4:59. just about 5:00 and it's cold out there. i want to check in with christina. >> good morning to you. yes, it is cold out there but all of these temperatures are above freezing. a couple of these temperatures will fall to freezing, but no 20s forecasted this morning. santa rosa 35, 37 in fairfield, 39 in concord. a pretty good deck of clouds overhead that is able to trap in some of the heat from yesterday so it's a little more mild but this afternoon, yeah, the clouds are going to prevent the sunshine from coming in as strong, so it won't be as warm. we're looking forward the mid-50s today. we're talking about snow possibly at the 500-foot level or below. we'll talk about that coming up. right now we want to send you to the movies. new york's tribeca film festival, tor los angeles film festival, the word of the day, the godfather. as we head throughout the rest of the morning we'll probably put this up one more time. what you want to do, log on to nbcbayarea.com, register to win,

robberies. marla tellez is live in palo alto with a warning from police and what you can do to avoid becoming a target marla. >> reporter: good morning. we're inside the town and country village parking lot. many of you are probably familiar with this location along el camino. it's filled with eateries and local businesses, and it's shopping center lots like this that police say these latest auto burglaries are taking place. police say specifically they are happening in the stanford shopping center parking lot and other similar lots, all along el camino, though. it's not happening when you might think it would happen. that's after hours or in the dark. it is happening in broad daylight and into the early evening hours so probably when you would least suspect something like this. these thieves know what they want. they are burglarizing cars that have lap tops, gps units and

things in plain sight. police are telling you to take your lap top, gps, anything expensive, sunglasses, take it out of your car if that is feasible. if not at the least tuck it away in the trunk so it's not in plain sight. at the end of last year police say they saw a significant rise in robberies, in all of 2010 there are about 40 robberies in palo alto. that is the most they have seen since 2008. so it's not the first time thieves have been up to no good. reporting from palo alto, marla tellez. >> new this morning foreigners are scrambling to get out of libya any way possible. thousands were at the capital airport trying to get out on any

flight they can. the deed line pass add few minutes ago for americans. the u.s. chartered a ferry, was supposed to leave at 5:00 a.m. our time. no word what will happen if americans miss that ferry. supporters of moammar gadhafi are in the streets after the leaders call to take to the streets. they are seen waving flags, having banners, pictures of him chanting slogans of support. he will trush the growing revolt. >> jury selection begins in the trial of a teen allegedly trying to detonate two pipe bombs. he has pleaded not guilty by rein of insanity. he is charged with seven felonies. police say he went to hillsdale high school, armed with a sword, a chain saw and ten pipe bombs. the trial is set to begin march 7. >> a huge day for apple today as the board meets on the agaendaa

steve jobs. bob is live in cupertino with the latest. good morning, bob. >> reporter: good morning. during the shareholder meeting here at apple headquarters a chunk of investors will ask the board to explain how the company plans to proceed if jobs steps down. he is on his third medical leave after surgery, a liver transplant in '09, the company has not said what is ailing him this time. amid speculation he is not doing well investors want to know who will be his eventual successor? will it be tim cook who has temporarily taken over or someone else? apple indicated it has a succession plan but doesn't want to tip its hand for fear it would make it harder to retain top talent. this group says it isn't concerned about the company's viability in the short-term

considering the success of things like the ipad and iphone. the question is how will it fare in the long terms without jobs visionary inventories. he has been key to the success. many point out that apple has deep bench strength when it comes to top management. in other words, there are many other talented individuals outside of jobs at the company. what will happen at the shareholders' meeting. that group will ask the others to vote on a resolution that would force the company to reveal its succession plan. the sthaut they don't have enough votes to force that. bob redell, today in the bay. >> thanks, bob. south bay leaders now have a protective measure in place to ensure that a 49er stadium can move forward. the council voted to put aside redevelopment money tor a new stadium, that was in jeopardy

after governor brown proposed taking redevelopment funds away from cities state wide to help the budget. voters approved the plan for a new stadium last year provided that redevelopment money was used to help pay for it. santa clara will guide the project. >> pink slips are looming in the south by. officers are fighting back against the city to keep their jobs. the president of the san jose police officers association will meet with the media to try to tear holes in mayor chuck reed's budget program. he is calling for major pension reform including grening the age for full retirement, getting rid of annual increases in pension benefits and bonus payments to retirees. also asking city workers to take 10% cut in salary. the city may have to lay off 349 police officers if unions do not agree to the concessions.

>> new san francisco district attorney is looking to make his imprint. he is going to hold a news conference to announce how he plans to restap the office that he inherited. he will explain how he's going to maximize resources and improve public safety. the former chief was appointed by san francisco mayor gavin newsom. >> tonight revisiting the idea of arming officers with tasers. the commission voted against a taser proposal last year but could come without a new outlook. still some question the cost and effectiveness of those tasers. mayor lee backs the idea but would like to explore other alternatives. >> alameda county may renew a sales tax set to expire. people opposed to that say now is not a good time. the transportation commission says if voters approve the extension, it can then move

hey, they are kind of on a hot streak these days. good news for them. 5:15. >> a teenager is spending her 19th birthday in the hospital recovering after being struck by a hit and run driver. balloons, cake and birthday cards are next to her bed. luna was taken off a respirator but remains in intensive car. she was hit by a car and dragged for 2,000 feet and left for dead. her mother says she can forgive the hit and run driver but wants to make sure another family does not go through their pain. >> there is room in my heart to forgive that person. i pray that he prays for forgiveness from god. if we could avoid another family to go through what we're going through that would be my main concern right now. >> police have released this sketch of the suspect. he was seen driving a gray or silver minivan or suv. >> the trial of the man accused of beating a local priest will

start this summer. will lynch pleaded not guilty to assault charges for allegedly beating retired catholic priest gerald linder. he says that lindner molested him. father denies the accusations. lynch wants to go to trial so he can raise awareness about clergy abuse. >> lindsay lohan is expected in court again to face charges of stealing a necklace from a boutique. she is pleading not guilty to the theft charges. she claims she borrowed the necklace. if convicted she faces up to three years in state prison. the 24-year-old star has been in jail three times over the past three years on various charges. >> law professors taking the police to task. clark fresh men and the police say they broke the law when they

served a warrant at his home. they say he knocked on his door early january 11 and now announcing that they did have a warrant but he says they refused to show it. freshman says that officers made a series of mistakes. >> one, search without a valid warrant, two, not respecting my right to remain silent, not respecting my right to counsel and excessive force handcuffing me when they had five armed people there and i was in a bath robe and shorts. >> he says that the warrant covered one unit in the building. however, there are more than one and police had no right to enter his. police say freshman got caught up and he was handcuffed for a brief time and released when it was clear he was not involved. freshman wants an apology and to meet with police to talk about their procedures and says he still may also file a lawsuit. >> it's 5:17. we're talking about a cold start to the day out this this morning. it's going to get colder it

sounds like. >> yeah. you know, you two have been here for a while. i bet snow in the foothills not out of the question. you probably have seen it before if you lived here for any duration of time. have you seen it in san francisco, though? that's the question that we are all trying to answer. will it snow in the city? right now i do think that we are capable of the weather that we're expecting is capable of producing flurries in both san francisco and oakland as we head into saturday morning. that's when we see the coldest time of the day just after sunrise when we expect this system to drop showers over the area, and temperatures now look even colder in oakland and san francisco. you have a better chance of seeing the flurries in oakland than the city of san francisco. concord, livermore, hayward, probably seeing a little bit of snow activity as we head through saturday morning. we're not expecting anything heavy. by no means do we think you'll

be skiing down the streets of san francisco. there will be enough moisture content for a few flurries and some could accumulate. we don't think the snow is going to stick around for long. we have a system of low pressure from the gulf of alaska. it's going to drop in from canada. the first showers start tomorrow evening around 5:00 or 6:00 thursday and our snow levels at 2,500 feet falling to 2,000 feet thursday night. then on friday night as rain continues we'll see the snow levels fall even further probably to 1,000 feet. as we head through saturday morning a 500-foot snow level i'm forecasting with juries in oakland and san francisco. today mostly in the 50s. 55 in los gatos. let's check that drive. no weather elements, i would send it back to laura and brent. >> thanks a lot. >> you will soon have a chance to see what it was like when

valley area. no problems. speeds at the limit between hayward and fremont for 880 south. north to the bay bridge a smooth flow. no slowdowns through the maze. it's a wednesday so a light volume. the bay bridge, the golden gate bridge, and no major issues, not icy like a couple of days ago. might be on the smaller bridges but really no black ice reports for the chp. 101 easy flow. around menlo park and palo alto, if things continue there and the south bay with the light commute. brent and laura, the trip to the peak of mt. hamilton has reopened. >> a lot of people want to see that. it's 5:24. overnight curfew is in effect in new zealand's quake zone. anyone found in the cordoned off area will be arrested. crews are searching through the piles of metal and concrete.

they pulled a woman out alive. rescue workers say at least 75 people were killed by the quake, another 300 are missing. >> devastating pictures out of new zealand are too familiar for a lot of people here in the bay area. burt is a survivor of the 1989 like yesterday that he was trapped under a pile of rubble in san francisco. >> basically, the confusion, people are shouting and screaming and you have debris fall and being trapped, you hear voices but they couldn't get to us easily. >> a team of rescue workers from california are on the way to help in new zealand as well. google is in trouble again, this time over a children's art project. scott, what happened here? >> google doodle, the art up there in the name of google. well, they have a contest once a year, they invite kids to do the

doodle. turns out the entry form, google asked these kids to enter their place of birth. last four digits of their social security number. why is a mystery. google says it's to determine if a child has an american citizenship. the contest was only open to americans. you can be born outside the u.s. and still be american. the social security number thing, curious too. google has since changed that form. the "wall street journal" says the securities and exchange commission is investigating the sale of companies like facebook. you can't buy it on the regular stock market. but you can buy stock from someone who wants to sell it. say a facebook employee. a number of brokers have sprung up and the s.e.c. wants to know if that needs to be better regulated. >> thank you. 5:26 now. big story, apple's board meeting and where they are expected to talk about the health of steve

bridge. we'll tell you what they will be doing. >> a live look outside again, the south bay today, wednesday, february 23, on "today in the bay." >> good morning everybody. thanks for joining us. i'm brent cannon. >> i'm laura garcia-cannon. let's get started with a look at that forecast with meteorologist christina loren. >> good morning to you. yes, we're watching the forecast very closely. when we talk about something that's going to make national news potentially, we really want to keep our eye on what's happening. i'm talking about the projection of snow in san francisco. i don't think we're going to see snow accumulate. what i do think, possibility for flurries in oakland and san francisco into this weekend. our next round of rain arrives as we head into tomorrow night. today, though, we're starting out chilly and we're going to get one more dry day. 39 in concord, 37 in livermore

and 39 degrees in gilroy, along the peninsula more mild. let's find out if we have problems on the roadways. good morning, mike. >> a little distracted because you're talking about flurries. we're looking at the east shore freeway. 18 minutes. smooth off the carquinez bridge. averaging 61, i have a 71 around golden gate. there's an 80. though the roads are relatively clear you have the stated speed. whatever is safe, no faster. looks like 66 for a bay point. that should be dipping soon but the east bay dry so major freeways looking good so far. >> thank you very much. 5:31. we're following a developing story out of apple. the board of directors meets this morning to talk about steve jobs. good morning, bob. >> reporter: good morning.

the apple shareholders meetings later this morning here at cupertino at 10:00. steve jobs is on his third medical leave of absence and there is speculation he's not doing well. there are a chunk of shareholders who want to force the board to let them know what their plans are on how to proceed with ousting jobs and when she to leave. he had cancer surgery in '04, a liver transplant in '09, now his third time taking a medical leave of absence with no indication when he might come back. the investors want to know who would be his eventual successor, would it be tim cook who has taken over the day-to-day operations or someone else. apple has indicated that it does have a succession plan in place but doesn't want to tip its hands because it may make it harder to retain top executives.

the group is concerned about the company in the short-term considering success of apple products like the ipad and iphone. they aren't concerned about the short-term. how twill company fare in the long term. analysts point throughout's a lot of bench strength outside of steve jobs. let's bring in scott. a couple of questions. one, do you think the shareholders will be able to force the board to reveal their lans for succession? >> traditionally apple shareholders have not held a lot of power in the sense they are awfully happy. we've seen companies where shareholders have been able to resolve. this is not one of them. they are getting an incredible return that they tend it new get too far out of line. it's a reasonable question, but no, i don't think apple shareholders can force the board

to do much of anything. >> reporter: even though we're talking about shareholders showing up, a lot of us are shareholders, maybe not direct with the stock itself. indirectly. >> better hope you are. lots through their retirement funds, you have never bought a sar of apple that you are aware of you probably have it in your retirement fund which is why we follow so it carefully. if you don't have apple you ought to contact your retirement manager and find out why the heck not. this has been an incredible performing stock. >> reporter: what's going to happen, the shareholders meeting. they are presenting a resolution to the other shareholders trying to get them to force to force the sp to reveal succession plans. >> thanks, bob. san jose firefighters say that a child playing with matches started a fire at a condominium.

it personed several buildings. firefighters had a tough time putting out the blaze because there was also a gas leak. it was controlled at 11:00. the mother saw her child playing with matches near a couch and took them away. when she came back the fire had started. san francisco leaders are looking to rein the growing benefit cost. the public defender will move a proposal for the november ballot forward. he is drafting what you might call the son of b plan a successor to proposition b. the city is expected to contribute $375 million in pensions next year. the new plan, san francisco would be prohibited from paying more than 50% of the total pension. the retirement age for new employees would increase and

retired workers who earn more would have to contribute additional five%. >> starting today bicyclists will have a harder time riding over the golden gate bridge. the bikes' only sidewalk will be narrowed to seven feet wide. bicyclists may have to walk bikes through the middle section of the bridge. the scaffolding will be up for a few weeks while they recoat the tables. >> we want to check win christina. we've been talking about how cold it is. it's going to get colder. >> it is cold this morning, guys. as we head through the next couple of days temperatures are going to fall even more so. talking about the 30s as of this weekend, just in time for a winter storm to arrive. the two coinciding perfectly could create snow flurries in

san francisco, oakland you have a better chance because it gets a little bit colder in oakland overnight. i think livermore, concord, fairfield, you'll see the snow as we head into this weekend. but this morning it's chilly. 37 in livermore, 37 in fair field. we have a little cloud cover that's keeping things more mild. 56 in fremont, 55 in san jose and 54 degrees in redwood city with increasing clouds. that's the difference between yesterday and today. more cloud cover, that is all courtesy of a system on the way, showers as of tomorrow. let's check your traffic now with mike. >> it's about 5:45. we start to see the slow down. in fact, the speed indicators changed from green to yellow. around 50-ish. closer to 35 is my guess through the area. so the start for the westbound

highway, out of the other portion of the east bay that starts slowing at the altamont pa pass. we'll see that dipping down over the next half hour as well. 580 smooth. over to castro valley, the drive over to the castro valley y, that's for the name. we have a smooth drive. speeds toward the 50s. turning yellow around the intersection. the dumbarton bridge, another look out there and show you what things are like for 880 past the coliseum, smooth through oakland past the coliseum up to the toll plaza. up to this point there are no metering lights and no major backups. things are cold but getting cold. >> even colder. >> 5:38. the warriors are talking trade. we'll hook at who they have their eye on.

while. >> the world is being rocked by what's happening in libya. they are in the midst of potential revolt and civil war. that's having a trickle effect here in the united states. and today in the bay's tracie potts is live in washington, d.c. with a look at how what's happening in libya could affect us. tracy. >> reporter: good morning. now this morning we're seeing pictures out of eastern libya of demonstrators celebrating, it is believed that those demonstrators have taken control in that region of the country. meantime, we continue to see protests around the country. here at home as well as americans worry and wonder about their relatives abroad. the united states has been trying to get flights out with members of the embassy and their families for the last couple of days. it hasn't worked. now starting today they are trying to ferry americans out of libya, even though there appears

cassette player in my automobile. i'm darn proud of it. good morning to you. we're at 35 degrees in livermore so a few degrees above freezing. 35 in fairfield and 35 in napa and santa rosa. i don't think we'll see the 20s but it's chilly, grab a jacket, leave the umbrella home. but keep it handy. you'll probably need it tomorrow evening as early as tomorrow evening when we expect our first round of rain from this really, really potent cold system that's approaching the bay area. today's temperatures, 55 degrees in san jose, 56 in fremont, even though it's cooler than average for this time of year which is about 60. this is one of the warmest days we're going to see in sometime. clouds increasing throughout the day today. that's going to make for a mild afternoon. i want to step out of the way and let you see this system. you see those spotty clouds pushing into seattle. that's an indication of an extremely cold air mass that's going to drop into the bay area. timing is everything. as we look toward saturday

officers say dozens rushed to help. he couldn't get his door open enough. several people picked up the car, picked it up and moved it far enough and then another guy had to cut the guy's seat belt with a knife. >> people came from everywhere trying to get that man out of the car. >> everybody did the best they can do. everybody. >> i didn't have no choice. >> that shows you how when you get human beings together what we can do. >> paramedics rushed the driver to the hospital. we do not know if he's going to survive. i suggest that he's not in there when the flames are that intense. they have gotten him out. but you can see what a scene that was. >> what an amazing effort. immediately by so many strangers. >> 5:49. a candlelight vigil is planned for two walnut creek teen who is drowned rafting over the weekend. matthew and gavin died.

the juniors were best friends and on the way to meet another friend but they never made it. tonight's vigil is at the shell ridge open space in walnut creek from 6:00 to 8:00. >> east bay police hope they solved robberies. police did arrest a 19-year-old man after watching surveillance video but they don't know if they have the right man or if there are other suspects. five women have been robbed after driving home from a safeway off highway 13. nobody was hurt but the suspects did take purses, cell phones and money. police say they are still investigating. >> people in mendocino county are bracing after a 4.4 quake last night. the quake hit just before 9:00 last night. it was centered about six miles north of lake pillsbury.

people could feel the shaking as far as lake county. no reports of injuries or damage. >> the santa rosa school district is looking to make cost cutting moves to meet an ever shrinking budget. the school board will meet tonight the talk about reducing the number of school days next year. they may also increase class sizes and eliminate some administrative and staff positions. the board could also increase furlough days. the plan would add $1.6 million to the budget after some of their other cost saving moves made earlier this month. >> after weeks of deliberation we know the name of every school that will shut down in the mt. diablo district. last night school board gave the final word and two schools, not three, will be closed next fall. they are glenbrook middle school and holbrook elementary. we've known for some time that those possibly close. what we didn't know until last night is those will be the only schools that will close.

the moves will likely save the district more than $1 million a year. >> neighbors are voicing concerns loud and clear but it has not been enough to keep a cell phone tower from being built in the middle of a neighborhood. the commissioners will allow the company to build a 50-foot tower on heather drive. it will be disguised as a red wood tree. the commissioners say their hands are tied because federal law limits control that they have over cell phone towers. >> the east bay's largest water district may get slapped with fines for two spills last year that regulators say follow a pattern of carelessness. regulators are frustrated with the district's inability to manage spills especially in creeks where there is environmental damage. they are concerned that spills can increase sediment and chemicals in the creeks. regulators are set to make a

decision on the proposed fine in may. >> despite uncertainty for several projects alameda county is moving ahead with several plans. before he took office governor brown proposed limiting agencies to balance the state budget. the board unanimously approved moving forward on 16 county redevelopment projects. they said they had to do that in order to have contracts in place in the event those projects are able to proceed. >> san francisco union workers celebrate a new hiring law that is expected to break ground next month. the laborers international union celebrating, a victory party in san francisco tonight. under that new law, 20% of construction worksers on city projects would have to be from san francisco. that percentage would go up by 5% every year until it hits 50% in seven years. supporters say the bill would create 10,000 local construction

jobs within the next five years. >> we have discouraging news in the world of real estate. >> you know, hardly a day can go buy you don't get some sort of real estate report. new home sales, national association of realtors, everybody's got a report. but one of the most dependable is kay schiller. it shows in many cities the price of a home has fallen to levels not seen since the big bust. in other words, in places like chicago, charlotte or las vegas, things have not gotten better than back when bear stearns collapsed. san francisco numbers, house prices down 1% compared to last year. the numbers are kind of weird. it says oakland is part of san francisco but doesn't include san jose. several big news agencies speculate apple will hold a small event next week to introduce the ipad 2 likely would steve jobs, on heels of reports that the sale of ipad 2
