6:00. i'm laura garcia-cannon. >> i'm brent cannon. meteorologist christina loren is taking a windy start to the day. >> yes, it is a windy start to the day. our temperatures are nice and mild because of the windy start. you can see from the satellite imagery that we have changes on the way. you see the spotty clouds trying to push into the bay area. that's a very cold air mass that will move in as we head through tonight. and that means our temperatures will plummet overnight. we'll wake up much cooler tomorrow and end up many in the 50s. today we are talking about the 60s. make sure to have a jacket or something to take off later today because it will be warm once again. over to you, brent. thank you, christina. a young woman is recovering in a south bay hospital this morning after being hit and dragged by a hit-and-run driver. that driver is still on the loose. and "today in the bay's" marla tellez is live at the regional medical center in san jose with more on the family's effort to find the driver. marla? >> reporter: brent, in just a moment i'll explain what the family is doing to get the word

out this morning, but first i do want to give you an update on 18-year-old erika luna. she is here at regional medical center of san what save in critical condition this morning. she has a broken pelvis and internal injuries after being hit and then dragged for hundreds of feet. now, this hit-and-run happened early sunday morning about 2:30 when her family tells us she was crossing the street at tiena buena drive and fontane road near 101 and tulle road. she was hit and dragged for more than 700 feet. the driver of what's described as a silver minivan or suv just took off. meanwhile, doctors tell the luna family because of her injuries she may never walk again. her older brother jose is desperate for justice. >> he didn't hear my sister screaming or something? there's no reason not to stop.

it is not -- you are not a human if you don't stop. >> reporter: now here's how that luna family is taking action. they spent yesterday passing out and posting fliers on street signs and cars hoping someone witnessed this hit-and-run. they are offering a $2,000 reward for information leading to the arrest of the driver. now, if caught and convicted, the driver faces a possible felony charge for hit-and-run. now, if you have any information, of course, you are asked to call san jose police or get in touch with the silicon valley crime stoppers. live in san jose, marla tellez, "today in the bay." thanks a lot, marla. meantime, egypt's vice president says the country now has a plan to transfer power. protestors want president hosni mubarak out after nearly 30 years in power. once again, we have live pictures from cairo this morning where tens of thousands are still gathered in the city

square. it is daylight there. the president says mubarak, the vice president says he has set up a committee to change the constitution including relaxing rules for who is eligible to run for president and adding term limits. mubarak also set up a committee to make sure that the reforms are actually put into place. u.s. officials say that they may pull out of upcoming talks with pakistan unless an american diplomat is released from jail. the u.s. says raymond davis killed two pakistanis in self-defense last month and he should be released on diplomatic immunity. pakistani leaders are now facing growing anger throughout the country over the incident. we'll find out today what the u.s. government thinks caused all the problems with toyota's cars. the transportation department looked at what led to 8 million toyotas being recalled. the problem vehicles were accelerated unexpectedly sometimes speeding out of control. the problem could be responsible for as many as 89 deaths in the last decade. >> it kind of makes me nervous

to drive my car right now, actually. >> for many, many years it has been one of the more trusted brands in the auto industry. >> toyota insists the company's electronics were sound. we'll find out later today if they were right. we could be paying higher taxes to fix california's ailing college system. bob redell is live at san jose state university with more on that. >> reporter: what this really means is how is this going to affect the students? what the leaders of california public colleges are warning is that there could be another round of tuition hikes for students at schools like san jose state unless the state of california extends recent tax hikes. students must be asking themselves how can this be? we are already facing planned increases for uc students. there's an 8% increase going into effect this fall for corral state students. these are going up 10% in fees.

they are trying to close the budget deficit. governor jerry brown proposed $1.5 billion cuts to higher education, which the schools can handle, unless voters have a serious of extensions that come up on the ballot in june. if that happens the state will most likely cut more from higher education which would then force higher fees on students. let's assume the tax hikes are approved the president of uc systems said programs may still have to be cut next year. that's just how bad the financials are for public colleges in california. bob redell for "today in the bay." it is financial aid awareness week in san francisco. and one city agency is going to give local students a chance for a brighter future. the mission economic development agency will hold a meeting to talk about loans and grants, below income students are trying

to get to college. supervisors will speak as well as students all about the need for financial aid. that event kicks off at 11:00 this morning on the front steps of city hall. meanwhile, have you got what it takes to get into st. mary's or the university of colorado or harvard? scott mcgrew does. >> st. mary's, colorado -- >> are you a harvard man? >> iowa state. >> harvard, princeton, iowa state. the big three. good morning to you. okay, so there's this thing on facebook, it is pretty cool. it is called admissions splash. take a look at it. there it is. now, the idea is you type in your s.a.t. and a.c.t. and find out whether a college would admit you. the colleges don't take part in this but the application kind of looks at the averages of these college students and determines would you fit in as well. so it is kind of a good way of figuring out if you have made your gpa. now, this application does take

a lot of your own personal information. so it is sort of up to you as to whether you decide to give it, but i think it is kind of a cool thing for high school students. meanwhile, facebook itself is going to hold a press conference later today inviting reporters to menlo park to discuss something. that probably means that the company is going to move to menlo park. there's been a lot of tension with residents in palo alto over things like parking. if the facebook commuters don't park, the shuttle and buses to get them into the palo alto facility, a lot of residents complain about that. facebook may camp near menlo park. this is a weird transition from you, but funky smells are coming from fisherman's wharf in san francisco. the new smell has many concerned. the hyde street pier is being

cleaned by exxonmobil. people say the smell of diesel is overwhelming when crews are working. >> if i'm getting stinging eyes and headaches, and my sister is getting headaches, and my nephew is getting headaches, obviously, there's something going on. >> this woman reported her concerns to the bay area quality management district. it says the inspector noticed the smell but it is not a violence. they have remained in permit requirements since the work started back in december. the power of a bay area environmental group will be tested today. the question is whether lehigh hanson quarry will be allowed to build a new live quarry for its cement plant and to continue dumping piping waste off its property. according to the environmental protection agency, the plant is the fourth largest emitter of mercury in the country. it has been operating without a valid epa clean air permit for 15 years. local environmental groups and

residents will speak at a hearing today set for 1:30. then the east santa clara board of supervisors will make a decision on what happens there. 6:09. time to check on the forecast with christina. pretty windy in some parts. >> yes, the places windiest right now are the warmest. 53 degrees in hayward. we have a strong northwesterly wind in hayward sustained at 13 miles per hour. it is really windy wherever you head this morning. you'll find windy conditions at times. take it easy out there. 51 degrees in oakland. 51 in san francisco. the winds of change are blowing in. we have a really cool air mass starting to aim towards the bay area. now, this will arrive later on today and temperatures will start to decrease even with full sunshine out there. i say by about 4:00 p.m. we'll expect the cold air to drive into the bay area, especially the north bay. so today looks like it will be pretty nice. it just depends on how soon the air mass gets to our area. i think we'll be warming up to 70 degrees in los gatos.

69 in redwood city. 65 in san francisco. overall, similar to where we ended up yesterday. but you will notice temperatures dropping even with full sunshine out there later on today with that cold air mass pushing in. here's what you can expect as we head throughout the remainder of the week. we are down to 59 degrees tomorrow. we'll see a lot of sunshine and some morning fog. with the cold air it will take some time to mix out. 66 degrees by friday. i think all that cool air will mix out by saturday. 69 degrees with showers arriving late sunday into monday. now with all that wind out there, i bet it is impacting your drive. we'll find out now with mike inouye. it is. it is an issue for folks to contend with. we'll look at westbound 580 out of the altamonte pass. you see slowing because of the volume of traffic, but all morning long we have had the wind advisory out of the altamonte pass in towards the dublin interchange through livermore. that portion of alameda county has the wind advisory issued by chp. we are seeing volume playing a part with the speeds well below

welcome back, everybody. a live look outside this morning. 6:15. as you can tell by the camera, it is a gusty, windy one. man, it is really blowing all around the bay area today. if you are crossing bridges like the bay bridge today, hang on to the wheel. you can see gusts there. we'll sort out both the commute impact because of the wind and what's in store weatherwise coming up in a few minutes. a million dollars worth of weapons are on the streets this morning. and now the santa clara county sheriff's department is on the hunt for the men who stole them in a violent home invasion. a gang of three masked men forced their way into a home on rucker lane in gilroy sunday night. they say they beat the homeowner, tied him up and forced him to give the combination to his gun safe.

the homeowner was a gun collector with guns from around the world. the men also took his truck that was found later. deputies say there were many visitors to the home including man didmen and landscapers. after a five-year stop the death chamber could reopen at san quentin. the federal judge who shut down the death chamber five years ago will tour the new facility this morning and could decide whether to restart executions there. "today in the bay's" kristy smith is joining us live from san quentin this morning with more. >> reporter: good morning to you. judge jeremy fogel will see the state's new death chamber, a $900,000 makeover built solely for lethal injections. now, it is certainly new, but whether it is improved enough, well, that's his decision. and in anticipation of his business death penalty opponents have been back at it protesting concern that executions could resume. california's death row now has nearly 720 inmates.

the state has to show they have addressed the judge's concern surrounding the old green death chamber. he considered it outdated and problematic. he also pointed out poor training of the execution team. now, five years ago michael morales was given a late reprieve for halted execution. the state revised the lethal injection procedures and showed off the chamber last fall. now, one lawyer for two death row inmates believes that the old procedures are just being slapped with a new label. however, supporters believe that the updated protocol is certainly constitutional and will work. fogel will make the tour later this morning with some media representatives, state lawyers and prison officials. reporting live at san quinn tin, christie smith, "today in the bay." the results are in and it turns out dozens of kids got the noro virus at a marine county camp. they became sick after a visit to the walker creek camp.

the marine county department of health and human services says they did get the noro virus. now they think the illness spread directly between the children and not through food or water. and the department thinks that the first child was likely infected and incubating the virus before they even went to the camp. city leaders in walnut creek are hoping for bounce houses to come back to the city parks. fi city officials banned them due to budget cuts. they say the houses kill the grass and processing the permit takes too much city time. danville, pleasanton and clayton have also had similar bans on jump houses. mark kelly is back at work. he's the husband of congresswoman gabrielle giffords. he is scheduled to go to space in april. he posted a picture to his twitter account yesterday showing himself training.

it has been one month since the shooting that wounded his wife along with 12 others and killed six people. it happened january 8th outside a tucson grocery store. gabrielle giffords is making progress in speech as well as occupational and physical therapy she's undergoing. she's also getting treatment in the facility in houston so her husband can be as close as he can to her. poplar burrito chain chipotle is under review for hiring illegal immigrants. they were supposed to hand over documents to immigration authorities proving all the workers are in the country legally. each location has 25 workers. they fired hundreds of workers a while back after a similar crackdown in minnesota last year. americans are putting more money on their credit cards for the first time in more than two years. it is likely a sign that people are gaining confidence in the economy. auto sales finally showed increases in december and retailers are coming off their

best holiday shopping in years. analysts predict people will continue to put more money on their credit cards as the year continues. meantime, super bowl advertisers are apologizing this morning. scott mcgrew says it turns out the groupon commercials fell a little flat. >> not a lot of people liked those much. good morning to you. groupon, we'll talk about it. a lot of people uncomfortable with groupon's message. if you didn't see it, here's the example. it starts as an appeal to help the people of tibet. it comes across as a public service announcement talking about the threats to the tibetan culture and its people. then it takes a bizarre turn to get discounts on tibetan food. andrew mason says, quote, we never would have run the ads if we thought it would trivialize the cause. then other ads objectified women and those ought to be the focus of criticism. call it a non-apology apology.

day. it is 6:25 right now. for the second year in a row the super bowl is the most watched thing on tv of all time. nielson ratings says that 111 million people watched the game in the united states this year. and that breaks last year's record of 106.5 million viewers. long-time ratings record holder the "gnash" final had 106 million. it held the record since 1983. that went down last year. now it has been shattered again. one expert credits the two teams playing, the steelers and packers, they both have a very loyal following. the game was close, too. the packers won their fourth super bowl in franchise history. sarah palin wants christina aguilera deported for making a botch on "the national anthem." she blamed the obama administration for allowing, quote, latin princesses to do

hit-and-run charge. now, of course, if you have any information about this hit-and-run that happened early sunday morning, you are asked to call san jose police or get in touch with the silicon valley crime stoppers. now, the luna family says erika has plans to finish high school and then go on to study nursing. live in san jose this morning, marla tellez, "today in the bay." thank you, marla. the city of san francisco is investigating the death of a runner during this weekend's half marathon. the city emergency services agency is looking into whether the race promoter had enough medical staff at the event. the promoter says there was no delay in getting medical attention to peter haas of arinda. you can see him on the right in this video. witnesses say response was slow and confused. the 36-year-old collapsed near the finish line on sunday and died. a man is dead in central california apparently killed by a rooster. sheriff deputies say they got a

call about an illegal cookfight in early bakersfield over the weekend. during the raid a rooster with a blade on his leg slashed the man in the calf. he died at the hospital a few hours later. the rooster was used in fights and often they are blades right above their paws to make the fight deadly. the man who died has been fined for owning or training fighting animals in the past. the fight against school closures continues in the east bay. parents and teachers and students are going to rally at monte gardens elementary school in concord at 1:00 this afternoon. the mount diablo school board will choose which schools will fall victim to the budget ax tonight, but if a new plan is proposed it could be several weeks until a final decision is made. the school board meeting is set for 7:30 tonight at the mount diablo high school gym in concord. the mayor of palo alto is trying to hold on to the city's fire department while holding on to fewer city dollars.

the city council is reviewing the audit of its fire department. the key emgss include merging stations, alternative staffing and doing away with minimum staffing levels. another controversial idea on the table is having the fire department and police department share resources. palo alto city officials plan to prioritize the roughly 50 recommendations very soon. new this morning that caltrans ceo who suggested halting much of the service to survive financially has a higher salary than any transit boss in california. caltrains ceo mike skanlan makes more than $400,000 per year as the head of caltrains and the san fran transportation authority. this comes just days after caltrain announced they are declaring fiscal emergency. the transit agency faces a $30 million budget deficit. this move comes after the release of secretedly recorded videotapes by anti-abortion

groups. the tapes allegedly show workers counseling a man posing as a pump for underaged prostitutes. planned parenthood also plans to change its disciplinary policies in cases where workers did not report potential harm to minors. planned parenthood has more than 800 clinics and 11,000 workers nationwide. after 63 years in business a family-owned grocery store is closing its doors for good. this market will lock up for the final time today. the chain started as a small food stand and eventually became a neighborhood tradition. the three constantino brothers say they cannot compete with the big grocery chains. another grocery store will open in its place. 6:36. a google executive jailed and reportedly blindfolded for several days says he's not leaving egypt. we'll have more on his story coming up. the government's report on

as we head towards this weekend it looks like we are expecting some more snow pack, especially sunday night into monday. 48 degrees right now in oakland. 50 in san mateo. 50 degrees in napa. it is a really mild start this morning. that's because we have some really warm northerly winds coming through the bay area. that's all going to shift heading later into the afternoon. and this cold air mass arrives, i expect the air mass to get into the bay area, especially the north bay along the peninsula right around 4:00 p.m. once it hits you will feel it. temperatures will drop turning cold very quickly. and tonight will be about 10 to 15 degrees cooler than where temperatures ended up last night. count on cold air for the second half of the day, but before that cold air arrives we'll be able

to warm up to 70 degrees in oakland. 70 in los gatos and 69 in santa rosa. san francisco, 65. then we are looking to about 68 degrees in almaden valley. take a look at where our numbers are headed. yes, unfortunately, they are going to drop to 59 degrees by wednesday. we'll have morning fog on thursday and wednesday morning. and then by sunday, cloudy conditions and the rain showers arrive. we'll find out how well we are doing on the roadways now. mike inouye has arrived. good morning, christina. we'll take a look and there could be a delay for some folks arriving via the east shore freeway. we'll look at the metering lights, that's the first slowing because they have turned on at the bay bridge toll plaza. it is a 24-minute drive down off the cartinas bridge, but the bulk of the slowing near the berkeley curve. we have westbound 580 at san pablo road. we are watching this accident popping up on the chp report. two lanes are blocked heading down to san pablo. plan on that delay heading off

the richmond/san rafael bridge for folks heading to 580. 580 here eastbound has a sigalert. all lanes cleared after two non-injury accidents had things tied up. quite a distraction for the westbound direction to add to the slowing now over a half hour out of the altamonte pass over to central livermore to 680. speeds are well below 30. we see all the red there near 680. we have a smooth drive throughcy knoll, but a new accident on the fremont side of the grade. we are watching mission boulevard with reports of an accident there. that may involve another overturned vehicle. i'll bring you another update if i can before the end of the show. after a five-year halt to executions the death chamber could reopen at san quentin. the federal judge who shut down the death chamber will tour the new facility this morning. and what he sees could impact whether executions resume. fogel toured the death chamber he didn't like what he saw at all. he found the death chamber old and problematic. today what he's going to see is certainly new, but the question is whether he find it improved enough to take a step forward toward resuming executions. and that possibility has death penalty opponents getting vocal again near san quinn tin prison where 720 inmates now sit on death row. this shows a couple of things. that they have handled fogel's concerns about the old green gas chambers. he found poor training for the excuse team. the new chamber cost $900,000 and was built just for lethal injections. now, five years after giving death row inmate michael morales a late reprieve and putting executions on hold there's still a lot for fogel to consider. he'll take the tour late this morning with news organizations, lawyers and state prison

officials. reporting live at san quentin, christie smith for "today in the bay." thank you for the update. >> 6:47 right now. the new california driver's license could be too high-tech for its own good. the company that manufacturers the cards is having problems with the new security features. they say a number of the licenses have smudged images and incorrect colors. it may take up to a month before you receive your new card in the mail. the dmv says they are processing over 800 million renewals every year. a teenager girl is hanging on inside a south bay hospital this morning after a merciless hit-and-run. a family is desperate to catch the unknown driver. "today in the bay's" marla tellez is live at regional medical center in san jose with more on the story. >> reporter: good morning, 18-year-old erika luna is in critical condition here at this hospital in the south bay. and she has a broken pelvis and is suffering from internal injuries. doctors say she may never walk

again. now, she was hit and then dragged about 700 feet early sunday morning by a silver minivan or suv. it happened about 2:30 a.m. this happened in south san jose near 101 and tulle road as she was trying to cross the street at the intersection of tiena buena road and fontane road. we caught up with her family yesterday as they posted fliers hoping someone saw the hit-and-run. the driver who just took off from the scene is inmu main her brother said. >> they just hit her. she got stuck somehow underneath the car and they dragged her all the way down to the other block. >> reporter: the luna family is offering a $2,000 reward for information leading to the arrest of the driver. if caught and convicted the driver faces a possible felony hit-and-run charge. of course, if you have any information about this hit-and-run that happened early

"today in the bay's" tracie potts is live in washington, d.c., with a preview of a new government report. hopefully we'll find out what happened. >> reporter: hopefully, but you know, brent, a lot of an cysts are saying they may never know for sure what caused the 8 million cars to be recalled. what caused these sudden acceleration problems, the sticking gas pedals complicated by the floor mats in some of the toyota and lexus model. the government report comes out today. engineers and other scientists for the highway traffic safety administration along with those from nasa, the space agency, have been working on this for ten months. they have looked at the mechanics, taking apart the mechanical portions of the cars,

the federal reserve reports from december that credit card use was up 3.5%. that's the first time consumers have increased use of their plastic in over two years. the last time use was up was just before the collapse of lehman brothers. so what does this mean for the greater good? well, the optimist would say this is a sign that the economy is coming back, that people are willing to spend more because they are more conscious about job security. this is in spite of the jobless numbers that are not so hot. and, of course, the crummy housing market. it could also be a sign that more people are using credit cards to start a small business. again, that would be another sign of academy tense in the economy. the pessimist on the other hand looks at this as a last-ditch effort on behalf of consumers to stay afloat. the thought being more people have run out of cash and are turning to credit cards as the only way to make ends meet. reporting live in san jose, bob redell, "today in the bay." thank you, bob. >> meantime, we want to check in with christina this morning.

we have been talking about how gusty and windy it is out there. >> yeah, but one thing it hasn't been is frosty. another good use for the credit cards when you are done with them. we are looking really good right now. when it comes to what we are expecting today, we have a big question mark because it looks like it will be nice and clear and sunny for the first half of the day. but we have some cold air on the way. and the timing of the cold air will dictate just how warm it gets. i'm going about 70 degrees in the south bay. a little bit cooler today in the north bay than where we ended up yesterday. i think the cold air is really going to start to pull into the bay area heading through about 4:00 p.m. and when it does so temperatures are going to turn cold tomorrow morning. much cooler than where we were this morning with most of our temperatures in the 50s. a pretty strong northerly wind with 68 for the high in napa. breezy conditions will sub side throughout the day today, but they will persist for the morning hours. 69 degrees in fairfield. 67 in livermore. and 67 degrees in fremont. we'll show you the extended outlook because we have big-time changes on the way.

59 degrees by tomorrow. a little bit of patchy fog wednesday and thursday morning. by friday we'll dry out again. 66 degrees and staying nice. the high pressure is bringing us to 69 degrees for saturday. and then the showers arrive. it looks like for the second half of sunday into monday, which happens to be valentine's day. and i hope you like russell stovers because that's what you are getting mike inouye. that's what you are getting the year. awesome. that's great. honey, you are getting russell stovers for valentine's day. we'll take you to the roadways, you guys. we are looking to fremont where i want to pass this along. the accident i told you about, southbound 680, it was reported over on mission boulevard south. no lanes are blocked. it sound like a non-injury, so no one is stuck in a car like they said in the initial report. things will clear pretty smoothly heading out of sunol in the 50s through the grade. here 580 westbound is jammed up after an earlier sigalert in the

eastbound direction caused a decision traction. all eastbound lanes are cleared but westbound is snarled by traffic. windy conditions as well over the east bay hills. along 680 near diablo, keep this in mind passing through walnut creek. for folks traveling along the richmond bridge and heading there from basically the cartinas bridge, westbound 880 is jammed because of the accident near san pablo road blocking a couple lanes. that's causing a slowdown heading down to the bay bridge poll plaza. the bulk of the slowing through san fab lowe clearing by berkeley and then slowing again near the berkeley curve. speeds around 60 past the coliseum all the way to san leandro to downtown. there you see the taillights past hyatt street. we have been following this for ten minutes. no disturbance of the flow with the southbound side picking up nightly near the san mateo bridge. it is very windy near the golden gate bridge. the wind is parallel to the traffic here, but again in the north bay hills coming over the

peaks you may get caught with a gust or two of wind. here's a beautiful view of the iconic bridge. it is a nice one. the morgan hill unified skile district may still be held liable in a civil rights lawsuit stemming from a flag flap on cinco de mayo of last year. three students are suing after being suspended for wearing american flags on cinco de mayo. the principal who suspended the boys no longer works for the district and the district says it has no rules against patriotic clothing. so it should be released from any legal responsibility and no ruling from a court is needed. but a u.s. district judge in san jose delayed making a ruling yesterday saying there still could be grounds for a case and could rule on this in the future. a local update in what half hour. have a great day. behalf [ male announcer ] 95% of all americans aren't getting enough whole grain.
