and a live look outside this morning from the south bay. relatively calm weatherwise, but there are big changes not only in the forecast but also on your calendar. it is tuesday, march 1st, "today in the bay." good morning, everybody. thank you for joining us. it is 6:00. i'm brent cannon. >> i'm laura garcia-cannon. we'll get things moving with a look at the forecast. christina, we better enjoy today. seize the moment. we have some big-time rain on the way. we could see up to an inch and a half over the next 24 hours in places in the north bay. we are expecting it to rain all the way throughout tomorrow afternoon. a really juicy system is aiming right at the bay area. we'll show that to you coming up. here's what's happening. we do have dense fog drifting around particularly in the north bay down to a quarter of a mile visibility right now in santa rosa. if you are waking up in santa rosa and have to head out the door, just take it easy out

there. we are looking to temperatures in the 60s later on. we'll let you know when we are expecting the first showers coming up. we'll get you to work on time now, it is 6:00 a.m., how sit looking, mike? we have something on either side of the bay of interest. drivers on southbound 280 near the peninsula we have reports of debris coming down through the serramonte area. keep that in mind. a crew near the oakland side and fifth street there, watch out for that. first of all we'll look at the toll plaza. we'll see how things are shaping up there. we are looking at the backups forming in a cash lane. things should sort themselves out until the metering lights turn on at 6:20 this morning. we have a live look out at the coliseum. things are picking up as far as volume goes, but no major issues

for the area. rain swollen creeks and canals in the east bay are going to be made safer coming in the wake of the grouping of two teenagers. christie smith is live with the latest. >> reporter: good morning to you. well, the public works department has been investigating the factors around this horrible tragedy ever since it happened. they are going to be presenting their findings a little later this morning inside this building to the board of supervisors. they are thinking that the best way to prevent something like this from happening again is to aggressively educate the public after 16-year-old matthew miller and 17-year-old gavin powell drowned drafting on february 19th along flood-controlled district canal. near the entry point where the boys went in, they say there's a no trespassing sign. but near an adjacent entry by private property there's a slope with grass and trees.

what they are suggesting is a number of things, first stressing to the public the hazards involved with something like this. that these waterways are not recreational areas. winter storms make for fast moving water. they are looking to use public access television, school districts, press releases to try to get the word out. now after the drowning accident in 1991 the message "stay out stay alive" was painted near a concrete channel. and they are hoping that they can use the message like that again this time. reporting live in martinez, christie smith for "today in the bay." thank you, crisis kristy. >> mean time, important hearings are about to get underway into the deadly san bruno pipeline explosion. thousands of documents will be made public. day one of a three-day hearing is set to get started. pg&e engineers and managers are the first to testify before the national transportation hearing board. we'll follow that testimony for you this morning.

if we get some important information, we'll bring it to you throughout the newscast. this morning an incredible confession. a couple accused of kidnapping jaycee ugard dugard and holding her captive admitted to the crime. nancy garrido said she helped deliver the children jaycee bore her husband. >> the kids were born, she delivered the kids, she fed them, took them places. >> the confession is part of a plea deal the couple is trying to get. phillip garrido is scheduled to appear in court on march 17th. the confession is part of what nancy garrido's attorney shared with us. we posted the entire interview at nbcbayarea.com. pg&e is sending a $25 prepaid debit card to san francisco and san mateo customers with cut their national gas usage in december. this morning a lot of people are wondering why the utility didn't take it off their bill and if the cards will work.

more than 150,000 customers qualify for the rebate. 40,000 of them should get their cards in the next week or so. but you have to make sure to use it soon because they expire in august. well, as if we don't text enough, scott mcgrew says you'll soon get texts based on where you are and where you shop. >> yeah, good morning to you. call it, i don't know, groupon meets four square. at&t will start something called shop alert. you have to opt in and ask for the service, but if you are near a participating store, target, for instance, there's a coupon that comes in as a text message. it doesn't use gps but determines what cell phone tower you are connected to. so you could be within say a mile of the store. now the reason for that, at&t is trying to drum up business with customers using much older phones. those with iphones already use much more sophisticated programs. back to you. >> it is convenient but a little

weird everyone knowing where you are all the time. >> i know exactly where christina is right now. i am in my cave as i like to call it. good morning to you. temperatures are really cold. wherever you are headed this morning, make sure you grab a jacket. give your car a little bit of time to warm up because it is really cold out there. we are in the 30s in cities across the bay area. a little more mild along the peninsula this morning. we are also not noticing any fog along the peninsula but we have some fog in the north bay. take it easy out there. we'll break down your forecast for the south bay. we already looked at the north bay and the peninsula. this is what it looks like for today at 7:00 a.m. in the south bay. 37 degrees. you'll need the jacket all the way until noon. mild conditions right around 52 degrees. and our breezes are really going to pick up. howling winds through the east bay hills tonight. 59 degrees. the breeze picks up in the south bay at 3:00 p.m. we have a wind advisory in place starting at 9:00 p.m. lasting until tomorrow morning. a lot of rain on the way to the

bay area. we'll tell you just how much coming up. right now, though, you want to get to work on time. it is a tuesday, tuesdays can be tough. how is it looking, mike? so far for a tuesday we are on schedule, christina. but i have incidents the report out of the bay bridge, actually leaving the bay bridge area, i'll show you that in a second. here's the chopper in the south bay. as you see the volume starting to increase for 101 at the 280/680 interchange into san jose, that's the first part where we see the slowing. speeds are dipping down into the 50s. we'll take you back to the maps where i showed you the peninsula. southbound 280 is a better location here on the maps coming around the daly city area. there's a disabled vehicle. the lanes of 280 are cleared. if you are using the geneva off-ramp, there's a concern for you. the 92 interchange into the bay bridge, that's a smooth drive. there's the disabled vehicle we told you about on the peninsula side. we'll move over to the maze and

good morning, everyone. a beautiful live look outside this morning. look at the painted sky. this is over the south bay this morning. the sun is coming up. the first day of march. san jose gets a new source of revenue today. the medical marijuana dispencerys will pay a 7% tax on their gross revenues with about 100 dispensaries in the city. the city council hopes this will be a new source of revenue for the city budget. opponents say they should figure out if medical marijuana is legal before taxing it. the 7% tax is the highest marijuana tax of any city in the state. after three years and no

salmon fishing off the california coast, fishermen could be back in business. the state department of fish and game is going to host a meeting today in santa rosa to talk about the latest information on the outlook for this year's fishing season. commercial fishermen are optimistic and think they have a good chance to fish this year because of the high number of adolescent fish found in california rivers. today's meeting is held at the sonoma county water agency from 11:00 this morning until 2:30 this afternoon. it is 6:12 right now. change when it comes to the weather once again with rain in the forecast. >> mother nature and old man winter are back in town and getting along. it looks like we have more rain in the forecast and the winds. the wind will be a big component in the east bay hills. tonight, howling winds and heavy rain. we could see rain in excess of an inch and a half in places in the north bay and the east bay. and this morning we are already dealing with some fog, especially up in santa rosa and napa.

you are reporting reduced visibilities up there. take it easy. today looks pretty good ending up in the 60s. 61 degrees is the forecasted high in redwood city. 62 degrees in livermore. so not too bad. i think the rain will start to really come in right around 7:00 p.m. that's what you see here on your futurecast. we have yellows and reds embedded in there with heavy rain headed our way. take a look at what your futurecast shows you. when it comes to expected accumulations, it looks like the most is going to come down in the north bay, maybe three inches in some places out there. so localized flooding will be a factor. and, of course, heading throughout the next few days there's more rain in the forecast as well, especially to the end of next week. your extended forecast is coming up. now we'll send it back to brent. all right, thank you so much, christina. appreciate it. okay, we'll be right back in a minute.

the taillights are coming out of downtown oakland. the nemitz freeway is not slowing right now. interstate 880, the east shore freeway coming down through berkeley is looking okay, but the toll plaza shot, here's how many cars are heading through the area. no metering lights just yet, but yesterday we saw the lights come on at 6:15. we should see the metering lights any second now. we are going to get more of a look into the life of charlie sheen today. he's talking to the media like crazy, including talking to the "today" show again this morning. andy adler is live in burbank with more this morning. andi? gr good morning, brent. warmer brothers wants to make it clear charlie sheen had nothing to do with their decision to pay

the crew for four out of the eight canceled episodes. today happens to be the day that the whole crew is supposed to come back to work. well, that's not going to happen. if you look right behind me you'll see that there is a sign up there for "two and a half men." it is still up here on the warner brothers lot. the question is how much longer it will remain up here. the rest of the season's episodes have been canceled. and warner bros is paying the crew for four of the episodes. meanwhile, sheen says they should get paid for all eight canceled episodes. most people would sort of sit back and let the dust settle a bit, not sheen. sheen wants a raise. he's willing to come back to shoot the rest of the episodes but wants to get paid $3 million per show. before he was getting paid $1.8 million. yes, charlene sheen is not done. in fact, you can see a little preview right now of what he has to say later today on the "today" show. >> i can't speak for him, but i

>> good morning, everybody. thank you for joining us. the time is 6:26. i'm brent cannon. >> i'm laura garcia-cannon. we'll look at the forecast with christina. we better enjoy today. yes, judging by the picture behind you, very deceiving. we have a lot of rain on the way tonight into tomorrow. but the first part of today is looking really good. you'll need the jacket this morning. temperatures are in the 30s across the board. our temperatures have dropped a couple degrees in the last hour. the coldest point of the morning is at 6:50 a.m., which is sun rise this time of the year, so we have another 20 minutes of really, really cold before temperatures start to climb under the sun. down to a quarter mile of visibility right now up in the north bay. take it easy headed up there. we have reduced visibilities later on in the east bay. this is what we are expecting when it comes to tonight. rain showers approaching by about 7:00 p.m. moving into the north bay. look at the moisture heading into our area for the latter part of the day.

rain all throughout the day for tomorrow for the first half, but localized flooding is something we are concerned with coming to this next system. we'll talk about how much rain to expect in your city coming up. but hey, you probably have to go to work right now, and we are already there. how is it looking if you have to leave the house right now, mike inouye? well, if you are leaving the house coming out of highway 4 through antioch, you know it will be slow. it is very slow here. look at that, 9 miles registering there at the elle street sensor. we have debris near bailey. and we have reports just past the scene of willow pass road with an issue there with a disabled vehicle blocking one of your lanes. that will be more slowing for highway 4 coming out of pittsburgh and bay point. here no problems approaching the bay bridge toll plaza, but the metering lights have been turned on. the fast track lanes have a weird pattern there. and the cash lanes are slow considerably over the next few minutes. we'll see the backup forming through mid-parking lot. if you are headed to the toll

and the flood-controlled district about aggressively educating the public on all the dangers surrounding winter storms and what they can bring to the fast-moving creeks and flood-controlled channels in the area. this is prompted by the drowning deaths of 16 yield matthew miller and 17-year-old gavin powell on february 19th. their raft was recovered at an area known as the bancroft drop structure and it was no longer inflated when found. here's a number of things they are looking at, including the flood channels for recreational use. they are talking about using public access television, issuing press releases and also talking with school districts about educating children on what to do and what not to do. now, in the coming weeks you are likely to see the public works department launch a safety campaign and then come back to

near highway 101. a white minivan hit david garcia and dragged him several feet before driving away. witnesses have not been able to provide for information for them. garcia is in a medically-induced coma in the hospital this morning. there was another hit-and-run two miles away three weeks ago. in that case 18-year-old erika luna was dragged some 700 feet. she survived but may never walk again. no arrests in either case have been made. big concerns in santa clara this morning on burglaries and car break-ins being on the rise. the break-ins are happening near el camino and lawrence expressway. thieves crashed the vehicle through the front door of the jewelry store and ran in to steal jewelry and necklaces. >> we certainly don't want to lose that business. of course, the city of santa

clara, they wouldn't want to lose that business either. >> business leaders want to add security cameras outside of stores and in parking lots. they think it would help police catch the crooks. bare r bonds' attorneys are headed back to court. it is the final day of motions before the march 21st perjury trial starts. one of the motions will decide if barry bonds' ex-girlfriend can testify and how she testifies. kimberly bell once posed for "playboy" and prosecutors want the judge to prevent the defense from showing nude photos of her in court. bonds was first indicted on charges of lying to a federal grand jury over steroid use back in 2007. 6:33 right now. i want to switch gears because the weather is switching gears on us again. we'll go to christina. >> we are not talking about snow at this time. we are talking about a lot of rain and wind, especially for tonight. and we could see localized flooding as we are expecting a lot of moisture to come down over the course of tonight into tomorrow morning. so tomorrow morning's commute is

going to look much different than what we are experiencing this morning. it is not too bad out there at all, just cold. give yourself extra time to warm up the vehicle. 34 degrees in napa. we have fog up in the north bay. so if you are headed up that way, keep your eyes peeled. you are probably used to driving in the fog if you are waking up in the north bay. our temperatures will end up in the 60s. then this is what comes as we head into this evening. we are expecting our first showers by 7:00 p.m. tonight. showers will intensify as we head through the wee hours of the morning. by about 5:00 a.m. tomorrow that's when things will start to clear out just a little bit. it will be on and off at that point, intermittent showers. this is what we are expecting in terms of accumulations. maybe upwards of two inches, two to three inches forecasted in the northern most portions of the north bay. could see a little bit of the heavy rain in the santa cruz mountains heading through tomorrow morning. that could be a treacherous commute for you. of course, mike inouye and myself will be right here to guide you through everything that happens tomorrow. just count on some gusty winds tonight, you probably want to tie down anything loose in the backyard if you are waking up in

them to the east coast. you are looking at flight 12 right there at the end of the terminal. it should be pulling back from the gate in 20 minutes. onboard dozens of people and several chihuahuas. this is one of two flights taking part in today's operation chihuahua. the next flight will be about a 2 1/2 hours later as they head to jfk to drop these chihuahuas off in new york to be put up for adoption. it was quite a scene when they arrived this morning going through security. there are volunteers here each having their own chihuahua in a carrier like this onboard the plane. again, the problem here on the west coast and part of it has to do with the hollywood phenomena of chihuahuas being chic.

it is not a problem on the east coast, but here on the west coast there are too many and overpopulation. do you think it will be a problem getting these guys adopted out on the east coast? >> i think they will go quickly on the east coast. there's high demand there. i hear from folks there they were just thinking and waiting for small dogs. >> reporter: this is the third time there's been operation chihuahua from sfo back east. the two times prior that were last year, those dogs went lightning fast. we are told they expect the same to happen this time around. they have one chihuahua that's been in s.f. animal control care for six months. they expect him to go right away. even though they are shipping out 14 chihuahuas, they still have many more they need to be adopted here in the city. there are 20 looking for homes still. reporting live at sfo, bob redell for "today in the bay." >> there's a handler for every chihuahua on board. not bad. >> reporter: absolutely. the interesting thing, as a

former chihuahua owner and the operative word is former, they are typically very phonetic and hyper. these are all very dosile. i hope they will be quiet for the flight, which i think the humans on board will appreciate. >> maybe you should look into another one for the redell household. >> reporter: we tried that once. >> thank you, bob. the price of everything is going up. gas is close to $4 a gallon in the bay area. now your food is going to cost a lot more, too. and "today in the bay's" tracie potts is live in washington, d.c., with what's behind this spike and how to see it affect consumers and restaurants. gas is in the equation somewhere. >> reporter: no question, brent. gas is costing more and so it is costing more to transport your fresh fruits and vegetables from the growers to the distributor to your local grocery stores, to your restaurant. that's part of the equation. but the other reason you are

going the see these prices rise if you haven't already is because of the weather. mother nature just did not cooperate with growers this past season in florida, in texas, in mexico, particularly with tomato farms. you'll see those prices spike because of the frost. they are in short supply and are already seeing restaurants and fast food places limiting tomatoes. in some places you have to ask for them if you want them. at other places they simply are not available. that is affecting what you pay. the government tracks these things. the agricultural department has found in the past week prices for virtually every type of tomato have gone up over the week before, so it is something that the experts are saying they have to deal with, probably this month into next month as we start to see crude oil prices go down as the weather gets better. that will still make for prices to go down later in the spring, but expect to pay more for the next month to six weeks. >> hitting us at every turn.

thank you, tracie. treasury secretary tim thit geithner will ask congress today to overhaul fannie mae and freddie mac. they want the housing giants overhauled in two years. they have cost taxpayers $150 billion since 2008. geithner is expected to tell congress that if it doesn't act then the uncertainty in the financial markets could get worse. the federal government has approved the first permit for oil drilling in the gulf of mexico since the bp explosion and spill. 11 people died in tex plogs and the spill spilled 5 million barrels of oil into the gulf. mobile energy plans to start drilling by the end of this month. the government says each new permit will be reviewed on a well by well basis. hollywood icon jane russell died yesterday at the age of 89 years oldful. she made her debut in 1943 in the film "the outlaw."

she went on to star as marlin monroe and several bob hope musicals. iran is calling for the logo of the 2012 olympics or is calling the logo racist. iran says it is racist because it resembles the word zion. i'm looking to see how that works. anyway, the word zion is a biblical term which is widely recognized to refer to the city of jerusalem. iran's national olympic committee sent a letter to the international olympic committee saying iran could boycott the games if a change is not made. meantime, the giants were off to a hot start at spring training picking up another win yesterday, this time over the brewers. 10-9 was the final score. and today they are going to face the cubs. then after that they are going to take on the arizona diamondbacks. the diamondbacks were the last team to beat the giants. we'll see what happens there. the a's play the reds this

the sun is coming up now. a pretty nice day on tap. one of the largest quakes the hit northern california in months shook sonoma county. the 4.5 magnitude quake was centered in the geysers 25 miles north of santa rosa. it struck just after 6:00 last night lasting more than 25 seconds. since then the usgs reported more than 30 aftershocks. the largest one a 2.7 magnitude. no reports of damage or injuries this morning. meantime, let's check the morning commute this morning. we saw the drive across the golden gate bridge. that looked pretty good, but mike is tracking the rest of the roads. >> it was fine getting into the city from the north. we had an accident through the peninsula that just cleared. now we turn our attention to the east bay. highway 4 is jammed up approaching love ridge coming through hillcrest. they are also flowing to bay point. 28 miles per hour. the accident near willow pass

road, there could be spectators there. altamont pass is holding at 40 minutes. heading south of 680 into pleasanton we have speeds marked at 63. a live look at the sunol camera shows some volume. from time to time we see slowing, but now it looks clear into fremont. low clouds are hanging out, but no problems for fog. the south bay is seeing typical patterns near 680 and 101. we are slowing near 87. here's a live shot with our chopper in hayward at 880 and 92. the volume is holding steady, but we'll see the southbound side start to slow out of san leandro into hayward over the next half hour toward the 7:30 time. then we'll go further north approaching the bay bridge toll plaza. the backups were slower to tomorrow this morning. the metering lights are now on. it is building from west grand avenue. you can see it back to the maze over the next 45 minutes. back to you guys. food terrorism by mice is what police call an act by a

pizza shop owner in pennsylvania. they say the man planted bags of live mice in two rival pizza shops. the owner of one shop called police after he saw a man go into the bathroom with a plastic bag. he thought that a drug deal was going down. turns out the guy had a bunch of mice. the suspect is now charged with disorderly conduct, harassment and animal cruelty. if you want a better night's sleep, look at your sheets. but when it comes to picking out the sheets, do you know what to look for? when buying new sheets, where your cotton comes from can make a difference on how it feels. look for cotton that provides an extra long staple cotton fiber. typically egyptian cottons are the best. the threat count can round from 200 to 1,000. don't be fooled by thread count alone. >> it can have a high thread count. with an inferior cotton, it will

canceled eight episodes after sheen entered rehab. sheen says he wants the crew to get paid for all of the canceled episodes and he claims he's working on getting paychecks for his co-stars. cbs denies that sheen had anything to do with the crew getting paid. >> sheen's publicist quit yesterday after a series of wild interviews. after hearing the news sheen says he doesn't get to quit, he gets fired. the second part of the interview comes up on "today" in a few minutes. he talks about his publicist leaving. >> again, he's not here, i can't speak for him. maybe he got overwhelmed, maybe he felt he was not respected, i don't know. i'm just guessing. i think there's something epic about that that stan just said, i'm out. bye-bye. there's the freaking door. >> again, the new interview is coming up on the "today" show in a little bit. you are also going to hear from sheen's two live-in girlfriends. and sheen says that he's really
