>> good morning everyone. i'm scott mcgrew. let's get to an east bay forecast and christina loren. good morning, christina. >> good morning to you, scott. yeah, we had a lot of rain, a lot of wind in the east bay overnight. and this morning we are definitely going to feel the repercussions of that active weather. give yourself plenty of time this morning. let's show you what's happening. we have showers coming down, the bulk of the moisture is pushing into central california so we're getting a bit of a break. let's show you where the heaviest rain is coming down. we had a pretty heavy snow pass through san jose and the south bay. as you can see all of this green starting to thin out a little bit. that means we're going to get a break for the middle of the day, more rain on the way tonight. snow levels tonight dropping to about 2,500 feet. we'll go into detail coming up. right now let's find out about

the east bay commute with mike inouye. >> good morning. talking about windy wet conditions, that's what you have out of the altamont pass. an accident that will cause distraction and slowing. we're watching this part because it's one of your eastern reaches, the first to show slowdowns. watch it over through the east bay hills, the oakland hills a nice flow on the sensors but look out for 880, 580, 24 and coming down through the maze, typical spots reporting flooding, an accident reported here southbound 80 off of the westbound 80 sorry, off the east shore 880, the connector is closed, go with 580 to 980. a look at the toll, wet roads, look at that puddling. and also windy conditions over all of the bay area. be careful. >> mike, thank you. you hear about it every year. a local school district issues pink slips, find as way to make sure the teachers have a job come next year.

this time, though, it may be different. today in the east bay's christie smith is live in oakland to explain why. good morning. >> reporter: good morning, scott. they are called moist 15th notices and they don't necessarily mean a teacher is going to be laid off but there is a real possibility that's going to happen after another year of funding cuts. those letters are coming out of the main office for the school district very soon. the district warning they are going to send out a lot more in the mail this year than in previous years. the district saying they exhausted their bag of tricks. the superintendent posted a letter on the district website it's up this morning explaining how desperate the situation is. this year they are saying they may lose $349 per student tied to state funding cuts, march 15 is the state deadline to notify teachers what's going to happen.

in the past oakland relied on high teacher attrition and one-time sources to avoid these deep layoffs but that may not be good enough this year. but exactly how many of these notices are going out we don't know. the district saying it's a significant number, but it's likely to be in the hundreds. the district is also planning to notify principals across the district that they could get new positions in the fall as well. a lot of this depends on whether the governor gets the proposed tax extension measure on the ballot and approved. that's the latest. reporting live in oakland, christie smith, "today in the east bay." >> thank you. this morning programs for special needs and hard of hearing students could be harder to find if the if the mt. diablo district closes another elementary school. the board says closing westwood elementary or silver wood in concord would save $1.5 million. the board says they need to close one of the schools because

of deep state budget cuts and declining enrollment. the schools closing have the special programs, others don't. last week the board voted to close two other elementary schools also in concord. today oakland's gang injunction proposal heads to court. a judge will consider whether oakland should begin enforcing the injunction against 39 alleged gang members. if the injunctions get approval it would place restrictions and curfews on alleged gang members. opponents say the injunction violates civil rights and won't prevent crime. the city attorney says the injunction is a tool to help fight violent gang activity. we should learn more about a plan to roll out medical marijuana. for the first time the council and people in the city will see the locations where a medical marijuana shop could open. we know where they can't, the proposed rule prohibits pot

dispensaries from 600 feet from schools, churches, or daycare centers. opponents question whether they attract crime and if pot is a legitimate medicine. >> no new state government jobs for now. governor brown froze hiring across state government yesterday because of california's $25.4 billion budget deficit. state agencies need to cut millions. the move bars state agencies from hiring new workers, converting part-time jobs into full time or transferring employees between agencies or departments. in alameda count the worst is yet to come, that's the title of a public budget meeting later today. it will be at the harris state office building in oakland starting at 1:30. on the agenda budget cutbacks and how they affect services like police, health care and taxes. check out acgov.org.

rough times in berkeley as well. the city will lay off seven employees in april because of money problems. it's facing a $1.8 million budget deficit and dealing with a rising pension and health care costs. not very many taxes. in order to save berkeley also delaying road repairs and making cuts to city departments. united airlines grounding 96 of its 757 aircraft because of maintenance checks not completed. more than a dozen flights were canceled yesterday. more delays because of the groundings, united tells us it could last into today. there are no 757's out of oakland or san jose. it's a good idea to check if you are flying out of sfo. the weather, the city of richmond says it will maybe sandbags available to everyone in the city for winter storm precautions available at the city yard off 580 in richmond. get them from 7:30 until 5:30

monday through friday. it's amazing, we went from 70 degrees and gorgeous to here's where to get your sandbags. >> old man winter went to florida, now he's back. we've got a lot of wind. i think we're going to see the winds taper off but the east bay saw some of the gustiest winds over the course of yesterday afternoon. we saw a 60-mile-per-hour wind gust in san rafael yesterday. really gusty winds throughout oakland all day. today the winds are calming down but we're focused in on wet conditions. we'll check in with mike inouye in a minute. let me show you where the showers are coming down. the bulk of the moisture you see the yellows and reds, that's coming down over central california. you can see most of the heavy rain pushed off to the east. we've got a little bit of heavy rain headed to san jose in the

next 10 to 15 minutes. but overall, we'll see improvement through the next few hours. take a break for the first part of the day, more rain on the way tonight. we'll let you know what that means and how cold it will be after that, the threat of a freeze is what we'll focus on next. the commute now, mike, how you doing? >> yeah. the volume of traffic is light but there's a lot to deal with so a lot on the plotter. we don't have an official wind adviso advisory. highway 4 at 63 through antioch, construction is not there because conditions didn't allow for much progress. we're extending to the carquinez bridge. smooth from the north bay. highway 37 over to the north bay, a live look shows you the

>> 4:43. looking at oakland coliseum in a dark rainy night. home of where the warriors had a big win last night. their final homestand. we're dealing with all of the rain and wind in the bay area. but it's snowing in the sierras, about two feet of fresh powder there expected at the 7,000-foot level. snow started falling yesterday, causing slippery conditions for drivers. interstate 80 busy, people head out ahead of the presidents' day long weekend. i had forgotten it was the presidents' day weekend. >> it's a comp day for us, scott. we get that day back. good morning to you. we're getting more snowfall over the sierra nevada right now. we have really heavy snow so i would say postpone your travels to places like truckee, even incline village and tahoe for the next 24 hours as our showers

are going to thin out. we expect rain and snow over the sierra nevada but the heaviest rain from all of the systems that will pass through over the week has passed through. you can see it here retreating to the east. for us we're going to see light scattered showers today and the next big athlete the bay area is a possibility after freeze, depending on how low our temperatures fall. snow levels as you head throughout tonight and tomorrow will come down to 2,500 feet, and that means we could see snow in mt. hamilton. we'll go into detail what you can expect for the rest of the week in the east bay coming up. let's get you to work on time with mike inouye. >> >> good morning. go slower because it's windy, very wet. we've seen a lot of flooding right now we had an accident at least that has cleared up out of the altamont pass. the winds not so heavy as you come over the grade into livermore so. a smooth flow over to the maze as far as the traffic on the

freeway sensors go. we have another accident and flooding for 580, 24, all of the typical suspects. we have a closure as well. westbound 80 on southbound 880, overnight there was an accident. they just closed that freeway about a half hour ago. you'll continue eastbound 580 down toward 980 connecting back over to 880 through the maze. reminder the bay bridge into the city, moving smoothly but wet and windy roads. we're following that sigalert at 280 still closed. continue on 101. >> thank you. watts at any ibm supercomputer, knocked off two former champions. the second game between the three will air tonight on jeopardy, this not the first time a machine has bested a human champion. big blue won in 1997 in chess.

2804. freezing weather is knocking the tea out of the blt. i know this is not in your neck of the woods but cold snap in the south and in mexico have damaged crops, tomatoes, bell peppers, everybody. price increases across the country. restaurants are scrambling to revamp salads and sandwiches. wendy's salads are not affected. you're laughing but this is important news. smaller grape tomatoes and subway, tomato, peppers in short supply so trying to get produce, i don't know what you like but trying to get stuff from other areas. also news out of starbucks, this is important because every coffee bit of news is important. you can get star bucks coffee in your hotel rule.

ponding if you wake up in the south bay. headed to the east bay, some rain to contend with. in oakland watch for a little bit of moderate rain. you can see all of these yellows pushing to the east. the heaviest rain came down overnight. in the east bay, you picked up to about 1 1/2 inches in some, san rafael was the winner for the east bay, 54 in oakland, 55 in napa and 56 in fremont. later on today, we're not going to see a lot of sunshine and as we head through the week, rain each day. our next big focus the freezing temperatures toward this weekend. we see any rainfall tonight, a little bit, that means snow over mt. hamilton. today is a good day to grab that ipad and your snuggy and get comfortable. >> all right. thank you much. coming up, berkeley leaders
