the body was inside the car burned beyond recognition. can you tell us anything as far as what you know right now? >> well, this morning we responded to a car fire. the located the body in the passenger compartment. police are responding to the scene. homicide is here along with arson investigating this crime. the body was burned pretty severe in this incident, so we don't have a gender or age at this point. we are canvassing the neighborhood to try to talk to neighbors to see if anyone has information as well as checking video cameras in the neighborhood. but at this point we don't have a suspect's description. we don't know what we have as far as was this intentional, anything at this point. >> reporter: this is a very dense neighborhood. you've got housing all over the place.

a queen valley overnight. the fog is creeping through the gulf. watch out for fog near concord. visibilities have been reduced to a quarter of a mile in fairfield. we have fog developing in the east bay, but we are clear along the south bay this morning. where you do get the fog it will be harder for temperatures to get quite as warm as yesterday. we were fog-free yesterday morning. high pressure is firmly in control of the weather pattern. it will be nice and mild throughout this week. in fact, we don't have a lot of change. we get a little shower activity pushing into the northern portion of california, but for us today it will be beautiful. none of these clouds are going to make their way in as high pressure is still really strong right now. very unseasonal. this is where you can expect temperatures to head as we head into tomorrow. 70 degrees by friday. no rain in sight all the way throughout the remainder of this month. this is a good looking forecast. i do believe because it has been warm and dry this month that we'll see a very wet and cold february. so keep that in mind. back to you guys. >> i had a feeling we weren't

good morning, everyone. we'll take you right to san francisco where we have been following a car fire that bob redell just reported near webster road. it is closed near page for the next few hours. someone was found dead inside a burnt out car. police are on the scene sorting out the details. you will use route 10 as an alternate around the area. keep that in mind. off the bay bridge, a light volume of traffic. steady headlights with good spacing between the clumps of traffic coming over from oakland. smooth drive so far approaching the maze. on the map we'll show you the nice, smooth flow throughout interstate 880. as well as 580 through oakland. we'll look further east with slowing in antioch. speeds in the 50s between 8 and horizon streets. they will get difficult the next

few minutes. the jay mac ferry is out of service for the morning commute. keep that in mind as more folks take their cars off the island. further south of the antioch brim, a smooth drive through brentwood to 580. no major issues out of the san joaquin valley. keep in mind there's a lot of fog in your area. thank you so much. 5:26 right now. like a scene from a hollywood movie, a big rig smashes its way into oncoming traffic. take a look at this. a driver in canada had his camera rolling when all of a sudden he started to see this. a big rig trailer veers off the road to the center divider and heads straight for him. look at it. oh, my gosh. the driver swerved to avoid the collision, but his car was pelted with flying debris. incredibly, nobody was hurt during that crash. can you imagine seeing that coming forwards you? he later describes the tense moments coming to him. >> the truck was coming towards

conditions and how long they are going to last coming up. back to you. thank you very much. oakland police are joining the investigation now this morning into a deadly shooting involving a public school police officer. the shooting happened about 9:15 saturday night near joaquin miller park outside of skyline high school. they were having a dance there. two officers working for the oakland unified school district approached the man and woman sitting in a parked car on joaquin miller road. the district says there was a confrontation and the man tried to stab one of the officers with a screwdriver. that's when the other officer fired his gun killing the 20-year-old. >> these are fully trained police officers. they are experienced. and they are doing work in the streets all the time. they are not just inside the school, the security officers, they are around the campus in the city. so all the problems that may plague the city of oakland they are experienced in dealing with. >> the officers are now on a paid administrative leave, which

is routine. and the oakland police  department, the school district and the district attorney have all opened separate investigations into that shooting. the bay area native and finance guru jack lalanne has died. he pushed people to pump iron and to eat better before it became an american obsession. christie smith is live in oakland with a look back at his fitness footprints. good morning. >> reporter: good morning to you. you know, jack lalanne started his career with an oakland gym way back in 1936. he is a bay area native who changed the way people think about working out and eating right considering that when he started out conventional wisdom that athletes weren't supposed to lift weights and women weren't supposed to exercise at all. he licensed his name to fitness clubs, wrote exercise books, lectured and marketed a juice machine and had exercise shows. lalanne was born in san francisco in 1914. an early on he described himself

as a skinny pumply kid addicted to sugar. he turned his life around after hearing a speech on proper nutrition. and a few years ago he spoke with us. >> cut at all white sugar, white flour products. i went straight vegetarian and joined the berkeley california ymca and the rest is history. >> reporter: but it was his speech of strength that really amazed people. he once toted a 2,000-pound cab cruiser swimming in the channel. he died from respiratory failure caused by pneumonia. he was 96 years old. >> what a legend he was. thank you. a statewide amber alert for 4-year-old juliani cardenas has been downgraded to a local alert. the search is still focused on the delta canal near paterson

where witnesses saw a silver car go into the water. the car fits the description of the one driven by the suspected kidnapper jose rodriguez. authorities say rodriguez was using his cell phone and atm card before tuesday's kidnapping but that the electronic trail has been cold since that time. the sheriff's department will resume searching with divers and sonar tuesday or wednesday saying at this point it is their only lead, the only one they have. the police chief turned district attorney george gascone is looking to move cases in crimes such as prostitution, shoplifting and minor drug violences. he would also assign social services to them to help change their behavior. san francisco has several alternative courts for substance abuse and mental illness.

an east bay school district's plan to shut down three schools to balance the budget has some parents so upset they are ready to rally this morning in front of one of the schools that is on the chopping black. holbrooke wlmt elementary is one of the schools facing possible closure tomorrow. the school board will meet to go over the recommendation of the advisory committee. each of the three scenarios results in the closure of the schools and each one is upsetting parents and schools at the respected schools. >> i understand it is $1.5 million to cut out of the budget, but to put sequoia on one of the scenarios just doesn't make sense. >> they have the best education. why would they close it anyway? >> the school trustees are expected to make a final decision on which plan they are going with, perhaps february 8th. a warning for pet owners. a man has disfigured three puppies while saying he is a

veterinarian. on friday two 14-week-old pitbull terriers were rescued after their ears were cropped. ear cropping removes part of the ear to make them stand up. two of the puppies inflicting bad wound. well, are you looking to try to find a few new restaurants to save money. oakland's restaurant week started today. the nine-day culinary event is intended to show off the city's eateries and lure new patrons by offering discounts and specials like tastings. yoshi's and the fat lady are among the restaurants offering different promotions. one exam xl is a $20 lunch at bokinova. >> they are showcasing what they do. in our case we have a pan-american restaurant, which is unusual. so we are featuring the flavors of south and central america and give people an idea of what we

by noon temperatures will climb as the sun comes up. we are going to see a lot of sunshine today, especially in the south bay along the peninsula. not quite as much with places picking up low cloud cover. it will take a little while for the fog to break apart to lift out of the atmosphere. the high pressure is firmly in control. the storm track is coming further south today, but for us high pressure is still going to maintain the control. you can see that ridging right here to make for a really pretty day. just a few high, wispy clouds making ware their way into the bay area. temperatures max out near 67 in san jose. a lot of sunshine on tap for the entire week. 70 degrees by friday. really no big change, though, when it comes to the extended forecast. do we have any changes? always breaking news with mike inouye in the traffic department. yes, especially right now. antioch at highway 4, a dramatic change as far as the speeds go. 25 miles per hour now there. that's a 20-mile-per-hour drop here in 15 minutes.

america competitive and creating jobs. but what republicans here on the hill want to hear is what he'll do about the nation's deficit and the nation's debt, which is about to hit a ceiling possibly as early as late march. the president says that the debt and the deficit need to be addressed in a responsible way. now, hours before he makes that speech tomorrow, congress will vote. in fact, republicans in the house will press a vote on the budget rolling it back to what we were spending in 2008. and they say nothing, even possibly defense spending, should be immune from the cuts. democrats are concerned that the cuts will cost thousands of jobs, especially for teachers. so tomorrow they are all looking to president obama to sort of lay out some direction on how to spend less in the federal government plus recreate jobs. the president says he wants to protect education. brent? >> thank you for the update. we'll be watching that address tomorrow evening. the time is 5:44. good morning, everybody.

"today in the bay's" bob redell is live in san francisco with the very latest. >> reporter: good morning to you, laura, here in the lower eighth section of san francisco on webster. that side street is rose. you can see the car you were mentioning. there's the backside of it. it looks like a pontiac grand am sedan. this is a joint investigation between police and fire department because they are trying to figure out if this was arson. and police are trying to figure out if this was murder. the call came in at 3:30 this morning when the fire department arrived to find the car fully engulfed. at least the cabin portion of it was. the way it is situated that makes it more suspicious is it is parked the wrong way not in a parking spot. it is parked the wrong way facing the wrong direction down

rose street, which is basically a long alleyway bordered by apartment buildings on either side. when the fire department arrived they put the fire out and did find the body of a person in the passenger side of the car. the body has been burned so badly they have not been able to make an identification. can you tell me whether this person was killed because of the fire or if they were already dead and their body burped in the fire? >> that past or the the investigative process. the body has been severely damaged in this fire. we don't know at this point if this person was killed before or if the person died in the fire. we don't know at this point. >> reporter: what's happening right now is the crime scene investigators have arrived to do their job. then the coroner can go in to remove the body. what's going to help police is the fact that there's presumably going to be some witnesses because this neighborhood is so densely packed. perhaps maybe someone who was asleep inside heard something just outside their window. that's why police have been

officer were wounded but not seriously. investigators are not releasing the gunman's identity at this point. a woman suspected of snatching a baby from a new york hospital in 1987 is expected in federal court today to face kidnapping charges. ann pettway turned herself in at an fbi office in connecticut. she is suspected of kidnapping a woman after 23 years. white tracked down her mother earlier this month. she had a suspicion all her life she was raised by a family she didn't belong to. well, before you check out your twitter account this morning, a warning a worm is on the loose in twitter's messages. it is the same worm that appeared early last month. if you click on a message with a shortened url like goo.gl, similar to google, it will take you to a site that fakes a virus problem. if you then follow instructions you'll install a malicious virus
