forecast. good morning to you. good morning. unseasonably warm. i think this could go down as the warmest january on record when all is said and done. we'll have to wait a little while to find out if that's the case. 74 degrees yesterday in gilroy. that would be the warmest city in all of the bay area. really warm day down in the south bay. 69 degrees for san jose. and oakland hit 68 degrees. this morning we are starting out mild, very comparable to where we were yesterday at this time. 46 in san jose. 51 degrees in san francisco. as we head throughout this afternoon, daytime highs will be towards 70 degrees. once again, san francisco, that's your average for the month of august. so abnormally warm. we'll tell you how long the temperatures will last and lounge it will be nice and sunny around here. you are talking about abnormally warm for san francisco. i have to report wet roads, no rain. you are looking at that for the weekend possibly, but we have a

report of someone who saw a live eyewitness report with a fire hydrant hit earlier in the morning with a geyser now shooting up and hitting the muni lines. no delays reported for the system, but you want to use 24th to avoid that intersection there. we have construction on the lower deck. the crew is blocking one of the lanes, the left lane heading over there. the drive through the maze is smooth. back to you. it is 5:01 right now. trying to save millions of dollars for the golden gate bridge could take a toll on dozens of jobs. "today in the bay's" marla tellez is live at the golden gate bridge where they could go away with human toll takers. good morning to you. >> reporter: good morning. technology could soon takeover the toll plaza here. the golden gate bridge highway and transportation district will

need to consider ill eliminating the 32 toll takers and replace them with fast track receivers and video cameras. this would save about $22 million over ten years. and here's how it would work. cameras would report the license plate of every driver without a fast track transponder and then send a bill to the car's registered owner at the end of the month. now, currently 66% of drivers use that's track. those who do not have it can link their credit card to their license plate. they can pay online, at a bridge kiosk or calling 511. a spokesperson for the bridge district says it is an attractive plan since the bridge is facing an $89 million deficit largely because government funding for the bridge district has been virtually eliminated in recent years. now, if approved the system would go into effect and

installed later this year. it will be tested before going live in december of 2012. for now, we are live in san francisco this morning, marla tellez, "today in the bay." don't get blown away, marla. thank you very much. a new poll shows 2/3 of californians are in favor of a special election in june. governor brown says the special election is necessary to get the state budget under control. according to the public policy institute of california, 66% of likely voters agree compared to the 50% behind the 2009 special election and the 40% behind former governor schwarzenegger's 2005 special election. the poll asks people about the governor's budget proposal. 58% of californians are generally satisfied with the plan while 29% are dissatisfied. when it comes to governor brown himself, the jury is still out. 41% of californians approve of him so far. 19% disapprove.

39% say they are still undecided. people not as forgiving when it comes to the state legislature. 26% of people approve of what lawmakers are doing. 55% disapprove. 19% just don't have an opinion. new this morning about what could be a homicide after more than a decade 82-year-old lowell nogel died on january 27th after being attacked 11 years ago. the attacker is 49-year-old walter jones who is currently serving a 60-year sentence for the attempted murder of the beating of his own mother and her boyfriend at the time. the main cause of noble's death was head trauma. the state plans to review the case again before deciding to recharge jones. one of america's safest big cities is now reporting its seventh homicide of the year. this afternoon people in east san jose are calling on city leaders and police to make their neighborhood safer.

chuck reed will meet with members of the city tonight at 7:00. the recent spike in violent crime understood scores the city's need for a police chief committed to a strong community policing and gang prevention. right now the city is still searching for its next chief. the man reportedly on the short list for the job is chris moore and current oakland chief anthony bass. oakwood city is looking for a new top cop this morning. luis is leaving and in a statement he says, quote, it is time for me to step aside and let his or her own director take charge of its own team. his last day is february 16th. several health organizations on the peninsula will be giving a total of $2 million in grants. the peninsula health care

district will award the grants to organizations in san mateo county. among the 12 groups getting grant money are the college of san mateo nursing program, the peninsula jewish community center, the women's recovery association and the children's health initiative. this afternoon the giants' world championship trophy is making a stop in the south bay. fans will be able to see the trophy at the santa clara convention center today from 1:30 to:30. 3:30. snap your own pictures in line but only a professional photographer will take pictures of the fans with the trophy. then the trophy heads to sacramento. a chance for a trophy in san francisco's fisherman's wharf this morning. it is a celebrity crab cracking competition. this features some of the top chefs with local celebrities. the twosome that cracks the most crabs wins a $1,000 prize going to the winning celebrity's charity of choice.

but construction on 680 in the area demanded that for safety sake. you can use canyon road as your alternate. 15 minutes until that is cleared. 680 is still moving despite the construction in the area. 580 approaching the area, moving very nicely through livermore. eastbound out of the area we do have a dense fog advisory for you. keep it in mind heading towards tracy and sacramento. if you think traffic is bad in the bay area, try driving in shy china. they have some of the worst traffic in the world with some 5 million cars on the road. traffic congestion is so bad in beijing you now have to win the lottery to own a car. the new lottery system is part of beijing's effort to keep 600,000 cars off the road. last year motorists in beijing spent an average of 62 minutes in rush hour traffic.

welcome back, everyone. a good thursday morning to you. a hit hazy as we look outside. record temperatures near the bay area. very lucky compared to what's happening in the east. we'll look at the forecast for you coming up. take a look at this. an erupting volcano continues to

blanket parts of southern japan. a huge cloud of smoke rising 5,000 feet into the sky. a nearby village was smothered in ash. visibility was so bad train service and flights had to be suspended in the area. people were wearing masks there. people also were banned from going within two miles of the volcano. no reports luckily of injuries. the university of iowa is trying to diagnose an illness that sent a member of its football team to the hospital. 13 hawkeye players were hospitalized after becoming ill after intense offseason workouts. officials say they all suffer from a condition that breaks down muscle fibers and then enters the bloodstream. patients can suffer cell damage and even kidney failure. doctors say it was possible the heavy workouts were a factor to their illness. the university officials say they want all the facts to come out before making a conclusion. >> the common denominator for each of these individuals had to

do with the fact that they were undergoing a workout, a heavy exercise program. >> there's a little bit of questioning and investigation that has to occur. we are relying on physicians and health care and the professionals at the university to help us. >> doctors say all the football players are responding well to treatment at the hospital. as the hospital spokesperson says, they are not sure if any took any supplements that could have triggered the illness. this morning a former band member is under arrest for allegedly threatening the mayor of sacramento inside a restaurant. officers say fred nelson jr., the former drummer for the band oleander, approached the mayor yesterday at a restaurant inside the citizens hotel asking to talk to him outside. nelson told the man he couldn't go with him, so he gave the mayor a warning. >> okay. i just told him that -- >> i felt threatened. one, i hope no public official

has to be in that predicament or situation. >> i don't think it is a threat. i think of it as a warning. >> friend tell our sister station in sacramento nelson was diagnosed with a mental disorder and may have been off his medication. nelson also apologized. drug dealers are finding new ways to smuggle drugs into the u.s. by using old techniques. we have recent surveillance video shot by u.s. customs and border protection. you can see suspects loading drugs into a catapult that was towed by an suv. just like the ones used during the medieval times. they fired off a number of packages before u.s. border agents were able to call in u.s. officials to the scene. the suspects fled leaving behind the catapult and 45 pounds of marijuana. nearly 26 million americans now dealing with diabetes. the centers for disease control and prevention released a new estimate yesterday. that means that 1 in 12 americans have the disease.

that's a 9% increase from the 2008 estimate. the two reasons are for the increase, more people developing type two diabetes from obesity and people who have it are living longer. the federal government says social security will be drained in 2037. a new congressional projection shows social security running deficits every year until it runs out that year. in 2011 it is projected to collect $45 billion less of payroll than it pays out. congressman dennis kucinich is suing the congressional cafeteria. he says a sandwich wrap caused dental damage. the suit calls for $150,000 in damages. he said the wrap, quote, contained dangerous substances, namely an olive pit. watch out for those pits. encouraging news for those looking for work. a new survey shows the economy is growing faster than

predicted. the latest economy survey shows they will create more than 2 million jobs this year. last year the economy added half that number of jobs, but unemployment will still stay near 9% at the end of the year. a majority of economists say it will be 2016 or later before unemployment drops to the normal rate of 5%. an update to a story we brought you yesterday. a penguin arrested in peru for taking a wrong turn is now on his way home. tomas was taken out to sea yesterday to return to his colony. swim with the fishes, but in a good way. his family lives on an island off peru's coast. he was picked up earlier this week after he ended up miles from his island home. he and all other humble penguins are protected under the endangered species act. good-bye, tomas, have a good life. 5:18 right now. pretty good if you live anywhere in the bay area.

we are pretty spoiled here on the west coast, christina. >> oh, yes, we certainly are. i'm so curious how they handcuffed that penguin. 71 in gilroy yesterday. it was just a gorgeous day in the south bay. not quite as nice yesterday in the north bay or the east bay with a lot of low clouds. but today we'll see more of the same. sunshine, foggy starts in the east and north bay, but temperatures are climbing to the 70-degree mark. it puts it in perspective. yesterday when i saw a guy walking down the street with short sleeves, flip-flops and eating an ice cream cone. yes, that is in january. 46 in hayward right now. heading throughout the next few days we are going to see a little bit of a change. we have dense fog in the north and east bay that is going to start to push back off to the east where it should be courtesy of onshore flow. that means san francisco, the fog will be back in your area probably as we head into this

both the venetian and cartinas bridges have a fog advisory. it is sticking in place for the remainder of the morning. hopefully clearing by 10:00 once the sun starts to heat things up and the fog lifts. so far that's the issue there as well as predictably concord. the 63 slowing will show up near antioch. the emergency closure of cook canyon road. the on-ramp to 680 is closed until 6:00 a.m. use bollinger canyon road to the south. the southbound side will find slowing at davis because of an accident there moving to the shoulder. i'll follow that and send it back to you. thank you very much, mike. palo alto's mark zuckerberg created facebook to help his social life, but did he expect this? facebook flirting giving new meaning to getting social. robert kovacik in l.a. reports all the posts and likes are

look at our very warm forecast. it always looks better for a new set. good morning to you in the bay area. it is a gorgeous day today. not so gorgeous right now with the really dense fog in the east bay. it is also drifting north courtesy of an offshore flow. the strong offshore flow has santa ana winds kicking down south. 85 degrees is the forecasted high in anaheim today. we are talking about 75 in gilroy later on. we are at 37 right now. 69 degrees in concord today. 69 in san jose. 69 degrees in almaden valley. temperatures will drop by five degrees tomorrow. the offshore flow won't be as strong. that means more fog in places like san francisco. we'll go into detail as to when to expect the rain that scott told you about coming up. stay tuned for that. back to you guys. thank you, christina. new this morning, a refinery shut down fueling fear that is gas prices could rise in the bay area. marla tellez is live with

details. we are already seeing gas prices up this year, so how much will we see them raise now? >> reporter: unfortunately, it could get ugly. don't be surprised if gas prices reach $4 a gallon by memorial day here in the bay area. it has happened before and could happen again. and here is why. the vallejo refinely will be closed longer than expected for maintenance. initially it was to be shut down for five weeks but now has been extended to seven weeks to february 19th. the valero corporation says there's no reason for the extension. nevertheless, this could drive up gas prices more considering the shell refinery in mart nasa is expected to shut down some units before june. and that the refinery in martinas is scheduled for maintenance later this year. according to gasbuddy.com. gas prices average $3.41 in san

world gas on san pablo avenue is cheaper as well. you can also check out gasbuddy.com. this morning an oakland police officer is off the street after killing a man wanted in a drive-by shooting. police chased two men in a car for ten minutes late wednesday afternoon. the chase ended at 85th avenue and san leandro street. the suspect fired shots near 79th avenue earlier wednesday. the man who was shot was armed with two weapons. officers arrested another man in a car. the officer involved in the shooting is on paid leave during the administration which is standard procedure. >> a memorial today for a young oakland woman killed in a snowboarding accident. rashika keith died on saturday afternoon crashing into a ski lift. it happened near lake tahoe. she hit the tower while riding her snowboard like a sled instead of strapping it to her feet. she was 22 years old.

the student was at uc santa cruz and was involved in theater. the memorial will be at the uc santa cruz campus from 12:30 to 2:00. this morning we are hearing from the man who was killed by the school district's police this weekend. rasheed brown was sitting in the passenger seat of a parked car and stabbed an officer with a screwdriver. that's when the other officer started shooting. brown's mother can't believe shooting and killing her son was the officer's only action. >> i was so upset that my son god got murdered by school police. these people are supposed to protect our children. >> the car turned out to be stolen. and police say they found a gun in the car. but brown's family says brown didn't have a gun and it was not a real threat. three separate agencies are investigating this incident. thmpblts afternoon the south bay

police officer will link charges linked to a hell's angel conspiracy. the police officer is expected to enter his plea in court accused of a plot to give confidential records to hell's angel member william betancourt. a san jose woman viviana rodriguez was also arrested in the plot. the information was offered up to settle a bet. if convicted the officer faces three years in prison. betancourt could get 25 years to life under the three strikes law. the work begins this morning for san jose mayor chuck reed who is by busy working to keep jobs in san jose. mayor reed is returning from sacramento to tell governor jerry brown if you eliminate work agencies you eliminate more jobs. governor brown and the state are looking at a $25 billion budget deficit. the governor feels one way to cut the deficit is to shut down

redevelopment agencies. that would free up close to $2 billion. but mayor reed is telling governor brown now is not the time to take away that money. >> we want to impress upon him the importance of this redevelopment funding to creating jobs at a time when california is at such a high unemployment rate. >> there could be a possible compromise. mayor chuck reed and his fellow mayors are working on alternative proposals. but they have to move quickly. the governor wants the budget in place by march. well, if you want more you are in nurses you need more nursing teachers. san jose state will offer a doctorate in nursing practice to give the students qualifications they need to teach at the university level. it will be a joint nursing program with fresno state. and this is a timely move. the u.s. bureau of health professionals projects california will a shortfall of 100,000 nurses in ten years. we are already left with less than nurses per capita. anyone who plans to get a ph.d.

in nursing will have to pay more this fall. fees will be hiked 10%. you are looking at a tuition of $10,500. oakland's public school leaders are making tough decisions to figure out how many schools it actually needs. for the past ten years the number of school-aged children have increased but enrollment in public schools has gone down significantly. many are going to charter and private schools instead. oakland's school leaders are now looking at the number of schools needed and where. and they are going to hold a meeting tonight from 5:30 to 8:00 at the jack london aquatic center. a poet from the bay area famous on youtube will be on the talk show "ellen" today. young, talented are some soft of his qualities to name a few.
