yesterday. we'll be warmer this afternoon as a result. 71 degrees in los gatos. 69 for redwood city. and 70 degrees in concord making for records if we do hit the 70s. and i do believe we will considering yesterday we had 69 degrees in santa rosa. heading throughout this afternoon, a lot of sunshine. filtered sunshine with a few high cloud. we'll let you know how long this warm, dry trend in january will continue to last coming up. but right now it looks like we have a minor accident. mike inouye is joining us. good morning, christina. sorry to bring the news to livermore, but we have an issue westbound on 580 right around the livermore avenue area. we have an accident around the exit. it should be pushing off to the shoulder. there's slowing in the area. i have seen that build up over the last two minutes since the accident was reported. there's the slowing westbound in the commute direction. eastbound heading out of the area to the san joaquin valley, we have a reminder of the fog christina has been telling us. no fog for the san mateo bridge. an easy drive westbound from 880

to the peninsula side. 101 and 280 are moving smoothly down through san mateo into the south bay. we'll take a look at oakland and we see the volume of traffic really starting to increase at the toll plaza itself. no backups. the meters lighting will be turned on in 20 to 25 minutes. we'll watch the commute build, but so far you are close to the limit approaching. 6:02 right now, the economy is taking its toll on children in the south bay. "today in the bay's" bob redell is live in san jose where santa clara county is expected to announce severe budget cuts today to an agency that helps foster children. good morning, bob. >> reporter: good morning to you, laura. later this morning the santa clara board of supervisors will vote on whether to whack $6 million from this county's social services agency, which if approved would lead to the layoffs of more than 80 workers, roughly a quarter of whom are social workers responsible for enrolling foster kids in school and supervising visits with

their parents. now, it should be noted these people are not the caseworkers themselves but are workers who nonetheless play an important role in caring for foster children in this county. we have spoken to the director of the social services agency. he points out that after years of budget cuts he doesn't have anywhere else to cut. especially after what happened last october when then governor arnold schwarzenegger used his line-item veto power to slash $80 million for child protection. >> it is tough. it really is. it is part of the reality of the consequences that as a society if we don't want to tax ourselves then we are not going to have the services that perhaps we need. and it is a hard set of choices that california faces and our county faces. >> reporter: in speaking with the director of the social services agency that we caught up with, he call this is a tragedy pointing out that he's

had to make cuts of roughly $110 million over the past eight years to his agency and saying, quote, obvious targets have been gone for a long time, unquote. reporting live here in san jose, bob redell, "today in the bay." thank you, bob. >> the search will continue this morning for a 4-year-old paterson boy who was kidnapped one week ago today. the search dogs and sonar will be used to look for juliani cardenas and jose codry gez who kidnapped juliani. they are using dogs to pick up the scent at the canal and not to look for bodies. juliani's mother thinks rodriguez ditched the car in the canal and took the boy to a friend's house to hide. nobody has heard from them since last tuesday's kidnapping. there's a vigil tonight at juliani's mother home in paterson.

san jose councilwoman madison nguyen will be sworn in at the city hall rotunda tonight. nguyen is the first vietnamese-american vice mayor. she will take the oath of office at 5:30 in front of friends, family and supporters. even though nguyen will be sworn in today she's already hard at work. last night she hosted the meeting of city and community leaders into helping police fight crime. seven homicides in the first three weeks of 2011 have made many people in east san jose feel unsafe. one man says if it doesn't get better in the next few months he may move his family. >> i used to see a lot of police officers here. i felt safe. i mean, i can come out here with my kid and play some basketball or something, but i'm going to think about it right now because it is kind of unsafe for my kid. >> san jose police say budget cuts have affected their ability to patrol areas of violent crime. they have had 100 fewer officers than they did more than ten

years ago. mayor ed lee will make history today at san francisco's city hall. he will become the first mayor in history to have to appear before the board of supervisors every month to answer questions that they might have for him. former supervisor chris daly created question time in an effort to publicly embarrass former mayor gavin newsom. he raised some $250,000 to defeat the measure. voters finally approved the measure in november. now ed lee is the first one on the hot seat for the first time ever. a lot of folks anticipate president obama's state of the union speech tonight. scott mcgrew is here with the latest. >> presidents like to talk about clean energy, initiatives in state of the union speeches. clean energy is rather patriotic because it lessens the middle east hold over us. so there may very well be news for sill cohn valley. what's important is whether there's money behind the new efforts. as we discussed the president

seen here visiting the plant off 880 recently, he is under pressure to cut federal funding and expenditures. that, too, is a detail we'll be listening for. what bay area projects to clean energy might effective. the future of money could be in your iphone. bloomberg reports the next generation of iphone and ipad could contain special chips called near field to allow you to tap your field on a card rare read you are without swiping anything. you tap it at 7/11 or mcdonald's and the money is deducted from your bank account. apple has dominated the music industry, the cell phone industry and invented the tablet, now they could be getting involved in the financial industry making this company dominant in all kind of things. we'll wait and see. >> amazing. thank you very much for the update. 6:07 right now. both sides in the spider dan

case will make closing arguments today. the man who scaled the san francisco skyscraper in september took the stand yesterday. 55-year-old daniel "dale" goodwin who calls himself spider dan used suction cups to scale the 59-story millenium tower. he told the courtroom he climbed the tower to draw attention to the vulnerability of skyscrapers to terrorist attacks. apparently, the judge wasn't impressed after listening to goodwin's testimony and he told the jury none of that matters. instead, he wanted them to decide three things. did goodwin trespass? did he cause a nuisance? and did he try to avoid arrest? supporters of kusf radio will ask the board to review the back-door sale of the community-run radio station. it was sold to intercom for $3.7 million. last tuesday the school's president abruptly pulled the

station off the air with no warning to the deejays, students or volunteers. the organization save kusf plans to hold a rally this afternoon kicking off at 1:00 at city hall. it is 6:09 right now. we have a gorgeous forecast that feels like spring. let's go to christina. >> yes, it will certainly feel like spring today. in fact, it is going to be much warmer today than where we ended up yesterday. i just checked our futurecast numbers. and you will not believe what is coming. we'll talk about what we experienced yesterday. 69 degrees was the high in santa rosa. these are new records for january. 67 degrees in concord. hayward, 67 degrees. and napa, 65 degrees yesterday. we are starting out warmer. temperatures right now are 3 degrees warmer than we were at this hour yesterday. so 44 degrees in oakland. 42 degrees right now in sunnyvale. as we head into your afternoon, by noon today, we are going to see temperatures at 66 in gilroy. 63 degrees at noon in san jose.

63 in santa rosa. and you've got another three hours of additional heating. so this is what i'm expecting for us when it comes to our daytime highs today. 70 degrees in livermore. same for san jose. 71 in los gatos. a lot of sunshine, but we'll see some high clouds come through the area. so we'll call it filtered sunshine. here's what you can expect for the next few days. not a whole lot of change. temperatures staying in the 60s. maybe, maybe some showers on sunday. there's only a 20% chance of that for the north bay, but we'll hold on to what we can get for now. i don't know, i'm enjoying the 70s, how about you, mike? >> i love them. i would love to see them on 580, as would a lot of commuters. right now we are not seeing that. here's an update on westbound 580 at north livermore avenue with an accident there. there is slowing approaching the area, but speeds are better through pleasanton approaching the dublin interchange. a 17-minute drive through the heart of livermore. shaker boulevard, we have an accident report there had. watch heading from highway 4 up to the venetian bridge.

he and the republicans are expected to say, we have "today in the bay's" political analyst, larry gerson. >> all the cabinet, the supreme court, who isn't there? there's that story of glow, you might say, that goes over this thing, but beyond that this is the opportunity for the president to do a couple of things. first of all, tell people where we have gone. here's where we have gone and why, okay? what have we accomplished, okay? what still needs to be done? and if he's really good, he'll come up with ways to sort of pre-empt the republican criticisms because you know when it is over the republicans are going to come back with their rebuttal, and they have a really sharp guy in paul ryan the head of the budget committee. he'll try to undo what the president says. yes, there's pomp and circumstance, but there's also substance. >> okay. do we think this is -- it is interesting because the president already is sending

people back to chicago to start his re-election campaign. could this set the stage for that? >> well, yeah. what the president is going to say is here is where we have gone and here's where we need to go. saying where you need to go, he's laying out the foundation for his re-election campaign. yes, most of the key people for his campaign went back to chicago. keep in mind, a lot of what we hear tonight will be sort of like advanced notice of where he wants to be. here's the problem, laura. for the first two years of his administration he had all the players. democrats had control of everything. now new players come in in terms of republicans controlling the house. he won't get everything he wanted like before. >> that's interesting. the tea party will be represented tonight by michelle bachmann known for pretty interesting comments. >> that's a good way of putting it. she's a firestorm in herself, no question about it. this is a person who really sort

of lights up a room by very controversial comments. and she is not one to hold back. she's actually pushing, she and the other tea partyists, are pushing them as far to the right as possible. the republicans have a balancing act because so many of those who came in were tea party supporters. so this is going to be a very interesting evening, not only for what the president says, but for the heart and soul of the republican party. >> unity, will we see that? there's a lot of talk about that. >> yes, tonight. tomorrow, same game, back to politics as usual. because fundamentally there are huge differences between republicans and democrats. that's what it is all about, trying to find some common ground. the real question is, in the next two years, how much common ground will they find and how much will they stand for on their own issues because of the election? >> we are the united states. we'll see what happens. larry, good to have you. thank you. thanks, guys.

a couple santa cruz business owners will get a front row seat at tonight's state of the union address. zach davis and kendra baker and their spouses with sit with first lady michelle obama tonight. davis and bakerer the owners of the penny ice creamy. they caught the white house's attention back in november when they posted a youtube video thanking the obama administration for the american recovery and reinvestment act. the money helped them open their business. it was a $250,000 loan. the family of a tucson shooting victim christina green will be at the state of the union address as well tonight. and the intern who cared for congresswoman gabrielle giffords after the shooting will sit with the first lady. and we should find out in the next 30 days if the accused shooter jared loughner will face more charges. he was in a federal court yesterday to enter a not guilty plea to the charges that he tried to kill giffords and two of her aides. loughner also faces federal murder charges for the deaths of a federal judge and one of

giftford's aides. there's a lot of finger pointing in russia after a deadly explosion occurred inside one of the largest airports. russian president dmetry medvedev says the airport officials are to blame. we do videohis morning. we want to warn you it is graphic. this was taken just moments after that suicide bombing. 35 people were killed and more than 100 others were injured when the bomber walked into the moscow airport into the baggage terminal to set off the blast. nobody is claiming responsibility so far, although islamic militants have been blamed for previous and similar deadly attacks in moscow. the president vows to track down and punish the people who are responsible. well, if you have ever wanted to drive a tesla, now is your chance. scott mcgrew says you can do it for $256789 i'm thinking that's cheaper than running down to

some money to pay for all the stuff you buy on amazon. it is time to check the forecast with christina. >> good morning to you. we are looking pretty good right now. nice and mild. this is one of the warmest days we've ever seen on this date in january. and it looks like tomorrow is going to be just as warm if not warmer. i'm consistently checking your forecast. and these numbers are unbelievable for this time of the year. after we broke several records yesterday, santa rosa hit 69. 67 in concord and hayward. 65 degrees in napa. temperatures as we head throughout the morning are a little bit more mild than where we started out yesterday. we had the low 30s. gilroy hit 32 degrees yesterday morning. we are at 36 now in gilroy. 44 for santa cruz. 46 degrees in san mateo. by noon we are talking about temperatures already in the 60s. 65 degrees in gilroy. you are wearing the short sleeves in gilroy at noon. and then as you head throughout the next couple of hours we are going to see even more warming

with highs this time of the year usually coming in at 3:00 p.m. 71 degrees in los gatos. 70 for san jose. 70 degrees in san francisco. kind of unbelievable for this time of the year. that's your weather. now we'll get a check on traffic with mike inouye. we'll take a look over here at livermore. here's an update. westbound 580 at north livermore avenue we have an accident over on the shoulder. they are trying to get the cars involved off the roadway there. it is a distraction causing a slowdown where we have a slowdown because of the volume of traffic. 19 is close to 20 minutes driving out of the altamonte pass. the bulk of the slowing is over to livermore airport. then things smooth out heading to the dublin interchange with 680. here's a live look at 680 through sunol. no major slowing. we'll see the slowing to start there around 7:30. so far we are looking good many places in the south bay. northbound 101 we have a slow spot at tulle, typically the

the bay area today. we are talking about 70 degrees in san jose. 70 in san francisco and oakland. and 70 degrees up in santa rosa and the north bay as well. once we lose the sunshine temperatures drop like a rock. so make sure you keep the jacket handy for your way home from work. right now we'll find out how your way to work is looking. folks like to hammer down on the morning commute, but ride the brakes here on westbound 580 still slow coming through livermore. we have an earlier accident with the exclamation point at north livermore avenue. crews say this is a slow down. we have a problem near grant road causing an issue out of the altamonte pass. a 21-minute drive and continuing to grow for the commute time. we'll max out near 27 minutes to close to a half hour in the next hour cruising along through the area. we are creeping along through the area of westbound highway 4 as well with speeds down to 10 miles per hour from 80th street to love ridge. this is the antioch bridge.

this is tuesday with a heavier volume. this is what we are seeing right here. we are looking over to the maize. this volume is building. no issues for the tunnel right now, with a little slowing eastbound. westbound we are smooth all the way to the toll plaza. a live look as i mark the meter lights on the map. your backup past the 880 overcrossing is for the fast track lanes there's the wait at the toll plaza itself. back to you. full speed ahead so far for a plan to transform what is under a 12-mile stretch of b.a.r.t. tracks in the east bay. christie smith is live in oakland with a look at what they have planned. >> reporter: good morning to you, brent. this is about as good as it gets when it comes to the area underneath the b.a.r.t. tracks. this is fruitvale village with shops and food and such. the price tag here isn't cheach

cheap. we are talking about $30 million to run from just north of the fruitvale b.a.r.t. station to hayward. they are calling this the east bay greenway. this is a landscape car-free corridor. so far about a million dollars has been set aside for county measure b. another $1.5 million is coming from federal stimulus dollars. you may not think this has an environmental impact, but a con still consultant is doing a study on this and it should be done in 2012. more access to places like amtrak and buzz connection. you still need quite a bit of state and federal money to make the whole thing happen. reporting hive in oakland, christie smith, "today in the bay." thank you. 6:32 right now. subaru is looking to move cars through richmond's port. the automakers are working on a

five-year contract with the port. if it debts done it would mean 40 full-time jobs and $1 million annually for the port. honda moves 45,000 cars through that port already. the future of several east bay schools goes before the mount diablo school board again today. trustees are expected to get the recommendations of which schools to close next year. during a meeting tonight, that is. there are three options involving seven schools to save $1.5 million per year. each scenario lists three schools that should be shuttered. tonight's meeting will be at monte gardens at 7:30. the vote will come february 8. the schools will close for the 2011/2012 school year that begins in august. tmpbts state of the county address in santa claire ta today. dave cortez will present the county's economic issues an plans for the year. he will focus mainly on education and juvenile justice. the event kicks off at 11:30

this morning at the county government center. it is also said to be featuring singing performances as well as dancing. santa clara county supervisors will deal with massive budget today. they will vote on the plan to cut $6 million out of the social services agency. social services director says given the current economic climate there's nothing he can do. his agency will peel back the foster care system, nursing and protection of elderly adults who cannot take care of themselves in order to take up the $6 million in cuts. former gang members have a new outlet to move ahead in life. the city of san jose has a program to remove gang-related tattoos. they are targeted youthing between the ages of 14 and 25. they have the opportunity to help them get jobs and develop a new lifestyle. but you have to be a san jose resident and attend a life skills support group and complete hours of community service. this weekend the city is also

in the city. let's talk about your forecast for today. and first and foremost, if you have to head out the front door, you could encounter patchy, dense fog in the east bay and the north bay. take it easy out there to eliminate the distractions in your vehicle. just because it is clear when you walk out your front door doesn't mean you won't encounter the patchy, dense fog. take it easy out there. we want everyone to be safe always. high pressure is firmly in control of the weather pattern for today. now, what that means for us is another gorgeous day. however, we are seeing a little bit of a change with some of the high clouds filtering through the area heading throughout this afternoon. so filtered sunshine. you'll notice more cloud cover today than we had yesterday. that's going to make for a phenomenal sunset. the sun sets at 5:25 for most bay area cities. high pressure is family roomily in control. mild conditions persist through the remainder of thework workweek. by noon today 65 degrees in gilroy. 62 degrees in santa rosa. and this is where we are expected to end up in the 70s.

are not getting any beef. the suit says what taco bell calls seasoned beef is wheat, oats, soy and yeast among other things. the lawsuit says just 35% of the filling is really meat. however, it does say that the chicken is really chicken and carne ensada. taco bell denies it is advertising misleadingly. mcdonald's may have to change the name of the extra value meal to value meal. it will increase prices this year. mcdonald's need to offset a jump in food prices. prices will increase by about 2%. >> so there's no extra. 6:45 right now. women who smoke early in life have an increased chance of developing breast cancer. a recent study shows as women increased the frequency of lighting up their estrogen

levels went down. this, in turn, turned into a higher level of breast cancer. the study spans over 30 years of data including over 110,000 women who were a part of the program. the american red cross says their blood supply is at the lowest level in a decade and blames the winter storms hit tlg hitting the east coast pretty hard. more than 14,000 people have canceled their donations because of the storm. so now the red cross is sending out the call for more donations. all blood types are needed, especially o-negative. call 1-800-red-cross to donate. or go to redcross.org. they are having great weather across the bay area and it will continue. >> it will continue to be beautiful. the high pressure is providing gorgeous temperatures and gorgeous clear skies for this time of the year. and downright mild conditions this morning where we traditionally see the low 30s. right now we are in the 40s.

we have a couple 30s in places like santa rosa and fairfield and gilroy. heading throughout the afternoon, by noon, we are at 61 in oakland. 62 degrees in sunnyvale today. we'll round out the day with temperatures in the 70s. 71 in los gatos today. 70 in san francisco. and 70 in santa rosa. i want to give a big shoutout to the fire department in santa rosa. they watch us every morning. thank you for being our local heroes. the temperatures for the rest of the week, 60s. 68 on thursday. by friday we are down to 63 degrees and still mild. main, maybe a 20% chance for light scattered showers on sunday and 63 degrees. we are looking good many the weather department. how good are we looking in the traffic department? thank you for sharing the love of the fire department. i know the firefighters adore me as well. as we get to the roadways, we are looking agency noelle. nothing is adorable about this. coming to the express lanes, we have a typical slow spot that is

slow because of two separate accidents. one at vargas and down in councilwood. they could be the same incident, but we are hearing them reported as two. past grand avenue here for a backup slow off the berkeley curves. the maps show slowing down the east shore freeway. my travel times are 28 minutes and growing because of the speeds dipping down below 50 miles per hour passing through golden gate field. the rest of the approaches are seeing mild slowing from highway 13 over to 580 is the maze there. we are looking all right so far. that's good news. the south bay is showing slowdowns on northbound 101 near tulle. that starts before you get to the area extending past to 680 out to the airport. thank you very much. president barack obama is 11 hours away from delivering his third state of the union

address. the first state of the union came from george washington. it was just 833 words. tonight's address will be much longer than that. it is expected to be one part rally and one part campaign launch. "today in the bay's" tracie potts is live with more on what to expect to see. tracie, we won't see half the room clap while the other half sits. >> reporter: not this time, laura. many of the democrats and republicans have decided to sit together. so usually what we see is the democrats on one side, the republicans on the other side of the aisle. not necessarily the case. five dozen members will sit together in a show of solidarity. we also now know who is going to be in the first lady's box. they include a santa cruz couple who say they were able to achieve the american dream through stimulus money. now about that speech, president obama is expected to focus on jobs, invasion and competition. but what republicans really want to hear is how much he is willing to cut the federal budget. they are going to have a vote on that before he takes the podium

tonight. that would amount to about a 10% cut in the federal budget. democrats say they will need a hard number on exactly what republicans want to cut. so as we move into tonight, the speech and then the republican response from budget chair paul ryan, the tea party also has michelle bachmann lined up to do their response. president obama is expected to be tweaking this speech well into the afternoon. again, the major theme and the big issue here is going to be jobs. but, of course, what you want to know is what about jobs in my area and how do i get one? we'll go to marla tellez with good information on local companies hiring. thank you, tracie. during the down economy trying to make a comeback, finding a job is difficult for millions of people still looking for work. now, yesterday i told you more than half of california's businesses are expected to hire and give raises this year. that's according to the

employers associations of america. today is more of the same good news from "fortune" magazine. the publication released the annual 100 best companies to work for list including 25 businesses that have at least 700 openings. mountain view-based google ranked fourth on the list as the best company to work for. but if you are looking to get out of the unemployment line, you can consider the three top hiring companies in the san francisco bay area. they are ernst & young that handles corporate accounting offices with offices in assistance, san jose and pleasanton. at&t with offices throughout the bay area, and hill's college in san francisco and san jose. now, all three companies have 1,000 or more jobs available. and a reputation of a good place to work. according to the bureau of labor staytist you cans, san francisco's unemployment rate hovers near 9% while silicon valley's is near 11%.

to slash the amount from the social services agency that will lead to the playoff of more than 80 people. a quarter of whom are social workers responsible for helping foster children enroll in schools and supervised visits with their parents. it should be noted these people are not the caseworkers themselves but workers who nonetheless play an important role in caring for foster children in this county. we have spoken with the director of the social services agency who points out that after years of budget cutbacks he just doesn't have anywhere else to cut, especially after what happened last october when then governor arnold schwarzenegger used his line-item veto power to slash $80 million for child protection in this state. reporting live here in san jose, bob redell, "today in the bay." thank you, bob. >> one of the most trusted measures of home prices shows a double dip in prices. >> scott mcgrew just got the new numbers, especially a lot for the bay area. san francisco is doing pretty well, but other places not so much. >> pretty well.

showing gains. i'll give you that. not pretty well. don't get too excited. the yearly gain for home prices is measured by the san francisco metro area and it was .4%. the average house has gained less than 1/2 of 1% in the price. i just got off the phone with the people who do the study. one of the statisticians congratulated us and said to be glad we are not vas vegas. prices are on the down slide here. so when you measure the last month our prices fell 1.2%. now, there are a couple of things that are really important takeaways. in a lot of markets like atlanta, charlotte, detroit, las vegas, prices are lower now than they were during the financial crisis itself. also, san jose is not part of this market. san jose tends to do better than san francisco. they separate those out and it does not measure san jose at

let's two to christina now with a great forecast for this week. >> yes, i think the oscar goes to mother nature this week. we are looking really good right now. 44 degrees in oakland. 44 in santa cruz. we are starting out mild even with clear skies. that means as we head throughout the afternoon as the sun comes up in an hour we'll see numbers bump up very rapidly today. we have ten miles of visibility in napa, oakland and livermore. a little bit of patchy, dense fog developing in the east bay. so you want to take it easy out there as always. and you have 3/4 a mile in santa rosa. so a little bit more dense in the north bay. as we head throughout this afternoon, we'll talk about the 60s. 62 degrees by noon in san jose. 65 in gilroy. and 62 by noon is where we'll end up today. 70 in concord. 70 degrees in san jose. 71 in los gatos. it looks like another day for the record books. make sure to tune in tomorrow to find out which cities broke the record. how is traffic looking? it is very slow right now it
