good morning, everyone. i'm scott mcgrew. it is 4:30. we'll get right to the east bay forecast and christina loren. good morning, scott. thank goodness it is friday. we are going to see changes this weekend. in fact, today is 5 to 10 degrees cooler than yesterday. we are starting out at 39 in concord. and 38 degrees in fairfield. we also have some really dense fog in the east bay this morning. take it easy out there. make sure you travel cautiously. we'll talk to mike in a minute about your commute. i want to point out a couple things about your forecast today. the onshore flow has returned. for us we'll see the fog along the peninsula as it had been confined to the east bay and north bay the last couple of days. temperatures will be cooler heading through this afternoon. then rain is on the way this weekend. we'll talk about that all throughout the morning. let's find out how the traffic

is doing. overnight folks were busy at work making sure the roadways were cleared by the time the commute started. this is 580 here. you do have construction with one lane blocked in either direction. no major issues. the on-ramp could be closed for a couple more hours, but you can use diablo instead. you can see westbound out of the altamonte pass, an easy drive. into the altamonte pass in stockton, we have thick fog in the central valley. cartinas and venetian bridges have a fog advisory because tough visibility comes into the north bay from the east bay or out of the north bay coming from vallejo down to richmond. concord has a quarter mile visibility registered there. that could be why the last ten minutes we are seeing speeds in the 50s. even though it is friday light, it is not easy to see out there.

the commute may get more convenient, at least that's what b.a.r.t. officials want to do with the latest proposal setting up market at certain stations. christie smith is live in oakland with details. >> reporter: good morning, scott. happy friday to you. you know, this would truly make riding b.a.r.t. a one-stop shop where you can buy flowers, do banking and pick up some takeaway food. but it is the food thing that has one b.a.r.t. director a little concerned and shaking her head over what might happen. gail murray thinks it could create more problems with people eating and making messes on trains and platforms which has been a chief complaint for loyal b.a.r.t. riders who don't want to sit on sticky seats. but the plan itself involves a company called transmart. the master retail developer. if you have used transit in boston or chicago you know how it works. those accounts in those cities brought in more than $2 million.

right now b.a.r.t. just approved negotiations with the company. there are still a couple studies to do on how it will work here. they will first probably focus on busier stations like sfo, downtown san francisco, oakland and burke lee. they are going to set up kiosks for people to do business. they are talking about adding tech centers and even a concierge service where you buy something at one station or online and you can pick it up when getting off the train at the end of your ride. that's the latest from here. reporting live in oakland, kristy myth, christie smith, "today in the east bay." the bomb squad and military were called to a home on maria avenue in concord last night after a woman sorting junk in a garage found grenades. some of the homes were evacuated. other neighbors were ordered to stay inside. in the end the grenades were

found to be immersed. t it is not clear how the woman came in possession of the grenades but she has not been charged with wrongdoing. oakland's police chief will not be san jose's top cop. the source at san jose city hall says city leaders were concerned with anthony batts' background. it stems from his days as the long beach police chief. so oakland police chief batts is not jumping ship to the east bay. he is critical of the city saying i have not made a final decision as to my future with this agency. it still needs to be determined if i'm a fit for the city of oakland. january brewer says what batts has to do to keep his job. >> i think he has to say, i really want to be in the city, i like the city and i'm going to

implement my plan. >> you saw just a minute ago acting police chief chris moore out of san jose. he'll be promoted to become the police chief pending approval of the city council next tuesday. conducting the search is san jose's city manager debra figone. meanwhile, a doctor accused of sexually assaulting a patient is going to be in court today. a 28-year-old woman told police he assaulted her last month. doctors arrested him at his oakland home. he peacefully surrendered. this morning richmond police are cataloging what they found in the largest single weapons seizure in department history. detectives found 18 guns including several assault rifles at a home on san joaquin street.

also tnside a kilo of cocaine and 9 ounces of meth. they arrested 39-year-old cornelius savage at the home of multiple weapon and drug offenses. police say they are not sure why savage was stockpiling the weapons but does have an extensive criminal history. dozens of pitbulls found stacked in cages inside an oakland home are waiting to be adopted this morning. the dogs were found in a two-bedroom home in oakland'scy bronte neighborhood. many were covered in scars. >> the scars were most likely from fighting whether it was organized fighting or whether it was just the dogs getting out and getting into fights. >> 68-year-old arthur yancey is under arrest charged with animal cruelty. he told police he rescued the animals but he has a prior animal conviction back in 1993.

several of the dogs were in such bad condition they had to be put down. others were sent to shelters around oakland. some were sent out of state. east bay lawmakers want to know how budget cuts are affecting the developmentally disabled. cuts have already eliminated jobs of small and midsized businesses. further cuts proposed by the governor could affect 30,000 more people with disabilities here locally. a town meeting will be held today at the state building auditorium in oakland on clay street from 9:30 to noon. you may hear the roar of military jets sweeping over oakland. two marine f-18 hornets will land at oakland international at 9:00 this morning. the jets will takeoff from the airport two hours later at 11:00. it is part of a training program. a special honor this weekend for an east bay japanese american who refused to go to an internment camp during the second world war. sunday will be the very first fred coramatsu day in

california. coramatsu was 23 years old when arrested in downtown san leandro in 1942 for refusing to go to a camp for japanese-americans. a program in honor of the day will be held at wheeler auditorium at uc berkeley at 2:00 in the afternoon on sunday. coramatsu died in 2005 at the age of 86. we'll check in on the weekend forecast and christina. good morning. >> yes, the weekend has arrived. we have really dense fog in the east bay. that's going to make your friday morning commute a little more difficult than normal. we do have about five miles of visibility in oakland. less than a quarter mile in fairfield and concord. more reduced visibilities heading out from the east bay to the north bay this morning. take it easy. we have fog developing along the peninsula this morning as well as the onshore flow kicking back

in. for us that means temperatures are already cooler this morning than this time yesterday. widespread cool temperatures, 39 degrees in concord. 35 in livermore. 38 degrees in fairfield. you'll need that jacket this morning and probably this afternoon you will notice the difference. we are going to see more cloud cover throughout the day today. the low pressure tries to push onshore here. it will bring us some rain as we head into sunday. so we'll go into detail about that, how much rain we are expecting and when. that's on the way. i think some people have been missing the rain. how about you, mike inouye? commuters always say they want the weather, they love the weather. then when it sprinkles everything comes to a halt. i don't know if we like it on the roadways, but we don't want anything else besides this. right now we have a bumper near davis street south of the coliseum. traffic is flowing nicely because the live look shows how light it is near the coliseum. southbound with the highlights coming up hyatt street. northbound past the coliseum as

were watching as the space shuttle challenger exploded less than two minutes after liftoff. i was in physics class. the crew of seven killed instantly. their legacy lives on. there are 50 challenger learning centers dedicated to teaching math, science and space to a new generation. there will be a public memorial to the challenger crew later today at the kennedy space center. several northeast cities are digging out after another record-setting storm. take a look, january has been the snowiest month ever in connecticut. with another foot maybe more, they have had nearly five feet of snow this month. the record were set back in 1945. the mayor of hartford declared a state of emergency. double-digit snow was common from d.c. to maine. meanwhile, a fantastic forecast is ahead for us. the rain is coming in faster than we thought it would.

this is what we are expecting as we head through probably the next 24 to 48 hours. we are already seeing some major changes. today we'll be much cooler as onshore flow really kicks in. 65 degrees is the high in san jose. south bay will be the warmest. if you are waking up in the east bay with us this morning, it will be cooler than it was yesterday. you will need the jacket this morning. we have some really dense fog out there as well. so let's talk about where the reduced visibility is in fairfield and concord. checking in with less than a quarter of a mile. temperatures will climb, i would say, to about the 60s. maybe ending up in the 50s for the east bay. fairfield, 38 degrees with the low cloud cover. that is not going to be able to break through until noon today. low pressure providing onshore flow. this is what it looks like when it comes to the timing of this system. by 11:00 p.m. we'll see some really dense fog and onshore flow kicking in. then by 6:00 p.m. tomorrow that's when the first line of showers will come through. it looks like we'll see scattered showers probably all the way through 7:00 a.m.

sunday. then after that the whole system clears out e leaving us with a pretty good second half of sunday. we'll talk about how much rain we are expecting coming up. let's find out how the drive looks with mike inouye. according to your maps and the reports i'm getting from chp, you said quarter mile visibility. further north in cartinas and venetian bridges, you'll have a tough time seeing there. both have a fog advisory issued overnight by chp. we have a quarter mile visibility in pittsburgh and bay point, i have seen those speeds fluctuate near 50 and 60 in pittsburgh heading to concord and 242. keep that in mind. antioch, even on a friday light, we'll start the slowing at 5:30. livermore in and out of the area, you'll encounter fog towards sacramento. a live look at the bay bridge, the low clouds are hovering near the oakland hills. mountain view based-linked in is the first social

networking company to formally announce plans to go public. the firm which has 90 million members worldwide plans to raise $175 million in a public stock sale. rumors have been circulating for months now that facebook would make a similar move. now to nicole lapin at cbs cnbc world headquarters. >> reporter: good morning. futures are lower partially due to disappointing numbers from microsoft and amazon. microsoft is hurt by weak pc sales as more people are buying smart phones and tablets. and they were impacted by holiday discounts and free shipping offers. the bigger news today is fourth quarter gdp coming out in 40 minutes showing how much the economy grew last fall. growth is expected to be boosted by a jump in consumer spending. we also get data out on consumer sentiment and earnings from ford, chevron and honeywell.

the dow was up to 11,989. the nasdaq composite rising 15 points to 2755. making headlines this morning, borders is getting another lifeline. they received half a billion in financing from ge capital to pay its vendors and just stay afloat. borders has been struggling as consumers are buying more books online. holiday sales falling 14%. the company says despite securing that money bankruptcy is still an option. there are 700 borders bookstores in the united states. google is inching ever so much closer to releasing android software for tablet devices. several new models will be launched this year to compete with the ipad. google is beta testing the droid 3.0. it has a redesigned on-screen

switch to verizon. verizon has not confirmed or denied this e-mail. former south african president nelson mandela is heading home after a short stay in the hospital. doctors say mandela was discharged after being treated for acute respiratory infection. mandela is 92. he was admitted to the hospital on wednesday for what was believed to be bronchitis. doctors say he's in stable condition. they will monitor him at his home. the don't ask don't tell rule in the military is no more. congress dismissed it in december. the question now is how long it will take to enforce the new policy. the military says there are other issues that need to be addressed like housing and benefits and recruiting. tracie potts is in washington this morning with how the military will tell congress its plans to get the issues

around 10,000 americans turn 65 years old every single day, so happy birthday to you. they are part of the baby boomer generation. those who have grown-up together are growing old together. as erika edwards reports, millions of them are expected to face a heart-breaking and costly disease, alzheimer's. >> reporter: these are the years many baby boomers are thinking about retirement. grandchildren, maybe a few rounds of golf here and there. but millions will spend their twilight years suffering from alzheimer's disease. slowly but surely losing the ability to remember and recognize their family. >> alzheimer's is ultimately fatal after progressively taking away everything that an individual knows as themselves. >> reporter: harry johns is president of the alzheimer's association what has released a new report on the mind-robbing disease. while 5 million americans have already been diagnosed that number is expected to rise dramatically. >> me if we can't get a change,
