good morning everybody. thanks for joining us. i'm brent cannon. scott is off today. 4:31 now. i want to start you with a check of your east bay forecast with meteorologist christina lorenz. >> a record breaking day in the bay yesterday and more on the way, not as warm. oakland, you hit 70 degrees yesterday. as we head throughout the day even warmer. in the east bay. but that's after we get rid of dense fog. 42 degrees in concord, 43 in fairfield and 44 degrees in oakland right now. as we head throughout the afternoon, by about noon we're talking about temperatures close to the upper 50s. so a beautiful day. and we'll talk about that coming up. let's get a check of traffic now with mike inouye. >> good morning, christina. out to the maps, we'll look at livermore, westbound for the commute right now, smooth.

14 minutes into the area. 14 outbound, the altamont pass. very thick fog. visibility is going to be bad over to sacramento through tracy and stockton. to the carquinez bridge, smooth from the north bay into the east bay. north a fog advisory issued for solano county up to davis, interstate 80 to sacramento as well. keep that in mind. we'll update you but you will see traffic by 66 where it's off antioch and the bridge likely to see thick fog as well. visibility going to be affected throughout the east bay, concord and the hills. right now pretty smooth. back to you. >> i hope we can keep it that way. layoffs for some and raises for others, part of the plan tonight on the table for the oakland public school system. today in the east bay's christie smith is live in oakland where there are a few questions over

the raises that seem to come at an inopportune time. >> reporter: good morning. it certainly doesn't seem to add up. is it bad timing or odd plan altogether? principals in oakland are asked to cut 7% from their budgets but at the same time employees across the board are offered a 2% jump in their paychecks. this comes as the oakland school district considers layoffs and a plan to cut expenses by $12 million. the raise for employees we're told will cost schools about $2 million but has been factored in. and it's coming right after a parcel tax to raise salaries failed. a spokesperson says oakland teachers have gone quite a while without raises though they realize this may not be the best time to do this, still they are schmidt committed to making it happen. it's true, oakland teachers are among the lowest paid in the county and the teachers union president says she believes a

raise is deserved but they don't want a situation where that would mean bigger class sizes in the long run. the top three priorities tonight expected to be approved, also include not just the raises but improving teacher retention and believe it or not, eliminating the district structural deficit. christie smith, today in the east bay. >> education is one of the five pillers in president obama's plan for the future. he will take part of the state of the union message on the road to wisconsin. today in the east bay tracie potts is live in washington with more of what the president laid out in his speech last night. >> what comes of this moment will be determined not by whether we can sit together tonight but whether we can work together tomorrow. >> reporter: president obama told congress speeding up america's recovery will require government investing in the american dream. >> we need to outinnovate,

outeducate and outbuild the world. >> replace no child left behind with a law more flexible and focused on what's best for our kids. >> reporter: fixing the tax code. >> simplify the system. get rid of the loopholes. level the playing field. >> reporter: on health care president obama challenged lawmakers not to start over. >> instead of refighting the battles of the last two years let's fix what needs fixing and let's move forward. >> reporter: the biggest problem the nation's massive debt. republicans want deep budget cuts. the president proposes a five-year as he put it painful spending freeze. >> and i'm willing to eliminate whatever we can honestly afford to do without. let's make sure that we're not doing it on the backs of our most vulnerable citizens. >> reporter: paul ryan called some of the president's words

reassuring but insists backing off on the two-year spending spree. >> spending cuts have to come first. >> reporter: what's cut and how much? that's where they disagree. today putting it in action. the president travels to a tech company in wisconsin to talk about the economy and moving forward. >> thanks a lot, tracie. what happened in washington is setting the stage for california with governor brown making the next move. the state of the state address is expected to be painful. brown will outline his vision and plan for california next monday night. so here's the backdrop. unemployment in the state stands at more than 12%. then there's the massive budget deficit. brown will push the budget plan he unveiled last week including $12 billion in cuts in borrowing and letting voters decide in june whether to extend tax cuts for another five years the

mayors of california's largest cities head to the capital today to talk with redevelopment. jean quan is going to be there. the mayors are opposed to the plan to eliminate redevelopment agencies. they will have an hour-long meeting with the governor starting at 2:00 this afternoon and then after that they are expected to update reporters. the move would free up about $5 billion in tax money that those redevelopment agencies currently control. >> police are calling the death of a union leader a homicide. 64-year-old bingham was found dead in his home yesterday. the chronicle reports he was found after concerned co-workers had not heard from him for several days. there were no signs of trauma to his body. he was the political director of the 616 of the service employees i want national union. it represents workers in alameda county and the medical center. no arrests have been made.

>> hundreds of people opposed to oakland's gang injunctions are going to converge on city hall. they will call on city attorney john russo to end a temporary injunction in their neighborhood. they say the gang injunctions are ineffective. the city should invest in other programs they think work better to reduce violence. they favor after school programs and support for people coming out of prison. the protest is set for 3:00 this afternoon. volunteers will fan out across contra costa county trying to count the homeless. they will hit the street this is morning. a video from some of the past counts. the county -- this count helps the county identify trends in homelessness and tries to ensure it gets enough federal support for the homeless. on any night they estimate about 4,000 adults and children are homeless in contra costa county. >> 4:38. we want to check again with the latest on the forecast with christina.

>> how does your garden grow, brent cannon? i think a lot of people are noticing that the growth, the growth all over the hills because of all of the rain earlier and now all of this sunshine, trees are coming out of dormancy earlier than normal. you probably will notice growth if you keep a garden because of the abnormally warm stretch of weather. it's going to continue as we head through the next few days. no rain in sight, at least until the end of next week. it's unbelievable how dry it's been. 68 degrees was the high yesterday at san francisco, oakland, you hit 70 degrees and more on the way for today. temperatures are going to be pretty mild to start. we have pretty dense fog in the east bay. you're down to a quarter mile or less in fairfield and concord and also in santa rosa you have reduced visibility. if you head from the east bay to the south bay or the north bay, really want to take it easy. if you are headed to the peninsula but it's clear along the peninsula. highs are going to end up in the 60s.

69 in oakland and 69 in san jose. let's show you what you can expect as we head through the next few days. 66 degrees by sunday. we think we'll see rain. let's look at traffic with mike. >> good morning. a live look at the bay bridge toll plaza. the volume is light. it's 4:40 so easy flow approaching. you can't see the lights of the city because there are low clouds. you talked about the fog for the east bay. a wider view of the map. you see 13 and 580. that's typical as the sensors start to wake up. no major slowing through this area. fog through concord, you see the diablo hills and danville. keep that in mind as you travel 680. 880 at 92, a couple lanes have construction remaining but the freeway is open as you pass by 92 and heading over the san mateo bridge. a clear view, the peninsula right now is clear. you can see the clear drive. north of 92 at 101 an earlier

good morning everybody. welcome back. thanks for joining us. time now 4:44. a nice looking shot again of our brand new studio. look at the bay bridge. i love that shot. it's awesome. only in the bay area. >> well, a penguin took a wrong turn in peru. here is the little guy. thomas lost his way, he landed miles from home on the beaches of the peruvian capital. police brought him back and they have been taking care of him. he has been enjoying a celebrity status ever since then.

officers are trying to rehabilitate him and get him ready to be returned back. they must have a little tank there. perfect for him. his colony is on an island off the coast. they are native to the area of peru and chile, they were given protected status and so it looks like -- he's pretty well protected when you have guys in the police department, nobody's going to do harm to you. his own swimming pool. he may not want to go back. what do you think? >> i think there is a new sheriff in town. i like saying that. we have temperatures that are going to be just about as warm as they were yesterday in the east bay. some places will be warmer, some a little cooler. that has everything to do with the dense fog we're seeing this morning. places that get the most fog will take the sun a little longer to warm you up as the low clouds will break apart. out of the atmosphere around

11:00 a.m. 43 in fairfield, and 44 degrees in livermore. we have perfect visibility along the peninsula and in the south bay, however, the national weather service has issued a dense fog advisory for the bay area until 11:00 a.m. right now the densest fog is in the east bay and north bay so you want to take it easy out there. of course we have traffic guru to let you know if it's causing slowdowns. let's find without mike inouye. good morning. >> good morning. exactly. we're showing the fog. quarter mile visibility for concord. we marked the fog icon there around 242 off highway 4. the last couple minutes i was watching past the 61 through bay point there were speeds in the 50s. starting to clear but the fog will -- lower visibility to the east bay. carquinez and benicia bridge, north out of the area 80 and 680 and vacaville, that dense fog

there. visibility less than 300 feet at times. approaching the maze, so far it's clear. >> thanks, mike. now to news for your money. the president is going to try to hammer home two economic points today. he wants to freeze non-military spending for the next five years, and end corporate tax loopholes including subsidies for oil companies. how investors react we check in with nicole this morning. good morning. >> good morning, brent. futures like what the president said last night. they are pointing higher this morning after the state of the union and ahead of the opening bell. stocks staged a late day rally after being down much of the day after disappointing earnings. you may see several stock sectors like clean energy, oil and education move in reaction to proposals outlined by the president. asian markets are also higher. europe picked up steam as well. we get a lot of data out.

new home sales and earnings. the fed wrapping up its meeting this afternoon, expecting to note that the economy is improving but unemployment as we know remains stubbornly high. the dow down 3 to 11,977, the nasdaq inching up to 2719. hirings and firings in the retail and tech world. lowes is cutting 1700 middle managers as it stream lines. the home improvement chain is apparently creating assistant manager positions, then replacing existing managers into the slots. they will add thousands of part-time weekend workers. yahoo! is announcing its second round of layoffs, about 1% of its force as it continues to struggle. for google they are hiring, more than 6,000 people this year. >> thanks a lot. toyota's troubles seem to continue. the company is recalling 1.7

million vehicles and they include the lexus and gs models sold in north america. they are due to defects that could cause fuel to leak. according to toyota there have been no accidents related to the defects. now to the remarkable recovery of congresswoman gabrielle giffords. doctors upgraded her position and she is ready to move out of the icu into a rehabilitation hospital. she is in houston. she is set to be transferred to tirr hospital. late last night doctors upgraded her condition from serious to good. she'll undergo one more checkup before she's moved on to the rehabilitation facility. time to check what's coming up later on today in the bay. we want to check in with laura. >> that's right. we're busy in here. with all of the changes in health care, you may have to look for a new doctor.

office wouldn't survive without us. >> the american worker is driven to come to work and to continue to try to work despite being ill. >> nearly 3 quarters go to work when sick. they clocked in even when they had flu symptoms, fever, chills, extreme fatigue. >> when you are ill you should not be there taking the risk infecting co-workers. >> the easiest way to spread flu is coughing and sneezing. not just someone in the next cubicle but up to six feet away. more than half said that they have come down with the crud because of a sick co-worker. there is this public service announcement to spread the word. >> the guy who is still at work spreading the flu around. >> not only might you infect others, you're not on your a game. >> you don't concentrate well. you have no energy, consequently

you can't produce the way you normally would in a work day. >> it's been a pretty typical flu season so far. cases are expected to spike next month. if you can go home or stay home when you're sick. you're no good to the rest of us. >> and they say if you get flu, you are actually contagious one whole day before you even have symptoms. and you stay contagious about a week after you get sick. so i could be sick tomorrow. i better go home now. i don't want to make you all sick. >> very noble of you. the next time i get the crud i'll do that. good morning to you. we're looking good. i never heard it referred to as the crud. we have 2 1/2 miles of visibility in nassau only a quarter mile or less. fairfield and concord, we are expecting a lot of this in this patchy fog to drift south.

we could see widespread fog so we're going to keep our eyes on this situation. it's confined to the east bay and the north bay. we have temperatures expected to be just about where they ended up, some places will be cooler, the places that get the most fog. some places warmer. 69 in redwood city and 69 in san jose. yesterday we hit 70 in oakland so another beautiful day that broke a record. record-breaking temperatures again but they are going to come down as we head throughout the week to about 65 by friday as more clouds come in. that will make it more difficult for the sun to warm us up. that's about it for today. when it comes to the east bay we'll be back with your forecast. >> we'll see you then. coming up, the new way to look for jobs. the changes you need to make on line to make yourself more marketable. one of the bay area's most
