showers from time to time. as we head through tonight the showers will intensify. and we are talking about some pretty heavy rain at times as we head through probably 7:00 p.m. and 9:00 p.m. for the bulk of the bay area. 5:00 p.m. we are expecting the moderate rain to come ashore in the north bay spreading to the south through 9:00 p.m. we could see maybe an inch of rain in some cities. we'll talk about who is going to get the most and when coming up, so they stay tuned. let's check on traffic this morning with mike inouye. i was watching this live shot of the bay bridge approach, somebody was pulled over on the 880 approach and just cleared. here's a wide shot of that out of the east bay. no problems as far as speed sensors go, but you have the slick roadways. watch the on and off-ramps. no issues getting out of the east bay. on the left side yellow and red at the tail ends of 101 and 280. we have very light traffic, but there could be puddling on the road. here are the reports, we have

slowing off 24 heading past highway 13. there's construction there but no major deal. a look at 880 past the coliseum, you can see the glowing lights. bob redell is out in the rain. you made it tougher on yourself, but this is to tell people about your wet driving conditions. >> reporter: yes, we are at the alameda regional train center in dublin. we have deputy nebak here. you have this massive slab of concrete. you have done what to the concrete? >> we have polished the concrete to make it slippery. then we have running water over it. >> reporter: not that we need that today. and you have your squad car here. >> the car has a little bit of tread. >> reporter: you use this to help people deal with adverse conditions on the road. this morning we are going to take this car for a spin. and coming up throughout the

meantime, san francisco is bringing back a public health campaign promoting female condoms. the city is the first in the nation to encourage straight women and day men to use condoms. he'll officials hope the new design will make people more likely to use them. the health department is asking community health organizations to distribute them for free at city clinics. lighting up a cigarette inside your apartment could soon be against the law in one east bay city. the dublin city council is voting to ban smoking in 70% of dublin apartments. it is only for those apartments with 60 units. right now the smoking ban limits smoking in 50% of the apartments. the city council will review the proposal at 7:00 tonight. if approved the new law goes into effect in 2013. a shift in how students are accepted to california state university may mean that students are going to have to go to school farther away from home. san diego state university is now the first of the 22 state

campuses to turn away qualified local students. in the past students who were turned away from other campuses across the state could usually count on being given priority at their local campus. 15 of the 22 state schools including san jose state and san francisco say they hold non-local applicants to higher standards. they will now follow san diego state's lead and local students won't be able to count on getting into their local university. it is 5:04 right now. the democratic lawmakers are warning that the tax hikes are not extended and some of california's most important programs could be cut. this could mean the end for small classes in kindergarten through third grade as well as cuts to wildland firefighting and public safety programs across the state. it will save the state $13.5 billion. governor jerry brown has already proposed $12.5 billion in separate cuts.

the goal is to close the estimated $26 billion budget deficit in the next year and a half. b.a.r.t. is on track to get more than $100 million in federal funding for new service to the south bay. "today in the bay's" marla tellez is live in fremont where the current b.a.r.t. line ends and new construction could begin. marla? >> reporter: brent, good morning. yeah, the b.a.r.t. station here in fremont just starting to wake up. it is empty right now, but i can show you there are early morning commuters making their way inside. this is the end of the line currently in the east bay, but that could soon change. this is because the federal transit administration is recommending the project get $130 million in federal fund for an extension to san jose. the recommendation alone is a huge milestone in the five-decade long quest to bring b.a.r.t. to the south bay. the ten-mile extension would run from here in fremont to the

district here in san jose. it will also include a station in milpitas. this is the mass transit option for those at capital right now. before anything can happen the $130 million recommendation must pass the congressional republicans. if approved construction could begin as soon as next year in 2012 but the line would not open until 2018. and by then b.a.r.t. officials predict almost 22,500 people would use the b.a.r.t. extension every day. live in fremont, marla tellez, "today in the bay." thank you, marla. >> either marla was under a good overhang or we don't have rain in fremont right now, but we'll check the forecast with christina. good morning to you. we have rain on the way. we picked up probably a quarter of an inch to a half inch in most cities yesterday, especially to the coast where we

saw the most precipitation throughout the north bay. heading throughout the afternoon everybody is going to pick up quite a bit of rain. i think starting by 4:00 p.m. we'll start to see widespread shower activity across the entire bay area. some moderate rainfall coming down between the hours of 5:00 p.m. and 9:00 p.m. take a look at what is to come heading through 9:00 p.m. accompanying the showers pretty gusty winds making for really dangerous driving conditions later on tonight. the showers will subside heading into the morning hours tomorrow. then another round of rain on the way for your wednesday. we'll break it down for you coming up. right now we'll send it back to the break. christina, we'll take it over here real quick because i want to give folks a quick check on the roadway. over my shoulder the shot of 880 neck from oakland. the rain activity here has the coliseum lighting up a bit. a smooth drive in both directions. the commute northbound and

injured. this is the largest protest in over a year. we are in touch with our nbc news correspondents overseas to bring you the very latest as it becomes available. secretary of state hillary clinton is also weighing in on the wave of unrest in a major policy address to be delivered today. she's warning that banning the internet won't hold back demands for reform. she also says regimes that clamp down cannot hold out forever. clinton is also challenging countries to allow internet freedom for the well-being of their people. an american diplomat held captive in pakistan on murder charges could walk free as soon as this week. one pakistani official says a majority of legal experts in the country believe that the man who works for the u.s. embassy has diplomatic immunity. raymond davis was iowa stated on january 27th for killing two pakistani men. this is video of his interrogation by police. the u.s. says the men were robbers and davis was acting in

self-defense. the u.s. also says either way davis does have diplomatic immunity. a pakistani court could release davis later on this week. from guantanamo bay to the bay area, today berkeley's city council will decide whether to invite former guantanamo detainees to live here. christie smith is live with the latest for us this morning. >> reporter: good morning to you. a big vote is expected tonight in berkeley. this has grabbed quite a bit of attention. the resolution was crafted by the city's peace and justice commission. and it would invite guantanamo bay detainees to berkeley, those who have been cleared of wrongdoing. they are reportedly looking at two people, a russian ballet dancer and an algerian man who is also a chef. the chairperson of the commission says as a municipality this is one thing we can do to right the wrongs of government. if approved the plan would be for the men to live with berkeley families and nonprofit

groups would help them find work. beck lee would not pay for this out of the general fund according to "the chronicle." this could hit a snag with the department of defense. to complicate this even more, the men have no passports, no visas and no money. the city manager has advised the city council to take no action on the detainees. certainly there are a number of hurdles in place but assuming they even want to come here to berkeley the soonest that they could be here would be in september. in berkeley, christie smith, "today in the bay." thank you. meantime, we have an important deadline for parents to pay attention to. you have until the end of the month to enroll in more affordable health insurance for your kids according to new federal health care reform and a california law. if you miss the deadline children with pre-existing conditions will still be covered. however, it could be twice as expensive. if you need help understanding and walking through all the new rules, health care experts and

medical staff at oakland's children hospital will present coverage options for bay area patients and parents. that event kicks off this morning at 10:00. i know it does get complicated, so i could be a good way to figure out what's going on. >> and expensive. 5:16 right now, investors say chevron seem unphased bay big lawsuit this morning. scott mcgrew is joining us this morning. a judge says chevron has to pay $17 billion? >> by the time you total it up, yes, that's the amount. chevron feels that the judgment against it is unenforceable. the judgment stems from an absolute environmental disaster, nobody doubts that, but the disaster was caused by the company texico as it sought oil in ecuador years ago. chevron bought texaco so chevron argues it shouldn't be involved. most legal analysts doubt chevron will pay that kind of money, but a lower amount could be on the table. chevron's stock was higher

monday. so too was netflix. in fact, the los gatos movie company hit an all-time high. that stock is on a tear. $16 higher after word netflix would be on lots of android phones. yesterday's jump up $16.48 to a record-breaking $257.45. that's just in one day, laura. if you bought some of the netflix stock for christmas, let's say three months ago, it would be up 33%. >> don't you wish i got your name for christmas. >> next year. 5:17 right now. the giants are back at work this morning getting started on spring training, but for the fans the party continues. the world series trophy makes another stop in the bay area today. we have to enjoy it while we've got it. it will be in palo alto at the plaza. fans can see the piece of history starting at 4:00 and can take their picture with the trophy, but no touching. reunited at last.

that clears up now. if you are heading over the santa cruz mountains, we have reports of a mudslide there. heading past the sunol golf course south of there on mission boulevard, we have an accident on the shoulder. chp arrived and the tow trucks are there. no major slowing through the sunol grade through pleasanton. a nice smooth flow. 14 minutes now with more folks on the roadway through castro and the dublin interchange. 880 past the coliseum, northbound with the headlights, southbound with the taillights. you can see the sheen off the road meaning it is still wet pavement through the year, but a nice flow of traffic. watch the on and off-ramps. finally we get a look at the east shore freeway coming off the cartinas bridge. an 18-minute drive. we have wet roads through the east bay and the approach. the maze shows a smooth flow of traffic. on the san francisco side the earlier slowing for the most

part cleared for 280 northbound and southbound coming through daily city near at&t park. 101 has a flip there, but the rain is probably causing a problem with the sensors. the co-founder for a major social networking giant now has a new company trying to change the way we buy and sell things. jack dorsey started twitter. his new start-up is called square. the square is a small free card reader that lets phones accept credit card payments. the square attaches to your mobile phone allowing you to take other people's money. that sounds like fun. how does it make money? there's a charge for each transaction. the company says it is growing by 60,000 merchants every month. there are a few things you should not pay for with a credit card. creditcard.com says do not pay your income taxes with plastic. youly be charged a processing fee. the irs can set up a payment plan with a low interest rate. you should also look at other ways to finance college tuition,

so there you go. a lighter volume and wet roads. lower the speeds to give yourself additional traffic driving time here. highway 24 heading through the tunnel is also very smooth, but a great day like this and a week like this sometimes sees flooding on either side of the tunnel. none showing right now, so we'll jump through the area of 24 to the bay bridge toll plaza. a live look shows folks slowing down because of the puddling, and that's what you should be doing. you don't know how deep the standing water is. back to you. two budget battles are underway in washington. one is over president obama's new budget for next year. the other one is how to keep the government running this year. unless congress can act soon money to run the federal government runs out march 4th. the house votes later on this week on cutting $61 billion from spending this year. the pentagon is worried a lot of what we owe is paying for the wars overseas. even democrats are concerned about the cost. and president obama's new budget plan is up for scrutiny in several hearings today.

>> tight anything our belts to live within our means. >> the only way to live within our deficit is to cut excessive spending wherever we find it. >> the president's proposed budget is now $3.7 trillion. republicans call it irresponsible, pate frontizing and full of tricky math. among the cuts to impact the bay area, the energy assistance energy for the poor, money to incarcerate undocumented immigrants is out and so are block grants for neighborhood development and money for some water projects. the president will be in the bay area later this week. he's expected to arrive on thursday to meet with tech executives and talk about job creation, green energy, education and invasion. so far we don't know who he'll be meeting with or if any of the meetings will be public. making your drive a little safer for your child this morning, we have a major car seat recall to tell you about. christie smith is life now with more on the nationwide recall of more than 700,000 car seats. >> reporter: good morning to

you. this isn't even the kind of thing you think about until there's a recall. these seats we are talking about are sold everywhere. you can find them in stores like walmart. the problem is with the harness locking and release mechanism. it can sometimes stick leading you to believe that your child is secure when, in fact, they may not be. as a result, the juvenile group recalled nearly 800,000 child safety restraint systems on car seats sold nationwide. you can find them at costco and target or online at amazon. according to the company these seats were made between may of 2008 and april of 2009. there have been no reports of injuries, at least reported back to the company, but at least 150 complaints. registered owners can contact the company and get a small tube of lubricant to stop the adjustment mechanism from sticking. what we are talking about here is the costco maxi cozy and safety first restraint systems

in the recall, including a certain alpha omega elite, onboard ts, prospect, vantage point, priority, avenue and uptown brands. consumers have to check the seat to make sure they get their entire model number to the company. that's the latest from here, reporting live in oakland, christie smith, "today in the bay." good to know. thank you. >> berkeley may soon let city employees use their health plan to pay for a sex change operation. the city council will take up the issue at the meeting today. the plan is being pushed by one employee who paid out of her own pocket for the procedure back in 2002. she wants the city to abolish a long-standing restriction on coverage for the procedure. some people living in berkeley are opposed to the plan citing both financial and personal concerns. the city manager is looking into how much the change in policy would cost berkeley. an east bay city could soon become san francisco's dumping ground. pittsburgh is talking to san francisco about dumping the city's waste in the keller

canyon landfill. san francisco hauls between 400 and 500 million tons of trash to the landfill in alameda county every single year. but the contract expires in 2015. and pittsburgh wants the new contract. if both sides agree trash will be brought into oakland by barge then trucked to the county landfill. pittsburgh stands to make a million a year on that deal. 5:36 right now. more than $100 million in federal funding means you could some day ride b.a.r.t. all the way to san jose. our viewers. so stay tuned. we'll let you know how to get in on the next big contest coming up. right now let's check that traffic with someone who knows about the north bay through and through. here's mike inouye. good morning, christina. so far the north bay commute is looking just fine for folks. it was fine getting out of there yesterday because you got here safely this morning. we'll look to the other side of the bay, the east shore freeway is an 18-minute drive from the cart that's bridge. a pretty light volume of traffic right now since it is a tuesday. the maze and an area near the approach are looking good. no major slowing to be sure. livermore is seeing speeds down to 60 miles per hour on average. that's a great flow of traffic. now we'll jump down to the south bay, there's an accident on southbound 680 at mission getting down to san ohio jose. and a new accident in fremont on 880. that's coming up in the next report. now back to the desk.

unrest in egypt is spreading across the middle east. there are protests in places like jordan, parts of africa and now iran. we are getting reports out of

iran. it is not only difficult but dangerous there. tracie potts is live in washington, d.c., with the very latest. >> reporter: brent, good morning. good morning, everyone. it is really like day have a vu, deja vu. we are seeing more protests and demonstrations but similar issues. people protesting against what they see as a repressive government against poverty in their nation. the latest in iran where we understand now that two people were killed, one of them shot according to authorities there. thousands of people demonstrated there in support of what was happening. the reforms being called for in egypt and in tunisia. we understand in iran that 1500 people were arrested according to the opposition. and, of course, this brings back memories of those mass protests that we saw there in 2009. also, today in yemen, more demonstrations there turning ugly, quite frankly, rock and

baton clashes between police, opposition protesters and those supporting the government. about 1,000 of them march today. the latest word is that four of them were wounded. they are now asking their president not for reforms but to leave. just what we saw in egypt. he is making some concessions saying he'll step down in 2013, but the protests continue. brent? >> thank you very much, tracie. the time is 5:45. good morning, thank you for joining us. i'm brent cannon. >> i'm laura garcia-cannon. a soggy start to the morning. let's go to christina. good morning to you. give yourself plenty of time, especially if you wake up with a love hangover from yesterday. we have split conditions out there. and we want you to get to work safely this morning. so try to eliminate the distractions in your vehicles. the good news is a lot of the shower activity is going to take a break for a while heading throughout the next few hours. it is already starting to subside right now. you can see just a few light scattered showers coming down to the east soft of san jose.

all the activity will der tier rate and take a nice break. then more showers push onshore heading into noon. intensifying showers for the latter part of this afternoon and this evening. 5:00 p.m. this is what we are looking towards. a pretty moderate line of showers to kick up some gusty winds for you commute this evening as well. we already have breezy conditions out there this morning, so watch out for debris on the roadway. as you can see, heading through 9:00 p.m. is when the bulk of the moisture will become more widespread across the bay area. everybody is getting rain at that time and clearing by 5:00 a.m. what we are expecting in terms of rainfall amounts could be up to two inches in some cities in the north bay. looking like an inch and a half in the east bay and maybe an inch in the south bay. maybe up to an inch and a half along the peninsula. temperatures staying pretty mild throughout the next few days. i think you will notice the big change to come when it comes to the cold, the possibility of a freeze as we head towards this weekend. we'll talk more about that and the possibility is there. so we are staying on guard.

over to you. thank you, christina. i want to update folks on 880 here in oakland. further south the map will show you where we have the accident reported on the southbound side near mission boulevard two. lanes are blocked by a four-car accident. a total of four cars involved in this accident. no major issues, but this is going to be a problem near mission boulevard. it sounds like it is just north of there. it shouldn't be a problem coming over from 680, but it is called the fremont funnel as folks funnel across mission boulevard. we are seeing a lot of slowing over the course of the day there. right now you are close to the limit. here's a live look at the bay bridge. that's another funnel heading over to the city. a smooth flow of traffic picking up, but notice the wet roads. the puddles there, folks, not a lot of puddling. the rain is easing up a bit as christina's forecast shows you. the water is on the roadway. bob redell is down in dublin with more on this. >> reporter: good morning to you, mike. we are in dublin at the alameda

county sheriff's office regional training center. i'm in one of the squad cars. usually i am sitting in the back, so it is a privilege to sit in the front. wave deputy carrie hanson here. she's going to give us some demonstrations on what not to do and what to do when you get yourself in a bad situation, especially now with the rain on the roads. this is a wet road training course. you can see the water flowing on it. we have bald tires. right now you are going to show us what happens to a lot of people when they skid out of control. what should they do that is not the right thing? >> usually they will panic and slam on the brakes and you are losing control. you lose all friction from your tires and lose steering control. >> reporter: you were saying going in a straight line, once you go off the line by a certain amount of degrees there's no way to get back in control. >> approximately 20%. if you are off 20% you'll lose control of the car. >> reporter: okay.

can you take us through this again and show us what to do. what are you doing right now? >> so what i was doing was steering around. once i lose control of the car and the rear end gets out from under me, i steer in the direction that the rear-end of the car is going. >> reporter: so turn into the skid. >> yes, i'm going to do that right now. so you lose a little bit of control of the rear-end. >> reporter: then you basically counter steer. what were you doing with your feet? >> basically i let off the accelerator. and i also don't want to slam on the brakes at all. i just want to let the car try to right itself. >> reporter: that's got to be hard for people who haven't gotten used to driving in wet weather because your first instinct is to stop the car and slam on the brakes. >> yes. >> reporter: what's going to happen is what happened earlier, you'll spin out. that's why we hear about solo spinouts all the time. there you have it, mike. especially with the -- you should, i'm serious, go down to hollywood and get freelance work

driving in the movies. she has bad skills out here. there you have it. always turn into the skid, don't panic and don't slam on the brakes. you know there are going to be a lot of people with the wet roads right now who are going to be doing just that. so we want to be careful out there. >> all right. thank you, bob. make sure to get bob into the backseat as soon as you can, sheriff. venetian high school is going to launch a new green career academy called echo 20 that stands for energy and carbon and water. classes focus on environmental education. academy students need to take three specific classes during the three years in the program, they include biology, a new environmental studies class and a senior seminar. teachers, administrators and union leaders from 150 school districts including eight in california are in denver for the first ever u.s. department of education summit. the summit is part of president obama's plan for schools and is

named the first big collaboration in school management and student achievement. not everyone is into it. the nation's largest school district, new york city, has pulled out of the summit as well as washington, d.c. the b.a.r.t. police department is adding to its community policing efforts. it is going to swear in four new chaplains today. reverend lucas watkins is riding the b.a.r.t. train with his 3-year-old granddaughter. starting this week he and three other chaplains will ride with b.a.r.t. police officers. >> we are working to let the people know that the officers are sensitive. and the main thing is when you work with the police, they feel like they are by themselves. >> we want to make sure the officers have a resource to deal with the stresses of the job in a con truckive way. >> b.a.r.t. has been under fire since the shooting death of oscar grant by a b.a.r.t. police officer on new year's day of 2009. b.a.r.t. says adding the volunteer chaplains was planned before that ever happened. the president will hand out

the nation's highest civilian honor, the medal of freedom, today. 15 men and women receive the honor chosen for their contributions to security or national interests in the u.s., world peace or culture. among this year's recipients george w. bush, poet and civil rights ang list mya angelou, and warren buffett, yoya ma and bill russell was the first african-american to coach a major sport at the professional level. the american heart association is updating some goodlines when it comes to women and heart disease. it now says that lupus, certain types of arthritis and high blood pressure during pregnancy are now considered risk factors. depression can also impact whether women follow a heart-healthy lifestyle. the guidelines say doctors should factor in a woman's ethnic background and women need to get personalized treatment from the right doctor. >> a lot of women in their 30s

and 40s, the last thing they are thinking about is heart disease, so they go to see the ob/gyn and are not thinking about cardiovascular reduction. >> the number one cause of stroke for african-american women is high blood pressure. scott mcgrew talked about how well the tech community is doing, and there's evidence that the wealth has not spread. >> google, for instance, wants to hire as many as 6,000. skype wants to hire about 250 new workers. but the index of silicon valley, a report put together by a group called joint venture silicon valley says nearly every job gained in the past year in san jose was in tech and tech only. creating sort of a have and have not economy. the region picked up 12,300 jobs in 2010. nearly all of them limited to just a few companies. and you know them, google, facebook, twitter, zinga. in fact, one has to ask how much of that economy is real? by one measure, zinga, has an

overall value of $7 and $10 billion. some call that evidence of another bubble. the company that makes games for facebook is more valuable than electronic arts. now e.a. is the largest video company in the world, or maybe now it is not. it is a little bit hard to tell, brent and laura, but e.a. has huge buildings and lots of employees and puts lots of things in the store. zinga is growing and worth between $7 and $10 billion. >> are you kidding me? >> well, if that's the way you want to measure it, yes. >> virtual feeds for your -- >> yes, a company that virtually ships nothing in a box, worth $10 billion. >> why didn't i think of it? when it comes to man versus computer, apparently it is a tie. >> "jeopardy" is bringing their best players against a computer.

the ibm computer in the middle is tied with brad rudder in the middle at $5,000. second place is ken jennings. he had the longest winning streak at 74 games. the rest of the first round will be showed tonight with a second round on wednesday. the winner gets $1 million. i'm not sure how the computer would spend it if it wins. maybe an upgrade to the hard drive. 5:55. we are tracking the forecast this morning because rain is moving through again today. christina has the latest. >> good morning to you. it is not fair that watson gets to do a google search to find out the answers. i think that whole situation is rigged. not like our forecast. it is pretty well laid out for us. we have a lot of rain each and every day. all the way through this weekend. the most moisture we are expecting from the series of systems that will pass through the bay area will come through over the course of tonight into tomorrow. this is our weather maker. a big system of low pressure.

this is what passed through the area yesterday. you can see it is weak in comparison. and you can see a lot of the showers fall apart as they make their way through the los angeles area in southern california. but this is what's on the way for us later on tonight. we could pick up to two inches of rain in some bay area cities, e specially in the north bay where we are expecting the most. we are going to see a bit of a break from the shower activity from the first part of your day. already starting to see that shape up here. you can see a lot of the showers have now pushed to the east of san jose. a little bit more will develop and push onshore heading throughout this afternoon. so on and off showers, very light showers. the heavy stuff is expected later on this evening. we'll break it down for you coming up. right now we'll send it back to you. thank you so much. 5:56 right now. he claimed the heart of a nation last year during the ncaa tournament. now the st. mary's standout omar sandhand is headed to egypt. the former gail will play for the jinx egyptian national team.
