>> good morning. thanks for joining us. it is straight up 6:00. i'm brent cannon. >> i'm laura garcia-cannon. i want to get you moving with a look at the forecast with christina loren. >> it's easier to move when it's not bitter cold. that is the case in places like san francisco, 55. 52 in san mateo. a little cooler in gilroy at 36. i think gilroy will be one of the warmest cities in all of the bay area. the capital warming up to 72. gilroy's expected to be at 64, 60 in san jose and 60 in santa cruz. you will notice the temperature around noon in fairfield and napa still on the cool side. a lot of low cloud cover from the san joaquin valley. it's going to prevent the sunshine from coming in as strong. so temperatures aren't expected to be as warm in the north. 70 degrees in los gatos and 69 in redwood city.

the extended forecast is on the way. we'll let you know when we expect rain showers. let's check your traffic with mike inouye. >> good morning. you know the fog is going to cause slowing. keep that in mind in the east bay. to an east bay accident, no major fog off the dumbarton bridge. an accident reported on the embankment. that's under that central avenue sign there for the chevy dealership. around the bend northbound. northbound 880 also. san carlos street, there's an accident there. a car up the embankment. no major injuries but slowing there as well as the 101. back to you. >> thank you very much. layoffs for some, raises for others part of a controversial plan on the table for oakland's public school system. >> christie smith is live in oakland where there are

questions over the raises that team to come at an inopportune time. christie. >> reporter: good morning. it doesn't seem like these things would be in a budget projection together but they are. and the school board is going to talk about it tonight. we're talking about layoffs, project cuts and pay raises across the board for all oakland school district employees. a 2% paycheck boost. this comes as principals are asked to cut budgets by 7% and the district is looking to slash expenses by about 12%. the raise is apparently built into the district's budget projections but the timing is unusual. they realize it's not the most opportune time but teachers have gone without raises for sometime and the superintendent here wants to make sure that this does happen for the teachers. when it comes to pay, oakland

teachers are among the bottom in the county. the financial climate, well, that's another story. they don't want to see a situation where workers are given a raise but then class sizes go oup. it will be hashed out tonight when the board meets in oakland at 5:00. christie smith, today in the bay. >> thanks a lot. in june voters will help decide how deep the cuts will be for san francisco schools, this will face schools across the state. in san francisco leaders say if voters approve five-year extensions on vehicle and income taxes, the district would face just under $2 million in cuts. if voters reject those, do not keep them for five years t district would need to cut $20 million from the digit. there will be a full budget outlook coming up. >> people in one neighborhood

are on edge after a shooting involving a san jose police officer and a man with a knife. it happened in the san jose foothills. detectives say deputies and police responded to a call of a suspicious man walking around with a knife. officers confronted the man, close to a creek. a police officer fired his gun several times killing the man. this type of violence is not something they see every day. >> it's kind of scary to think there are people that can run around causing trouble. it's an unusual circumstance. >> police have not released the names of the officer or the suspect. >> oakland police say someone killed a leader. he was the political director for seiu local 616. it represents 1400 medical

center employees. police do not have a suspect. >> the search for a missing 4-year-old boy from the central valley will continue this morning. divers will return to a canal trying to find a car they say is wedged against the concrete wall. they are looking for a silver toyota that belonged to the kidnapping suspect, 27-year-old jose esteban rodriguez. they think he drove the car in the canal. police say he abducted juliani cardenas on january 18. they have been searching for several days and so far pulled out nine cars. none of them belong to rodriguez. >> for 30 years it's a health clinic, right here in the bay area. now doctors and staff usually care for patients need help. lion martin health vfrlss in san francisco is telling patients it's shutting down because of financial crisis. the clinic serves 2500 lesbian transgender patients, the only

clinic of its kind with county health care services cuts and more reductions looming doctors are concerned where patients will go. >> about half of our patients are low income folks. it's really a struggle for them to find a place for affordable health care. >> the clinic said it needs $500,000 to keep the doors open. its 20 employees took pay cuts but members of the board say demand is up and donations down. >> president obama is going to take the theme of his state of the union address to wisconsin. >> he's going to tour three plants to highlight his plan to spend millions to be more competitive. but more republicans in congress it's going to be a tough sell. the president insists small government is not the answer. >> we shouldn't just give our people a government that's more affordable, we should give them a government that's more competent and more efficient.

>> president obama propose add five-year spending freeze on everything but military spending. how republicans want to cut deeper. the budget chair had this response. >> endless borrowing is not a strategy. spending skrucuts have to come first. >> the tea party offered a third view. >> instead after leaner, smarter government, we bought a bureaucracy that now tells us which light bulbs to buy and which may put 16,500 irs agents in charge of policing president obama's health care bill. >> the president also called for investments in education, research, energy t the internet, roads and rail and asked for suggestions how to make his health care plan better or cheaper. >> 6:08. google is going to boost its work force by at least 25% in

the next year. the company plans to hire 6200 people. it will be google's biggest expansion yet. last year it hired nearly 4600 people. in 2007 it hired more than 6100. wall street may not like the announcement. google's payroll may grow faster than its refuvenue. yahoo! is laying off about 1% of its 13,500 employees. it's the second round of job cuts for yahoo! since just before christmas when it laid off soyx 0 people. the reason for the layoffs could be clear next week when the company releases its fourth quarter earnings. >> san jose leaders are trying to get around governor brown's plan to end redevelopment programs, trying to give two companies incentive to relocate or expand in their city.

council voted to give up to $1 million to solar panel manufacturer sun power and maxim products. that can be used for equipment and fees and taxes. the council delayed the vote that would have but dollars in the city controlled fund so that the state cannot get to it. the governor had proposed a plan to disban redevelopment programs to pay for state services. >> the weather has been pretty amazing. trying to prune the roses yesterday. it's hard. >> you look at the hill, we have no growth all over. we picked up so much moisture followed by a long dry warm spell. i think that you'll notice that as we head through the next week or so there is more rain and cold weather on the way for february. i believe we'll see rain by the

end of next week. keep that in mind. 52 in san mateo. it's pretty throughout in january. 46 for hayward. 46 in san jose. as we head through noon temperatures are going to climb to 64, 60 in san jose. not as warm in the east bay and the north bay with low clouds pushing in from the san joaquin valley. as a result we have high pressure in control. the clouds keep the temperatures down throughout afternoon. a few degrees cooler than where we ended up yesterday. high pressure keeping things mild for us. right about now we'll see the push and shove traffic on the highway. how it's looking with mike inouye. >> right, about now things get crowded and some of that push clearing up here, northbound 880 at thorton avenue. we have activity still partly blocking at least your fast lane as you come up through the area under the central avenue so keep your eyes on that.

it's going to cause a little slowing. more south of there. at the parkway. i'll let you know if there is an incident reported. here the issue is a slowdown because of more traffic out of the area you have to contend with the fog. keep that in mind. low visibility there and concord. less than a quarter mile visibility. 680 through the walnut creek interchange. earlier accident cleared but still slow off of the bridge and a dense fog advisory still in place as you go on interstate 80 up to davis. back to you. >> 6:12. verizon is talking the talk. what the product it's making. >> in the dog house.

jumped out the window. the cruiser was going about 30 miles an hour. the guy has minor injuries. he was headed to jail on a warrant for dlaer charges. additional charges are coming. did you not -- he was handcuffed. you weren't going to catch him? >> he could have been really hurt. he could have gone under the wheel or something. a climber known as spider dan is grounded. a san francisco jury found dan goodwin guilty of creating a public nuisance and delaying arrest after he climbed a skyscraper. the man used suction cups to scale the tower. he faces up to a year in jail and $1,000 fine. sentencing is set for tuesday. he may appeal. >> it is 6:16. you may not get to choose between paper and plastic. they are considering a ban on single use bags. the ban would call for a 10 cent

fee an paper bags. the ban is to protect the bay from plastic bags that often find their way into the water. it unfairly affects businesses like take-out restaurants and grocery stores. >> santa cruz would be the latest california city to approve a ban. santa monica did it last night. the city's ban will go into effect in september. another southern california city will consider one next week. >> a new program at sfo lets you carry your drinking water and drink it too. this afternoon leaders are going to be on hand to show off the first happen water filling station at a major airport. this is a big deal. you know you can't carry your water, they make you dump it out. now you can refill after you go through screening. the tap water stations are set up in terminal 3, and san francisco city leaders say they are going to have similar

stations throughout city to encourage people to cut back on plastic bottles. >> certain anti-estrogen drugs may reduce a woman's chance of dying from lung cancer according to a new study. researchers tracked more than 6,000 women with breast cancer, those who took the anti-escrow again drug were slightly less likely to develop lung cancer. more research needs to prove that the drugs effectively treat lung cancer. >> finding the right doctor might be as easy as a click of the mouse. an on line company is posting doctor ratings from across the country. minnesota-based medic analyze medical claim data and how well they follow standards for care. patients can see how their doctors compare against the rest. they get a one star for quality, two for efficiency but not everybody is thrilled by the website. some physicians say the data is

unreliable and ask consumers to look beyond the system. >> look at the data, talk it over with their clinic, but they should ask medika to do testing on the data. >> officials say that they are continuing to refine the data and are working with doctors trying to fix errors. >> this morning verizon is promising a smooth launch of the iphone next month. we found out from the website apple insider.com that the chief operating officer is saying quote we're not going to have flaws on the execution of the iphone. the company says it's learned from at&t's mistakes when the iphone 3g caused massive server meltdown. verizon added capacity with the iphone in mind. the company will begin selling the apple iphone on february 10. >> apple is not going to attend this year's mac world event again. the annual event lets developers

showcase their apple accessories. despite the no show from apple itself, the event organizers say the number of exhibitors is up this year compared to last year. yahoo! news says it's possible that accessories for the verizon iphone 4 will be one of the big showcases. last year's main attraction was the introduction of the mobile app showcase which reached its 10 billion download this year. >> if you had to dump your human partner or four-legged one which would it be? >> the results are in. some people could be headed for the dog house. 14% say they would go with the pet. more unmarried say they would stake with their animal. 8% of married people say they would ditch their spouse first. 92% say they'd stay. >> there you go. that's nice. i like anything positive. >> there is a niche out there.

the east bay and the north bay. take it easy. high pressure is going to bring our temperature up in the upper 60s. today we'll talk about that coming up. right now let's find out how we're doing on the roadways with mike inouye. >> more crowded throughout but i want to update issues for fremont. 880 at northbound side. we have an accident still with the activity trying to remove the overturned vehicle. it's going to cause for the dakota road. the flow all right, also found a reason for the slowing. reports of debris being cleared. now the debris is clear as well as the slowing. north we have no major issues through oakland for 880 or 580. the camera shaking atop our 13th floor, that means there is gusty wind that might be why the skies are cheer here. dense fog much of the east bay.

>> it's because of this. protests against its president that have been in office three decades. the protests raged throughout the night. three people were killed. it was organized through twitter, that's why it's off limits. >> thousands filled the square in central cairo and vowed to stay until the government was toppled. police moved in ands you see they started firing rubber bullets and tear gas. there is a crowd trying to clear people but three were killed. >> the tunisian government is trying to steal the pass wortds of its citizens' accounts. according to the article facebook security chief noticed something odd happening in the country after christmas. by january 5 they realized the government was stealing the passwords. the timing of the massive hack

wednesday morning. >> we had quite a bit of change at the bay bridge toll plaza. a lot of lights. we had flashing lights. the tow truck that was there cleared as well as the other rigs i showed you off the 880 overcrossing. all the backup because of the metering lights, things slower heading to the area. close to the limit approaching off the east shore from the carquinez bridge to the toll plaza, 19 minutes. the carquinez bridge got a fog advisory, we extend that to the benicia bridge so it looks like the fog is creeping in from the north bay. solano county since 11:30 last night issued the dense fog advisory as well. interstate 80 in davis and sacramento, tough to see at times below 300 feet. also through concord, you talked about less than a quarter mile visibility at times there, 242 going to see slowing for highway 4 and your typical slowdown and through just the volume of traffic. >> today is the big day for

mayors of california's nine largest cities including san francisco, oakland and san jose. >> the mayors are headed to sacramento trying to save money that the state is about to take out of their budget. marla is live at san jose city hall with what mayor reed plans to tell governor brown. >> reporter: it really boils down to nine against one. that's the mayors of california's nine largest city. they are all coming face-to-face meeting at the state capitol recording governor brown's budget proposal that is not boding well with local government. facing an almost $25.5 billion deficit governor brown has proposed eliminating redevelopment agencies, enterprise zones and wants to restructure services. mayor reed tells us it would be detriment tool the broken san jose budget. it is facing tougher times than

first thought. he predicts a 110 million shortfall, this means more concessions and service cutbacks. redevelopment generates $2 billion in state and local taxes. mayor reed says eliminating redevelopment agencies is unacceptable. >> so if that goes away that source of capital dollars, that source of investment, creating jobs no longer available. that would put us at a disadvantage from other states. we have to com beat texas and arizona to keep jobs that have groan up in california. we need a redevelopment person to do that. >> reporter: over all redevelopment contributes more than $40 billion annually to california's economy. today's meeting in sacramento brings together the mayors of the nine largest cities as well as san jose and oakland, l.a.,

rally in san francisco. they want to fight against cuts to social security and get more jobs to be created. retiree students and workers plan to gather at the federal building on seventh and mission street. they will speak out against cutting social security and why major job programs are needed a. similar event held in los angeles at about the same time today. >> some good news for your commute. california's newest highway, the new devil slide tunnel on highway 1 b. a year's worth of work before it opens. this is the first tunnel on the california highway since the caldecott tunnel was built in 1964. its opening is good news for those in san mateo county. >> gripe and ye shall receive.

happy about this long dry spell. they are making snow, though, in mammoth and tahoe. 44 degrees in oakland, 46 in hayward, as we head throughout the afternoon by noon temperatures are going to climb in the 60s for the south bay, sunnyvale 60, 64 in gilroy at lunch time. not as warm in the east bay and the north bay today because they are dealing with pretty dense fog out there. watch out for that probably until about 11:00 a.m. you can see this area here, this contoured color. that's an indication of the fog pushing through and keeping temperatures down a little bit as the sun's not going to break through the clouds until probably noon today. this is what you can expect as we head through this afternoon. 70 degrees in los gatos. 69 degrees for oakland and 69 in livermore. temperatures not fluctuating that much for tomorrow. 68 degrees, staying mild for the weekend. sunshine on tap for this weekend. a little more cloud cover than we had over the past few days. fog on monday. tuesday looks good. i want to bring your attention

kind of a behind-the-scenes peek. my partner in crime here, you get to see our new studios, of course a look at the transamerica pyramid. >> getting ready for a beautiful day. we'll be checking the forecast. in the meantime, today is the national day of mourning in russia. people are attending religious services for the victims of the suicide bombings monday at a moscow airport. many channels have canceled entertainment programming. the bombing killed 35 and injured more than 100. russian president dmitry medvedev fired the chief transportation officer today in the wake of that bombing. >> afghan president hamid karzai rushed back from a visit to russia to swear in the new parliament. today swearing in ceremony marked the end of a long battle over when the lawmakers would be able to start work. allegations of misconduct during the september elections delayed the ceremony and they are still being investigated. despite this the 249 members of

the lower house will now be able to start work immediately. president karzai said he hopes they would be productive. the bay area is home to the largest afghan population in the united states. >> the florida keys taking on a new meaning after a piano ended up in an unusual spot. people on the beach there trying to figure out how this old grand piano wound up on a sand bar. lots of theories going around. >> these guys planned it out. this wasn't a few that had a few beers and let's pull a stunt. this was calculated. they took their time. they definitely kept an eye on the tides. you put that anywhere else and it would be under water. >> of course that's all speculation. unless this piano turns out to be a danger to wildlife or boaters they say they are not going to haul it away.

>> right now volunteers are out on the streets of contra costa county counting the homeless. we have video from a similar count a few years ago. it helps the county identify the trends in homelessness, helps them get money from the federal government. >> layoffs for some, raises for others, part of a controversial plan on the table tonight for oakland public school system. today in the bay's christie smith joins us live from oakland. there are questions over raises that seem to come at an inopportune time. >> good morning. we've gotten so used to this on one hand, school districts talking about program cuts and layoffs. what's unusual is talk of pay raises at the same time. that's exactly what's happening tonight when the oakland school

board meets to talk about a line that might make a double take. 2% raises for all district employees. this comes as principals are asked to trim their own school wjs by 7% and the district is looking at slashing expenses by $12 million. the district is saying they understand it's not the most opportune time but teachers have gone without real raises in oakland for quite a while. they are among the bottom of the pay. oakland voters recently shot down a tax measure to raise salaries. the union is saying that they believe that the raises are due but the climate right now is another story and they don't want a situation where the raises are blame forward ig bigger class sizes. if you want your say on this the school board meets tonight at 5:00. >> thank you very much.

an update on the recovery of congresswoman gabrielle giffords. doctors upgraded her condition from serious to good and will move her to a rehabilitation hospital. president obama and the colleagues recognized her during the state of the union address. they stood and applauded. for her at the state of the union. >> a new poll shows 58% who watched the president's speech had a positive reaction to it. the president will try to take that with him into three plants in wisconsin. tracy spots live in washington, d.c. with more reaction to his address. >> reporter: the big issue was the debt and spending where democrats and republicans are opposed on the philosophy of what we need to do in this country. but the president's big theme was innovation. he called this our sputnik moment. talking about the space program and how it open add new

generation of jobs. he said that we can do that again here in america looking toward the future. >> we have to make nerk best place on earth to do business. we need to take responsibility for our deficit and reform our government. that's how our people will prosper. that's how we'll win the future. >> but when it came to the budget, the president called for a five-year spending freeze saying that we've got to look at some ways to cut the budget but not on the backs of the vulnerable and not at the expense of innovation or education. he spent quite a bit of time talking about replacing no child left behind with what would be a more flexible law. what was the republican response? republicans talking about spending said that some of the president's words were reassuring. after his two-year spending spree it's time to get budget

under control. >> thank you, tracie. it's 6:52 now. a south bay priest is a real life inspiration or an upcoming hollywood movie. reverend gary thomas spent a week in hungary during the filming of the film "the right." the pastor consulted on the movie's exorcism scenes. since 2005 reverend thomas met over 100 people who fear they were possessed by the devil. the vast majority of the cases were psychological in nature but he performed four exorcisms. the rite is based on a book about his enrollment in the exorcism course. the movie opens in theaters this friday. >> looks scary.

santa cruz surf top might soon be honored by the state. the city council asked the sight make the original o'neal shop historical interest. jack akneel opened his first shop in 1952 in a garage across from the great highway in san francisco. but he relocated to santa cruz in 1959 where he helped develop the surf culture we know is there today. >> a chicago man fired for wearing a packers tie has job offers. the father of two was fired at a car dealership on monday when he showed up at work supporting his favorite team. now other dealerships are offering jobs to that father too. he's been offered his old job wack. >> any one who think there is is too much corporate sponsorship in the sports world should look at the two teams playing. >> it's been around a long time.
