it is 6:00 straight up. i'm brent cannon. >> i'm laura garcia-cannon. we'll check in with christina who has a look at the forecast. really warm temperatures. did we break any records yesterday? oh, not only did we break records, we shattered and smashed multiple records. i'm going to show you those coming up. take a look at your temperatures. we are in the upper 50s and 60s. how hot will it be today? i've got the numbers and will get those to you in a minute. we'll get you to work on time. after all, finally a friday, mike. we usually chime about friday light. that's the case for the most part, but look at livermore. i told you about the accident in the westbound direction. that's the commute direction for fridays as well. wave 17-minute drive with speeds dipping down. travel times are increasing because of two accidents past the livermore airport. one could be involving a semi truck. another could involve a hauler and some portion of a backhoe in the lanes. we'll follow this closely. look at the 9 miles per hour near airway. we'll follow that. meanwhile, closer to the maze, a smooth drive as we watch the friday light commute develop.

back to you. 6:01. we have an update now. pg&e is continuing to work on the overnight power outage overnight leaving hundreds in the dark. christie smith is joining us live with the very latest. >> reporter: good morning to you. we are still in the dark here at hays and gulf streets in san francisco, but pg&e croups have been out here for several hours working hard. they seem to be going from corner to corner lifting manhole covers and doing due diligence out here. crews on this corner, crews on that corner lifting manhole covers. what they are trying to fix is what pg&e is calling an underground equipment failure. we have new numbers, about 430 customers still without power at this hour. that's down from a high overnight of 6,600 pg&e customers in san francisco in the area near hays and gulf to market and octavia out to parts of van nuys and laguna.

this has been happening since 12:30 this morning. pg&e crews are doing their best out here. when you go from intersection to intersection, it is hit and miss. some signal lights and street lights are totally out. you drive a couple blocks in a different direction and it is like nothing happened at all. everything is still bright and light. so drivers seem to be just kind of taking it easy. of course, when the intersection is dark you stop. it is a four-way stop. but, really, at this point, just kind of wait and see. pg&e is not sure exactly why this happened or when the last 430 customers will be back online. but the good news at this point is that they are making good progress. reporting live in san francisco, christie smith, "today in the bay." thank you so much, christie. >> meantime, jury deliberations are set to begin today in the hilly polarizing civil rape case. the jury will be asked to decide whether to award millions of dollars to a young woman who says she was gang raped but the

desanza baseball players back in 2007. she was drinking at a house party in san jose but was too drunk to give consent to have sex with the men. three members of the de anza soccer team burst into the room and saw several men engaged in sexual acts with the unconscious girl. they took her to the hospital. that case, though, has never been tried in criminal court. police arrested a dozen people at an east bay hotel as they tried to break up a prostitution ring. that includes ten women and two men. they were arrested last night as part of an all-day operation by the dublin police department. officers are hoping those arrests will reduce prostitution activity. pg&e is once again in the hot seat this morning accused of trying to pull one over on the city of capitola. after last week's floods pg&e installed 17 new smartmeters at damaged homes and businesses. the trouble is capitola's city council banned smartmeters in february. pg&e says it had no choice.

when an old meter is damaged the utility has to replace it with a controversial new meter. we have an update to breaking news that we brought you yesterday. a 2-year-old boy was found in a walmart parking lot in pleasanton. he is now back with his mother. police say the boy was found about 3:00 yesterday morning. then at about 6:00 in the morning they got a frantic 911 call from the boy's mother who woke up and noticed he was gone. the boy apparently let himself out through the front door. the doorknob is lower at the house to accommodate people in wheelchairs. in fact, the entire complex was built to american with disabilities act standards. that makes it easier for the boy to reach the knob and let himself out. trouble within the sfpd will play a part in who the next chief will be. ed lee says it will be a few more weeks before he names a permanent replacement for george gascone. he's concerned about several issues including several videos

released by the public defender's office showing alleged conduct by the department. the department dismissed 83 cases because of the videos. he wants to choose someone to respond to correct any potential problems. texting and driving is against the law in california, yet a lot of drivers still do it. but texting while driving can be as dangerous as drunk driving. and that's why law enforcement agencies statewide are now teaming up to kickoff a month-long campaign trying to crackdown on driving and texting. and "today in the bay's" marla tellez is live at the dumbarton bridge toll plaza with what it will charge you if you get caught. >> reporter: it will cost you a pretty penny, brent. that's for sure. i have to say i'm pretty impressed with the drivers as they pull up to the dumbarton bridge toll plaza. i have not seen one person illegally texting or talking on their phone today, which is pretty surprising because i know we all see it. i'm guilty of it. i'm sure my mom is laughing that i have been assigned this story

today because i need to heed my own advice. april is distracted driving awareness month, meaning local police and chp will be targeting drivers. if you are caught breaking the law this month, first offense minimum of $159. any offense thereafter, a minimum of $279. now statewide more than 225 local agencies and more than 100 chp offices are embracing the zero-tolerance attitude today. fremont, danville and palo alto police departments are all taking place. a recent study finds texting while driving likely causes more than 16,000 deaths between 2002 and 2007. now to help you resist the temptation to text while driving, consider these suggestions. put your phone out of reach when you get in the car or just turn it off all together. if that's not possible, then pull over to respond to a text

or take that call. and you can also consider using one of those apps that holds calls and incoming texts while you are driving so you don't miss any of the action. now here's some good news. this crackdown comes at a time when new numbers just released today show highway deaths in this country have dropped to their lowest levels in more than 60 years. the transportation department estimates just under 33,000 people were killed on u.s. roads in 2010. that's the fewest number of deaths since 1949. the drop is attributed to more people wearing seat belts, better safety equipment in cars and efforts to stop drunk driving. so once again, april is distracted driving awareness month. if you are caught sending that text or using your cell phone without that hand-free device, get ready to pay. >> good advice. you see it all the time. thank you. the prosecution in the barry bonds perjury trial has one more witness. yesterday bonds' personal shopper kathy hoskins told the

court she saw trainer greg anderson inject a substance into bonds with a needle. hoskins says she didn't know what was in the vipg but bonds told her a little something, a little something for when i go on the road. it can't be detected, end quote. arthur ting also took the stand and contradicted previous testimony saying he never talked with bonds former business manager about the alleged steroid use. the l.a. or oakland a's open their season tonight against the seattle mariners just after 7:00. a lot of experts think the a's have a chance to win the a.l. west this year. oakland begins the three-game series with seattle. the final game is sunday. and the a's will donate some of the proceeds from the ticket sales to relief events in japan. a dollar of every ticket sold is going to go to the red cross. sunday's game is at 1:05. and by the way, the a's also set up a new website where you can donate money to japan.

and the giants are going to try to fix things after last night's game. they had their opening night against the dodgers. they lost their opening, tim lincecum was on the mound. he went seven innings and did not give up a run. three errors did lead to a couple runs for the dodgers. then pat burrell hit a home run for the giants. he got them on the board but it was not enough nor the ninth inning. they come up short, the final score was 2-1. they will try to rectify the situation. >> crack the bat. coming through. it is early in the season. >> game one of 195,000 they play, something like that. >> a big rival. it was great to see the temperatures there. it was beautiful at dodger stadium. >> they show a montage of the snow across the rest of the country. then it is like 91 in l.a. yeah, 91 in l.a. close to 90 around here as well. even if we would have gone with at&t park, it would have been

toasty by anyone's standards for california this time of the year. 83 degrees in richmond yesterday. 88 degrees in los gatos. and take a look at some of the other fantastic highs from yesterday. mountain view, mike's old stomping grounds, 83 degrees. the san francisco airport hit 80 degrees. these numbers are nothing to be reckoned with for this time of the year. it will go down as one of the warmest days in march in history in the bay area. as you can see here, high pressure is the reason why. it is actually drifting a little bit over the four corners region. so for us today it will be warm and still will be in control for today, but we'll see changes for the second half of your day. more cloud cover is pushing in as the system of low pressure is dropping into the area on saturday making for mostly cloudy conditions. we'll start to push some of the cloud cover into the bay area as of this afternoon. so that's going to keep our daytime highs a little cooler than where we ended up yesterday, even though we are start out so much warmer. take a look at some of the numbers right now. 65 degrees in san francisco

right now turning over to about 78 degrees today. can't beat that. i like these numbers. hopefully we are talk about the good numbers when it comes to your speed limits right now. how does it look, mike? overall, friday light. we have a couple issues going on. two out of three are height here for 580 westbound approaching that livermore airport. we still have a three-car accident on the shoulder now as well as the issue with the backhoe and a portion of the trailer that is blocking the slow lane. the slow lane is blocked approaching livermore. that's the reason for the dramatic slowing through central livermore. that is bringing your travel time to 17 minutes, but it is holding steady there. now we have the issue approaching the san mateo bridge. southbound 880 at jackson street. we have and accident there. there is the increasing volume. that's a slow spot to watch over the next few minutes. 6:12 right now. still to come, a san francisco theater is going dark for a few days each week. and a bay area university looks to play a role in the

here at moscone this weekend ryan reynolds will be here. other stars will be here as well. scott, how are you? >> hey, how are you doing? >> what is surprising is that you don't have much to work with when coming up with the toys for the movie because the studio is tight-lipped with you as they are with us? >> it is more that. it is in such development. we read the script. warner bros is a fantastic partner. we have a lot of still images, but we are going to see the footage at the same time the fans do. >> reporter: your designers rely on a lot of their own imagination? >> yeah. they take the script and use that as a jumping off point, but they really make it into a toy out of property. >> reporter: what does that mean? if you are licensed to do certain movies, we want to do this one because you think it is

"the hangover ii" hits theaters this memorial weekend. >> i know a couple movies where they claim to be my alma mater and think, that's not the campus. that's not it at all. i assume they are really assuming it is stanford. >> but since they lose it in thailand it is probably not. let's go to christina.

it is friday. we have been looking forward to the weekend. >> we are looking forward to the weekend. a good day to stay outdoors on sunday. a good movie day on saturday, mostly cloudy with a few showers in the north bay. we'll be really warm today. the final day in this mini heat wave that brought our temperatures up to 88 degrees yesterday in los gatos. it was a beautiful day. we are looking towards high pressure in control once again, but a little bit of a change today as a system of low pressure pushes in from the eastern pacific. this is going to bring about pretty cloudy conditions heading through your saturday. clouds will increase as early as this afternoon, but we are still going to be able to jump up towards the 80s and the upper 70s. that's because we are starting out so warm. 65 degrees in san francisco right now. you don't need that jacket. in fact, you can probably get away with wearing short sleeves right now in the city. elsewhere, it is a little bit on the chilly side. 49 in livermore. 47 in gilroy. definitely cool enough for a jacket there. 78 degrees later on. this is your noon forecast as you break for lunch. take a look at the gorgeous conditions.

you might want to eat outside today if you can. 78 degrees in sunnyvale. the south bay will be the warmest today as high pressure has the most influence over this area of the bay. this is what we are expecting heading through tonight. you can see the green inching in here. that's onshore flow. the marine layer is back. we'll see conditions tomorrow that are pretty cloudy, kind of cool. a little trough is digging through the area. it is not going to be as nice as today. you'll want to seize the day while it lasts. 81 degrees in san jose today. 79 in redwood city. and 78 degrees in san francisco. take a look at the drop off between today and tomorrow. 62 degrees, mostly cloudy. but sunday, full-on sunshine. 73 degrees. really comfortable. and then we'll kickoff next week right about where we should be for this time of the year. the average temperature this time of the year is in the mid to upper 60s across the bay area. so next week looks pretty seasonal. hopefully we'll get a little bit of normalcy around the bay area, but i don't know, the extremes have been very interesting. speaking of which, we have some extreme weather to show you.

welcome back, everyone. look at that beautiful shot outside at the bay bridge. the water is glistening, great temperatures coming our way. and previously before the break we showed you the snow video. we found out it was from washington state. certainly not here, which is good news. we'll check the morning commute. we like to call it friday light, mike. >> it is overall. so that shot of the bay bridge and this shot of the maze are moving very nicely.

light volume for this time of friday, but there are big problems through livermore. look at this westbound 580 jammed up now. this is a dramatic change over the next 10 to 15 minutes. we have 28 minutes. a half-hour drive time out of the at month altamont pass approaching livermore airport. the two earlier accidents have been consolidated. the backhoe affecting traffic has been pulled out of the lanes. now we still have the three-car accident going on near portola avenue. that's within a half mile of the earlier report near livermore airport. we have the slow lane blocked there. quite a distraction for the east bay commute. then moving over to the bay bridge, i'm sorry, here's a live look at the toll plaza. there we go. the volume is increasing. no major issues. this is a friday highlighter volume. no metering lights just jet. yet. we have lights out near civic center. christie smith is following this issue throughout the morning.

just west of there heading to laguna, issues for local traffic. they won't only have lights on at san francisco city hall, but they will be blue today. the city is turning it blue to support autism awareness. the light-up blue campaign for world autism awareness month and day is actually saturday. both today and tomorrow prominent buildings across the globe will go blue to shed light on the impacts of one out of ten children. lighting up city hall is not a first. you can see photos of when they turned it orange to honor the world series championships. it said city, that's why i initially said that. i know they are the world series championships, the giants. it is blue for autism, not for the dodgers. >> exactly. scott is off today, but we have plenty of tech news. apple is out of original 16

gigabyte wi-fi ipads. the online store no longer offers the wi-fi-only version. and now even the refurbished section is sold out. this is happening as apple keeps selling out of the ipad2 as well. all three of the original 3g ipad are still on sale in the clearance section of the online store. today is april fool's day. and there's a rogue app droid users need to watch out for. it is a fake copy of the real walk and text software. walk and text uses a smartphone's camera to show you what's in front of you as you walk. then you can walk and text. it costs $2. the fake one is out now and is free. but this steals your personal data like your phone number and phone's identifier and more. it also sends out a text to everybody in your contacts and the text says, i downloaded a pirated app off the internet. i'm stupid and cheap. it costs only 1 buck.

coming up. and power is finally starting to come back on for thousands of pg&e customers in san francisco left in the dark overnight. i'm christie smith. i'll tell you who is still in the dark coming up in a live report. and a live look outside. it looks like traffic is picking up. no fooling there. it is friday, april 1st. this is "today in the bay." and good morning. thank you for joining us. the time is 6:32. i'm brent cannon. >> i'm laura garcia-cannon. we'll check the forecast with christina. another nice one. a gorgeous day on tap. good morning to you. temperatures already are pretty comfortable. 56 degrees in san mateo. you are going to be headed towards the upper 70s and low 80s today. i'll let you know just how warm your city is expected to be with a little mini heat wave over after today. changes on the way for the

weekend. we'll break those down for you as well, but first we'll check on the roadways this friday morning. one of the areas it will be hot today, we are looking at the traffic flow here that is hot due to a couple accidents. we are seeing a 35-minute drive near portola. this happened over the last five minutes. very slow approaching portola avenue with an earlier accident involving three cars in the slow lane. the truck there is cleared from the roadway, but the bucket hauler that was there is partially in the lane. that is causing more problems. heavy machinery is in the roadway. that's why we are seeing the slowing. the light volume of traffic is picking up getting to 633. no metering lights yet, but those will be soon at the toll plaza. a recent study finds that texting while driving likely causes more than 16,000 deaths between 2002 and 2007. distracted driving is now as

dangerous as drunk driving. so today california law enforcement is getting ready to crack down on illegal texting and driving. and "today in the bay's" marla tellez is live at the dumbarton bridge toll plaza with how much it will cost you if you get caught. marla? >> reporter: good morning, brent. i'm happy to say that i'm actually shocked. i haven't seen one driver texting or talking on their phone when they shouldn't be. and we all know that we see them all the time. i'm guilty as charged. i'm one of them. april is distracted driving awareness month. this means that local police agencies and chp are going to be targeting drivers texting while behind the wheel or not using the hands-free device while being on the phone and driving. if you are caught, get ready to pay a pretty penny. the first offense is a minimum of $159. if you are caught a second time or even a third time, minimum of $279. i think we all agree no text

message is worth that much money. it is happening statewide. and more than 225 local agencies and more than 100 chp offices are taking part in this crackdown. some of the local agencies taking part include fremont, danville and palo alto police departments. now studies show that texting while driving can delay reaction time just as severely as having the blood alcohol content of illegally drunk drivers. just put your phone out of reach once you get in the consider car or simply turn it off. if you must respond to the text, try pulling over to take the call. also download one of the apps that holds any incoming calls or texts while you are driving. some good news, this crackdown comes at a time when new numbers just released today show highway deaths have dropped to the lowest levels in more than 60 years. the transportation department

estimates just under 33,000 people were killed on u.s. roads in 2010. that's the fewest number of deaths since 1949. the drop is being credited to more people wearing seat belts, better safety equipment in cars and then better efforts to stop drunk driving. here is an interesting thought. 20 years ago it was challenging to get drivers to put their seat belts on. as of last year, more than 96% of us are buckled up. so it could take some time, brent, but eventually we'll get the idea that it is not a good idea to text and drive at the same time. >> thank you, marla. appreciate it. 6:36 right now. in fact, distracted driving is just one of the reasons why chp is riding writing more tickets. they handed out 200,000 more tickets in 2009 than 2007. driver advocates say law enforcement is handing out additional tickets to bring in more money. chp brought in about $50 million

more than the usual last couple of years. there are more violences these days for things like distracted driving as well as not paying car insurance and license fees. an east bay teacher accused of lewd acts with a student is now behind bars this morning. charles redmond was arrested in san diego on monday. he's accused of inappropriately touching an eighth grade boy and making lewd comments to him and other boys at park middle school in antioch. he is expected to be extradited to contra costa county next week. we have an update now on an overnight power outage in san francisco that left hundreds of people in the dark. the outage affecting those near hayes and gulf. loud sirens behind you there. >> reporter: this is a wild friday morning, but six hours into this i'm happy to say that we finally have power here at

gulf. the signal lights have been out here. all the lights in the stores were down all the way down the block. pg&e crews have been coming and going lifting manhole covers trying to figure out what caused this underground equipment failure. that's what they are calling it. now the last numbers we had were that 430 customers were still in the dark near the hayes valley neighborhood. that's down from 6,600 overnight, although those numbers may be changing as we are seeing the lights coming back on. and it has been kind of hit and miss overnight with scattered outages. some intersections were dark. you look one block in the other direction and the lights are on as if nothing happened at all. police have been out here directing traffic at busier intersections. and one neighbor told me she believes that a manhole cover actually blew overnight as well in this area and that business alarms have been going off because of the interruption in

power. we heard when the power came back on five minutes ago some of the alarms were going off. i'm christie smith for "today in the bay." >> it help that is the sun is coming up so folks can see if they didn't have the flashlights handy. efforts to save homes and fix roads in a number of bay area cities continues this morning. >> in hercules eight families still cannot go home because of the slide there. four homes are not safe to live in and crews are keeping an eye on four others. in mountain view three homes in sahara village mobile home park are in danger of sliding into steven's creek. and there's now talk about building a retaining wall trying to shore up the hillside near those homes. in morgan hill one lain of croix road is open. pg&e is said to be restoring power and service in the area. in scott's valley a roadway is

over the four corners region. that's still going to make for a warm day today with temperatures abnormally warm for this time of the year. and this low pressure system is going to drive in a little more cloud cover today. clouds are increasing throughout the day today. and then tomorrow we are going to see a mostly cloudy sky situated right over the bay area. here are the numbers right now. beautiful start in san francisco. 63 degrees. that will make it easy for you to climb to about 78 degrees later on today. a lot of sunshine for the first part of the day. the clouds will thicken up at about noon. 79 degrees is the forecasted high in redwood city. the peninsula readings are looking good. we'll see if your drive along the peninsula and everywhere else in the bay area looks good. good morning, christina. the peninsula and south bay are looking good as well as the north bay. we are focusing on this portion through livermore. a nightmare of traffic for a friday. you don't expect this. heads-up, folks. two accidents are still trying to clear. the stall and the disabled vehicle and the heavy machinery are clearing from the roadway. it should be cleared soon. but the other accident involving three cars near portola avenue.

they can't move one of the cars from the roadway. one lane is blocked. it is very slow out of the altamont pass. it will be 35 to 40 minutes over the next half hour. we have an accident reported for highway 4 eastbound at summersville. it shouldn't affect your commute. a little slow through bay point as well. holding steady to the bay bridge toll plaza. no metering lights there. that's what friday light looks like. some positive news to report this morning on cancer. experts say overall cancer rates are down. and "today in the bay's" tray southeast potts is live in washington d.c. with a look at the new report and how the fight against cancer is going. >> reporter: not bad overall when you look at the numbers. in fact, one thing that stuck out in this report, which by the way is from the cdc, the american cancer society, the national cancer institute, they found lung cancer deaths for women are down for the first time in four decades. and, in fact, they started to see the numbers with men ten

years ago, but they are now starting to see the same thing with women. taking a look at the big picture, cancer rates, incidents of cancer are down 1% every year over the last couple of decades. death rates down about 1.5% every year during that same time. there are still some areas of concern. for example, african-americans have the highest death rates, but they are dropping at the fastest rate. much more so than any one else. that's good news. you asked about california. the good news in california is both cases of cancer and death rates are much lower than the national average. in fact, death rates are significantly lower than the national average in california. and that seems to indicate that treatments are working, that research is yielding some good treatments. it is good news for california. and overall, despite the fact there were concerns, it is good news for the nation. live from capitol hill, tracie potts for "today in the bay." >> thank you, tracie. >> now if we can onlyin f a .recu early detection is so important. 6:43.

circle is crumbling. new concerns this morning about japan's water supply. a nuclear safety spokesman now says drinking water in the area of that nuclear reactor is not affected by radiation, which is a complete reversal from what they said before. plant operators say there are a couple ways radiation can affect drinking water. one is if it is able to seen into wells. the other one is if contaminated water from the plant se, ps into underground waterways and rivers used for drinking water. japan's nuclear spokesman says neither of those have happened so far. you'll see fewer cars, fewer colors and fewer incentives at the car lot soon. jerry reynolds is live with exactly why this morning. good morning. >> reporter: good morning, laura. how are you? >> i'm doing just great. well, the effects of japan are certainly having effects on car buying here. >> yeah, it is. we are just now seeing the full

effect of the earthquake and tsunami that hit over there. damaged plants and rolling blackouts have taken thousands of toyotas, nissans, subarus out of production that will never make it to the dealership. so those cars can't be made up this year. then we have part shortages to affect every automaker here in the united states, even if the car is made here. so, i mean, we'll get down to things like colors, red and black will become very hard to get ahold of because the pigment that goes into those paints were made in japan. so for consumers we are going to have fewer cars on the lot. and that's going to mean fewer incentives out there. in fact, toyota just announced, and they are the first, that they are going to raise their prices by a few hundred dollars this coming may. we are going to see some severe shortages of small cars it looks like. >> i hear that it will kind of push-up the need for used cars here, their value, i guess.
