coming up we'll talk about the areas most at risk. >> reporter: in the south bay there's plenty of rain but one thing not flowing to the main river through san jose is money to protect it. i'll explain. that story coming up. >> you're looking at a live picture of a puddly 880, it is wednesday, march 23, this is "today in the bay." >> good morning everyone. thanks for joining us. it's 6:00 exactly, i'm scott mcgrew in for brent cannon. >> i'm laura garcia-cannon. good morning to you. i want to check win meteorologist christina loren tracking the rain now. should folkings hang out at home longer? >> i think so. especially in morgan hill right now. we have really heavy rain coming down. the same goes for san jose, fremont getting very active weather. you can see the red and the orange here embedded in the green. that's heavy rain.

we have treacherous driving conditions as a result. we're going to track these showers for you all day long. the bulk of the moisture, the most rain we're going to see all day long is coming through right now. we're going to talk about with when it's expected to start to subside and then we have another round in store for tomorrow. a stronger storm. we're going to break that down for you. but first, let's get you to work on time with mike inouye. >> good morning. a rough morning for both of our departments. flooding reported on southbound 282, widen out the shot and we see that there's more flooding north and south of there on 101. clear from the market street on ramp as well as paul avenue, a little further south for 101. that indicates the heavy volume of water through that area. in the north bay, northbound of 101 at the shoreline highway, stinson beach off ramp that ramp is closed. you can get there from the southbound direction. that is your commute direction into the city. a live look at the bay bridge, the puddling at the toll plaza, more folks heading through the area.

no metering lights yet. they might be turned on early. high wind advisories for the bridges. back to you. >> also, hike, right now serious concern about bay area hillsides. they are nearly saturated. with more rain falling there is fear it could trigger more landslides. a problem spot is oakland hills near highway 13. good morning. >> reporter: good morning to you. i can tell you it's been raining nonstop since we got here in how many days 18 row have we been able to say that. well, the problem as you said is that the ground is totally saturated. we're seeing land slides like this on park boulevard near the hills of highway 13. two boulders came crashing down along with a 40-foot section there of rocks and dirt. one lane westbound is still blocked this horning. there is a church down the road on top of the hill. to make matters worse, we have

more storms on the way. this is sparking concerns about more widespread slides. a geologist is saying the ground in the bay area is already nearly 90% saturated. and monitoring devices that are placed in steep slopes around the bay area are suggesting that conditions are right for big problems. certain areas, though, have higher than average rates of problems including the san mateo county coast, hills and parts of alexand alameda county and of course the santa cruz mountains. while we've been out here we have seen the public works department driving by and taking a look at things so something to keep your eye on. reporting live in oakland, christie smith, "today in the bay." >> thank you very much. people are afraid this could be another rock slide in scotts valley today. this is video of the slide that happened monday. look how quickly the rocks and trees came down.

santa cruz county says it could be weeks before the road is clear. and the rain could make it worse. the slide is blocking a major truitt 25 homes. nab verse to use a muddy side road to try to get around it. >> we continue our team coverage with the river levels. there is no threat right this second but people in flood prone areas are taking precautions. in the south bay, a plan to control flooding along the guadeloupe river is not finished. with more rain coming down there is some concern. bob is live with more. good morning. >> reporter: good morning to you, scott. you know, it's rainy weather like this that reminds people in san jose there's a lot of work to be done in protecting downtown neighborhoods from the flooding of the guadeloupe. behind me construction is under way to protect people from what happened in january 1995. that's when el nino caused the guadeloupe to overflow and flood

places like willow glenn. the upper guadeloupe flood project as it's called hit a snag. the federal government which promised to fund half the project stopped sending money because of the downturn in the economiment that's why the water trikt met last night figure out how to get around this problem. the district is thinking about fronting the cost on their own with hopes that uncle sam would reimburse them at a later time. the project began in 2001 as a result of the flooding in 95 after voters approved a $39 parcel tax. it would build canals to divert overflow. some of which is completed but much more does remain. it's supposed to be finished in 2016. now that's not going to happen. it's supposed to be finished now in 2018 at the earliest. reporting live in downtown san jose, bob redell, today in the bay. >> we're getting sad news in,

we've learned that legendary actress elizabeth taylor has died. her family reports she died peacefully today at cedars-sinai hospital in los angeles surro d surrounded by her children. elizabeth taylor was 79 years old. in addition to her children she is survived by ten grand children and four great-grandchildren. the actress had been hospitalized six week ace go. with congestive heart failure. she had suffered a number of complications. her condition had stabilized and it was hoped she would return home quickly but sadly this was not to be. once again, legendary actress elizabeth taylor has died. 6:06 now. two men and a dog are dead after a shooting in oakland. it happened around 8:00 last night on harmon street near seminary avenue. the men were sitting outside a house when someone fired from across the street. they do not have suspects this

morning. a bomb threat to a plane that landed at sfo turned out to be a hoax. police searched the luggage on a flight from the philippines but found nothing wrong. someone called in a threat yesterday while the plane was still in flight. when it landed at sfo last night it was taken to a remote part of the airport, passengers were let off. bomb sniffing dogs searched their lug an. more than 300 passengers and 20 crew members were on the flight. they received the luggage about with 1:00 this morning. the threat at sfo was the second of the day, two bomb dogs were at san francisco city hall yesterday afternoon because ever a threatening phone call to the city attorney's office. they searched the building's second floor but found nothing. >> a suspected east bay madame is off the hook due to an investigation into an alleged crooked cop drug rings. prosecutors are dropping charges because their case hinges on testimony from a state narcotics

officer who is now accused of stealing drugs trom evidence lockers and selling them. the agent played an undercover john during a july 2009 sting at the exsel massage therapy. that led to the arrest of the madame. welsh and butler have pleaded not guilty drug charges. >> president obama cities us sus days away from turning airstrikes over to coalition forces. the white house is adamant it will not put troops on the ground. they do not seem to be slowing forces on the ground. snipers and tanks are said to be terrorizing people 18 coastal city. >> new concerns about radiation levels in japan today. the tokyo water bureau is telling people not to give tap water to this fants. it says the level of radioactive iodine is two times the limit

for babies. radiation is seeping into vegetables as well. today they added broccoli to the list. the crisis is starting to look like the costliest disaster in history. the japanese government estimates it could be as much as $309 billion. >> 6:09. it's a busy weather day. let's turn to christina loren. >> good morning. just when you think it's starting to get better, take a look at what just developed. a severe line of strong rain coming down, just on its way to morgan hill right now. it's not already raining over the house in morgan hill get ready. it's going to last about a half hour. potential for flooding is a factor as we head through the next couple of hours. my biggest concern is when we see a vong line develop like this, it tends to push strong winds and guess what's here, 152, the pass already a dangerous drive over that stretch of highway so you want to take it easy as winds are

gusty in that area. ahead of that strong line. this is what's happening elsewhere. we're starting to see clearing, fremont getting hit, same for fairfield and vacaville. you can see all of the heaviest rain has cleared the greater bay area. we'll tell you what's to come, how long this very strong rain will continue. then about another storm system that's on its heels. that's going to bring for another bout of dangerous driving conditions for tomorrow. we're going to talk about that coming up. let's get to you work on time right now with mike inouye. how does it look? >> you showed all of that rain south and a good note for 152. maybe you're heading to l.a. or you know folks, give them that note. here a lot of rain, slowing northbound 101 north of 680. speeds dropping ble 30. the the rest looking all right. holding up despite the rain. no major reports of flooding for the south bay or the peninsula. smooth drive through redwood

city. northbound 280 at hickey boulevard we still have an accident yet to clear. likely 6:30 for the sigalert to clear. the earlier flooding north of there for 101 and 280 clearing up through the area. an indicator of how much rain has fallen through san francisco and the vicinity so we're watching. so far the reports are clearing as they move from site to site. we'll get awe live look and show you what it's like on the other side of the bay. oakland picks up volume. the shot is clearer, camera's not shaking so much. most of the major weather has travelled through the area. for time being. wet roadways continue approaching the toll plaza, the bulk of the commit street come over. no metering lights yet. we'll follow this. >> 6:11 now. still to come today in the bay t snow piling up in the sierra. we have a live report. i bet i know from who. >> mr. could be new life for bay area church forced into

live look outside this morning over 880 in oakland. we're seeing the traffic pick up as well as the rain. take it easy as you head out the door. we'll have your full forecast and look at your commute. >> a foreclosed church in the east bay may get a second chance. congressman george miller joined the fight to save the bible way community church in richmond. the pastor sydney key says the church is the victim of an illegal loan. he along with his wife and mother were arrested last week for refusing to leave the property and the press has caught the attention of the lender torrey pines bank. it's promised to work with the church to resolve the issue. >> senator boxer will be in the bay area this morning to take

aim at state republicans' proposed budget. senator boxer says the gop budget would have devastating impacts on california. the senator says she's opposed to the budget because she says it would slash programs for homeless veterans, cut spending for planned parenthood and undermine the epa's ability to enforce the environmental laws. >> san francisco leaders want to hear your thoughts on the city's budget plans. mayor lee and supervisor campose are holding a meeting at 5:30 this afternoon at the horace mann middle school. they will talk about budget cut proposals and how that will affect the district the mayor is planning to hold town hall meetings in all of the city districts. >> it's soggy in the bay area and frosty in the sierra. that means today in the bay's brian hickey is live in blue canyon to show us how things are looking. my gosh, you got to dig out. >> reporter: you knew i was going to be here. still digging out in the blue

canyon newsroom. stairs coming out now. all of the accommodations here where yeah, it keeps piling up. some of the ski areas reporting totals over 600 inches, they are digging the lifts out. here you can see a light snowfall. couple that with wind and that light snowfall becomes treacherous especially with the light snow on the top of the snowpack. you drive along the freeway, the embankments sor high that it's blowing it across the windshield. a couple of moments we had white knuckle moments coming up blue canyon. temporary white-outs. so, further up you go it starts snowing harder. this as the clouds are squeezing up the mountain. the the higher up the more intense the snowfall becomes. dumping a lot of snow up on the mountains there. the further you go up 80 the snowier it gets and for the skiers and snowboarders, wow,

it's another powder day. darn. you have to battle your way. i think today is going to be stormy so bring your foul weather gear if you are headed to the mountains. bring your patience if you're trying to get over the mountain with chain, required from baxter to the nevada state line. it is something up here. if you haven't been here in a month you're not going to recognize it. the landscape is gone. it's a canvas of white. >> look at you. in heaven. >> something i tell my kids do something you love. it doesn't seem like work and brian just plays in the snow for a job. >> he does it well. >> yes. >> it's amazing to see all of that snow in the sierra. that means a lot of rain here for us. >> yeah, a lot of rain this morning. i haven't seen rain like this since i arrived in the past three months. this is the strongest storm in terms of the amount of rainfall that is dumping now. take a look at morgan hill. all of this red, yellow and orange. that's heavy rin along san jose

and morgan hill. also windy along the pacheco pass. s that strong line is driving up pretty strong winds, you want to take it easy. you are likely going to encounter ponding. you don't want to lose control so give yourself plenty of time. there is improvement. look at what's happening. all of the yellow and the red has cheered the greater bay area. the peninsula getting a brake. the north bay same for you. in an hour or two the east bay and the south bay. i'm forecasting better conditions by about with 9:00 a.m. but we have another winter storm on the way. dangerous tomorrow morning for you as well. let's talk about your weather headhines. heavy rain through about 9:00 a.m. afternoon we have some other concerns now. the possibility of strong storms firing off. the possibility for thunderstorms is pretty good

today. we've got a lot of moisture, a lot of instability in the atmosphere and this next stronger storm is going to enhance both of those things. we're talking about the 0 tension for strong thunderstorms this afternoon and that could be the case for your drive home. 52 in hayward. tour 9 in sunnyvale. the mid 50s with not a lot of sunshine throughout the day today. and we've got cold air moving in as well as that rain-cooled air out there now. 59 degrees and that's what you can expect tomorrow as our next storm rolls in it's going to impact us early. we'll get warmer tomorrow. i want you to notice the end of the extended forecast. tuesday, 67 degrees. a dry break. i hope you can wait thl then. there is light at the end of the tunnel. there it is. >> i have that little window of opportunity and i took the kids outside. >> they needed it. >> so did i. >> coming up a push to get steve

at the bay bridge this morning. a soggy way to start your day. that's causing problems with the morning commute. i want to check in with mike right now. >> good morning. we have a couple of new accidents in the south bay. we have your slowing on 101 and 280. getting worse as you come through downtown on 280. the speed sensors, one of the reasons might be because of new accidents, one at tenth and 11th. that could cause distraction for the northbound side. the southbound side we're not seeing the yellow that's where the accident s. northbound 680 at alum rock avenue. a new accident. might affect the off ramp. no major slowing over the last five minutes. a look at slowing through livermore. out of the alta mont pass, typical pattern. a live look shows you what things are like over to the peninsula. san mateo steady as far as the

volume of traffic. the camera relatively steady as well. we've seen this shake quite a bit but winds have calmed a bit. look at the lights and the wet road continue along the peninsula. a look at the bay bridge toll plaza. more head to the area. the metering lights just turned on less than three minutes ago. we'll see it in this shot in the next report. >> thank you very muchment you should see nutritional content on all chain restaurant menus. fat content, protein for strard menu items, it's now required. the rules are part of the health reform bill that the president signed into law a year ago today. >> apple is about 70 calories. scott is talking about a different apple this morning. >> good morning w. a day's tech news there is talk that steve jobs is not welcome as disney's board member.

there are several credible groups according to "the wall street journal," that would like to see steve jobs off the board at disney. this because he apparently does not show up often enough. according to "the wall street journal," about 75% of the time over the last three years. to be fair, mr. jobs has been sick on and off for the last few years. but he was able to show up to introduce the new apple ipad 2. in a separate issue jobs has been ordered to give testimony in a deposition in a lawsuit claiming the ipod and itunes constitute an untear monopoly. a federal judge wloked an agreement between google and the book publishing world. the search giant stirred up a horn hornet's nest. this morning a judge has said the issue is bigger than google

out there this morning. we have a lot of rain overnight. and especially over the past few hours. we have seen the heaviest rain from the first system of low pressure that is actually going to bring us a lot more rain as we head throughout day today and then we have another one on track to bring us more rain tomorrow morning. so let's talk about what's happening right now. we're seeing the bulk of the moisture from the first one come through. we will continue to see showers throughout day. livermore getting hit pretty hard from livermore to san jose. a pretty strong line of showers here. we have another one over morgan hill. but the good news is a lot of the heavier rain is clearing the greater bay area. so we are going to see improvement. we've got a little bit of a respite that will last a couple hours before the next band bringing us more rain. our next concern comes to the possibility of afternoon thunderstorms. they could be strong, we could see hail, we could see gusty winds so we're going to talk about that coming up. you got to get to work on this very, very wet wednesday morning. how is it looking out there, mike inouye? >> looks like this rain is

causing a problem. i think folks got an early start and that's good but you're going to drive even slower because more folks hitting the roadways. highway 4 showing a heavier showdown. also toward pittsburgh and bay point. as you get closer to the maze we see highway 24 out of the caldecott and 580 the slowdown sticking around off the highway 13 interchange. the lights are on ot the bay bridge toll plaza. once you get here there is the slowdown. the build has been 10 minutes since the metering lights have turned on. look at all of the puddling. we're watching the weather as it affects your commute. >> we are also following developments in the barry bonds perjury trial. testimony continues today with two star witnesses for the prosecution expected to take the stand. marla tellez is live with a look at what is ahead today. good morning, marla. >> reporter: good morning,

laura. we are less than two hours away from day two of the barry bonds trial at the federal court house in san francisco. yesterday, opening arguments with the prosecution saying that bonds' grand jury testimony was quote an utterly reyou lus unbelievable story. allen ruby fired back saying it's not a made-for-tv story, bonds told the truth and did his best. back on the stand today for cross-examination is jeff novitzky, the lead investigator in the original balco probe and part of the federal grand jury. he testified that bonds' testimony was inconsistent with the facts. next up, will be steve hoskins, a former friend and business manager. prosecutors hope to use his testimony to play a secretly taped conversation he had with greg anderson. the prosecution alleges that anderson talked about giving bonds injections.

eventually bonds' ex-girlfriend kimberly bell will be called to the stand. she'll explain that bonds told her he was taking steroids. >> the defense theme is all of these people were scorned to some extent and now are trying to get back at him and not credible witnesses. >> reporter: yesterday, the height of the courtroom drama came when greg anderson refused to testify and he was taken to jail. >> when it gets reported that he's doing this for barry bonds, it appears to me most people miss the point. this has nothing to do with barry bonds. this has everything to do with the fact he was lied to, he was misled. >> anderson has served more than a year in prison for refusing to testify in 2006 and 07. he will remain until he agrees to testify or the trial ends.

bonds is accused of lying to a federal grand jury in 2003 when he said he never theyingly took steroids. he typically arrives around 8:00. we'll be here. day two at 8:30. marla tellez, today in the bay. >> 6:3 tour now. testimony resumes in the trial of two men accused of killing an oakland journalist. usef bay and antoine maki are on trial for the death of chauncey bailey and two other men. prosecutors say they ordered the murders in order to benefit the bakery. prosecutors expect to wrap up their case. they say 18-year-old alexander planned to kill three former teachers with a chain saw in august 2009. he is also accused of taking ten

home made bombs and a small sword to the hillsdale campus. he managed to set off two of the bombs before a teacher tackled him. it's argued he is schizophrenic. >> serious concern about bay air hillsides as we deal with this rain. they are nearly satuated. and with more rain falling there is year it could trigger more land slides. one of the problem spots is where christie smith joins us live. >> reporter: good morning, scott. i'm smiling because the rain is starting to let up a little bit here but according to the usgs, the hills already have more problems than afternoon when it comes to land slides. this one on a parked boulevard runs 40 feet up a steep hill.

still blocked here this morning and this runs a few hundred feet right up the street. there's a church at the end of the road that sits on top of this hill. certainly they are keeping an eye on it. of course we have more storms on the way and that's where the problem comes in. a geologist with the usgs says that the soil around the area is nearly 90 percent saturated and that monitoring devices along the bay area, steep hill sates, showing cause for concern. pacifica, santa cruz mountains, the oakland hills, areas to watch. up to this point we've been talking about downed trees and power lines and some flooding. but as we get more rain, add land slides to the list. reporting live, christie smith. today in the bay. >> thank you. >> 6:36. breaking news out of jerusalem.

a bus has exploded injuring a number of people. we're attempting to get live pictures. what i can tell you, emergency crews are trying to tend to the wounded now. this is actually the first bus bombing in several years, it comes amid rising tensions among hamas and israel. >> 6:37. a new study finds staggering deficiencies in bridges and overpasses. one in five bridges or overpasses in the bay area have been marked as high priority for monitoring and repair. this according to transportation america. the washington, d.c. nonprofit says this region has more structurally deficient bridges than the national average. san francisco has the highest percentage of structurally deficient bridges with $34.5. alameda and san mateo have 21%, napa county around 15%.

>> i wonder what are the prepgs precipitation. >> i love it when they do it's a 300% chance. no are we're looking good for clearing. we're seeing a little bit of clearing, christie smith showed you what was taking place in oakland. they are going to get a dry break. look at oakland. we're seeing light scattered showers through here. the the bulk of the moisture that's left from this powerful storm is situated right over livermore. this line from livermore down to san jose. if you wake up in those skis counseled on dangerous conditions. i want to zoom out and show you a break in novato, richmond. those that are getting a break, they have a chance to warm up. the warmer you get the better the possibility for some of these afternoon thunderstorms to develop. a lot of moisture left over and another system on the way. a great deal of instability so

we're very concerned about the next phase which is thunderstorm development. as you can see we're going to get a break, we have a band of rain that's going to head on shore. there is a break between here. this will last a couple of hours. this is going to produce light showers. then we'll see the system sidle down the california coast with another one. this one is stronger carrying more rain. depending on where it sets up over the bay area we could see a dangerous situation. heavy rain coming down now and more on the way. this is what it looks like today. heavy rain through about 9:00 a.m. it will become showery. then worry about the possibility of strong storms. of course if anything does happen that's significant we'll break into coverage here and let you know about that. stronger storm tonight. let's get you to work on time, though, with mike inouye. good morning. >> good morning. we're seeing traffic flowing pretty well but we have had

livermore hit hard, same for san jose, gilroy, morgan hill. this will be the case for the next couple of hours. then a bit of a break. it will turn more showery. our next focus will be the possibility of some strong afternoon thunderstorms popping up. and putting on shore. thunder is likely as we head throughout the afternoon. i think we could see frequent lightning strikes, gusty winds and even pea size hail with the stronger storms. that are able to develop. we're really watching this system. this is the first of the series of systems that's going to pass through the bay area as we head through the next 48 hours. the first one is now pretty much well on its way inland. you can see we've got a little band as we head through the latter portion of this morning. probably about 10 chock a.m. we'll see more shower conditions. and the core will sidle down the coast as this next system, a stronger one, forces the first one down. so what's going to ham. as we head through tonight the winds will pick up once again.

we're going to see another round ever rain in time for the morning commute. so you want to prepare yourself for dangerous driving conditions. take it easy out there. watch out for flooding and debris on the roadways. as we had a lot of wind yesterday as well. here's your future cast. 10:00 a.m., by today the heaviest rain will have mostly pushed south of the greater bay area, a little wit of moderate rain coming down over gilroy. as we head throughout the afternoon, spotty showers, the possibility of strong storms developing. as you commute home you want to really keep your eye out for that. then the next system arrives as we head through 6:00 a.m. tomorrow. the heavier rain starting to push into the north bay spreading south in time for the morning commute. so our grounds are saturated out there. we're concerned about the potential for more flooding downed trees, windy conditions with this next one. just take it easy, stay tuned to the forecast. of course we'll always keep you updated anything severe develops we're going to let you know. 54 degrees in redwood city. 56 in oakland and 54 in san jose. i want to point out we do have

died. the 79-year-old died this morning at cedars-sinai hospital in los angeles. surrounded by her children. the actress was hospitalized six weeks ago with congestive heart failure. something she has struggled with for years. a private funeral will be held later this week. taylor won oscars for roles in butter field 8 and who's afraid of virginia wolf. she will be remember forward her role as cleopatra. of course her beauty, her stormy personal life and her humanitarian work that won her a special academy award back in 1993. quite talent. 6:52. san francisco leaders are asking the agency in charge ever muni to give an update on the operation. the board president wants to hold a hearing with the city's municipal transportation agency. he wants an update on the mta budget, labor negotiations and service performance. it comes as the head of the agency nathanial ford is in the

'95 when el nino caused the river to flood places like willow glenn. that project hit a snag. the federal government which promised to fund half the project has stopped sending money because of the downturn in the economy. hence the reason that the santa clara valley district met to figure out how to get around that problem. one thing they are thinking about is fronting the costs up front on their own with hopes that uncle sam would reimburse them down the line. the project began in '01 as a result of what happened in '95 after voters approved a $39 parcel tax. the project would divert over flow. some of the work has been done but there is much that remains. it's supposed to be finished in 2016 but looking more like 2018 at the earliest. reporting live, bob redell, "today in the bay". >> thank you, bob. scott is keeping an eye on wall
