good morning, everyone. i'm scott mcgrew. it is 4:30. we'll get right to the east bay forecast and meteorologist christina loren. good morning, christina. good morning. oh, what a beautiful morning it is across the bay area. temperatures today are going to be warmer than where we ended up yesterday. and it is all because of high pressure. high pressure builds in as we head throughout the day today. we are expecting temperatures at or better than 90 degrees. so we are looking to a really warm day. yesterday the east bay cities were already in the mid-80s. we'll show you the highest temperatures. and we are also going to let you know what we are expecting for today. of course, the weekend as well. scott mcgrew is already thinking about it. aren't you, mike? most definitely. i'm thinking about the weekend always, christina. also, it sounds like something is going on here near the connection of interstate 880 and 80. also, they are moving some quilt here, but we have a disabled truck reported off the bay bridge. we are watching for slowing, but the volume is very light.

i'll let you know details as i get them. cartinas is a smooth drive connecting to the north bay. the north bay is talking about high temperatures. i'll tell you about another incident over the water in our next report. the berkeley unified school district is trying to deal with guns on campus. berkeley high school held a meeting last night to try to deal with the incidents. christie smith is live at berkeley high with what kind of solutions came out of the meeting. good morning, christie. >> reporter: good morning to you. this has been a troubling few weeks here at berkeley high school. late afternoon a parent spotted what they thought was a young man with a gun in his waistband near campus. beck berkeley police tried to find this person and did not find them, but the school was put on lockdown for 30 minutes. there have been other gun-related incidents in recent weeks. it has become such a hot issue

that a special board meeting was held here wednesday night when parents were outspoken and worried about their kids' safety. many want a closed campus here at berkeley high. it is not closed right now. they are also calling for some metal detectors or an id system to keep track of the people here on campus. last week two students were arrested after a gun they brought to school actually went off in a bathroom, a third student was also arrested for having an unloaned gun here as well. we'll keep talking about the ideas here, but we are told there will be more security on campus and also a text tipline for students who want to get information to authorities. reporting live in berkeley, christie smith, "today in the east bay." thank you. this morning the corruption scandal for a pleasanton family mourning a soldier killed in

afghanistan. jim linscog is the first native of pleasanton to die in afghanistan. his hometown newspaper says the 23-year-old was killed by an ied on the way to a military airport. his mother was met at home by an army chaplain who gave her the news. the body will arrive at dover air force base after noon our time today. those reports about radiation in the food and water supply are no longer limited to japan. researchers have detected very small amounts here. cheryl hurd is reporting on what's tainted. >> reporter: trace levels of radiation have been found in tap water and milk, but the levels are very, very low. but from a scientist's point of view, this is big news. scientists here at uc berkeley made a new discovery. >> she bought milk from our neighborhood store here, generaleric milk, and we decided

to measure the levels last night. we do see some small amounts of iodine and 131 in our milk. >> reporter: sounds scary but uc berkeley nuclear engineer kyle vetter says we should not be alarmed. >> the amounts in the milk are still small. >> reporter: radiation is everywhere in our environment, but radiation from japan has traveled all the way here. >> scientists have it interesting study the pathway from japan to here and then the distribution and the dill lucien here in our environment. >> reporter: last week trace levels of radiation from the japanese plant showed up in rainwater and air samples here on campus. we learned then that you would have to drink 500 liters of it to have any impact on people. the average person drinks two light liters of water a day. when it comes to the new amounts of radiation found in our milk, you would have to drink it every day for a year and a half to see

any side effects. >> and that's not much. there's not much knowledge and information out there about the time and amount in these processes. it is exciting for us to try to measure it and to understand it. >> reporter: scientists say as time goes on the levels will continue to decrease. they will continue to monitor the situation as well. in berkeley, cheryl hurld, "today in the bay." landslides continue to plague the bay area. in mountain view three homes in the sahara mobile village park are on the edge of sliding sloo into steven's creek. the land below the homes was washed away during the vent rain. the property manager has been telling the water district about erosion concerns but they say they cannot do anything because it is private property.

eight homes are in danger in hercules and the city council declared a local emergency. the red cross is offering shelter and supplies and health services. victims can call the number there on the screen. in san pablo donations can be made to those families affected by a landslide there. the city has set up a donation account. it is donation fund san pablo wyman landslide event at the mechanic's bank. make a donation there at the ad dress on your screen. police are investigating a couple shootings in the east bay this morning. two men were shot and killed in a richmond on third street last night. few details to tell you so far. and a man was shot to death near his home at princeton and coal streets yesterday. he was shot several times after a confrontation with another person. he died at the hospital a short time later. a $20,000 reward is being offered for information leading to the arrest of that killer.

testimony kill continues in the barry bonds trial today. bonds former orthopedic surgeon will take the stand and his former personal shopper. yesterday former oakland a's randy vallarti said he purchased hgh from bond' trainer throughout the 2002 season. he also said greg anderson helped him inject the performance-enhancing drug. marvin venard also testified anderson gave him steroids yesterday. city offices will be closed to honor cesar chavez. there's also a scheduled furlough day. the city shuts down on friday. it was agreed to by public employee unions to balance the budget. libraries will be closed today and tomorrow in oakland. police, fire and other emergency

departments will run normally, of course. they are not affected. these last two furlough days, these are the last two furlough days for the remainder of the fiscal year. oakland communities are rallying to make their streets safe from crime. it plans to shut down 17th avenue at international at 6:00 tonight. the area is known at the city's most dangerous location. it is also a hot bed for the illegal sex trade. oakland's police chief and other city leaders will be there for a rally. all right. lovely weather ahead. meteorologist christina loren is joining us. good morning. >> good morning. you know, it is lovely, but today i think a lot of people will be claiming that it is just too warm already. 86 degrees. these are your highs from yesterday. we had a really warm day. these are the new records as well for the 30th of march. now today i think we'll go down as the warmest march 31st in history in the bay area because we are forecasting the 90s. 86 degrees in napa.

85 in santa rosa. 83 degrees in oakland. meanwhile, downtown san francisco hit 82. san rafael, 82. and 79 degrees in mountain view. we are going to add quite a bit of heat today to the mix, so temperatures right now, which are already in the 60s in san francisco, are really going to be able to climb rapidly once the sun comes up at 7:00 a.m. 57 in livermore. 58 in hayward. 56 in concord. so the east bay, you are going to be one of theest areas today. the east bay and north bay, that wasn't the case today. that's the case again today. these are numbers we don't see all that often, even in the summertime. enjoy it while it lasts. 90 in santa rosa today. 90 in gilroy. 88 in livermore. so if you work in the north bay, if you work in the east bay, make sure you are ready for the heat today and try to get to

work on time. it is a pretty smooth drive here, but right off the bay bridge we do have the instance still going eastbound 880 off the lower deck. that's the transition to the maze. the hov lane is blocked. hov stands for high occupancy vehicle, those with two or three or more coming across the bridge. coming across the water, the j. mack ferry is still out of service. you are looking at the latest updates here. take the roadway here, it is further through the water. we had an incident here earlier near high street, but it looks like it has cleared. thank you very much. a crack in the east bay cold case 30 years in the making. two bodies, one dead end.

4:44. mike says not much going on out there, but we will check with him as we know that can change. in a murder investigation it is not only who did it but who they did it to. not being able to identify a victim can stop and investigation in its tracks. and that's what happened in our next story. but there is a break in the case. "today in the east bay's" garvin thomas shows us that oakland police are closer to solving a 30-year mystery, but they need your help to solve the mystery. >> reporter: for 30 years he has remained nameless. at least now he is no longer faceless. >> this came to my attention about july last year. >> reporter: donald williams is a retired oakland cop who investigates cold cases from the department. none colder than the one he's looking at now. none more disturbing either.

>> gruesome? >> oh, yes, this is about the worst one i have seen. >> reporter: our case begins on july 28th, 1980. a torso is found near the corner of helen and per a alta streets. there's no head or legs. just burned remains. the police bulletin on the crime contains this dismemberment being so clean that it indicates the suspect may have had some type of anatomical background. >> for something to do this to a human being is incredible. >> reporter: but police have no idea, no clues as to who their victim is, so the investigation stalls on immediately. but just one year later and ten miles away a driver looking for a lost hubcap finds a skull just off grizley peak boulevard. those remains are handed over

the authorities in contra costa county, not alameda. it is a move that ined a very dentally sets the case back by decades. the skull in contra costa county estimated their vehicle at 5'9". but a forensic investigation of the torso in alameda county paints their victim at 5'7". those two inches were enough to keep investigators from linking these two discoveries for more than two decades. >> when i looked at that, i thought, that's not enough to rule out a connection. >> reporter: it wasn't until contra costa forensic anthropologist mark dobbs decided in 2006 to take a closer look that he noticed things others had missed. he found enough similarities to order a dna test. >> i got the dna tested and it came back relatively quickly with positive match with oakland's case. >> reporter: but matching the

discoveries still didn't produce an identity, so police have now taken the next steep creating the 3-d reconstruction of what a forensic artist believes their victim looked like. and donald williams has some guesses as to what his victim might have been involved in as well. >> possibly held's angels, probably involved in the drug activity that led to his demise. >> reporter: williams admits that doesn't make his victim the most sympathetic character out there. he says no one deserves what was done to him. and there may be others out there still wondering what happened to someone they cared about. and they, at the very least, deserve an answer. garvin thomas, "today in the east bay." 4:48 right now. good news about the cost of health care. a study by fidelity investments says health care costs have actually gone down for retirees for now. but they predict the trend will change and the prices will

eventually start to rise again. for more on news before the bell, we'll go to sharita brantley at cnbc world headquarters. good morning to you. >> reporter: good morning, scott. futures are mixed as wall street ends the first quarter today. stocks ended up yesterday just shy of the highs for the year, but still light in trading volume. the markets are posed to close out the lowest tech quarter since the late 1890s. we get data today on new filings for unemployment, manufacturing and factory orders. the dow rising 71 points on wednesday to 12,350. the nasdaq was adding 19 to 2776. the annual plantings report will be leased this morning. this shows how many u.s. farmers will devote to corn, wheat, soybeans and cotton this year. those are all commodities that have big effects on clothing

from land to sea. today we'll see not only windy conditions, but really, really warm conditions for this time of the year. we are already in the 50s and 60s. 63 in san francisco if you are headed that way from oakland to san francisco across the bay bridge. it will be much warmer when you get to san francisco. and temperatures heading throughout the afternoon in the east bay, you are one of the warmest areas that we'll focus in on today. 87 degrees in fremont. 86 degrees in places like concord. 88 in livermore today. then we are talking about the 90s in the north bay. gilroy, 90 degrees today. definitely a record shattering day. take a look at where we are headed. the weekend is right around the corner. we always get excited around here on thursday. 83 degrees for your friday. staying warm with the overnight lows so warm overnight. you can probably sleep with the windows open tonight. it will be really nice. a nice comfortable breeze. 59 degrees. take a look at the drop off for saturday. a little bit of showers in the

good morning. it is 4:55. here goes the clock. and we'll watch the speeds change as well in the next half an hour coming through livermore and the 58 out of the altamont pass. it is a 13-minute drive there. it will turn to 14 minutes, but that will happen over the next 15 to 20 minutes. no major issues off the dublin interchange over to the castro valley. it was calm yesterday. expecting a hopefully calm day here. eastbound 92 heading over to 880 near the san mateo bridge, earlier construction is picking up right now. we are looking over at a live shot of 880 through oakland, i'm sorry, interstate 80 and 880, we have flashing lights at the interchange going to southbound 880 from the bay bridge. there's a disabled truck there. we'll follow that as we may have a crew heading over there for the removal of the semi truck.

are men more likely to cheat on their taxes than women? a new study says yes. in fact, single men under the age of 45 are the most likely to cheat according to a survey by communications companies. a tax cheater was more likely to be a spender rather than a saver. 42 october of them saying they were one missed paycheck away from disaster. also tax cheaters were more broken to shoplifting or lying about their income to get government aid. the survey found only 15% of americans admit that cheating on their taxes is something they do, presumably more do. the tech industry is rebounding and hirer aggressively. 148,000 jobs will be added this year to silicon valley according to an analytics economist. there's a competitive market for tech skills. companies ranging from
