means in terms of rainfall totals. looking at low snowfall levels as well. let's get you to work, maybe your on your way out the door. >> if you cross the antioch bridge you're in good shape. but there's one-way traffic control so there's an issue coming over from rio vista. the bay bridge, no problems over there. the san mateo bridge, a nice, easy crossing from the east bay. caltrain runs without interruption but bob is down at the caltrain station in san jose and you've got news and possible changes ahead. >> reporter: yes. assuming that the board of directors approves these proposed changes tomorrow. good morning to you, mike. caltrain, if you're not aware, is facing a record $30 million budget deficit so as a result it's proposed some cuts in services, in increases in fares. the place we're at, for example, proposed being cut is this capital station. if approved, this station would be no more come july.

caltrain is looking at shutting down three stations, capital being the one here in san jose, hayward park, bayshore up north along the peninsula with nine more shut down on the weekends. they're also proposing eliminating ten trains during their weekday service, increasing the one-way trip fare by 25 cents, upping parking fees by $10 a month and adding more stops for the express train. so if you're a commuter and use the express trains, this would inconvenience you because that express train wouldn't be as express as it used to be. it would be taking a longer time to get to and from. so that's one way you would be inconvenienced. you'd have to basically adjust your schedule because the other trains not being cut would be arriving earlier or later by as much as 20 minutes, according to caltrain. now, this is a temporary solution, unfortunately. they only project this getting the agency through the next 12

to 24 months. long term what they're saying is that taxpayers would most likely have to pass another tax increase to have a more permanent solution to this, or you could maybe further down the line see more cuts coming and more inconvenience. now, you might be sitting there at home listening going, boy, this is pretty bad. you know what, it could have been worse. caltrain was initially looking at cutting 38 trains, having service only during the weekday, during rush hour, closing to half the stations and eliminating service to gilroy. reporting live here in san jose, bob redell, "today in the bay." >> thanks, bob. we were following up on a three-alarm fire in san francisco's tenderloin neighborhood that injured 20 people last night and left dozens more without a place to live this morning. firefighters say the apartment fire in the tenderloin started somewhere in the first floor and caused smoke and flames to move throughout the building. officers say some 20 people were

hurt but north pone believed to life threatening. christie smith is on the scene getting more information and she'll have an update in half an hour with more on the people affected and the investigation into how this fire started in the first place. there is a new fund-raiser today for the giants fan attacked at dodgers stadium last night. american med ral response, the company brian stow works for is hosting a fund-raising bbq. food will be served from noon to 8:00. the money will go to help pay for stow's medical bills. stow is still in a medically-induced coma at a los angeles hospital this morning. doctors say he's suffering from brain damage. a pair of dodger fans attacked the 42-year-old last thursday. police are still looking for the two men. today's barbecue is the second fund-raiser for stow this week. friends and family also gathered at pizza my heart. that chain donated 30% of sales

for every customer that mentioned his name. he was a regular at one of their chains. giants fans and dodger fans coming out in support. >> i think all of us sports fans should take a step back and just say, listen, we love the game, whatever game we follow, we love our team, but acting out in a violent manner is just not what it's about. >> they are still counting the receipts but they think they made about $20,000, which they will give to stow's family. 5:05 right now. home run king barry bonds could take the stand today in a federal courtroom in san francisco as a witness in his own defense. bonds attorney begin their part of the case as they defend the former giants slugger against charges of perjury. is this a solid strategy or lawyers just swinging for the fences. >> that remains to be seen. the prosecution has rested so the defense makes its case today. there are six people on the

defense's list of potential witnesses and one of those people is barry bonds himself. the defense attorney has raised the possibility bonds would take the witness stand. he said the decision would be made overnight. many court observers doubt it will happen and are calling the idea unthinkable. yesterday in a blow to the prosecution the government lost what it considered a key piece of evidence, a secret tape recording between bonds' former business partner and his orthopedic surgeon. prosecutors say the two can be heard on the tape talking about bonds' alleged steroid use but the judge called the tape unintelligible and would not allow it to be introduced as evidence. bonds faces counts for telling a grand jury he never knowingly took performance-enhancing drugs. the defense said it would only take one day which means closing arguments could happen thursday and the case could go to the

jury late thursday or on friday. monty francis, "today in the bay." police think they have caught a serial robber. police arrested deonte holmes after somebody reported a carjacking and gave a description that matched holmes. officers found him with a replica handgun and a pair of gloves on the ground nearby. the trial of a convicted high school bomber could wrap up as early as this afternoon. lawyers will give their closing arguments this morning in a san mateo county courtroom. yesterday a forensic psychologist testified that alexander ushock was sane the day he bought a pipe bomb, swords and chains to the high school. half a dozen other experts diagnosed him with paranoid schizophrenia. just last week he was convicted of six felony counts including

attempted murder of his former teacher. a south bay school is honoring the life of a former student who was killed while serving in afghanistan. santa clara high school will hold a memorial service this afternoon for 21-year-old lance corporal harry lu. the marine died over the weekend while supporting combat operations. he graduated from santa clara high school in 2008 and was set to return home this july. his death is still under investigation. weeks after voting to okay a strike, a nurses union has reached a deal with stanford and lieu sill packer children's hospital. tomorrow the 2700 nurses at those hospitals will vote on a contract deal which calls for a 4% pay raise for all nurses. the contract also makes it slightly tougher for nurses to get promoted. the labor dispute has been going on more than a year and nurses have been working without a contract since march 2010. why vote if your city lawmakers could just do it for you. supervisor scott weiner wants to

put a proposal on the november ballot that would let the supervisors change or appeal voter-approved laws. he says his plan is in response to criticism from voters who say lawmakers should be able to, quote, do their jobs and pass laws without having to have voter approval. if the measure is approved, no changes would be made for the next three years, but during the next four years after that, the board could make changes with a two-thirds vote. and then after that the board would only need a simple majority. san francisco international airport is unveiling its newest addition with a look into the future. the new $383 million terminal 2 will be home primarily to virgin airlines. virgin's founder, mayor ed lee and other city leaders will attend an opening ceremony this morning. the first aircraft is scheduled to arrive. terminal two is the first environmentally certified airport terminal in the u.s.

castro district. a hole historian took the group of about four dozen second graders on the tour of the gay friendly district, including stops to the pink triangle, memorial park and harvey milk's camera shop. the chronicle reports the majority of the parents at the school supported the field trip but a few questioned if the field trip was appropriate for young boys. the school insists the field trip did not address sexuality but rather focused on diversity, history and civil rights. mergers did not do much to stabilize wall street yesterday but nicole is live at cnbc head quarters with a look at how things are shaping up today. >> reporter: hey, good morning, guys. futures are indeed higher this morning after that mixed day you were alluding to a second ago on wall street. that is despite what you were mentioning, that big boost from the m & a activity. texas instruments buying national semi. the dow slipped back about 6 points, no big deal.

12,393 is where we ended. the nasdaq composite inched 2 to 2791. also making headlines this morning, chrysler is cutting overtime at some plants in canada and mexico to try to conserve parts from japan. those plants make chrysler 300, dodge challenger, charger, journey and fiat 500 models. here's why this is important. this is the very first time that chrysler has even linked production cuts to the disaster in japan and that is why we're watching it. we're also watching a new study that shows fewer apartments available this winter and rents starting to creep up. this is a new report that says the job market is actually improving, but many americans are still unwilling or unable for that matter to buy a home. so younger people are finding work, but they can't afford the thousands upon thousands of dollars needed for a down payment. so a couple of things we're watching out of cnbc. >> or in the bay area, the

millions and millions needed for a down payment. >> reporter: well, that's another story, yes. san francisco is making way for twitter. the board of supervisors has voted to approve a payroll tax exemption zone. any business moving into the mid-market street and tenderloin areas will be exempt from paying payroll taxes on new hires for six years. san francisco hopes this will bring new jobs to the city. san jose city council members are stirring the pot, saying it will offer no payroll taxes, but plenty of free parking. the time now is 5:17. we do want to check in with christina. i guess if you've got to get out and do something, today is the day. >> today is the day, tomorrow not so much the case. we've got rain on the way and it's actually a cold system, a cold blast moves into the bay area as of tonight. tomorrow our temperatures will struggle to reach the mid-50s in some cities, even the north bay where we've been notoriously warm the past couple of weeks. i think you too will struggle to reach maybe 56 degrees.

so the rain arrives overnight. as we wake up tomorrow morning we are expecting widespread shower activity, enough to slow your commute so mike and i will guide you through that. right now temperatures are really cool out there. 50 in novato, 46 in san mateo so overall 3 to 5 degrees cooler this morning. you know when you adjust your thermostat in your house boy 1 or 2 degrees, it's a significant difference so you'll probably need the jacket this morning but later on you can take it off. 65 in concord, 63 oakland and 63 in santa cruz. that won't be the case for tomorrow so enjoy the sunshine for one more day. your extended forecast is coming up in just minutes. and of course we are going to look very closely at the forecast for friday. the home opener at at&t park. back to you guys. >> thanks a lot. a san francisco political star could be on "time" magazine's list of most influential people in the world. state attorney general kamala harris is on the ballot.

good morning to you. live look outside at the golden gate bridge. it is early still, 5:21. another county is talking about a plastic bag ban. mendocino county supervisors voted last night to move forward with a ban on plastic carry-out bags. they have asked the solid waste authority to drop an ordinance and start an environmental impact report. other cities in the county have already voted to ban plastic bags. it looks pretty light on the morning commute, at least on the golden gate bridge. >> it's equally as light in the south bay. we're looking at an early start to a little slowing on 101. look behind that 59 just north of 880 on 101, there is a little slowing showing up, about 50 miles per hour where that yellow is showing up. i'll watch to see if that sticks around because it's about an hour early for south bay issues. up the peninsula, an easy drive. the san mateo bridge, that construction at 92 and 880 has

cleared up and without incident through that portion of hayward. further north heading towards the bay bridge, an easy flow of traffic as well. the toll plaza shows a light volume right now. that will start to build over the next hour until we see metering lights likely about 6:25, 6:30 in the morning. an 18-minute drive off the carquinez bridge and lighter volume throughout the area. as we've seen the time change happen and since then, we've seen a little later start to the big burst of the commute. folks are getting out on the roadways a little bit later. back to you guys. there are new developments this morning from japan. radioactive water is no longer leaking from the nuclear plant into the ocean. the utility company that's working on it says injecting sodium kisill kate and another agent appears to have worked. experts are still concerned because the high levels of radiation found in the water near the reactors is still

pretty bad. nfl lockout is headed to court today. a federal judge will consider whether to grnt an injunction that would lift the current nfl lockout. if that happens, owners are likely to appeal. but if the judge rejects the players' request to stop the lockout, it will continue and that could affect the start of next season, which is set to begin in early september. san jose's largest employer may have blown it. cisco systems is now issuing an apology. scott mcgrew joins us. what are they apologizing for? >> probably for taking the eye off the ball. cisco makes all kinds of things and maybe that's the problem. ceo john chambers, one of silicon valley's most respected leaders, wrote an apology note of sorts saying the networking giant disappointed investors and confused its own employees. cisco's biggest business is making the equipment that switches and routes traffic on the internet, but all of a sudden it has a lot of competition in that area. and at the same time cisco

started branching out into really strange side businesses. for instance, it bought the flip digital company, the company that makes those neat flip video cameras. for many it was a very strange purchase. cisco shares have fallen boy a third in the last year. you compare that to apple. apple up 46%. pringles, san francisco-based diamond food which is the seller of almonds bought the pringles line of potato chips from procter & gamble for more than a billion dollars. i have to admit i didn't know there was a san francisco company that made pop secret popcorn or pringles for that matter. >> have you ever had an it's it? >> that i know. that and anchor steam beer. i'm all over that. >> a little sourdough and napa wine. >> no, we eat really healthy. we know all about pringles and

coliseum. more cars but no major slowing for the nimitz right now. back to you. it could be a big day in the barry bonds perjury trial. defense attorneys are hinting that bonds himself may take the stand today. monty francis is joining us in studio with a look at what we can expect in court today. >> reporter: well, brent, there are six people on the defense's list of potential witnesses and they include barry bonds himself. defense attorney alan ruby has raised the possibility bond would take the witness stand but it remains unclear if that will actually happen. many court observers are calling the idea unthinkable since that would give prosecutors a chance to cross examine him. yesterday in a blow to the prosecution the government lost what it considered a key piece of evidence. a secret tape recording of a conversation between bonds' former business partner and his orthopedic surgeon. prosecutors say the two men can be heard on the tape talking about bonds' alleged steroid use but the judge called the recording unintelligible and would not allow it to be

introduced as evidence. bonds faces four counts of making false statements and one count of obstruction of justice for telling a grand jury in 2003 that he never knowingly took performance-enhancing drugs. legal experts say the case may come down to the testimony of a family friend who testified she saw bonds' personal trainer inject him with something that bonds said was undetectable. if the jury believes her testimony, legal experts say it's hard to say how they could not convict him for perjury. the defense said it would take only one day to make its case, which means closing arguments could happen on thursday. >> very interesting. thank you. the normally quiet neighborhood in moraga is on edge after a person was injured by gunfire. officers received reports that a person was shot around 5:00 p.m. yesterday but police can't find any bullet or bullet fragments to prove it was a shooting. they did find a victim who was taken to the hospital and is

expected to survive. right now police have no witnesses and no suspects. police in antioch are dealing with a big increase in violence. they're trying to find people involved in two unrelated shootings. the first happened around 4:00 p.m. on monday. when officers arrived they found a man with a gunshot wound to his leg. a few hours later just a few blocks down, police received reports of several people shooting at each other. one man was shot in the fas and is now in a coma. the san francisco giants are going to honor the fan who was beaten outside of dodgers stadium last week. the dodgers are now going to be at at&t park next week and before the game the giants will collect donations for brian stow. doctor do say he shows signs of brain injury and dysfunction. his skull was fractured on thursday when he was attacked boy two dodger fans in the parking lot after the game. we have an update on the three-alarm fire in san francisco's tenderloin neighborhood that injured 20

people last night and left dozens more without a place to live this morning. christie smith is live this morning with more on those affected and the investigation into how that fire started. good morning christie. >> reporter: good morning to you. i wanted to tell you that firefighters are keeping a close eye on the upper floors here. we keep seeing them come out on the pbalcony. this is the area that keeps reigniting this morning. it doesn't look that bad from the outside of the building but inside in the center area, that's where the damage is. right now none of the residents inside but a few people have been escorted back in to get things like medicine because many of them just ran out with the clothes on their back. it's really active this morning. hours after a three-alarm apartment fire that started around 9:00 last night here in the tenderloin six-story building. it went quickly from one to two to three alarms because many of the people inside the building are disabled and needed help evacuating.

in all we have new numbers this morning. a battalion chief telling me it was 24 people injured here. we spoke with one man who described a scary time trying to escape the fire. >> what really alarmed me was the smoke. so i did a stupid thing. i should have waited in the fireman -- i just tried to get out of there like a lot of people do. man, when i was walking down the hallway, you could see the flame just -- i mean just picking up. >> reporter: the red cross is still out here this morning. they tell me they're helping at least 63 people find shelter. some of them going to a more permanent shelter this morning. 26 others being moved, they were put on a bus this morning and moved down the street. firefighters believe that this may have started in a trash chute or trash compactor area. they tell me because this fire has been reigniting the way it has, they'll be here with these

trucks until at least 8:00 in the morning. so if you can, if you need to come to this area in the tenderloin, you might want to avoid it because it's still blocked up with these emergency vehicles. reporting live in san francisco, christie smith, "today in the bay." meantime emotional and graphic testimony in san bruno as victim talked about the horrors of the gas pipeline explosion. >> as a person that lost my family home, our pets, everything, all our medals from my father's war, he had war medals, everything is gone. the safe is burned. there was nothing left to the house. it disintegrated. my brother and sisters were burned outside of the house. it was over 600 to 800 degrees outside so all the hair and flesh on their bodies burnt off. so i want something to be done. >> victim told the california public utilities commission to make pipeline safety a top

priority. the commission has promised to consider some new regulations. two san bruno firefighters who responded to the explosion did not speak at last night's meeting. the chief and captain dave davis were on the scene, one of the first engines to arrive. they saw a wall of fire and people running for their lives but they couldn't stop to help because they had to fight the advancing flames. we talked with the chief outside of the meeting and he talked to us about what it was like that night. >> instantaneously at that point it got really, really hot. so my driver quoted by saying you told me to back the engine up. i got in the engine and the steering wheel was so hot i couldn't touch it and the windshield was cracking. >> crews did not have enough water at first because some of the water lines had ruptured. when they finally did get water they stood their ground to save as many homes as possible. veteran firefighters say they wish they could have done more and hope the new safety measures

will prevent a similar disaster from happening again. 5:36 right now. two richmond officers are in hot water accused of buying guns for underage kids. the fbi is investigating those two officers for allegedly hiring teens from richmond's police explorer program to work for their private security firm. the teens say they were given weapons. their relationship turned sour when they complained about not getting paid for overtime. now the story may have a connection to christopher butler, a former officer and private investigator who is charged with working with law enforcement to set up people for arrest and selling drugs. one of the teens believes butler tried to set him up for arrest using decoys. the city of oakland is going to have to find someplace to slash another $11 million from its budget. the city planned to put an $80 parcel tax on the state's special election ballot in june, but governor brown didn't get his way so there is going to be no election in june. oakland mayor jean quan asked

the council to create a special city election for july but the council rejected that idea last night. oakland faces a $46 million deficit. let's see if it's a decent day ahead weatherwise. >> i think that's a good describing word for today, decent. not quite as warm as it was yesterday. still a little bit on the mild side. decent, we like that. good choice, laura. we're kind of sandwiched between systems. we had this little trough break through the bay area yesterday, nudging that ridge of high pressure out of the way. right now it looks like it's joining up with this coastal eddy which is situated off the coast of southern california. for us we're going to see more clouds today. they'll arrange later on this afternoon, a clear start. then by noon we're talking about partly cloudy conditions. tonight mostly cloudy and then the showers start. this morning, though, enjoy the clear and cool conditions out there on your way to work. that should make things a little bit easier. great view of the stars right now as well. 47 grows in oakland and napa, a little chillier this morning than it was at this time yesterday. 46 in san mateo and 44 in santa

anything, will be different today. good morning. >> reporter: laura, good morning. questionable at this point as to whether they'll all be back at the white house. we're just getting word that an aide from speaker john boehner's office says he has no meetings scheduled at the white house with the president today and the president later this afternoon is headed to philadelphia and new york so we'll have to watch for more developments on that. bottom line here, they have yet to come up with a budget deal for this year. the president visibly frustrated after yesterday's meeting when he called democrats and republicans together saying that americans want you to act like grown-ups and no attitudes of my way or the highway. the sticking point seems to be how much and what they're going to cut from this current year's budget. democrats have reported low agreed to $73 billion, that according to the president, but the sticking point is where are those cuts coming from. the tea party pushing their mainstream republican leaders not to bend, not to cave in to fewer cuts than they originally

passed in the house. at this point house democratic leader reid says they're bending over backwards to be fair but unclear if they'll be able to come up with something to prevent a government shutdown on friday. laura. >> we'll see if they'll get it done. thanks so much. the man who killed chauncey bailey faced tough cross examination in court yesterday. he was asked if they used the word "kill" when he allegedly ordered bailey and two other men to be murdered. the attorney also tried to show that he could have stood up to him and not followed his orders. doctors medical center in san pablo is getting a helping hand to help its doors open. contra costa county supervisors agreed to loan $10 million to the hospital so it can continue operating. an official says the money comes from a reserve fund which will

not affect county services or require cuts. doctors medical center runs the largest emergency department in west county with over 40,000 patients visiting every year. the dogfight continues in san francisco today over a proposed off leash policy in golden gate national recreation areas. the board of supervisors may go on the record opposing the dog policies. a proposed leash law would get rid or cut back on off leash areas in crissy field and seven other federal parks inside the city. the board of supervisors will hold a hearing on those on monday. 5:45 right now. the governor's proposed budget calls for state parks to be closed for the first time in history but for now the specific parks slated to be shut down remains a secret. the governor asked them to come up with a list by mid-february but political observers say the governor is not releasing that list because most likely he's trying to hammer out a budget deal with rips. the park closures are expected

we'll walk that. we're also tracking this very carefully, westbound 580 as you're approaching the dublin interchange. a minor injury accident. a smaller truck is blocking the slow lane as you approach the off-ramp but so far the approach out of livermore looking pretty nice and we do see just some slowing coming into livermore, a 16 to 17-minute drive. speeds in the 50s as you're approaching the pleasantton and dublin area. the congestion building a bit for 880. no major slowing. still a 15 to 16-minute drive from 238 all the way up to the bay bridge toll plaza with a live look out there. a lighter volume but still starting to build as far as the number of headlights we see on the screen. from time to time i've actually seen a line at the cash lanes as well so we'll send it back to you guys with that note it's building at the toll plaza. it's 5:53 right now. mixed news for parents.
