you've been putting off because of the bad weather you want to get outside. the rain is back in the mix as of tomorrow. today fantastic. the best day of the week, especially we don't have fog even with the ingredients. we have light winds but we have clouds overhead. that is keeping the very cold temperature difference, when we have clear skies that's when we see the fog. that's what we're lacking this morning. and it looks like it's going to be a beautiful day. a few clouds when you wake up, the sun comes up. mostly sunny this afternoon. 50 degrees in oakland. turning over to around 69 degrees later on today. you can't beat that. 70 degrees, pretty nice for this time of year. are they doing 70 on the roadways? >> you know, some folks are. despite the 65 miles per hour speed limit. we'll show you those sensors on both sides. we have some folks closer to 70. 24 look at that.

75. so we'll watch those speeds. a check of the golden gate bridge. they have nothing reported as far as incidents or construction. the crew heading across northbound with the flashing lights has not stopped on the bridge and no issues as well in the north bay so a smooth drive both directions across the bay. we'll look at the other side of the bay, the bay bridge, and the approach to the toll plaza. some folks slowing down as they reach the cash lanes. we should see 20 minutes before the lights are turned on. all lanes as far as i know are open including the fast track and cash lanes. you don't have to slow down much for the carpoolers. >> the 6-month anniversary of the explosion in san bruno. we're getting details about with possible charges and new information legal action coming out. we want to check in with marla tellez live in san bruno. >> reporter: eight people died in that blast and 38 homes destroyed. but much of the neighborhood is standing. it's hard to tell anything really happened. to show you how selective the

blast was on that fateful day six months ago you can see the bottom of the hill, one home damaged, then you look up a little bit and this home completely destroyed. then next door, this home intact. so, a powerful scene. the latest develop am out this morning. pg&e could face criminal and or civil charges. this was announced by the d.a.'s office. the district attorney is looking at a project in the early to mid 90s. another new development, federal documents that show pipeline operators knew a shoddy repair job in the milpitas control station was causing gas pressure readings to fluctuate uncontrollably. in fact, chilling transcript show what one operator said

before the explosion. he said, and i quote, we are screwed, we're screwed. he said this just minutes before the blast. on this grim six-month anniversary, the mayor of san bruno says he doesn't want people to forget. >> my greatest fear is that the hole gets filled and the street paved and somebody comes up to me and says didn't you guys have a fire or something a few years ago. >> reporter: pg&e is also up against a march 15th deadline to produce records that prove its gas transmission lines are safe. if it doesn't, the california public utilities commission is threatening to levy fines and impose sanctions against the company. march 15 is next tuesday. live in san bruno, marla tellez, today in the bay. >> 6:04. this morning two oakland officers are off the hook for shooting and killing an unarmed barber. the prosecutors say the shooting

was justified because the officers thought the man was reaching for a gun. prosecutors say 37-year-old derek jones ignored officers' orders to show his hands. his mother is filing a $10 million wrongful death lawsuit. she is filing it against the city. >> with new surveillance video could be the key to catching the man involved in a triple homicide at a san jose nightclub. it was taken at the mexicalo club in january. it shows a man dragging the bar owner at gunpoint to a waiting suv. the club owner was targeted over a debt. he briefly escaped and then he was shot by the mystery man in the parking lot. the owner survived and the suspect got away but three other men were killed. >> this morning south bay lawmakers push to hold parents responsible for letting underage kids drink in their home. nancy pyle will call for a

social host law. the law would punish parents who let their underage kids host drinking parties. that's tonight at 6:30 on camden avenue. >> a peninsula teacher who allegedly knocked over a desk and swore in class hay may be punished. the board will hold a meeting tonight. last week a 13-year-old student called 911 from a school bathroom to report the teacher. >> i'm calling because my teacher, he's throwing things and he knocked over a table and screaming at us. he's going crazy. >> the teacher told police he shook a desk to get a student's attention. the student reportedly had fallen asleep in class. the desk fell over. police say the teacher raised his voice and used profanity. >> layoffs and program cuts could become a reality as one school district tries to trim its budget deficit. today in the bay's monty francis following the latest development in the mt. diablo district.

good morning, monty. >> reporter: good morning. we're in front of the district head quarters where the notices could go out next week. this old bell, a symbol from the district's past. it's actually from the oldest school in contra costa county which closed in 1947 and the schools closing in 2011 many are concerned about the district's future. last night the school board approved layoffs of 180 employees including 150 teachers, the cuts are tentative and won't be finalized until the state's budget is passed. the deadline for that is in june. the district is faced with declining enrollment and a budget shortfall. layoff notices to 33 music teachers, 27 elementary school teachers and 20 librarians. >> you know that music increases test scores, it allows students

socializing and expression. >> reporter: the cuts would also effectively rid elementary schools of their music programs. board members have warned if a june ballot measure to extend taxes doesn't pass in june that more school closures and layoffs could be on the way. the district has decided to close two in concord, to deal with this budget shortfall. live in concord, monty francis, "today in the bay." >> we're hearing so much these days. >> parents and leaders from the san francisco unified school district are pushing state legislators to pass an extension bill on taxes. they say if they do not get the tax extension, then schools will lose out on $5 billion in funding. governor brown wants to cut into the state's $25 billion deficit by extending taxes. so far he's about 4 votes shy of getting that on the ballot. he needs to get enough votes before a deadline tomorrow. >> 6:08. the the new census numbers are out and they show we're growing

at a snail's pace. well, the bay area added 367,000 people in the last decade, it is the slowest growth since the 1930s. san jose had the biggest disappointment, missing the 1 million mark by more than 50,000 people. county wide contra costa county saw the biggest growth, 10.6%. and san mateo county grew the least, 1.6%. santa clara, san francisco and alameda counties were in between. >> one of the part of the annual gay pride celebration in san francisco is in jeopardy this morning unless they can come up with about $30,000. that's how much it needs to keep the 19th annual lesbian march and rally going. committee members say they don't have as much grant funding and costs are increasing. the group is thinking about canceling the rally or they could ask paradegoer to make a $2 donation. >> a big celebration in the big easy. new orleans. we had bob redell there

shrink from 100 to 10 very soon. today four council members will call for limit on the number of medical marijuana businesses citywide. their proposal will cap the number of permitted clinics and set up an application process for clinics to get permits. it goes before city council committee tonight. the proposal would shut down all medical marijuana dispensaries beyond that cap. >> new leadership on the way for a town whose last batch of leaders are accused of paying themselves 6-figure salaries as the city was going broke. john cadiz klemack is live in the city of bell where people are waiting to hear who is going to be next to serve on their city council and john, i understand they had droves of people turning out at the polls last night. >> reporter: yes. so much so that they had to keep the polls open later. they close at 8:00 but people were there at 8:00, anybody in line they had to allow them to vote. we're talking 95% turnout.

what they had to deal with, it started back in the summer, accusations of misappropriations of funds. eight people in the city of bell, eight officials, that were then charged with all of that. all of them now pleaded not guilty through all of this. in fact, preliminary hearings are going on as we speak, still going on while people were out voting yesterday. to oust some of the folks on the ballot. four were recalled, one person who was not involved with the scandal trying to get up for re-elect. he was not so it's all new faces coming to the city of bell when everything starts. they have issues to deal with. money is one of them. and one is going to be what to do with the police department. there is talk about with disbanding the police department to save money. so that will probably be one of the biggest issues once they take office here in a couple of weeks in the city of bell. back to you. >> interesting. thanks for the update. >> today is ash wednesday. the first day of lent for christians. >> mardi gras is over, fat tuesday a good request time for

where are you? >> i was taking a cat nap at the airport here in new orleans. my flight was delayed. trying to get out. there was a thunderstorm coming through. >> we can check that out with christina to see. are you mayoringyou wearing a ms still? >> i have some beads i have in my suit case. i'm not wearing them. but no. it was a good time. a lot of fun. i was on bourbon street early this morning when i left the hotel like 5:30. >> you woke up on bourbon street literally? >> sorry? >> did you wake up on bourbon street? >> actually i was floating down bourbon street in a sea of whatever it was. no. they actually you know, they shut down bourbon street at midnight. the only time they do it during the year. kick everyone out and clean it. i guess the biggest surprise is i thought i left around 5:30. i thought the street would be

cleaned up because we watched the same process the night before, but it wasn't. it was a lot of trash out there. a lot of workers out there trying to clean up. i'm guessing it was quite a mess left behind. shouldn't be a surprise. >> have you been to mardi gras before? is this your first time? >> my first mardi gras, i've been here before. i covered a sugar bowl a dozen years ago which was around new year's, so new year's, you know, the same deal which was jam-packed. i thought new year's was more crowded and more nutty from what i remember. but no, my first mardi gras but not first in new orleans. >> they said they had big crowds at this year's but overall pretty smoothly. is that accurate? >> yeah. they are not going to know for sure until today, tomorrow, after the fact. but they were expecting record crowds, talking with yesterday because the weather, and even

though we had thunderstorms coming in, this was overnight. the weather was good, the weather cooperated and also coinciding with spring break. i talked to new orleans police last night, and they said everything was smooth. that doesn't mean they don't have a rest. but there was nothing unusual. these guys have been there, done that when it comes to these events. >> they know what they are doing. and you know it's the beginning of lent so we might have to, you know, have the bishop meet you at the airport. >> i think i might owe more than 40 days to make up for my past two days. >> thank you, bob. appreciate it. we got to go. and have a safe flight. >> i got to get my flight. i'll see you. >> let's check in with christina. >> sounds like he gave up his voice for lent. we're looking pretty good this morning. thank you guys for not asking him what he's wearing right now. temperaturewise comfortable. if you want to wear a sweater and leave that heavy jacket at home why not do so.

it's going to be a beautiful day. nicest day we're going to see in the next 5 to 10 days as the pineapple express is going to bring us rain showers as of tomorrow. we'll get a break friday into saturday, then another round of rain that's going to trigger a pretty wet pattern starts on sunday, then rain chances each and every day next week. so if you want to get outside, you have outdoor plans, today is your day. you will see clouds overhead when the sun comes up. sunrise, about eight minutes away. of course that will change as we head into this weekend. daylight saving time begins and our new sun rise will be later in the morning, talking about a 7:30 a.m. sun rise. sp firmly in control. that's going to clear some of the clouds out as we head throughout the day. and we're talking about conditions that are mostly sunny, temperatures that are comfortable this afternoon. 70 degrees in los gatos, 70 in san jose, do you know the way to san jose today.

you see lamborghinis? you see a bright yellow one this morning across the bay area, make note of it. a car thief stole one from san francisco. a lamborghini reportedly owned by minute to win it host and chef guy fieri nabbed from a dealership in san francisco on van ness. the thief rappelled from the roof, cut the lock on the door and drove off with the car. amazing. it's worth $200,000. where do you hide something like that? >> it's tough. somebody made off with it. >> earlier scott mcgrew said that charlie sheen was canceling his live web show. now you can cancel charlie sheen from the web. >> you can. there is a guy in seattle created a plug-in that removes all charlie sheen renks. it's a free download it puts

all the way back to west grand avenue. for the travel time approaching, off the east shore on the carquinez bridge, starting to see slowing through berkeley and antioch, that's going to be slow over. >> thank you very much, mike. pg&e faces a strict deadline today to prove its gas hines are safe and there are new explosive allegations that the utility knew about shoddy repairs. marla tellez is live where six months ago today, a neighborhood was destroyed. good morning. >> reporter: good morning, laura. the hillside behind me where many of the 38 homes that were completely destroyed in that blast stood on the morning of september 9. the blast happened at 6:11 p.m. this morning the hillside is really just still an empty lot. the latest legal twist, pg&e

could face criminal and/or civil charges, this was announced by the d.a.'s office. the district attorney is specifically looking at a seismic upgrade project the company did in the early 90s. pg&e upgraded pipelines here in san bruno but stopped a few blocks short of replacing the section that exploded last secht. the question is had they finished the upgrades would the last have been prevented. several documents that show that pipe line operators knew a bad repair job in the station was causing pressure readings to jump uncontrolbly within hours and even minutes of the blast. and shows what one operator said minutes before the action plogs. he said and i quote, we're screwed, we're screwed. one woman who grew up her --

trial when he was faced by one of his victims. bedi was convicted of molesting two girls. police are now not sure where he is. >> before you use an atm, police say thieves are using adhesives to glue down the main buttons. customers realize the buttons are stuck. the thief waits until they go inside. police say to avoid becoming a victim you can use the touch screen if the key bad is stuck. >> a warning for sunnyvale dog owners, somebody is trying to kill them with rat poison. two boxes were found on two occasions at the dog park in sunnyvale. one was found near the front gate, the other near a fence. one had a note saying death to all dogs. the news angered a lot of dog

owners. >> man's best friend. so what's there to not like about dogs? that you will put rat poison out to try to harm them. it's trying to purt someone's kid. >> an animal control officer does not think any dogs ingested the poison. >> today is the final chance for people to speak out in the debate over dog walking rules. the agency that manages parks and parts of san mateo and marin and san francisco counties want to ban dogs from some parks. opponents say it will prevent them getting the exercise. the meeting is from 4:00 to 8:00. >> new concerns in the mt. diablo district. more cuts could mean layoffs for 180 teachers and employees. the district tries to shrink its

fresh look at the psychological impact of all of those after work text, e-mails and phone calls. tracie potts live in washington, d.c. with more. good morning. >> reporter: hey, laura, good morning. this affects a lot of californians especially the 51% of women who are in the civilian work force and i'll tell you why they are disproportionately affected. the university of toronto took a look at men and women, americans, who work and the technology they use too stay connected to work when they are home. cell phones, iphones, blackberries, ipads, lap tops, what they found is both men and women are doing a pretty good job of balancing their work life and home life using technology but that it's creating a lot of stress, especially for women. when they dug deeper these researchers found the more contact men and women had in terms of calls, e-mails, text, the more stress they had as well. women seem to have a lot more
