after an explosion rocks a nuclear power plant in the city of sendai. this morning the evacuation around the plant is being exp d expanded, but it's still unclear just how much radiation is in the air and how dangerous the leak is to people. good morning and thank you for joining us. five nuclear reactors are under a state of emergency after that blast in sendai. the explosion happened this morning after the reactor's cooling system failed. it's just the latest emergency to confront the people of japan as they wake up to an uncertain future. there is of course widespread destruction in japan after the massive 8.9 quake and tsunami. and here's what we know right now. at least 574 people are confirmed dead. although local media reports say as many as 1,300 people may have been killed in friday's double disaster.

586 people are confirmed missing and more than 1,100 people are injured. now it's a disaster that reaches halfway around the world that has caused damage right here in the bay area. we have team coverage this morning on the quake and tsunami in japan and it's impact here at home, rob is tracking the disaster from our studios, but we begin with monte frances. >> reporter: good morning, about an hour from now, the harbor is expected to reopen to those boat owners. you can see right now the yellow tape is still up and it's still closed at this hour. but once it does reopen, the coast guard is expected to escort those boat owners and a few at a time. as for the damage, the harbor master here says 17 boats sank and at least two boats are possibly lost at sea. at this point about 50 other boats suffered some degree of

damage. as for the santa cruz ports, damage to the docks and structure here is estimated at $17 million. governor jerry brown declared a state of emergency here in santa cruz county and four other harbors which qualifies the harbor to receive state aid for repairs. the loss is especially devastating to those who live here at the harbor. >> it's chaotic, i just lost everything, all my boats, my jet skis, everything. so it's pretty chaotic. >> meanwhile county health officials are trying to assess the health risks in the bay. we should have an update on the total amount damage here at the santa cruz harbor. >> thanks, monte. further up the coast this

morning in crescent city there's growing concern for fishing crews who went to sea before that tsunami hit and who now have no home port to which they can return. fishermen tell us as many as 25 boats have been motoring out at sea overnight waiting to come back. but this morning, sail and fishing boats sit smashed in sunken crescent harbor. a thick odor of future oil hangs in the air. the coast guard is still assessing the damage in crescent city where the tsunami surge reached eight feet, that's the highest in the united states. so why the discrepancy, why were santa cruz in crescent city hit so hard. >> actually higher than what we saw hit hawaii earlier that morning. let's show you what's going on in terms of how we put together the tsunami forecast. first you have the main event, which is the main quake, and

then the runup as it approaches the coastline is how things start to change. with the quake happening off the japan coast, we had about ten or 11 hours before the first energy started to each our coastline and you can see how it splinters out from the site there in the western pacific. in the case of resident city, this is a scenario of how the -- we see that wave height begin to increase as that wave channels inland. in 1964, we saw 13-foot surge there. that is how you saw that energyg ra racing up through the harbor. top wave heights, 8.2 feet. san francisco and monterrey, about 2 1/2 feet and still this morning, tsunami advisory out there for our coastline, we're still seeing those variations in wave heights, about one to two

feet. plus we're also watching a little bit of rain in the weekend forecast, we'll have that coming up in a few minutes. >> any idea how the advisory is going to last. >> at least until 8:00. >> firefighters are far from their quake torn homes, getting life saving training from their -- >> every four feet we shore. >> the japanese team hahn has been in town since last sunday and they were scheduled to go home today but now they have to wait until flights resume. the men are focusing on acquiring new skills which will be in high demand when they get home. >> teach them when you can't get a forklift or a crane to that

area because the roads are blocked, that they can get work done without the cranes, without the forklifts. >> menlo park has been training japanese firefighters in these life saving skills for more than ten years. >> particularly those who have loved ones in japan. today in the bay spoke to many people here still waiting for word from love d ones. >> i was looking for anything familiar. >> sandy spent two years working in sendai japan. she knows her schoolmates and people she worked with are in danger. >> one family i'm looking for, their mom is in l.a., and really worried about them. they were the american people that i was working with over

there. so they're married and they have three young kids. >> a candle at her church burns in honor of earthquake victims and survivors who are now living in difficult conditions. >> i know there's no power or gas and it's winter there right now and in some of the pictures there was snow on the ground. >> lots of people in the bay area have ties to japan and are waiting for word from loved ones. >> my niece has a boyfriend who is the u.s. navy in japan so we have not heard anything yet. >> dennis is looking for a cousin and wondering if his son should take off to study in japan in just two weeks. >> he's sort of comfortable with it. he knows that everything can happen. >> and it can be devastating. there are all kinds of ways you can help the tsunami victims in japan, for one, the american red cross is accepting donations and it's pretty simple. you can make your zone nation online or on your phone, just go to american red cross.com.

a scott's valley company is getting ready to launch a bay area wide larng warning. when an earth quake hits, it first sends out a p-wave. behind the p-wave is a sheer wave or s-wave that causes the shaking, as you can see in this simulation, traveling with the p-wave is a few seconds ahead of the -- if the epicenter of the quake is in the middle of the bay. san jose even in that short amount of time, we can provide some important and actionable reports and warnings.

and you have done a lot of research in this category. talk about an early earthquake warning for the bay area, if this were started up in the bay area, how feasible is this in giving us a heads up in the bay area and with respect to what you were talking about was a preview or a preliminary version of this back in the loma pam pr earthquake. >> the farther away from the earthquake source, the more warning time we have because the separation between the p-wave and the s-wave will stretch out in time. the after shock sequence where occurrence of aftershocks. we knew where the earthquakes were coming from and we knew

where the foreshocks would be and we were able to give those responders 20 seconds warning in the event of an aftershock so they could get out from under a situation. >> we're talking about those offshore earthquakes that happened on seduction zone. >> so the tsunami warning systems work on the same principle, we know that different types of waves travel at different speeds. in particular the tsunami waves travel much more slowly than seismic waves. in the event of a large earth quake in the cascades seduction zones, determine that a large event has occurred and that would give us substantial warning time here in california for the arrival of a tsunami wave just as we had many, many

hours of a warning of a tsunami wave arriving from the japanese earthquake. >> this 8.9 event in japan, when you're talking about the megaearthquakes like this, could you talk a little bit about the energy that gets released from something like this. >> these are average events, a large portion of the oceanic plate, in this case the pacific plate beneath japan, that actually compresses the continent, shifting it and suddenly in the event it springs back and h this happens over hundreds of kilometers. it slipped 35 or 40 feet. so that's a significant amount of slippage to occur. >> we're all learning about these massive earthquakes in real time on the other side of

>> that's basically what they need. we were on alert yesterday from the american red cross to send supplies or actually our response teams, because japan is a resilient disaster country that they are really taking care of the disaster themselves but they do and will need the financial resources because it's going to be a disaster that's going to last a while. what can we do here at home. >> a couple of things, it would be wonderful if people could give financial assistance to help with the relief efforts. but when these disasters strike, we are also reminded that we're in an earthquake prone area. get a kit, get a communication plan together and just be aware of the types of disasters we have here as well. so that people are trained here and ready. >> if people do want to make that monetary donation, what's the best way they can do that? >> the best way is our website, www.redcross.org.
