good morning, everyone. i'm scott mcgrew. it is 4:30. we'll get right to the forecast with christina loren. good morning to you, christina. good morning to you, scott. we have rain on the way. probably as early as this afternoon. if you want anything to do with outdoor activities you want to make the plans early today. other than that we are starting out really mild with temperatures mostly in the 50s this morning. we'll see a really nice day in terms of temperature. 60 degrees in the east bay. we'll talk about when the rain is expected to leave the area and what's to come after that coming up. let's get you to work on time with mikeinouye. good morning, christina. here's a wide shot of the maze and the appach to the toll plaza. very light volume so far. it is a thursday, so we have a bump from 880. when you see the slowing eastbound, there's just a blip there. construction on 880 just after 92, that is scheduled to pick up

at 4:30. the crew may be picking up right now. until for sure, plan on a possible reroute to westbound 92 off hisperian back on to 880. a livermore engineer is under arrest accused of stabbing another driver to death after getting into an argument. "today in the east bay's" christie smith is live in livermore. we are told the guy who died was turned away at the hospital. >> reporter: that's right. what police are saying is that the victim drove himself to a hospital here in livermore. that's actually not a designated trauma center. from there he was put into an ambulance and taken to another hospital. the incident happened on old first street. a road rage escalated into a deadly stabbing in broad daylight at 1:40 in the afternoon. police say 41-year-old colt holbrooke was driving a

silverado pickup when he got into an argument with a man in a chevy cavalier. what started it? that's not clear, but hol broch holbrooke pulled out a knife and stabbed the man. the victim was taken to a trauma center where he died four hours later. holbrooke was booked into jail on suspicion of murder. christie smith for "today in the east bay." a warning for women walking on uc berkeley's cam pulse. there's a sexual predator on the loose. a young woman told police she was walking near grinnell pathway when she noticed someone following her. he exposed himself to her, grabbed her shoulder and she screamed. another student came to her aid. now students say they are on guard all the time. >> we live in an urban environment and have to be aware with the increasing economic hardships there could be more

types of, you know, crimes that happen. and we do need to have the kind of training and protections that people need to be safe. >> police describe the suspect as a black man in his early 20s, 5'10", 165 pounds with a skinny to medium build. bulging eyes, droopy eyelids, wearing a red baseball cap with a white emblem, a black puffy jacket and blue jeans. if you have information contact campus police. new charges in the card club case in emeryville. police charged the person in charge of gaming at the oaks card club with transactions worth a million dollars. by depositing the money in small amounts into small accounts, he was not embezzling the money but trying to hide the totals from the treasury department. last wednesday ats agents raided card clubs as part of the operation involving loan sharking and drug dealing.

a follow-up on a strange story tuesday morning. the ashes of an alameda man stolen over the weekend were partially returned two. boxes containing the ashes of marvin hockabout were stolen from the church shortly before his funeral on saturday. the boxes were in a backpack. it is presumed that the thief didn't know what he was taking. a 35-year-old oakland man returned one of the boxes to the episcopal church in alameda and realized they were ashes he saw on the news. the second box containing notcc1: 's remains have been returned. here's a frightening look into the eye of the deadly san bruno explosion. amateur video covered during the ntsb investigation gives an up-close view of the intensity of the san bruno fire. you can hear a hissing sound of

natural gas and a wall of flames. the blast killed eight people, injured dozens of others and destroyed 55 homes. this video is part of the ntsb's continuing investigation into the cause of the blast.cc1: a crass classroom crisis this morning in oakland. the board voted 6-1 to send out pink slips to 500 school employees over the next week, and a vast majority of them are teachers. teachers and parents packed the council room last night where15 out of 16 teachers are expected to get layoff notices. by law any teacher's job that is in jeopardy must get a pink slip by march 15th. it is all a hard pill for teachers to swallow. >> it is sad because all the teachers are so dedicated to the students and work so hard every day. we have really seen a transformation in our school. the teachers are there for the students that really want to be there. it would be nice to see them come back next year. >> pink slips do not necessarily

mean you are fired for sure. some layoff notices may be rescinded depending how the state budget shakes out. a new government report shows minorities are leaving the east bay cities. the census bureau says oakland and richmond's african-american population dropped 20% in one decade and berkeley saw a 20% drop during the same time period. many moves to contra costa county saw the black population double. brentwood saw their population quadruple. experts at the census bureau point to violence in new bay areas as the main reason for the trend. the numbers also show contra costa county's latino population growing. about 34% of the country's children are latino according to 2010 statistics. the change happened the fastest in the farm towns in the outer east bay. san pablo has latino majority as

6.5%, 56.5%. on the move a television chef in santa rosa is still without his prized lamborghini this morning. the 2008 lamborghini was stolen early tuesday morning. there have been several sightings of a car that matches the description but the car is still missing. san francisco police say an investigator spotted the car on surveillance video crossing the golden gate bridge. let's take a look in with christina and a rainy day ahead. good morning, christina. >> good morning. you see, they were just confusing it with your lamborghini. >> that's right. mine is red. >> that's right. we do have showers on the way, but it is nice and mild. as i zoom in here, there's a little bit of moisture out there. a lot of this is virga e rap rating before hitting the ground. we do have the possibility for fog to develop in the east bay.

it is 4:43 this morning. you are looking at the approach to the bay bridge. it looks pretty good. we'll check in with mike. the governor needs to cut money out of the state budget. he says he's doing his part. for instance, when the governor of the fifth largest economy in the world flies he does so on southwest, but does that actually help? vicky nguyen takes a look. >> reporter: governor jerry brown thrives on thriftiness, flying on southwest, even getting the senior discount.

his travel costs are part of the governor's office budget, something governor brown has slashed. spending a total of $4.5 million by flying commercial, cutting staff and getting rid of field offices. >> it's a terrific gesture in order to convince californians you are serious about cutting the size of government, you start with your own staff. >> reporter: the governor also ordered state agencies to turn in a total of 48,000 government paid cell phones. the estimates savings is $20 million a year. >> we don't need that stuff. >> reporter: and governor brown banned state agencies from spending any more money on swag, the professional knickknacks like cups, pens and plastic bracelets. >> you don't need all the plastic stuff, that adds up to a million dollars. that's something to eliminate. >> reporter: the governor's office estimated how much the ban would save, and the trinkets

cost $7.5 million from 2007 to 2010. brown also put an end to any new car purchases and asked state agencies to turn in taxpayer funded cars that are not essential to state business. this would save an estimated $16.5 million. these are big numbers adding up to about $44 million. but it peals in comparison to the state deficit at $25 billion. every cut made can help save critical social services and he slammed previous administrations saying they dropped the ball. >> for ten years this state has put together its budget with gimmicks and tricks and unrealistic expectations that have pushed the state deeper and deeper into debt. >> reporter: but this republican research fellow at the hoover institution in stanford calls the governor's cuts a gimmick. >> it doesn't accepted the problem, it sends a signal you are serious about solving the problem, but it is not a

solution. >> reporter: while walen says the small cuts don't make a dent in the deficit, it is a april brilliant p.r. move to get the message sent. one thing that won't change is the governor will continue his high-flying frugal ways even if he does get his budget proposal on the june ballot. vicky nguyen, "today in the bay." tonight a controversial new ad saying california should limit the number of legal immigrants allowed to work in the state. does it go too far or protect jobs? that's tonight at 11:00. the libyan crisis is weighing heavily on the national markets this morning. nicole lapin is here from cnbc headquarters with the latest. >> reporter: two economic reports out today. the government will release its latest monthly data for the u.s. trade deficit. that's expected to rise to a four-month high of 41.5 billion

dollars in january on costlier imported oil. that's up slightly from $46 billion in the previous month. in a separate report weekly jobs rebenefits are expected to rise up to $268,000. the gape would likely be the second in the past eight weeks. also making headlines out of cnbc, ipad2 goes on sale tomorrow. it is expected to be even better than the original. the new version is slimmer, chiccer, sleeker with the bells and whistles. it apparently has a better screen, faster graphics, but there's always a but. some analysts say there are drawbacks including the lack of adobe flash support and also the price, it costs about $499. this is coming at the same time as we are hearing the title now for the world's richest person

once again is carlos slim. the mexican tycoon topped the "forbes" list with an estimated $74 billion. he is getting richer thanks to storing stock and commodity prices. bill gates' wealth is shrinking as he continues to give his money away. he stays at the second spot with $56 billion. an warren buffett is in third place with only, only $50 billion. i mean, really. >> and they give much of it away. thank you. christina loren has a look at your rainy forecast today. good morning, christina. >> good morning, scott. it is looking pretty slick today, but we have a little bit of time before the rain arrives in the east bay. right now we are really mild in terms of our temperatures. the upper 40s across the board. 51 degrees in san francisco if you are headed that way this morning. you are going to climb in temperature on your way.

as you can see we have moisture in the area. and fog formation is possible this morning. we have pretty good visibility in the east bay right now, but we'll continue to watch that all morning long. take a look at what's headed our way. a system of low pressure right now is bringing rain showers to northern california. eureka and chico this morning will see those showers as well. the east bay will have to wait until noon for your first showers. they will clear out rapidly. this is not by any means a super soaker. in fact, we are expecting under a quarter inch of rain at best. we'll talk more about when this is expected to really get out of the area and what's to come for the weekend coming up. let's get you to work right on time, actually, my bad, is it that time yet? i'm going to scott now. we'll talk about the golden state warriors stumbling home after finishing their game against one of the worst teams in the nba. steven curry drives past the new

and welcome back. you are looking at the bay bridge. it is 4:53. travelers from los angeles to california could find themselves in the spirit. spirit airlines is kicking off service with a dollar fare. with taxes and fees it end up being $39. there are a ton of restrictions. spirit doesn't fly out of the bay area, but a flight from southwest to l.a. is $150. then spirit to las vegas, you end up saving $80 round trip. so there's your little flying trip. if you are choosing to drive today, we have an expert for that as well. at first you said it is a dollar ticket, after taxes and

good morning, everyone. we are going to hear firsthand from the suspects released from jail overnight. charms charges against them are dropped because of the san francisco police officers conducting illegal searches. plus, san jose officially moves to the limit of the number of marijuana clinic this is the city, but what is unusual is the way the city goes about issuing some of the limits permits. and a big controversy over san jose's youth hockey club. an official intentionally threw the hockey game. and we have some video of a game that you have to see to believe. that's coming up. thank you. why low birth babies are at risk for their weight later on has been found. neurons in the brain teach them
