good morning, everyone. i'm scott mcgrew. it is 4:30. we'll get right to christina loren. good morning, christina. good morning, scott. we have a few pesky showers to get through before we see the sunshine return to the bay area. it will be beautiful for the second half of the day. watch out in the east bay this morning for a little bit of lingering shower activity in the east bay hills to the east of livermore. that will be the case for the next couple of hours. then we'll see a great deal of clearing in our temperatures already starting out warm. 49 degrees in concord, for example. we'll climb into the 60s. your complete workweek forecast is on the way, but let's get you to work on time with mike inouye. good morning, christina. happy monday to you and for the maze right now. we'll get you a live look at the upper deck shot of the san francisco bay bridge. you can notice the camera shaking quite a bit there. the wind advisory for the san south1: dge furthercc extending to the bay bridge. we have gusty conditions and still water on the roadways with wet pavement.

property tax and sales tax rev new are leveling off after dropping last year. also 30% of walnut creek's sales tax money comes from car sales : and some dealers are saying that people are in a buying mood and have having to hire some people to help.cc1: but it is not all good news here in walnut creek. some big money expected to help close a budget gap isn't coming. for instance, money from a new impound yard is not happening. overall, those who watch this sort of thing say you have to point to the small signs. >> demand for packaging for ardboard boxes and the likecc1: have started to go back up. an indication that people are buying more. >> reporter: now, for another damper in this, look no further than your car. $3.89 for a gallon of gasoline in san jose on average. prices have shot up about 14 cents in the past week alone. they are up about 84 cents over this time last year. some of the other indicators are

apparently when people go out to eat at restaurants, when they start buying desserts, that's another sign that things may be looking up for the economy. reporting live in walnut creek, christie smith, "today in the east bay." >> thank you, kristy. another police officer faces charges this morning in a growing scandal in the east bay. the danville officer talked with our monte francis. >> reporter: steven tenabe posted bail over the weekend and is back home this morning. he did not provide details about his case but he did tell us that he's innocent. 47-year-old steven tenabe answered the door at his home in alamo. when i asked him about the drug an conspiracy charges against him his message was simple and clear. >> the only thing i'll say is that i'm not guilty of this and it is guilt by association. cannot comment icc1: on it because i have been ordered not to. a reporter: denabe works ascc1:

contracted officer for the contra costa sheriff's department. his arrest on friday follows the arrest of two others, one is chris butler.cc1: prosecutors say the two would and butler would sell them. it is also alleged denabe would be paid to arrest men in drunk driving to tarnish their reputations in contentious divorce proceedings. they were met by attractive women to take them to bars such as the vine in danville. the decoys encourage the men to drink. when they left the bar and got into their cars police would arrest them. >> they would have to have an officer in your back pocket to effect the arrest. of course, none of this can come to light. >> reporter: mike spencer had dealings with chris butler and says using those kinds of

tactics in an ugly divorce or custody case is almost unheard of. >> a decoy is you start getting into a realm of entrapment, and there are other ways to get the same results. >> reporter: again, tenabe maintains his innocence and at least four bay area departments are reportedly under investigation for their ties to butler. so more arrests could be on the way. reporting in danville, monte francis, "today in the bay." forensic experts, meanwhile, in contrast costa county are trying to track a cold case dating back to 1980 trying to identify a man found burned, decapitated and dismembered in west oakland 30 years ago. now, investigators are reconstructing images of what the unidentified man would have looked like. body parts found in separate locations three decades ago were at the time thought to be from different bodies but dna technology confirmed all the body parts belonged to the same man. authorities believe either a prison gang or a biker gang may

have been involved in that brutal killing. oakland's city council will hold a meeting today over the growing dire situation. the city is facing $46 million in budget deficit. mayor jean quan wants to get help from property owners and phone users proposing raising $11 million for a five-year parcel tax and a new phone tax. voters can weigh in on june. the parcel tax requires two-thirds approval by city voters. phone taxes need a simple majority. in antioch the city council being accused of giving some workers preferential treatment. the council is making sweetheart deals including they say offering the police unions special deals which other unions don't get. the news conference will be at 9:30 this morning at the antioch public works. a lack of money means road projects that would have sped up your commute will not go forward, including the installation of traffic

monitoring in alameda and contra costa counties. road widening along parts of the east bay are affected as well. this is the second time in the past six months that voters approved transportation bonds that have actually been canceled. and cities and counties try to save money looking to big salaries. normally firefighters and police are more than most government employees but salaries of one hospital in the east bay actually topped the list. nancy farver is the chief executive at washington hospital in fremont and received nearly $900,000 in pay in 2009. this according to the state controllers website. four other executives at that hospital made it into the top 15 as well. now the hospital claims that these numbers are misleading saying that while the hospital is indeed a public entity it is not funded by taxes. let's check in with christina and your week ahead.

>> good morning, scott. hope you had a good weekend. the weather, not so great yesterday, in particular. and this morning we still have lingering shower activity, but it is on its way out. and right now basically the east bay hills are where we are seeing the most moisture this morning. we have breezy conditions as well as the system pulls out creating instability in the atmosphere. breezy conditions and a few lingering showers the next few hours. then everything calms down substantially as we are left with sunny skies today and temperatures in the 60s. we are starting out so warm in the east bay this morning. we are already at 50 degrees in oakland, 49 in concord, and 51 degrees in hayward. so we are expecting temperatures to reach probably about 63 degrees in oakland later on today and 61 in concord. and right now we don't have any fog out there, but we do expect some to develop as high pressure is building back in. that can compress the remnant moisture, is a little bit fog possible in the east bay later this morning? yes, it is. we have a lead early out on the roads, what's happening out

there? it is not a bad time because ome of the wet roads are still: traveling pretty well. traveling out of the altamont is something cc1: we'll talk about in a second, but the showers continue through this area. 580 approaching north flint road is seeing wet roads. no major slowing, but again, watch the slicker conditions. showers are traveling through tri-valley.n of the cc1: further north you may see gusty winds traveling over diablo hills and concord and antioch. 64 passing harbor street, no major issues. we'll see that slowdown around 5:40. just an hour from now for that to kickoff. the rest of the approach toward the bay bridge and the maze, a smooth drive right now. we talked ant about the wind advisory, look at the san mateo bridge. this is the official advisory from chp. the camera shaking is the reason why. we are firmly mounted in the toll plaza. firmly, i might add. we'll see if it stays that way all morning as the gusts kick up. human1: trafficking right in the bay area.

but with these oil prices soaring the u.s. is considering tapping emergency reserves to bring down prices. u.s. crude oil is trading above 106 a barrel, that's thecc1: highest price in 2 1/2 years because of this political unrest in libya. now crisis at the pump, we are talking gasoline, reaching $3.50 a gallon nationwide. that's the second biggest cc1: two-week jump ever. lumberg says we have jumped 33 cents on average for the nation in the last two weeks alone. the last time the u.s. tapped oil reserves was after hurricane katrina, so if this happens it is a very big event. and expiring patents are threatening big phrma companies. the industry will lose control over more than ten drugs worth nearly $50 billion this year. "the new york times" is saying that pfizer alone stands to lose $10 billion this year on its cholesterol drug lipitor when the patent expires.

the lmvh group is owner of louis vuitton and other brands and is taking a controlling stake in bulgaria. the giant does continue to gain strength. lmvh group is up 30% just this year. back to you, scott. >> thank you much.cc1: meanwhile, christina is here with a look at the forecast. good morning to you. yeah, today looks like a good day for a drive if you can afford the gas prices these days. 21-mile-per-hour winds in oakland can make for difficult driving conditions this morning. right now, in particular, and probably for the next couple of hours we have pretty substantial winds in the area. a straight wind, 21 miles per hour out of the northwest is a pretty good sustained wind speed with heavier gusts up to 30 or 40 miles per hour at times. take it easy. we have a lot of instability as this system of low pressure brought us the showers yesterday is now moving out of the area and high pressure is building in. the two together create a pretty tight pressure gradient. so we've got breezy conditions

for the first part of the day. also a little lingering activity in the east bay hills this morning. and we have a cell to the north of danville. take it easy, you may find slick conditions out there. overall, a lot of improvement this week as high pressure regains control leaving us with rain chances all throughout the week. nothing above 20%. i don't think we'll see showers in the next few days aside from today and what's happening right now. 49 degrees in san francisco. 48 in san mateo. if you are waking up in the east bay peninsula, not much in a difference in temperatures. later today we'll look at 60 degrees for concord and 63 in oakland. so not a bad day to be outside, even if you are someone who enjoys the inside world and your ipad like scott mcgrew. and the a's, i like them as well. they will be taking to the field to play the mariners at 12:05. oakland lost its spring training game to the padres. the shortstop cliff pennington made his spring debut recovering from surgery on his left

shoulder. tonight is the night for st. mary's the gales to play gonzaga for the wcc championship. the winner goes to the big dance. now st. mary's beat santa clara last night to make it to the championship. if they want to win the wcc for the third year in a row they have to play better than last week when they lost to gonzaga. an east bay bakery is giving away free food for a year. plus, where your best chances of finding a job are. we'll get you through your drive in the east bay underneath university avenue where we are mooolyysmoothly. bua little note crossing the water and a little note about the water is coming up.

it is 5:54. you are looking at a bouncy camera on the bay bridge. why is it bouncing? because of the wind. be careful out there says mike. meanwhile, in hawaii an amazing sight as one of the world east most active volcanoes shooting lava 65 feet high. scientists say on the big island a vent has opened up on kailua. it is five times the length of a football field. no homes in danger, but the eruption watch has been updated to a warning. that means a hazardous eruption is imminent, underway or suspected. so far the eruption has caused 150 small earthquakes. line up quickly, a local east bay eatery is giving free

the area, christina is tracking those and you'll find wet roads here as well as in the rest of the bay bridge. we'll look at the san mateo bridge, here's the approach to the bridge with windy conditions. the wind advisory issued by chp earlier. we saw the camera shaking, make sure folks hold on tight this morning. it is relatively easy to get a job in san francisco, at least according to msnbc. southern florida is the hardest place to find a job with travel and tourism being slow there. nine applicants for every job in miami, ford lauderdale according to simplyhire. on the other hand, many job openings as unemployed workers in places like washington, d.c., and minneapolis, oklahoma city, milwaukee, boston, baltimore and west palm beach, florida. well, coming up, we'll take a break.
