thank you for that. it does hit better when you hit the on switch. you are right on point when you talk about the wind. hold on to your hats, it is a gusty morning with wind speeds in excess of 20 miles per hour sustained in oakland right now. take it easy out there if you drive a high-profile vehicle. watch out for debris in the roadway as well. i'm happy to report the showers, the dreary skies from yesterday all are a thing of the past by noon today. we are going to take you through your day and detail the workweek coming up. but first, we'll check the drive with mike inouye. we have a little accident and some debris, not a little accident if you are involved, a big accident if you are directly involved at northbound 101 at 280 near the interchange. we have reports of some debris in the roadway, a dumpster. the car hit the dumpster in the middle lane. northbound 101 approaching northbound 280 and the connector. we'll see crews out there. no lanes are reported blocked, but the dumpster could be partially in a lane there. we are watching for crews to

remove that from the san francisco side of the bay. meanwhile, the maze and the approach, we are seeing debris reported southbound 880 at 23rd. a tire tread in the lane there as well. the traffic volume is relatively light. the live shot shows the camera shaking. we see this shot from san francisco atop san bruno mountain. the camera is shaking and that could be an issue for folks this morning. new this morning, an oakland police officer fired after shooting and killing an unarmed man in 2008 will be rehired. officer hector himenez shot matt woodfox in the fruitvale neighborhood. himenez shot him in the back when he rain from officers. it was the second time in seven months he shot and killed an unarmed man. he contested his treatment by the sent. under an arbitration agreement he'll be given backbay. we do not know when he'll return to duty or where he will be

assigned. sunnyvale police are warning people about a man who is wanted in a sexual assault. investigators say that man invaded a home near homestead high school just before 6:00 yesterday morning sexually assaulting a woman and then taking off. police say if you have any information to call the sunnyvale police or send an anonymous tip to sdtip@tipnow dorg. the investigation begins into a rowdy brawl in san francisco that happened friday night after a basketball game ended. the fight spilled out onto the court when a fan reportedly punched a washington high school player minutes after the team beat mission high school in the championship game. today the athletic commissioner hopes to review video and conduct interviews beforehanding out any penalties. no report has been filed with the police. good news for the city of san jose this morning. a major deal has been struck between san jose firefighters and city leaders. it note only helps the city

budget but also could pave the way for other union negotiations. firefighters voted over the weekend and agreed to a new contract that slashes their pay and benefits by 10%. city leaders say it is a step in the right direction and mayor chuck reed says other unions need to follow suit. >> a couple of our unions we don't have proposals from yet, and some are just saying no because they are still in denial. but the facts are really difficult to deny now. we are in a huge problem next year. the big shortfall of $110 million, more or less, and we just have to make some changes. >> critics claim the 10% cut is not enough because it will not fix san jose's budget problems. federal documents show that san jose firefighters are in the top five in the nation in terms of pay. the city council is now expected to vote on tuesday whether or not to approve the new contract. it is 5:04 right now. this morning the young man accused of plotting and killing

people in san mateo back in 2009 is going to be in court. the man walked into hillsdale high school armed with a chain saw, sword and ten pipe bombs intended to kill as many people as possible. two of the bombs exploded but nobody was injured. he has entered an insanity plea but could face life in prison. opening statements are scheduled for 9:00 this morning. hundreds of pg&e workers are working around the clock to try to find documents on the natural gas pipeline system. trucks have been dropping off boxes of city data. the search comes after investigators found a faulty pipe that is believed to be the origin of the san bruno explosion that killed eight people. allegations of police corruption are spreading across the east bay. more officers from a number of agencies are now under

investigation. this after a third law enforcement officer was arrested. "today in the bay's" marla tellez is live in danville with the latest claim as this investigation widens. marla? >> reporter: good morning, brent. actually, let me clarify, we are live in martinez this morning. the latest officer to be arrested in this case is danville police officer steven tenabe. he posted bail out of the county jail here in martinez over the weekend. the next step is he'll be arraigned at the superior court coming up. the 47-year-old who works on the danville police force as a contracted officer from the contra costa sheriff's department faces drug and conspiracy charges. and the information into norman welsh and chris butler. welsh is the commander of the now suspended contra costa narcotics enforcement team known as cnet. and butler is a private investigator based in concord. prosecutors allege tenabe and welsh stole drugs from evidence

lockers and butler would sell the drugs. it is also alleged butler would pay tenabe to arrest men from drunk driving in an attempt to tarnish their reputations and nasty divorce proceedings. now we went to tenabe's home in alamo last night and he maintained his innocence. >> just the only thing i'll say is that i'm not guilty of this and it is guilt by association. other than that i cannot comment on it because i have been ordered not to. >> reporter: welsh and butler both pleaded not guilty in court last week and both have since posted bail. the tenabe posted $260,000 bail in mart niz here over the weekend. his day in court is coming up. we'll find out exactly when and bring you that information. in the meantime, this could be just the tip of the iceberg in this big money drug and corruption scandal. live in martinez this morning, marla tellez for "today in the bay." thank you. it does seem to keep spreading. appreciate the update.

>> people living in the south bay may have to learn a new way of dialing their phones. bob redell is live in san jose with more. good morning, bob. >> reporter: good morning to you, laura. soon it is possible there could be a new area code coming to silicon valley. i just mentioned to a guy going into get a cup of coffee this morning, his first reaction was, what? i told him he could become a new number and he said no way. you can imagine if the california public utilities commission does try to do this there would be resistance. there will be hearings next week in the south bay to discuss adding 669 to the list of prefixes here in the bay area. the reason being is that the 408 numbers have been exhausted. now, if you are doing the math, you are probably thinking, well, boy, there aren't that many people in the south bay to exhaust the numbers because they have up to 8 million numbers, but the problem is when phone companies assign numbers they sometimes assign them in blocks of 1,000. so let's say if you are in a 432

prefix, you get 1,000 numbers and only use a couple hundred of them. there are a lot of orphan numbers. what's going to happen is possibly at the end of next year they would assign 669 numbers. one of two things would happen, if you are in the 408 number, you may still be able to stay 408. this will only apply to nose with new service, or take 408ers and split them in half. it will still be a while to figure out whether you keep 408 or move to 669. but whatever does happen, 669 would be the seventh area code for the bay area. and it would be, of course, the first time the south bay has had a new prefix. 408 in a long time. the 408 number came in here in the laet late '50s. now we have 651, 925, 707, this is the seventh one. when you look at this, we are just one rotation away from being 666.

that number is not used anywhere. it is not used anywhere in the country because obviously no one wants to be affiliated with the sign of the beast. >> really? >> reporter: what? really? yeah, a shocker. >> thank you, bob. one thing we can do is check 411 with mike and get the info on the traffic commute this morning. we'll get to him in a second. also, christina is taking a look at the numbers in the forecast. a lot of numbers are going around this morning. >> what are the wind numbers? >> what's my name, skip this morning? we are seeing freeze conditions impacting your drive. we'll talk to mike in a minute, but we have sustained wind speeds relatively strong in the east bay. this will change as we have a system of low pressure pulling out of the area that brought us showers yesterday. high pressure is moving back in. as a result our temperatures will end up in the mid-60s today. a fairly nice day once we clear all the showers out of the east bay hills.

a little lingering in the south bay this morning, but high pressure will build in and stick around for a while. the next shower chance, our next best shower chance is not until thursday. so this morning we are already starting out in the 50s. 49 degrees in san francisco. 50 degrees in santa cruz. 50 in sunnyvale. tack on an additional 15 degrees and that's where your city will end up today. we'll take you through the forecast details coming up, but first no introduction is necessary for your favorite traffic man. thank you. we'll look at the roadways, you see green, that's good news. speed sensors are seeing a nice flow northbound through the south bay. that's your commute. heading south, a lot of folks are heading to the santa cruz mountains. i want to call out the accident blocking one lane near redwood estates. there was an accident with a car spun around and is facing the wrong direction in your slow lane. an indication perhaps of slicker conditions traveling over the santa cruz mountains. to be expected considering the overnight weather we have bn

amid this continued unrest in the middle east. markets in asia are mostly lower. so far in europe, though, things are turning greener. they have been lower at one point. with oil prices soaring the u.s. is considering tapping emergency reserves to tamp down prices. u.s. crude oil is surpassing $106 a barrel hitting the highest price in 2 1/2 years amid gop unrest in libya. prices at the pump reached more than $3.50 nationwide average. that's the second biggest two-week jump ever because on average we have jumped about 33 cents in just those two weeks. and the last time the u.s. tapped oil reserves was after hurricane katrina. so if it happens it is going to be a kind of big deal. wisconsin democrats who fled the state as the debate over employee unions raged plan to come back soon according to the wall street journal. mark miller says he will let the full senate vote on the budget

repair bill. the bill is expected to pass through the republican-controlled senate. "rango" takes the top spot at the box office this week raking in $38 million followed by "the adjustment bureau" at $21 million. this is the first animated film from industrial magic special effects studio followed or found by george lucas in 1975. lots of firsts this weekend. fish off hosting the academy awards show, james franco is filming a documentary in the area. the palo alto native is shooting a behind-the-scenes look into the flight development through a teenager's eye. franco's brother is also helping out working on the set. 5:17. we want to check in with christina to take a look at your monday forecast. we are blow-drying the bay area after all the rain.

>> yes, i bet you would have to blow dry your hair every morning to get it to look that good. we are looking pretty good this morning. a northwest wind at 16 miles per hour sustained in hayward. we have winds gusting up to 40 miles per hour sustained anywhere between 5 and 25 miles per hour. just depending on where you live this morning. calm wind in santa cruz. gusts in novato and santa rosa. that's the story for the miss part of the day. we have a tight pressure gradient as this system pulls out and high pressure is moving in. that will bring us a nice second half of the day as we kick the lingering shower activity usually over the east bay hills. this is what we typically see, the little lift here as the moisture is taken up into the atmosphere. so heavy rain is coming down in spots among the east bay hills this morning. a will be the case for the next couple howevers hours. everywhere we have the chance to dry out. we are looking to sunshine for the second half of the day. we are starting out so warm our temperatures are expected to end up in the mid-60s. here's your forecast for today.

americans spent $38 million on the movie tickets to "rango" over the weekend. the animated feature has bay area roots. industrial-like magic adds to the expertise. and i think you will like where our temperatures are headed right now starting out in the 50s. we are looking to the 60s before all is said and done today. 63 degrees is the forecasted high in oakland. 65 in fremont. and 62 degrees down in santa cruz. changes are on the way for this workweek. we'll take you into those in detail coming up. we'll check your drive first with mike up you. good morning, christina. things are looking pretty nice. you talked about showers through the area, so we are watching slick conditions. but they have not presented much of a problem. the wind is a factor in the san mateo bridge as well as for the dumbarton bridge. keep that in mind for the high-rises near 84 and 92. the dumbarton bridge toll plaza approach is seeing an accident in the second lane. stay to the right if you can out of newark. but the 880 interchange is moving smoothly for highway 84 and highway 92. the wind is a factor, but maybe some wet roadways and off-ramps coming through downtown oakland. we see slowing on eastbound 24 out of the area past highway 18.

relations says seek men in turbines are mistaken for muslims and are the target of hate crimes. there's a $5,000 reward for information leading to an arrest in this case. an emergency meeting in oakland today due to a dire financial situation. the city is facing the $46 million budget deficit in the fiscal year starting in july. mayor jean quan wants help to close the gap from city landowners and is proposing raising $11 million with a five-year $80 parcel tax and a $1.99 phone tax. voters can weigh in on those in june. the parcel tax requires two-thirds approval by the city voters. the phone tax would need a simple majority. people are passionate about their dogs in the bay area. that's why the debate over dog walking rules has become so heated. the national park service will host more meetings this week gathering feedback from the public on plans for managing dogs many the golden gate national recreation area. that includes 21 locations in

san francisco, ma rin and san mateo counties. today's meeting runs from 4:00 until 8:00 tonight at fort mason center in san francisco's marina neighborhood. there's another meeting on wednesday afternoon at cabrio school in pacifica. the meeting at fort mason is also going to see a rally there trying to save off-leash dog walking. that's set to kickoff at 5:30 in the parking lot outside. the golden gate dog management plan proposal wants to eliminate many leash areas and protesters are fighting to keep certain areas designated for off leash walking. people living in san mateo will have to shell out more money to dump their trash. the city council is meeting tonight to raise garbage rates up 23%. the typical home bill would jump from $39 to $48. san mateo actually charges the lowest rates among cities using the same pickup service. the city wants to repay old debts and cover the cost of

improved waste disposal. it is 5:34 right now. a deniville police officer accused of stealing rug drugs is speaking out the nbc bay area. 47-year-old stephen tenabe is out on bail this morning. he was arrested on friday on charges he stole drugs and supplied them to a private investigator who then sold the drugs. tenabe told us from his home in alamo last night he's innocent. >> just the only thing i'll say is that i'm not guilty of this. it is guilt by association. and other than that i really can't comment on it because i've been ordered not to. >> his arrest follows the arrest of two others, norman welsh, the commander of the state's now suspended drug enforcement team known as cnet and private investigator chris butler. antioch city workers will hold a news conference today accusing the city council of giving some workers preferential treatment. they claim the council is making sweetheart deals offering the police union special considerations in its contract and other unions are not being

offered those. that is ant at the antioch public works this morning. an agreement has been reached with union workers. thousands voted yesterday on the company's final offer of increased wages and benefits. lockheed martin has been selling off divisions to reduce operating costs. it has over 132,000 workers worldwide. local economies are showing life this morning in shopping and dining meccas like walnut creek. christie smith is live near broadway plaza with new numbers out this morning. one of the new economic indicators could be the dessert ordering menus now. >> reporter: yeah, i guess that depends who you are because i've been ordered desserts all along. but i can tell you that if you are a serious shopper and you like fancy things, walnut creek is already the place for you, but they are about to kick it up a notch with the new neiman marcus store opening up in spring of 2012. one of the signs perhaps is that

the economy is on the up swing after hitting really low lows according to new budget projections out of walnut creek. the mayor says there are two key indicators, property and sales tax revenue are starting to level off rather then a decline as they had been. turns out also about 30% of the city's tax revenue comes from car sales. and on that front dealers are saying people are starting to get into a buying mood. there's also some hiring going on. it is not all good, though. after deep cuts some money that was expected to be coming in isn't coming. business writers say it is really the small corky stuff that shows that we are coming back. things like golfers starting to pay more for tee times, people going in for cosmetic surgery again, nose jobs and tummy tucks, and at restaurants, well, people are starting to splurge. >> they will only order entrees and skip the appetizers and desserts. we found in recent months they

as violence continues in the middle east the price of oil keeps skyrocketing. and because of that the white house may tap into u.s. oil reserves. "today in the bay's" tracie potts is live in washington, d.c., with how this could affect your tab at the pump. i know it is pretty pricey out here, tracie. >> reporter: it is pretty painful. you are are seeing well over $4 a gallon in some areas. the average in san jose right now is $3.91. same in oakland. that is as of early this morning. the white house is looking at what some consider a drastic option, releasing some oil from our strategic oil reserve. it is 727 million barrels of oil are stored underground along the

gulf coast. the largest reserve in the world. the last time we tapped into it was after hurricane katrina and rita in 2005. but now the white house chief of staff says that all options are on the table, including tapping into this reserve. the violence in the middle east, the fear that has pumped oil prices well over $100 a barrel, and gas prices averaging $3.50 or more all over the country have the white house looking at a variety of different options, including this. now, they haven't specified what the other options are, nor have they told us when they will make this decision. >> i hope it includes free gas for everyone somehow in the plan. thank you, tracie. a new study shows it costs more to be hospitalized in northern california than southern california. northern california hospitals say their prices have driven up by higher costs for labor and supplies. but health care experts say a lack of competition in the north allows a small number of hospital networks to charge

kickoff at 5:45. we'll follow it. the venetian and cartinas bridges are both moving slowly over the water. down off the cartinas bridge, we are looking at the bay bridge toll plaza. we are seeing more cars but not a lot of slowing. an 18-minute drive to the toll plaza itself. the volume does increase as we see more headlights through the area. a little puddling on the side of the road, but not an issue for the drive. the wind advisory is issued for the span in both directions from the east bay to the north bay. we have a smooth drive across the golden gate. it is much calmer now, watch the north bay with spotty showers and fog through the portions of your commute. san rafael is near the speed limit. you will see the camera shake fiercely from time to time. thank you, mike. the shuttle "discovery" is on its way home. the crew woke up to the theme from "star trek."

cell phones when on the break and not driving a bus. meanwhile, google says it will remotely erase portions of droid cell phones, specifically apps with bugs or viruses that make the operating system on droid phones. some apps gather too much information from you. no doubt, that answer is gone, but this is really newsworthy because it is rare for a company to go into your personal device and wipe portions of it without getting your permission first. amazon did it once with a book they suddenly realized they didn't have the license to. people were really upset because they think once you download it, even if it is bad for you, it is yours to keep. they ought not get in there and erase it. >> do they have a list of what's bad? >> they have pulled those things from their app store as well. in the end it is good for you if you have a droid because you are getting rid of the bad things, but it is a company coming in to mess with your cell phone.
