>> good morning, everybody. thank you for joining us. i'm brent cannon. >> it is now almost 6:00. i'm laura garcia-cannon. let's check the forecast with christina. it is 39 in novato. we'll drop one or two degrees before we hit the ultimate lows for this morning. sunrise this time of the year is right around 6:50 a.m. that's also the coldest time of the day, but this afternoon right around 1:00 or 2:00 p.m. temperatures will climb into the 60s which is right on track with the seasonal averages for this time of the year. 62 degrees in oakland. same for san jose. but rain is back in the forecast as early as tomorrow. we'll let you know how much rain we are expecting, when and where coming up. over to you. thank you, christina. is rain is fine, but we don't want the cold temperatures too.

here's a wide shot of the maze. you can see the toll plaza itself. the backups are starting in the cash lanes. no metering lights. that should sort out as the toll lines open in the next few minutes. i'll confirm anything going on at the toll plaza or anything clearing in the next report. meanwhile, we'll get you through the real slowdown near highway 4 bogging down to love ridge. remember there's an earlier report of a major pothole just under the overpass at love ridge. that could be an issue for later on in the morning commute. we have 580 slowing into livermore. the accident just starting to clear from the shoulder over there at northbound 680 just off westbound 580. that's the only issue aside from the building up of traffic. the south bay shows a building up from 680 to northbound 101. more traffic is likely today because schools are back in session, they were off last week. you could see an eye-catching sight on the bay bridge today, but try not to look. crews are gearing up for another major construction phase. christie smith is live at treasure island this morning

with a look at the new segment of the suspension tower moved into place today. christie? >> reporter: good morning to you, brent. this really is the center piece of the new bay bridge that will give it its distinct look. it is really quite a sight. when the next session is up the tower will be 91% complete. this is the fourth section. they are floated in on barges and then lifted one a jack. that's quite a long lift. so the equipment is in place to stabilize this along the self-anchored suspension span. right now the tower is about 374 feet tall, which is already taller than koyt tower and the tribune tower over in oakland. when it is complete it will reach 525 feet tall and give it its signature profile. crews are working around the clock in 12-hour shifts and the process takes 30 hours to lift, place and bolt into position. all of this is part of the retrofit to make the bay bridge stronger in the event of an

earthquake. the last sections went into place in december. and when this is done there will be 45 feet left to go. it is quite a sight, and it comes near the s-curve where we have already seen a number of accidents. so caltrans is advising drivers when you go past it you probably do want to look, but they are suggesting that you don't. just keep your hands on the wheel so that they don't have any accidents. reporting live on treasure island, i'm christie smith, "today in the bay." now back to you. >> another exciting phase. thank you, christie. 6:03 right now. we have an update on a strange story out of the north bay we have been following. an autopsy will be performed tomorrow on the remains found in the backyard of a novato home. there is growing speculation the body is that of 74-year-old dale smith. neighbors have not seen him for months. police consider dale's wife evelyn smith a person of interest. she gave them permission to search the home mentioning the

ground underneath a recently installed barbecue patio where the body was discovered. no charges have been filed so far. the couple accused of kidnapping jaycee dugard and holding her captive for 18 years are expected back in court today. a competency hearing for phillip garrido will get underway as the prosecutors look to change or oppose the change of venue asked by the defense. medical can us in collectives today to meet to talk about a new tax set to go into in effect tomorrow. the medical marijuana dispensaries have to pay 7% of the gross tax receipts to the city every month. san jose has about 100 dispencerys but no regulations for them. city council members hold the new tax will help with budget issues and spur discussion on imposing regulations. >> we have over 100 of them now. that's one for every 10,000

residents. that's probably more than we have oncologists or doctors. we have too many of them. i don't think they meet the legal standards. and i'm very concerned about the proliferation of them. >> opponents of the new tax say the city is taking these businesses before considering whether they are illegal. they also argue the tax is an effort to chase medical cannabis out of the city with the highest tax in the state. pink slips should go out in san francisco's school district. the district saying that it will send out more than 400 notices tomorrow to teachers, administrators and aids. now normally the people who get those pink slips still have a job at the end of the year, however the district says that if governor brown's proposed tax extensions are not approved in june then a lot of the layoff notices that go out this year could become permanent. this morning we are following a smelly situation in san francisco. there's a rotten egg odor near

at&t park and it could have something to do with the push for low flow toilets. who better to send than bob redell joining us live from san francisco to tell us just how bad it smells this morning. talk about reporter involvement, bob. >> reporter: yeah, good morning to you, laura. you know, i probably shouldn't be complaining that it is cold out this morning because if it was warmer mission bay, at&t park, around this general area you could have a nice lovely stench of a rotten egg. this is the unintended consequences of water conservation. i got off the phone with the city's public utilities commission this morning that says this is what is happening. has water usage is down in recent years you have less water diluting the waste in the pipes. as a result the waste in the sewage system is sludgier, hence this odd smell that's been released in different parts of the city. now, it sounds funny, ha ha, but it is an issue costing the city

money. they have had to spend a couple extra million on bleach. they buy bleach normally to disinfect the sewer system, but they have had to spend a couple extra million dollars here. and over the past five years the city has spent $100 million to upgrade the system. some of the money has gone to fight the odor problem. tyrone chu with the public utilities commission could not give me a certain number, but they have had to spend more. i said, has it been worth it with fewer people using the water and pulling back for the economy. he said absolutely. they said usage is down 20 million gallons a year here in the city of san francisco. and considering that water is a fines resource, that's a good number to have. >> that's a big number. thank you, bob. we want to check your forecast. it has been kind of up and down. we either had record-breaking

highs or record-breaking lows. >> can we get out the galoshes again? >> you are going to need them this week, but only for one day. it looks like wednesday, maybe not open even on wednesday if all the rainfalls overnight. wave juicy system on the way. i want to point out that it is not as cold as the last system that brought snow flurries to san francisco. it is a much warmer system, therefore it is packing more moisture. we could see an inch of rain in some cities heading through the course of tuesday night into wednesday afternoon. that's the best bet for rain. 38 degrees right now in hayward. it is still really cold out there this morning. you'll need the jacket. leave the umbrella at home today, partly cloudy skies. fremont, 60 degrees. 62 in san jose. 62 degrees in los gatos. heading throughout this afternoon you will notice a mix of sun and clouds. and some breaks of sunshine throughout the day. we do have a lot of cloud cover out there. but it is helping to keep our temperatures a little bit more on the mild side this morning. now as we head through tuesday the best timing for rain right

now looks like around 7:00 p.m. so hopefully it will start to fall after the evening rush. 57 degrees by wednesday. showers early. we could see heavy periods of rain at times. and wednesday looks like a washout, at least for the first part of the day. by thursday clearing, sun and clouds, plenty of s for friday. we are already looking at the weekend saturday into sunday. plenty of sunshine, slightly warmer. i think this will be an okay weekend to make the outdoor plans. and i'm saying it early, we'll see if you are leaving early and how the roadway looks for you. good morning, christina. we'll take you out there, i was thinking about the break today. if you have wipers chewed up on the frosty windshields over the weekend, replace them today in preparation for christina's forecast. right here we are prepping you for the slowdown on westbound 580. we are following this big rig truck. you can see the color changing from green to yellow. the speeds are changing in through livermore. we have a steady slowdown all the way westbound out of the altamont pass in through the heart of livermore and even from time to time speeds around 45 near the dublin interchange. so you gained about five minutes

to your commute. that will continue to build through the east bay. a trouble spot near the dublin interchange, but no accidents, just the focus because of the volume of traffic there. we'll get you a look at the maze and the approach to the bay bridge toll plaza. 880 itself looks nice past the coliseum. then northbound with the headlights past the coliseum itself, a steady flow starting to build as far as the volume goes for oakland and the like heading through downtown and to the bay bridge toll plaza. we had a backup in the cash lanes. all the toll lanes have opened, so the cash lane backup has temporarily cleared in time for the rest of the commute to build over the next 15 to 20 minutes. things will build up until they turn the metering lights on. watch the east shore freeway, but it is clear. thank you. 6:10. still to come on "today in the bay," the man accused of setting a fire that raged for seven days in the south bay. he goes to court today. details are coming up next. bay area business owners are fighting the opening of a new goodwill store. we'll show you where and why. another candidate looks to take a shot at the san

on a preliminary hearing to get underway this morning for the man charged for starting a massive wildfire. channing vernon is charged in connection with the 2008 summit fire that lasted for seven days in the santa cruz mountains. investigators say it burned piles of vegetation for weeks. it destroyed 132 structures. mountain view police are opening a murder investigation that is seven years old. in september of 200417-year-old alex hernandez was shot to death while riding his bike with friends. several suspects drove off but were never arrested. the shooting is believed to be gang-related. detectives are now developing some new information after recently re-interviewing witnesses. and a $10,000 reward is still available for anybody who has information or can lead investigators to the suspects. a san francisco

assemblywoman is getting ready to introduce legislation designed to protect filipino veterans. in three hours assemblywoman fiona mall will announce two bills to insure filipino world war ii veterans receive benefits promised by the federal government for their service. during world war ii the philippines was a u.s. commonwealth. fill pie filipino soldiers fought side by side with the american troops. one of two bills would insure school curriculum recognizes the significant role of filipinos during the war. the president of the san francisco board of supervisors is likely to announce today that he's going to run for mayor. david chu is expected to kickoff his campaign at 11:00 this morning outside of city hall. if chu is elected in november he says he will head up an administration that focuses on community-based budgeting, planning and policies. chu was elected to the board three years ago. business owners in berkeley are fighting the opening of a

new goodwill store. goodwill wants to open a store on solano avenue. they first expressed it last summer. they submitted a permit application but the permit is still pending. they say this would change the character of their neighborhood. right now we want to check in with christina. we are talking about a break here, at least for 24 to 48 hours. until the next one. >> wishful thinking, brent cannon. wishful thinking. we have about 36 hours of freedom if you want to make the outdoor plans. something that's interesting we are following for you, is just want to start with this. if you are heading to southern california today, your friends will talk about the frost. we usually don't see temperatures this cold in the morning, but they are talking about frost in san diego this morning. so mother nature and her bitter blast impacted all of us over the weekend. we had snow flurries in san francisco, san bruno. we picked up a dusting of snow in daly city. it was one of those weekends you don't typically see around the bay area.

"today in the bay's" monica dean is live in san diego to show us what they are dealing with this morning. good morning, monica. >> reporter: good morning, laura. from a very cold san diego, we are actually in poway this morning near the trailhead to iron mountain. it is very cold out here, we are talking low to mid-30s. and a frost advisory is in effect until 9:00 this morning. and that's a serious situation for local growers and business owners. the snow level dropped to about 1,000 feet here over the weekend dusting places like ramona and poway. drivers were pulling off the road very close to where we are stand gt standing right now to get a look at the snow-covered skyline. the frost advisory is a big concern for some. it is taken very seriously because it takes one cold night to damage millions of dollars worth of plants. and at one local nursery in san diego's east county they are covering plants with huge tarps, moving some plants indoors, bracing for the cold weather. the nursery owner says this is

the coldest year he's had in two decades. the national weather service says the frost was expected to reach its peak just before sunrise. so we just hit that mark. once again, it is about 34 to 38 degrees where we are standing right now. frost advisory once again in effect until 9:00 this morning. we are live in poway, i'm monica dean. laura, back to you in the studio. >> at least you are bundled for it nicely, monica. thank you. in the meantime, we want to check our morning commute. we showed you the picture os of the bay bridge. one of the places to see changes this morning for drivers. >> it will be a distraction for folks as christie smith mentioned. we are showing you the pictures. just focus on the roadway traveling over the span. we are looking over at antioch and highway 4 where things are jammed up. there's the volume of traffic coming out of the north bay through the east bay. we have a slow spot near concord. i'm hiding the sign there, that's your commute direction of 242 near concord avenue. we have reports of a garbage can rolling around in the lanes.

hopefully that will be addressed quickly by chp. a smooth drive through concord near the 24 interchange. the 24 interchange here, a live shot with light volume for 6:20 on a monday morning. it is actually 6:23, if you need the extra three minutes, as i know we all do. down to 580 and the dublin change, coming through the north is fine. the altamont pass is slowing at 45 miles per hour building up to 20 minutes for the commute through livermore. no accidents, that's better news heading over to hayward and the castro valley. a smooth drive for 580 coming off the span. no slowing approaching 880 itself. the bay bridge approach, we are looking at the toll plaza. the metering lights are now turned on. it is quickly building volume there. surf is not up this year, so the window for mavericks is closing meaning there's not

going to be a competition this year. la nina could be to blame. the weather pattern means that 20-foot swells for mavericks never made it to half-moon bay. weather could be to blame. if nothing changes today and they don't see big swells coming out, this would be the third time in five years that mavericks is a wipeout. now the award season is in the books. "the king's speech" won best picture, best director and best original screenplay. "inception" also won four, but they were all for technical achievements. colin firth won for best actor. natalie portman won for best actress. christian bale and melissa leo won in the supporting categories. the bay area's pixar earned a best animated film oscar for

"toy story 3" as well. there are a couple versions of "the king cease speech" and scott mcgrew is here to talk about that. >> the company who distributes it is reediting it to get it down from an "r" rating down a pg-13 rating. it is not clear where the edits are but we expect it for language, that's really the only naughty part in the movie. the distributors are not clear which movies will get the pg-13 versions. if you are headed out to see it, ask ahead of time which one you bought a ticket for. meanwhile, big trouble for individuals and businesses alike this morning. tens of thousands of people are looking at their gmail inbox and seeing literally nothing. google is working furiously to figure out what went wrong. the company's timeline on the fix is very, very fuzzy. google says, quote, in the near future. but they even get fuzzy saying that estimate could change. the bottom line is that they

don't know. this is the kind of thing thatcompanies that promote the cloud don't want to hear. if your corporate e-mail goes out you are probably going to the local i.t. guy. google gmail is at the mercy of outside forces. google has a lot more than one i.t. guy working on the problem, but one way or the other, it is bad press for cloud support. thank you very much. in the meantime, charlie sheen reportedly is going to sue cbs for $320 million for mental anguish after the network dropped his show "two and a half men." the network cancelled the show after a series of private scandals and a public rant against the show's creator. this morning jeff rossen has an exclusive interview with sheen. >> i'm not angry, i'm passionate. everybody thinks i should be begging for my job back, but i'm going to forewarn them that it is everybody else that's going to be begging me for their job back. >> you can see rossen's entire

we'll check in with christina who has a look at the forecast for today. good morning to you. it will be a nice day. we are looking to partly cloudy conditions with temperatures ending up in the low 60s, which is right on track with the seasonal averages, but we have rain on the way later on in the week. we'll tell you where and how much we are expecting. it is a much warmer system with no snow at sea level this time, but a lot of rainmaking its way towards the bay area. we have a little bit of patchy fog, not widespread by any means this morning. we'll see how it impacts your drive this morning with mike inouye. i will show you a little bit of fog, but it is not widespread. we have widespread commutes hitting the maze. we'll see what's happening in the east bay. a nice, easy drive so far for the speeds, but we'll look with the chopper over the maze area. we are showing the backup at the toll plaza. the metering lights turned on at 6:15 this morning. there's the buildup making wait way to the 880 overcrossing.

everybody funnels over the peninsula side at this time of the morning. travel times throughout the bay, we see a nice flow through 580 to sunol. the low clouds are hovering near the golf course. tough to see through sunol. be prepared if 680 is orron commute. we are following a new development in the bay bridge construction project this morning. crews will be hoisting a huge segment into place. christie smith is live at treasure island this morning. kristy, i understand caltrans says this sight could be so impressive that drivers could be distracted. >> reporter: yes, good morning to you. this is the signature piece of the new bay bridge. you are not supposed to stare at it for obvious reasons but it is really hard not to because it is quite a sight. this is section four of the tower going in right now. and it is a real methodical process. when we arrived this morning that piece was laying flat on a barge. two hours later that's how far

that a jack has been able to lift it up this morning. this will bring the tower to 480 feet tall. that's higher than koyt tour tower in san francisco and the tribune tower in oakland. then there's going to be 45 feet left to go to the top, ultimately reaching 525 feet tall. even when the height is reached, cables still need to be attached and there's still work to be done. we also have lane reconfigurations coming up in may over on the oakland side. but this is a huge piece of the puzzle in the bay bridge retrofrit retro fit project. the s-curve has had its share of accidents, so caltrans and the chp is asking drivers not to stop and stare. keep your eyes on the road. there will be plenty of time to stop and stare when the bridge opens in the year 2013. reporting live on treasure island, christie smith for "today in the bay." >> it will be a big change.

thank you. santa clara police are looking into the first homicide of 2011 this morning. officers found a man stabbed to death on monroe street off the san tomas expressway yesterday morning at 7:30. the 31-year-old was in front of the old orchard apartment complex and a trail of blood extended from a gas station across the street to the body. police have not identified any suspects and have not released the victim's name. police are blaming street racing for the death of a 24-year-old driver. the accident happened early sunday morning at the university on-ramp near highway 101 near east palo alto. the driver died at the scene and the 27-year-old passenger suffered major injuries and was taken to stanford hospital. witnesses say the men were racing another car with speeds reaching over 100 miles per hour when the driver lost control of his car hitting a sound wall. the u.s. is trying to persuade european nations for tougher sanctions on the libyan

government this morning. u.s. officials hope the sanctions will convince gadhafi loyalists to abandon his regime. secretary of state hillary clinton is in geneva for high talks with other foreign ministers now trying to bring the international community together to form a unified opposition to the libyan crackdown that has killed hundreds of its own people. 6:pa right now. the push for the east bay memorial for jones town victims moves into the spotlight today. supporters will hold a news conference, prayer vigil and rally starting at 10:30 this morning at the evergreen cemetery in oakland. they want to build a memorial for the 918 victims of the people's temple massacre in jonestown back in 1978. the cemetery gave the go-ahead for it but a coalition led by jim jones' adopted son opposes the granite wall because his father's name would not be inscribed on it. security lines and patdowns might be the only worries for some travelers at sfo pretty soon.

the commission that over sees the airport is now set to enact a ban this tuesday on groups that panhandle passengers. solicitors cannot enter the airport grounds inside or outside the term gnats terminals starting in april. sfo was awaiting the outcome of a court ruling at a similar ban at lax before they went ahead with their own version of the ban. the california supreme court did rule in favor of lax. a ship so big that it has to be taken apart and brought into the bay in pieces is making its way into the bay this morning. the "usa 17" that won america's cup is going to be in port in san francisco. and marla tellez has been watching for this ship to arrive. you know, has it arrived? >> reporter: yes, we did get confirmation. it arrived at 5:30. it was the freight we got a shot of earlier. we shot videos and will show it to you. it is the world's fastest yacht.

it is "usa 17" as brent mentioned. it is just too big and does not make clearance, it cannot sail underneath the gorgeous golden gate bridge. so it has to be crated in parts on a freighter. we also just got word that it kruszed underneath the bay bridge recently and will dock at pier 80 at 7:30 this morning. it will be reassembled at pier 80 and put on display for the public to see. it will be raced again by ceo larry ellison's bmw oracle racing team. the dimensions as you can imagine are quite impressive. 115 feet long with a 185-foot mast and a 223-foot wing sail mast traveling at speeds of about 35 miles per hour. it inspired at least one sailing enthusiast to come out to see this. >> i woke up to see this. it is about the size of a

baseball diamond in white shrink wrap coming through the golden gate bridge on a big freighter. it is huge. >> reporter: san francisco beat out newport, rhode island, and italy to become the city for the 34th america's cup. it is expected to pump more than a billion dollars into the local economy. now race events won't start until 2012 with the final match taking place in september of 2013. but all in all, san francisco is expected to see 43 days of racing. live at the golden gate bridge, marla tellez for "today in the bay." i did not realize that those were that big. >> huge. >> but they are huge. we'll see. >> it is kind of a groggy start oaf over the bay bridge. not bad, but a cloudy start. a little hazy this morning. the clouds are keeping widespread fog from developing. we still have a lot of moisture leftover from the showers that came through, particularly

friday where we got slammed friday morning. what's happening is we have high pressure moving. the clouds are arcing about the high ridge of pressure. do watch out for patchy fog. mike showed you a dense commute this morning on the 680. 41 degrees in oakland right now. it is still chilly out there. you'll need the jacket today, but you don't need the umbrella. not until later on in the week. 60 degrees in fremont. 62 in san jose. 62 is the forecasted high in los gatos. a relatively mild day with a lot of sunshine today. but we are calling it partly cloudy. a mix of sun and clouds throughout the day. we'll talk about the next rainmaker. it looks like showers will arrive some time tomorrow evening. looks like after 7:00 p.m. we'll start to see the first showers push ashore. we are expecting quite a bit of rain. this is what it looks like driving to work at 5:00 a.m. wednesday. moderate rain expected in the east bay. then the whole thing clears out by noon on wednesday. but this is a big rain maker.

there are big budget battles waging all over the country today. in washington, d.c., a federal government shutdown could happen this week. tracie potts is live to explain what's happening today. >> reporter: hi, brent. good morning, everyone. friday is the deadline we'll see a shutdown if democrats and

republicans here can't come up with some sort of compromise. and there is one on the table. house republicans are suggesting a two-week extension of the current budget with $4 billion in cuts. democrats, which control the senate, say that they will consider that but really want a longer four-week extension. they have been kicking this can down the road for several months now. the problem is they are dealing with a part of the budget that's very small. they have not touched larger parts like social security and medicare. also state budget is a big concern. the protests we have seen in wiscons wisconsin, and we have many at the white house today talking about what the president can do to help them with their own state budgets. by the way, california's governor won't be here, he says he has a lot going on at home. brent? >> thank for the update, tracii. meanwhile, hundreds of protesters are at the capitol

building in wisconsin this morning. yesterday police told protesters they had to leave but eventually they gave in and just let them stay. the protesters are fighting legislation proposed by wisconsin's new republican governor that would strip most public employees of the right to collectively bargain. 14 democrats have gone into hiding preventing a vote on the bill. the demonstrators began to camp out in the building two weeks ago. the last u.s. veteran of world war i has died. frank buckles lied about his age to get into the army in 1917. he was only 16 but told recruiters he was 21. buckles never saw combat action in the war. he drove ambulances and then escorted prisoners back to germany after the war, but he did go on to serve in world war ii. and he spent three years in a japanese prison camp during that one. buckles died yesterday at his home in west virginia. he was 110 years old. >> may he rest in peace.

seven hmm time tour de france winner lance armstrong is traveling across california to push a ballot niche toif to add a dollar a pack to cigarettes. the measure would raise money for cancer research. his co-chair is don peralta who is another cancer survivor. officials say if it passes king cigarette tax revenues increase to $855 million. the giants have another spring training game today. they will take on the brewers this afternoon. the giants are 2-1 in cactus league play. they lost to the diamondbacks yesterday, but it really is not that big of a deal when you consider that spring training is really about kind of getting in shape and getting the team together. the pendant is on track for being in shape. pablo sandoval dropped nearly 40 pounds before camp and hit a home run yesterday. the a's also have a game this afternoon and will face the cubs. training camp just kicked off the cactus league play

good morning, everybody. time now is 6:51. a live look at that yacht we have been talking about. at least part of it is on the barge that brought it in. the mast and the sails are so tall it wouldn't fit underneath the golden gate bridge. it was taken apart and it came in on the barge in sections. let's check on the morning commute now with mike inouye. >> speeds are pretty nice to look at. at the limit approaching the toll plaza, we'll get a live look out there. here's what we have shaping up. the metering lights were turned on at 6:15, but the buildup is now to grand west avenue and to the maze. the fast track lanes in the shot here, you can see them moving. we have the backup continuing to build here.

we have another look outside to see how things are shaping up approaching the area. look at that northbound 880 past the coliseum on your right. that's your commute direction through oakland. the southbound side, in fact, is just about even with that heading down to the san mateo bridge. no major backup there. we have slowing but that's further east. that's coming through livermore and the altamont pass. we have a 23-minute travel time through the heart of livermore. pleasanton and dublin are looking good to the 580 interchange. 680 from here a clearer drive but not a clearer view. the fog is still hanging around sunol near the golf courses. it is in a pocket, so it can hold the fog with the rest of the commute not being affected. slow through here because of low visibility. the south bay itself over the hill through fremont is moving smoothly into san jose. the fog is hanging around sunol, but a stench is hanging around san francisco this morning. san francisco is looking for a little relief from what they call a very smelly situation, especially near at&t park. it is kind of like a rotten egg smell.

with e know how that smells, not nice. this has something to do with the city's push for low-flow toilets. bob redell is following the situation and is joining us live with an update. good morning, bob. >> reporter: good morning to you, laura. it is a good thing it is cold out. if it was a warmer day the smell would be more prevalent. i can't smell anything, but the smell is typically near at&t park and the mission bay area. what is happening is because there's less water usage in the city because of the push for low-flow water toilets and people are pulling back because of the economy and it has been wetter out there with less need for water, there's less water in the pipes, therefore the waste isn't getting diluted as much and is sludgier and therefore emitting the rotten egg smell. so as a result the city has had to spend significant amounts of money more on bleach, about $2 million more on bleach to help disinfect that. and also over the past five years they spend $100 million to upzbrad the sewer system. they weren't able to give us the

exact estimate this morning, but a part of the money has had to go to fighting the unusual odor problem. i spoke with tyrone chu the morning from the public utility commission, i said, tie yoen, tyrone, is it worth it to conserve water? he said, aubs luteally. water usage is down 20 million gallons a year. and he pointed out that water is a finite resource so this is a step in the right direction. bob redell for "today in the bay." >> the can you stay there all day for us, bob? thanks. the "today" show is coming up in a few minutes with an exclusive interview with charlie sheen this morning. cbs cancelled the rest of the season for his hit show "two and a half men" after sheen lashed out at his bosses on a ride owe show. he is suing the network for $320 million. >> didn't cbs have a right to shut your somehow down. they are reading about you partying at all hours of the
