>> good morning. i'm scott mcgrew as i mentioned. let's go to christina loren with an hour-by-hour forecast. >> what is your name? >> i'm scott mcgrew. i'm christina loren. i like to say my own name, too. 42 in san jose. 43 in santa cruz. we have dense fog out there on the east bay and the north bay. the peninsula is getting socked in as well. more of the onshore flow means it has been fog-free over the peninsula and south bay for the past few days. that's really going to change heading through tomorrow morning where we are expecting widespread fog to start you off. but for today, it will be unusually warm once again. tonight the fog starts to roll in right around 11:00 p.m. that could hamper your evening plans. keep that in mind. keep a safe driver with you tonight. you know what i love about fridays? mike inouye never wears a tie on a casual friday. i love that about you. no ties friday. there you go. we are looking for a no-rain weekend. too bad.

we'll look at the roadways. we have an accident to report. no injuries but westbound 880, the upper deck heading through treasure island, you may get slow near the accident being moving to the side of the roadway. very tough to tow it to the side of the roadway heading into the tunnel. watch for slowing there. northbound 880ed a broadway we have a disabled vehicle blocking the slow lane heading into downtown. friday light keeps things moving smoothly through downtown so far. we'll watch that. the fog advisory has officially been given, but i'm going to issue my own for the bay bridge toll plaza. there's the buildup near the incline. we are watching for additional slowing because of the accidents so far. trust me, that's friday normal for 6:00 a.m. it is tough to see anything beyond the s-curve there. we'll get a live look at the golden gate bridge because chp issued an advisory for the golden gate bridge, the venetian bridge and cartinas bridges as well. you can see the fog is very thick and makes it tough to see. it will get worse throughout the east bay over the course of the

morning. mike, thank you much. new this morning in 2 1/2 hours the current police chief anthony batts will make his first appearance since he acknowledged he didn't get the top job in the city. >> "today in the bay's" krischre smith is live with this story. >> reporter: good morning to you, marla. this is the million-dollar question here in oakland. it seems to follow chief anthony batts everywhere he goes. you ask people here, and they like what he's done with the resources that he has. but the question is now does he want to stay in oakland? and for now it looks like he may stick around if he gets some of the changes that he believes he needs to improve his diplomat. now, he did not get the police chief job in san jose where he's been one of two finalists. a source tells nbc bay area that san jose leaders were concerned with his background and personal issues as top cop when he was

back in long beach. now, in oakland he's got some major concerns of his own telling the "tribune" that the department is underfunded and in need of the very basics to get the job done. and he certainly didn't like the decision to layoff 80 police officers back in july. he's only working with about 656 officers right now, down 20% from when he took over the job back in october of 2009. that saying i have not made a final decision with my future in the agency. it still needs to be determined if i'm a fit for the city of oakland. he's going to make his first public appearance later on this morning at oakland technical high school. reporting live in oakland, christie smith, "today in the bay." all right. now we'll turn to the bay area's largest city. sources inside the san jose police department tell nbc bay area that chris moore will be the next police chief of san jose. the official announcement is expected to come on tuesday.

moore is a scholar, lawyer and 29-year veteran of the san jose police department. but despite those accolades the new chief is facing resistance from community groups throughout the city. "today in the bay's" bob redell is joining us live in san jose with a look at why some people are criticizing this pick. good morning, bob. >> reporter: good morning to you, scott. some advocacy groups argue that san jose police need to change the way it deals with minorities. and they argue that that can't happy sticking with an insider like acting police chief chris moore to run the department. that's why later today there will be groups representing asians, african-americans and latinos protesting over here where i'm at here asking the city council not to confirm moore has the city's police chief when the council meeting this upcoming tuesday. instead, they would like to see oakland's police chief anthony battz get the job. he would be the first african-american police chief and he's an outsider activists

believe could bring change to the police force. in recent years there's been charges of discrimination leading to a lot of mistrust among people in the latino and asian communities of san jose. critics argue that nothing will change by going with chris moore since he's a veteran of this department, but moore's defenders point out in at least one instance he tried to smooth over relations with minorities. san jose used to impound a huge amount of cars if an unlicensed driver was pulled over for a minor traffic violence. this causes many thousands of dollars. chris moore ended that practice. the city manager will officially present moore to the city council. that meeting is next tuesday, as i mentioned. the members of council will have a chance to ask moore a question and give him a yea or nay. he'll have no trouble receiving approval it is thought. bob redell for "today in the bay." a funeral will be held today for an 18-year-old shot and killed while riding his bicycle.

friend and family will gather at our lady of guadeloupe in east san jose to remember hugo gutierrez. his funeral will be held at 10:00 this morning. he was shot and killed in front of a restaurant last week. san jose has had seven murders since the start of the new year. new clues this morning in a dublin double murder case. it happened 25 years ago. deputies now know at least two men were involved in the murders of harby and kaiko ringham. the ringhams were married less than five years when murdered in 1996. those responsible for the killings still haven't been caught and there's a $50,000 governor's award for information leading to an arrest in this case. those investigating the san bruno explosion may make some of its findings public. a proposal will be endorsed to make parts of the investigation available to watchdog groups and

the media. many consumer advocates have complained the commission was holding too many closed door meetings about pg&e's role in the explosion. it killed eight people and destroyed dozens of homes. three chilling minutes caught on tape. we are now hearing what it was like for employees at a peet's coffee shop caught in the middle of crossfire. san jose police releasing the 911 recording of the murder suicide involving wane sanchez, the brother of jeanine harms. sanchez killed the man suspected of murdering his sister and then turned the gun on himself. here's that call. >> okay, stay on the phone. >> go, go, go, go in the bathroom! go! >> okay. and so this guy -- >> oh, my god! oh, my god! >> maurice nasmeh was arrested in connection with the 2001

disappearance of harms. he was later released. family members believe sanchez believed he was guilty and said i hope i never run into that guy. police think it was only by chance that the two men met in the parking lot two weeks ago. 6:08 now. the south bay will be lit up this weekend. the three-day event at the con sense center features booths for medical dispresenceries for marijuana. the organizers are bringing in private security. the convention is for people 18 and older. and you do not need a medical marijuana card to attend. tickets are $20 apiece. if you were to do some gardeni gardening, it would be a good weekend for it. >> yes, do you keep a botanical garden, mr. mcgrew?

good morning to you. if you do keep a botanical garden, you are probably noticing early blossoms. we'll be cold getting into next week and the weeks to come. that means you need to protect the growth even more so. 44 in concord with a bit of dense fog in the east bay pushing towards the north bay. and we also have some dense fog along the peninsula today. so that brilliant sunshine we had on the peninsula and over the south bay yesterday, i don't think that's going to be the case. maybe not until later next week. but we do have to get through the big system of low pressure that started digging as we saw last night. so what that means for us is we'll see rain heading into this weekend starting saturday evening lasting throughout the night. we'll see clearing for the second half of sunday, i think by 2:00 p.m. on sunday, that's when everything will clear. with the onshore flow, the pattern is shifting, we'll see more fog push in along the peninsula. a dense fog advisory is in place right now for the east and north bay. waking up tomorrow morning we'll

likely have it for the entire bay area. we'll find out if the fog is impacting your drive this morning with mike inouye. you can imagine, it is tough to see like it was yesterday. we are giving the advisories out there. along the peninsula it is not yet foggy, but you are talking about that creeping in as the sun starts to rise. northbound 101 we have reports of debris across all lanes. it could be close to marine world markway for those local to the area ch. we still have an accident northbound at 380 as well with a connector lane blocked. the crew is trying to remove the car from the roadway there. we have the bay bridge with a lot of fog. i'm measuring my own advisory for those traveling over the bay area there. we have an accident at treasure island. now we are seeing speeds dip down below 50 miles per hour. partially due to the volume of traffic as well as the distraction by this accident here. the backup at the toll plaza is not very big, but we are getting

welcome back. it is 6:136789 we just got information about the gdp. that's the gross domestic product. that's everything you and i all do together, all the goods and services in america rose 3.2% in the fourth quarter. that's a decent number economists say. that means that recovery will continue. former south african president nelson mandela is out of the hospital this morning. he is now being treated at home for an acute respiratory infection. medics airlifted mandela to a hospital in south africa on wednesday after he developed a cough. doctors say mandela underwent several tests. he is 92 years old. today marks the 25th an verse i anniversary of nasa's

"challenger" explosion. >> liftoff of the 25th space shuttle mission. >> this is one of those stories where you just remember exactly where you were 25 years ago this morning. millions including school children across america were watching the space shuttle "challenger" as it exploded two minutes after takeoff. the crew of seven was killed instantly. their legacy lives on. there are 50 "challenger" learning centers dedicated to teaching math, science and space to a new general ration. there's a public memorial later at the kennedy space center. we have a link to president reagan's iconic speech following that tragedy on our facebook page. a lot of people were telling us where they were that day. one fella said he was on his drive in l.a. on the his way to work. and the deejay said the "challenger" had just blown up. somebody else said he was in fifth grade and remembers it just like it was yesterday.

60 in fremont. we are at 62 degrees later today in san rafael. overall, the temperatures are about 10 degrees cooler than where we ended up yesterday. we hit 75 degrees yesterday. you'll notice a difference. you'll probably need the jacket throughout the day today. then we have rain on the way for your saturday. showers moving in saturday evening lasting for the first part of sunday clearing from the second half of the day on sunday. then we are back to the usual temperatures monday with 63 degrees and lots of sunshine moving back into the bay. we'll find out how we are doing on the roadways. the fog is creating big time problems? yes, that was a headline, christina. now we have something to intersect here. we have been following a file here. this is not a map of danville, but there's a fire here. a two-alarm fire. our chopper is heading over the scene. we'll update you on that situation. so far no injuries are reported. we'll continue to track that in the newsroom as well. here on the peninsula this is what we are talking about. fog is coming in. the accident is northbound 101

internet and cell phone service has been disrupted. this looks to be the latest effort to disrupt protesters. the protest against egypt's president began on tuesday. some people want that president out of office after a 30-year stay in office. several technologists say the internet and cell service blackout is impressive for a lack of a better word. they say they didn't know it was possible for a country with a major internet economy to pull it off. cables obtained by wikileaks reveal how america's relationship with egypt changed when president barack obama was elected. "the new york times" reports relations improved between the two allies after president obama took his new position. one note in the cable said the u.s. avoided the public confrontation that is had become routine during the bush administration. egypt is one of the most important u.s. allies in the arab world. 6:26 now.

and good morning, you have made it, it is friday, january 28th. this is "today in the bay." good morning, it is 6:30. i'm marla tellez. brent and laura have the day off. scott is updating the markets for our friends on kndr. we'll get you out the door with christina loren with your hour-by-hour forecast. good morning. we love knbr. 44 degrees in hayward. 37 degrees in gilroy. when you walk out the front door, you will notice a chill in the air. you'll need the jacket. something to keep handy with you all day long because temperatures are five to ten degrees cooler than they have been over the past several days. so make sure you keep that jacket handy. and as we head into the afternoon you'll see highs in the low 60s.

it will be warmer in the south bay where we are not seeing the fog. los gatos, 65 degrees. 60 in almaden valley. 65 in san jose. down from 70 yesterday. gilroy hit 75 yesterday. today we are going for 70 today in gilroy. here's what to expect today. rain showers are on the way. we'll let you know when and how it will impact your weekend plans. we'll talk all about that, but right now we are keeping mike inouye busy on a friday. we have a traffic, weather and fire update. this is on the map close to 680. we have a fire here near this ro road close to 680. they said folks were able to see that coming through the area. keep that in mind heading through danville. both directions will see that off to the east of the freeway. meanwhile, a lighter volume of traffic is moving smoothly. throughout a portion of the east bay, fog will be an issue through concord, bay point, walnut creek, danville and the

venetian and cartinas bridges. we have thick fog reported north of there through fairfield heading through daift davis and sacramento. we'll get a look at the bay bridge where it is getting tough to see here. low clouds are hovering near the deck. it is friday light. no metering lights yet, but we'll see them in the next few minutes. back to you. it looks like oakland police chief anthony batts is not moving south. a source from san jose city hall tells nbc bay area city leaders are passing on batts. they said leaders had concerns about personal issues from batts' days at long beach chief. batts confirmed he did not get the job. coming up, bob redell will interview the president of the san jose police union to ask how much the rank and file had on the selection of chris moore ani find out what he thinks about the violent start to the new

year in what the historically!u that's coming up after 6:45. new this morning, work, ride, shop. that's the goal of the new plan to build markets at stern b.a.r.t. stations. christie smith is live in oakland now with more on what you'll be able to buy and why the cash-strapped system is looking to spend more money. good morning rto you. this makes sense for a couple of reasons. when you look at the size of the b.a.r.t. stations, they are large. there's not a whole lot inside. you may want to give yourself extra time in the morning as to do youri] grocery shopping and banking at your local b.a.r.t. station. but one b.a.r.t. director is raising a red flag here concerned that adding things like food and drinks could create more problems for people eating and drinking on the b.a.r.t. trains and platforms. now, b.a.r.t.'s website clearly says since trains started rolling we back in 1862, you have not been able to eat or

drink in certain areas. sticky and dirty trains was a chief complaint of things they wanted fixed. now, carrying groceries is fine. still, director gail murray is supporting the negotiations with a company called transsmart. if you have been on trains in boston and chicago, you basically know how it works. it also generated millions of dollars in those cities. and b.a.r.t. is hoping for the same thing here in the bay area. with a mix of national and local retailers offering things like fresh produce, takeaway foods, banking, gift shops, even tech centers inside the b.a.r.t. stations. transsmart is paying for two studies to reflect which stations would be the best, what kind of signs to use and how much b.a.r.t. would earn from this kind of a program. they also plan to offer a korns

concierge station. christie smith for "today in the bay." thank you very much. this morning muni is up and running as scheduled for commuters in san francisco after thousands were stranded last night. >> passengers say it took an hour to get out of downtown on the t-line going south to the bay view last night. the train couldn't cross the third street bridge because of a problem on the bridge. the light rail eventually came to pick up stranded riders. the san francisco port says the bridge is not yet fixed this morning. if you fly out of san jose, your trip is about to get cheaper and easier. later today the santa clara valley transportation authority is unveiling five new hybrid airport flyer buses. forget about fare machines, the service is free. the green vehicles would connect travelers to buses, light rail service and caltrain. and now customers can park for free at the vta parking lots. the hybrid fleet kicks off at

1:00 at terminal b at minetta international airport. in-and-out burger is trying to put an east food burger fight to the end. they are trying to bring a restaurant to the border of pleasant hill and walnut creek. the plans call for a smaller restaurant, fewer outdoor seats and more parking spaces. some neighbors aren't convinced saying the proposed restaurant will bring noise, traffic and litter to the area. the burger chain wants to build the restaurant on a one-acre property at 3131 main street in pleasant hill. the time now is 6:36. a lot more is coming up on "today in the bay." >> doctors have good news for women who experience the hot flashes. find out if possible link to breast cancer. some bay area dogs that police say were used for fighting are going up for adoption this morning. details coming up. and if you are planning to get outdoors this weekend because of the beautiful weather, unfortunately, we've

a little bit more snow on the way for mammoth heading through the weekend. snow levels will be high because it has been so warm lately. between 6,000 and 7,000 feet. 44 degrees in hayward right now. 44 in san jose. we are running about five to seven degrees cooler than at this time yesterday morning, especially in the south bay. make sure to grab the jacket on your way out. we are also seeing more widespread fog along the peninsula. we have in the south bay now as well as really heavy fog in the east and north bays. take it easy out there on your way to work. especially if you are taking the little ones to school this morning. heading into this afternoon you'll notice a difference. it will be 5 to 10 degrees cooler. keep the jacket handy throughout the day. as you know when you adjust the thermostat in your home a couple degrees, you will definitely notice a difference. ahead, showers on saturday. they will start saturday evening. they will last for the first half of your sunday. and an onshore flow kicks in to

the federal government is moving money around this morning trying to avoid the debt limit of $14 trillion. put another way, 14 thousand, thousand, thousand dollars. the governor of new mexico and potential republican candidate for president gary johnson talks about how to solve the federal budget. >> you can't cut 43% of the federal budget. >> no, i think you can. that's the notion that everybody has this notion that that's not possible. the big four, medicaid, medicare, social security, defense. when it comes to medicaid and medicare, i think that the federal government could block grant money to the states really capitating what we spend on medicaid and medicare and leave delivery of health care to the

sunday, the first part of your sunday. we'll talk about how much rain to expect coming up. mike inouye has been a very busy man today. what's going on out there? we have a crazy interaction here. first, we have this fire we talked about in danville. i want to give you an update first for the traffic flow past the scene. 680 will see that fire i'm told from chp reports. it is just off the freeway coming through danville. now, while you may see that fire, of course, it is big enough for two alarms. no injuries are reported. also, it is not easy to see the fire from further out. we can't get the chopper past the dublin interchange. the fog is so thick. so visibility and safety for the chopper as well as the drivers in the area. 580 is slowing through the area. we are taking a look at that and saw dim-lit roadway through the area, but they can't see much other than slow traffic. we'll skip that shot. oakland near 880 we have an indication of that. you can see it in the background behind scott and marla from time to time. the red lights disappear because

of the fog rolling through 880 and near the bay bridge toll plaza issuing the fog advisory as well as the metering lights turned on at the toll plaza. thank you, mike. there's a new cop top in the bay area's largest city. sources inside the city say chris moore is the choice. now moore is a scholar, a lawyer and 29-year veteran of the san jose police department. but despite the accolades the new chief is facing resistance from community groups throughout the city. "today in the bay's" bob redell is joining us live in san jose the morning with a look at why some people are criticizing this pick. good morning, bob. >> reporter: good morning to you, marla. well, some advocacy groups argue that sjpd needs to deal and change with the way they deal with those minorities in the city. they need to look for an outsider like chief anthony batts instead of chris moore. the groups do plan to protest later today and ask the city council not to approve moore's

recommendation for the top job here in san jose when that comes up for a vote on tuesday. right now i'm joined by the president of the san jose police officers association. i guess your reaction to these groups claiming that chris moore shouldn't have the job because he's an insider would be more of the same. >> if that is true, i think that's really unfortunate considering the fact that the city manager did a nationwide search. he came back with two candidates who are very well qualified. chief batts has worked in long beach and in oakland. and our own chris moore who has risen through the ranks. chris is very well qualified. he's a bright scholar. he is an attorney. and he's also had a 29-year fellowship. for us not to give chris a chance if he is the chief to police, i think that's unfair.

>> reporter: do you know why he won out over chief batts? >> i do not. i have not been officially notified that anyone has been selected for chief of police. i do know that chief batts has been on tv saying that chris moore did receive the position. but no one has officially said there's been a selection to chief of police here. >> reporter: as far as the rank in file here, how involved are you into giving input to the city manager as far as what you would like to see become the next chief? >> well, from the poa point of view, we told the city manager what we want the best qualified candidate whatever he or she may be. whether you go inside or outside of the department. we do believe we have talent here. i think the city manager figone did a good job reaching out to city holders.

she did attend a number of briefings to get direct input from them. so she certainly, in my opinion, did her homework. >> reporter: all right. thank you very much for being up here early in the morning. the city manager will present chris moore at their meeting this upcoming tuesday. members of the council will have the opportunity to ask him questions and give hem him a yeah or nay. it is said he won't have any problem receiving approval. bob redell for "today in the bay." this morning a possible silver lining for hot flashes. a new study shows the uncomfortable symptoms many women have during menopause could actually reduce the risk of developing breast cancer later. to about their cancer and found those experiencing hot flashes would have a 50% reduced chance of breast cancer. that's a huge amount. the actual numbers are small when you consider a woman who is 50 years old and has a 2% chance of developing breast cancer. but that goes down to 1% if she's experiencing those hot flashes. that also carries across other age groups as well. why? because during menopause there are lots of hormonal changes as you are aware, aresearchers found those hormones affect the risk of breast cancer when they are elevated. it elevates the risk. with this information they believe when the hormone levels are lowered it lowers the risk as well. >> tracie potts reporting in washington. thank you, have a great weekend. we have been talking about this story all morning long. chinese bloggers may have caught their government in a bad spot. >> a few days ago state
