matter. it is still doing going to be above average. this is the 15th consecutive dry day in the bay area, but we are already seeing some changes. more of an onshore flow is providing more fog to the peninsula. that's probably going to be the case heading throughout the next couple of hours. visibility is pretty high over the peninsula. it looks like these temperatures are already much cooler to start. we are also going to end up much cooler today. temperatures only ending in the upper 50s to low 60s. we'll talk about when the rain is expected and how much we are looking towards coming up. back to you, marla. thank you, christina. well, there's a new top cop in the bay area's largest city. sources inside the department say chris moore is the choice. now, moore is a scholar, a lawyer and 29-year veteran of the san jose police department. but despite those accolades, the new chief is facing resistance from community groups throughout the city. "today in the bay's" bob redell is joining us live in san jose this morning with a look at why

some people are criticizing this pick. bob? >> reporter: good morning to you, marla. some advocacy groups think that sjpd needs to change the way they deal with minorities, but they argue that does not happy sticking with an insider like chris moore to lead the department. that's why later today groups representing asians, african-americans and latinos will protest here where i'm standing at. this will be later this afternoon. they are going to ask the city council not to confirm moore as the city's police chief when they meet next tuesday. instead they would like to see this man, oakland's police chief, anthony batts to get the job. he would become the first african-american police chief and he is an outsider that they believe could bring change to the police force. he has confirmed that he did not get the job. now n receipt years there's been charges of discrimination leading to mistrust among those in the latino communities in san jose.

critics argue nothing will change by going with chris moore since she's a veteran of the department, but moore's defenders point out that at least in one instance he's tried to smooth relations with minorities. many of the minorities were charged thousands of dollars for being pulled over. chris moore stopped that practice. members will get to question moore on tuesday before giving him a yea or nay. the problem is they believe he'll have no problem receiving approval. a funeral will be held for an 18-year-old shot and killed while riding his bicycle. friend and family members will gather to remember hugo gutierrez. his funeral will be at 10:00 this morning. he was shot and killed in front of a restaurant last week. san jose has had seven murders

since the start of the new year. new clues this morning in the dublin murder case that happened 25 years ago. deputies now know at least two men were involved in the murders of harv and kaiko ringheim. they has been married for less than a year when brutally murdered in 1986. those responsible for the killings still haven't been caught. there's a $50,000 governor's reward for information leading to an arrest in this case. the state panel in charge of investigating the san bruno explosion may make some of its findings public. the president of the california public utilities commission says he'll endorse the proto saz to make parts of the investigation available to watchdog groups and the media. many consumer advocates have complained the commission was holding too many closed door meetings about pg&e's roll in the explosion. the september 9th pipeline explosion killed eight people and destroyed dozens of homes.

blue seals is now the only california insurance company to go ahead with plans to raise their rates in march. and this means some policyholders will see their rates jump by 59%. the company says higher hostile and prescription drug costs are causing the spike, but the company says it will refund members if and independent firm find errors in its rate filings. the state and insurance commissioner says anthem blue cross, etna and pacific care have all agreed to delay health premium hikes for 60 days. a celebration on san francisco's embark der roe later today to honor the founder of the peace corps and to celebrate 50 years of international service. since sargent shriver founded the peace corps, more than 200,000 americans have served as peace corps volunteers in 139 countries. today's event will feature a tribute to sargent shriver who

passed away last week. more than 150 alumni will share photos from their time. it kicks off tonight at 5:00 this evening at the ferry building. the three-day event at the san jose convention center this weekend features exhibits by medical marijuana dispensaries, collectives and care0l givers. just like last year, therexd wot a self-medication tent. and san jose police officers will not be on hand. instead, the organizers are bringing in private security. the convention is for people 18 and older but you do not need a medical marijuana card to attend. tickets are $20 apiece. they left their hearts in san francisco. large decorated hearts are back in the city as part of the annual hearts in san francisco project. the project commissions local artists to decorate heart sculptures that provide a

light-saving source of funding for the san francisco hospital's foundation. >> these fund the amazing trauma centers that we all -- we don't want to go to the trauma center but it is there in case of emergency. >> the hearts will be sold at the annual heroes and hearts luncheon on february 10th. the project raised $1.5 million last year. let's get ready to rumble! strike four is in the south bay this weekend featuring the football legend herschel walker. walker and the other competitors will weigh in at hp pavilion tonight at 4:00. the event is open to the public. this is walker's second time in the cage. he's set to go up against scott carson in the heavyweight bout friday night. it is a version of mixle martial art s. you made it through the workweek. christina loren is joining with

us a look at your forecast. good morning to you. yes, it was a beautiful week. we have changes for the weekend, though, unfortunately. if you have been enjoying the beautiful temperatures and the clear skies, it is all going to come to a close. as we head through this afternoon, partly cloudy skies expected for you. we are already starting out with temperatures running about five degrees cooler than we were this time yesterday. so you'll need the jacket as you make your way out the front door. 44 degrees in san jose. we hit 70 yesterday. 35 degrees in gilroy. 75 degrees with a high in gilroy. they broke a temperature record. and as we head through the afternoon, temperatures will be much cooler. so you'll probably need that jacket throughout the day today. we've got more of the onshore flow pushing on courtesy of a system of low pressure. you'll notice the cloud cover from that system. then probably tomorrow starting at about 6:00 p.m. showers on the way. we are not expecting a lot of rain, maybe a quarter inch at best. 65 degrees in san jose. 60 for oakland. 60 degrees in santa rosa. rain to the north if you are traveling there.

after all, it is a getaway friday. how are we dipg on a getaway friday, mike? heading out of the area we are all right except for the fog you are talking about. we have an issue in the south bay. besides the fog floating around throughout the east bay, we have an accident on northbound 87. an overturned vehicle is there. they are blocking one lane. reports of debris are across all lanes. all lanes were closed for a short period of time. we are seeing a considerable amount of slowing in the area. keep that in mind. crews are still on the scene. i can barely see it on the san jose camera. moving to livermore, we have a disabled vehicle at airwood boulevard. a fedex truck is in the middle lane. and the fog advisory for the cartinas and venetian bridge will continue throughout the morning. visibilities will be tough to drive with this morning. the federal government is moving money around this morning frantically trying to avoid running over the debt limits. the debt limits of $14 trillion. put another way, 14 thousand

minutes after liftoff. as "today in the bay's" jay gray reports the crew of seven was killed instantly but their legacy lives on. >> and liftoff. liftoff of the 25th space shuttle mission. >> reporter: 25 years later. >> challenger, go at throttle up. >> reporter: the pictures and the pain still linger. >> it was such a shock to the nation. it hit deep in our psyche. >> reporter: an image seared into our national memory and honored now with memorials that include the annual laying of wreaths at kennedy space center where seven were lost that day including the first teacher astronaut, kristy mccull louisiana. >> to hear there's going to be a way to talk to a teacher in space, this is all a new idea. how did that happen? >> reporter: it didn't and hasn't since. but the dream of mcculla to break through barriers has occurred.

people want to be in san francisco. they want to work for a successful company up here. they don't want to do that commute. >> sales force will be building a campus in mission bay. mayor ed lee says the decision is great news for san francisco's tax base and future developments. twitter is also looking for more space and mayor lee is hoping the communications giant will follow sales force's lead. a job hunter's boot camp kicks off at 9:00 in burlingame. congresswoman jackie spear and assembly member jerry hill are focusing on this workshop. they will help those out of a job for at least six months. industry opportunities include tech, financial services, health care, travel and hospitality. today's event is full but to sign up for the next job workshop coming in april you can call the number on the screen, that's 650-342-0300.

time now is 5:17. unfortunately the warm weather won't be as warm. christina is here with a look. >> good morning to you. we do have one more unseasonably warm day, but we won't be in record territory. traditionally we check in at 57 degrees for our high this time of the year, but today is looking more like 60 degrees. some places will hit 70 in the south bay. we have dense fog keeping the temperatures down in the east bay and north bay this morning. less than a quarter mile in fairfield and concord. a lot of the fog is difficulting with fog along the peninsula this morning which we have not seen the past few days because of the strong offshore flow. we are changing. the low pressure system is providing more of the onshore flow. and also some rain showers as we head into tomorrow. so if you have not washed that car, don't do it, hold off until probably after sunday because we do have rain on a the way. onshore flow is going to bring some really dense fog towards

the peninsula and the south bay. in fact, widespread fog as you wake up tomorrow morning. saturday doesn't look all that pretty compared to the days they have been seeing. you can see the marine layer already pushing onshore. we are looking towards widespread fog tomorrow, probably for the first half of the day. then by 6:00 p.m. just in time for the evening plans the rain starts. it will move through very quickly. it will probably take up or pick up close to a quarter of an inch. the whole thing will clear out for the second half of sunday. we'll go into more detail and tell you who will get the most rain from this system and also talk about what's to come for next week because it does continue to change. so that's on the way. back to you, marla. thank you, christina. it is 5:19 now. those empty b.a.r.t. stations could soon be filled with something to make your day a little easier. we'll explain coming up in a live report. and the president has plenty planned for the coming year, but

we'll take you to the south bay as we continue to follow this accident on northbound 287. there's slowing because emergency crews are headed up to kerger avenue. one plane lane is blocked due to an overturned vehicle. you do have a slowdown caused by this accident. not yet by the morning commute and volume. the south bay is looking all right. 101 past toll lee is seeing construction. you may expect that. also more slowing near san mateo. 7:30 is when it will hit the roads. you may also get hit with fog, so keep that in mind along the peninsula. you have not seen that the last couple of days, but today you will. the connector is seeing an accident following to the san francisco airport. at times the fog has been so thick that you could not see into the distance. the bay bridge is showing fog in the area. i'm going to issue an advisory

on the bridges. when you hit the fog it will be tough to see. 5:23 now. a big week in washington that started out with the state of the union. it will wrap up with details on how the military is going to transition from don't ask don't tell. the repeal was a big win for the president but now that republicans are in charge of the house with more members in the senate, president obama is going to have to take a different approach if he wants to get things done. now, joining us this morning from washington, d.c., is "meet the press" host david gregory. good morning to youx you, david. >> good morning. >> you are talking to measuring con mitch mcconnell this weekend. will it line up with his state of the union? >> well, i don't know that it does. there's a question on whether republicans will be onboard with the president. they want to see more spending cuts. the president is talking about new spending and new investments when he proposes his budget.

i think there's going to be a fight on their hands in this new era of divided government here in washington. but there's also the divisions of the republican party itself. the tea party influence and the like that is something senator mcconnell has to navigate carefully. >> i saw your analysis after the state of the union. what's the most interesting goal the president outlined in the state of the union? >> well, in terms of goals achievable, the president wants to start on reauthorizing education reform and no child left behind. i think he feels like that is an area where he can get agreement with republicans and try to set a pattern for some cooperation to build on, what they did during the lame duck session, but then you quickly get into this business of the deficit, excuse me, of the budget and the vote on the debt ceiling. our dealt debt is over $14 trillion. we have to increase the debt ceiling so the government can borrow more money. we have a lot of republicans saying they are not going to do that unless there's an agreement

on specific cuts. and the president, i think, is going to ratchet up the argument on that saying you don't play around with that, you don't play politics with the debt limit. >> i mentioned earlier details will be released today about the repeal of don't ask don't tell. and defense secretary robert gates is confident it will be complete by the end of the year. do you think that's possible? >> well, i don't know. we'll see. i think that they are at least going to implement it in a way that think think works. to be able to do it over a period of time to really help the services absorb the changes. and i think this allows them the best opportunity to do that. >> david, we follow you on twitter. we have to ask, how is your car doing? >> well, my car wasn't the issue. i just left my car at the studio, that was fine. i live a relatively short while from here, but i'm from los angeles. i forget about the weather. i didn't even have a coat on. i had a vest on. so i decided to jog home to get

i'm marla tellez. >> i'm scott mcgrew. brent and laura have the morning off. let's get a look at the forecast and christina loren. good morning. yes, good morning. where you can see this morning, the south bay, and for the most part, along the peninsula, we have pretty good conditions. it is a little cooler this morning than where we were at this time yesterday. we also have reduced visibility in a couple of different locations. concord, fairfield, santa rosa, the east and the north bay this morning have some really dense fog. the same goes for the san joaquin valley. if you are headed out to that area or to the north, watch out for really dense fog. overall, we are looking good for today. these temperatures are a little cooler on average than where we started out yesterday. they are going to warm into the 60s. 60 degrees in fremont. 65 for san jose. 65 in almaden valley. basically, we are five degrees cooler than this time yesterday. we got showers on the way for tomorrow. your complete forecast is coming right up. back to you guys.

new this morning, former south african president nelson mandela is back at home today. doctors released him from the hospital overnight. they say he responded well to treatment for an acute respiratory infection. south africa's deputy president this morning urged people not to panic or fear for mandela's health. the 92-year-old checked into a hospital wednesday. doctors say mandela will receive home-based care and is in good health. the east bay doctor accused of sexually assaulting a patient is expected to enter a plea today. 73-year-old earnest sims is charged with misdemeanor sexual battery. a 28-year-old alameda woman told police he assaulted her at a clinic last month. officers arrested the doctor at his ohmland oakland home. another patient filed similar reports against sims in 2007 but no charges were filed at that time. the future is looking hazy

for fire sfts services in the city of pi noelle. it can no longer afford the protection they have. pinole worked creatively with contra costa's chief of budget constraints but the economic downturn has left all three departments facing service cuts. sunol will approach rodeo hercules about shashing the cost of a fire chief. a state hospital worker in napa will soon be able to vent their frustration. a month after a patient allegedly attacked a therapist. michael allen and noreen evans will host the meeting at 3:00 today at napa valley college. the meeting will focus on safety in the wake of that attack as well as the killing of an employee allegedly by a patient. employeejtip r(t&háhp &hcatient.

ñ want increased staff, more police presence and an alarm system. dozens of pitbulls found stacked in capables inside and oakland home are waiting to be adopted this morning. the dogs were found in a two-bedroom home in oakland's sobrante park neighborhood. many were covered in scars. 68-year-old or thu yancey is under ar)uwá and charged with felony cruelty. several of the dogs were in such bad condition they had to be euthanized. the others were sent to shelters around oakland and some out of state. oakland teenagers have a new tool to report crimes. the oakland school district and police launched a new program to let high school students send tips to law enforcement through text messages. the text will be sent anonymously to the oakland school's police command center signed with the numbers are posted near six oakland high schools including oakland tech

and skyline. a special honor this weekend for an east bay japanese-american who refused to go to an internment camp during world war ii. sunday will be the first fred coramatsu day in california. he was 23 years old when he was arrested in downtown san leandro in 1942 for refusing to go to an internment camp for japanese-americans. a program in honor of him today will be held at the wheeler auditorium at uc berkeley at 2:00 on sunday afternoon. coramatsu died in 2005 at the age of 86. you may hear the roar of military jets in the air this morning. two f-18 hornet jets are expected to land at the airport this morning at 9:00 as part of a training exercise. they will takeoff two hours later around 11:00. work, ride, shop. that's the goal of a new plan to build markets at certain b.a.r.t. stations. more on what you'll be able to buy and why the cash-strapped system is looking at spending more money. good morning to you. >> reporter: good morning. this makes sense when you consider how large some of the b.a.r.t. stations are. and there's not a whole lot inside. so if this comes through, you may want to give yourself more time in the morning to do your grocery shopping and banking at your local b.a.r.t. station. but one director is raising a red flag here concerned that adding things like food and drink could create more problems for people eating and drinking on the trains and the platforms. now, b.a.r.t.'s website clearly says since trains starting rolling back in 1972 that you can't eat in the paid areas. in a recent survey of b.a.r.t. riders said 50 dirty trains were among the chief complaints on b.a.r.t. carrying groceries is all fine. still, director gail murray supports these negotiations that are now going on with a company

called transmart. if you have been on a train in chicago you know how it works. it has generated millions of dollars in the city and b.a.r.t. is looking for the same thing here with a mix of national and local retailers offering things like fresh produce, takeaway foods, banking, gift shops and even tech centers inside. now, transsmart will pay for two studies on this to select which stations would be the best one, how the signs would work and how much b.a.r.t. would earn in this project. they also plan to offer concierge service so you can buy things online or at one station and pick it up when you got off at the end of the day. reporting live at oakland, christie smith, "today in the bay." thank you very much. >> uq berkeley has bragging rights this morning for being named the greenest university. the university of indonesia ranks their environmental policies and other factors just ahead of the university of nottingham in the u.k. and

pen. >> me neither. we are looking good in places where we have good visibility, the south bay and parts of the peninsula. we are seeing more fog push in along the shore of the pa nins will peninsula. the onshore flow is back in full swing. for us that means we are going back to our seasonal norms as we head towards next week. less than a quarter mile visibility in the east bay. you are do unto down to 200 feet in some spots in the north bay because you have fog in the napa area, santa rosa, it looks like it is okay. you'll find some dense patches along where you completely lose visibility. it is really dense out there. we'll tell you about what the big difference is this morning before you head out the front door. you'll need that jacket. you'll probably notice more of a chill in the air when you step out the front door. 46 degrees in hayward. 44 in san jose. temperatures this morning are already running about five to seven degrees cooler than at this time yesterday. the low pressure system is going

to push onshore heading throughout the weekend. that's going to bring rain our way starting tomorrow evening. your full forecast is on the way. let's find out what you can expect here on the way to work this morning. at least it is okay because in san jose no rain, not a lot of fog, and the accident just cleared from northbound 87. all lanes are cleared. no more slowing. the debris could catch you coming past kerger. it is not big enough to cause a problem for the drive. northbound 101 near tulle we have a blip there underneath the construction. that's typical for the area. the volume is picking up along the peninsula, but we have a new accident on northbound 101 near walton with a lane blocked. you may see slowing, but 67 is showing up just before you get there. southbound 101 at 380 we have an accident on the connector. a live look at the cartinas bridge with a fog advisory. a live look at the bay bridge shows you the fog throughout the east bay. we have tough visibility in many spots throughout the east bay. back to you. thank you very much.

they won at gone za georgia for the first time since 1985. this morning a possible silver lining for hot flashes. a new study shows uncomfortable systems many people have during menopause can reduce the risk of developing breast cancer later. "today in the bay's" tracie potts is live in washington with more. good morning, tracie. >> reporter: good morning, everyone. great news for women who have been dealing with these very frustrating side effects of men pause, including hot flashes. we have a study out of seattle's cancer center this morning that find the risk of breast cancer is reduced by 50% in women who have hot flashes. now, this was a study where they questioned nearly 1,500 women, most of them had breast cancer, and that was the result. the actual numbers are fairly small. when you look at the risk of breast cancer for women overall, say if you are age 50, it is about 20%. but it is only 1% if you have

hot flashes. that same proportion carried out through different age groups. why is that? it has to do with a hormonal change during menopause. we have known for some time researchers have known that if hormone levels are elevated breast cancer risk is elevated. this is news that the opposite is true. good news for women, but it needs more study. so get your mammograms whether or not you are experiencing menopause. scott? thank you, tracie. military leaders will unveil today what they plan to do to repeal the don't ask don't tell policy. secretary of defense robert gates think it can all be done by the end of the year. there's an interesting side effect to the change. it may mean some colleges bring back their rotc programs. the universities such as harvard and yale banned the groups after protests of the vietnam war.

the volume is picking up. back to you guys. chaos in egypt as violent protests escalate. security forces fired rubber bullets, tear gas and water cannons at anti-government protesters who threw stones back at them. these are one of the biggest channels to press hosni mubarak. cables obtained by wikileaks reveal how america's relationship with egypt changed when president obama was elected. "the new york times" says relations improved between the allies after president obama took his position. one note in the cable said the u.s. avoided the public confrontations that had become routine during the bush administration. egypt is one of the most important allies in the arab world. the southern california city of bell is being discussed

today. the city mayor and a councilwoman skipped last night's meeting. the city says the two were sick but people at last night's meeting think the two were scared to show up. both face corruption charges for allegedly using illegal means to hide their oversized salaries. bell has not had a city council meeting since november. a commission created to investigate the financial crisis of 2008 has released its findings blaming a number of people. the commission headed by phil angelinas says government policymakers like alan greenspan, timmy geithner and ben bernanke are all to blame. it also points the finger at mortgage lenders saying government watchdog groups were asleep. ultimately the report says human error created the crisis. many democrats support the findings but republicans say the commission lacked objectivity.
