francisco, the giants flag flying in the breeze. or is it wind? i don't know. thank you for joining us on sunday morning. i'm chris sanchez with meteorologist rob maeta. >> the last couple of nights for the giants baseball games, walkoff things in the 12th inning. yesterday, again, gorgeous conditions. chilly. breezes gusty to kick off the weekend. right now in san francisco, 48 degrees, not too windy at ground level. higher at the building tops. breezy conditions. for the afternoon, highs ranging from close to 60 in san francisco today. an afternoon ball game wrapping up the cardinals series at 1:00. 64 in san jose. we will see clouds spilling in. and this will bring our best chance for seeing rain in the seven-day forecast as we get back to the workweek, we'll talk more about that in a few minutes from now. >> thank you, rob. interstate 280 south bound shut down after a pedestrian struck and killed on the roadway. it happened in daly city, just

north of san pedro road, around 5:45 this morning. we checked with chp. all southbound lanes currently closed if you're driving through that area, find another route, or wait, because chp hopes to open up one lane or perhaps two within the hour. one man is still missing this morning after his sailboat capsized in rough seas off san francisco's ocean beach. witnesses saw a sailboat capsize south of the cliff house just before 2:30 afternoon. two men got into an inflatable raft. a 52-year-old man was pulled out of the water, but he informed rescuers his sailing partner is still missing. that man is believed to be wearing a life vest. the coast guard will continue the search this morning. autopsies scheduled for the body of two teenager who's drowned while diving in monterey

bay on saturday. the shallow water was searched for 45 minutes before locating the bodies. 17-year-old students from nevada high school -- from a high school in nevada and were in the area for a high school diving event. police are still investigateding the cause of the accident. a portion of the oakland coliseum searrving as a clinic r thousands that cannot afford to pay for health services. today in the bay's kimberly terry shows us why the clinic finds itself in the heart of the east bay. >> the process to see a doctor or dentist took at least several hours. everyone we talked to say the care was well worth the wait. >> i thought it was suburb. i mean, everybody that worked here, that volunteered, was very nice, and confidentable to talk to, and very helpful. >> reporter: this four-day clinic put on by the remote area

medical clinic, or r.a.m. >> i'm mighty grateful to them taking time in their busy schedule to come out here. >> reporter: here, everyone is eligible for care and all free. many lost their job and don't have insurance. others with insurance say their duct iblg is too expensive. >> i don't have no benefits. you know, and -- so this -- this works out good for me. >> reporter: 700 people received medical treatment today. and the demand for the next three days is high. >> i have my pillows and my little basket in case i needed to carry it long distances and my tent over there. >> reporter: lori cash drove an hour and a half. she went to the temporary clinic in sacramento before it moved to oakland. she needs more dental work done and is prepared to camp out as long as she needs to. >> when you are in pain with your teeth, it can make you sick all over. so this is going to be a real

blessing to have the tental work done. >> reporter: r.a.m. was designed to establish emergency medical facilities in a remote area, often after a disaster and primarily overseas. but the organization started focusing close to home. >> it helps us all. >> those clinics continue through tuesday. pg & e installing equipment to avoid the explosion that d t devastated an area last year. this is the first of dozens of valves that the company plans to install throughout the peninsula by the end of next year. each costs about $750,000. a spokesman couldn't say when or where another would be installed.

and after a meeting nmeetin fruitvale restaurant owner was paid respect, after he was gunned down in his restaurant friday morning. it was a botched robbery attempt. more than 400 residents packed the meeting to offer a moment of silence and to discuss ways to make the neighborhood safer. >> we wanted to make sure in a lot of these merchant areas where there is potential crime we have a pretty good network and the police know where all of those cameras are so they can use them. >> the mayor says cameos was instrumental. to the south bay, investigators continue to investigate two suspicious deaths in a cupertino neighborhood. sheriff's deputies responded to a suspicious circumstance at west bakers drive in cupertino. investigators discovered the bodies inside their home.

investigators are not naming the couple. this morning some niles canyon residents are on a mission to stop caltrans plans to chop down trees in the process of widening a road. >> not only do they want to keep the 500 trees, they say widening the road will make it easier for drivers to speed through. adding shoulders to the two-lane winding road will make it safer. they are saying they have lost so many lives in the canyon, if you make it wider and supposedly safer, all they are going to do is go faster, and those curves are not going to handle people at high speeds. >> the group says it will file a lawsuit if cal transcontinues with this project. speaking of driving, many are too distracted if the number of tickets is any indication.

efforts are being stepped up to combat distracted driving. in santa cruz, officers handed out 374 citations on tuesday alone. santa rosa police, just as busy, issuing 250 tickets. and san jose tallied 116 during the two-day period. santa clara issued 120 citations and campbell police handed out 103. the statewide campaign will continue through the end of the month to crackdown on distracted driving. the l.a. dodgers will host a fundrai-raiser in honor of the giants fan beat at the stadium. 42-year-old brian stow was beaten at dodgers stadium following the game last thursday. the father of two, a paramedic, remains in critical condition in a medically induced coma at an l.a. hospital. he is showing signs of brain damage. the dodgers and amr will co-host

a fund-raiser at dodgers stadium. back to business as usual for the u.s. government after days of extraordinary political drama. there was a toe-to-toe budget showdown, and they emerged with a deal. both sides claiming victory. but as brian mooar reports, not everyone is pleased how the deal came about. >> reporter: opening day nearly wasn't, the field and the whole u.s. government came within hours of being shut down. >> the motion is adopted. >> reporter: but lady liberty was still welcoming the masses and the cherry blossom parade kicked off as scheduled, thanks to an 11th hour budget compromise on capitol hill. at the lincoln memorial, one federal employee seemed particularly pleased a government shutdown was averted. >> congress was able to settle

after the ring ceremony yesterday. police stepping up patrols near zhaoish synagogues after a recent explosion in southern california. fbi investigators linking a 60-year-old homeless man to the blast which damaged a santa monica jewish synagogue last thursday. the suspect, at large, is wanted on a number of charges. police originally thought the blast was an industrial accident. but then investigators found evidence of explosives at the scene. no one was injured, but that was lucky because the blast damaged several nearby homes. a fireworks explosion in hawaii. rescue crews recovered two more bodies at an old military bunker where fireworks were stored. it happened last friday, with extreme heat keeping firefighters from entering the structure. the cause of the blast under investigation. storage facility was authorized by the local fire department to hold those fireworks.

in news around the world, now the battle for control of libya continues. four fighters were killed when rockets were filed near ajdabiya. the rebels are trying to reorganize and reequip, they had a hard time holding ground against gadhafi's forces in brega. fighting in misrata kept journalists from being able to enter the city. 40 journalists were to be taken into misrata. smoke was rising above the city and journalists were taken to a smalltown nearby. hundreds of protesters marched to stop the use of nuclear power. families with small children joined other protesters in marches throughout downtown tokyo workers have been working to restore the cooling system at a nuclear reactor damaged by the recent earthquake and tsunami.

good morning. a live look although downtown san jose. clouds there in the distance. but what does that mean? we'll talk with bob in a few minutes. this morning in iowa, a small town nearly wiped off the map and yet no serious injuries reported. kind of hard to believe, considering the aftermath. the twister touched down near the small town of mapletown, just after 7:00 last night. several homes and businesses damaged in the storm. one witness described the tornado being a quarter mile wide. so far, though, like we said, no major injuries have been reported. we don't like to see that. and we have a look at the forecast. much, much tamer. >> just calm conditions when you compare it to what's happening in the midwest. illinois and wisconsin today will see a high risk of severe weather. here, though, a chilly start to the morning. not much to talk about in terms

of rain or breezy conditions. but cold in gilroy, napa center. winds relatively light. i think these will pick up as we head towards the afternoon and evening, much like we just saw yesterday. the satellite view, we'll show you patchy low clouds around the bay this morning, and later on eventually we'll start to see high clouds spilling in the system you see here it looks impressive on satellite. but most of the energy ride on off toward the north and take most of the rain with it, especially for today. some clouds drifting in. upper 50s to low 60s for highs around the bay area today, and at least for the short term, heading into monday, temperatures will cool down a little bit. we see a chance of maybe a few showers to the north bay. system weakens and slides off to the south and east by monday afternoon. so as we get back to the workweek for the north bay, probably looking at a few showers and the end of the week will warm up pretty nicely. heading out to the high country, gorgeous spring skiing, windy

conditions at times for monday, maybe a few showers and temperatures warming up in the sierras. 50s as we head to the middle part of the week. rain on the approach, and watch what happens as we head to monday afternoon. system falls apart. we'll will bring up the wind. slight cooltown monday, tuesday, and more morning clouds. today, highs in the 60s around the bay area, at least for the santa clara valley. most of the south bay will be around san jose. and east bay, highs comfortable the in the low to mid 60s. more brrr high clouds come in for the mid afternoon and the coolest part of the seven-day forecast, coming in for the first half of the week, north bay showers on monday. not a whole lot expected. maybe a few showers in the north bay wednesday night. as we head towards next weekend, we should see numbers finally getting back to the 70s as things slowly try to warm up around here, after a really chilly finish to last week, trying to warm temperatures up

this morning, low clouds, little bit of drizzle. cool temperatures overall as we head through the afternoon. mid 60s today in san jose. we do have clouds, though, spilling in from the west, eventually will toss the chance of showers our way. as we get back to the workweek, more changes ahead in the seven-day forecast. some of them warmer. we'll have that coming up in a few minutes. thank you, rob. now to update a story we told you about about a half hour ago. interstate 280 southbound remains shut down after a pedestrian struck and killed on the roadway. happened in daly city, north of san pedro road. the man struck by a toyota corolla around 5:45 this morning. investigators say it's not clear how he got onto the roadway or why he was there. we checked in with the california highway patrol. all southbound lanes shut down. they had hoped to open up one or two lanes within the hour. but we will have to wait and

see. a very complex investigation. a sailboat ride gone wrong. one man still missing after his sailboat capsized in rough seas off san francisco's ocean beach. it happened just south of the cliff house, around 2:30 yesterday afternoon. witnesses say they saw the boat flip, and then two men get into an inflitable raft. strong surf knocked that vessel over. around 4:00, a 52-year-old man was pulled out of ocean and treated for hypothermia. he told rescuers his sailing partner was still missing. that man is believed to have been wearing a life vest at the time. the coast guard will continue their search this morning. pg & e is taking steps to avoid a gas explosion like the one that killed eight people in san bruno. the utility installed two remotely controlled shutoff valves within a mile of where a gas rupture happened last september. pg & e plans to install a dozen of the $750,000 valves

bay." in health watch, a new study shows drinking more than a glass of wine or beer a day could increase your risk of getting cancer. the study published by the british medical journal and links alcohol consumption with cancer ofe esophagus, liver, and bowel. getting your eyes checked every year can be a sight saver. when health reporter deanna gonzalez went to get a new pair of glasses, the exam uncovered a potential problem. if you are far sighted and female, you should take particular note. >> reporter: when i went for my annual eye exam this time my optometrist says she would not be able to die ligdilate my pup. >> this is where the colored part of the eye meets the cornea. >> reporter: in my case, that area, called the angle, is very

narrow, so i went to see glaucoma specialist, dr. steven getty. >> patients with narrow angle it is well recognized that by dilating the pupil, you can actually precipitate an attack of angle closure glaucoma. >> reporter: that's when fluid produced in the eye is suddenly blocked from draining, causing a quick rise in pressure. >> if somebody does develop an acute attack, the pressure becomes that elevated, it can produce damage to the optic nerve and that's what glaucoma is by definition. >> reporter: being far sighted, a woman and middle aged raises the risk of having narrow angles. here is the good news, my eye pressure is normal. i don't have glaucoma, and a simple procedure can eliminate the risk of an attack. >> the procedure creates a small hole, microsomic hole, in the iris to allow the fluid that's

good morning. a live look at hoyt tower and alcatraz. we can see it, because there is not any fog to speak of. a nice cool start to what's going to be a nice day. congress appears to have avoided the first federal shut down in nearly 15 years, and we are joined by our political analyst. we say crisis averted. but it is really crisis averted for now. wouldn't you say? for now. >> well, we think it's going to be. look, what happens is they got to the day so late in the day on friday, we didn't have time to cross all the ts and dot all the is.

one week extension, fairly heavily one sided. it will be signed off wednesday. here is the kicker. gets signed off wednesday and they'll go ahead and introduce the budget for 2012. so we're really trying to tie up 2011. looks like it will finally be done. >> the hole hubbub was to about 1% of the budget. $39 billion out of $3.5 trillion. why was it so hard to nail this one down? >> you think $3 9 million, a blip. first of all, it is where the cuts would take place. where? the overall budget 3.5 trillion. 2.7 was taken right off the table. why? because that 2$2.7 trillion was for things like social security, medicare, medicaid, defense, and about $500 billion of interest for the national debt. so they were fighting about -- over a pot really of only $800

billion. you look at $100 billion, what the republicans initially wanted. $800 billion. and where was that money going it go? social programs, for the poor, elderly. for the infirm. children. $100 billion of $800 billion, that's a lot of money. and the second reason, kris had to do with the dialog. this was all about money originally. spending too much, we've got to cut and they fought over it. but at the very end, all of the other social questions came up. planned parent hood issues, things like that the obama health care bill. some republicans don't like. dealing with -- dealing with environmental regulations, all of that stuff thrown into the mix and everybody had to take a step back. are we talking about money or something else? they sorted it out finally, about six months later. >> we ran the story earlier, the

wrapup. everyone is saying we won. who did win? >> nobody. next. no one wins when the world's most powerful nation is on the verge of shutting down its government. nobody wins under that circumstance. okay? you can say whatever you want. but you have this whole acrimonious debate. you go through torture, everybody sees people screaming and in the end, nothing good happens, okay? what you do see, however, out of this deal, you see a tone set. and i will tell you, very acrimonious tone set for 2012 budget issues and election. those things are right around the corner. so for the republicans, the fight is going to be over. less spending, right? we know that, things like family planning. for the democrats, it's about getting rid of bush tax cuts, particularly for the wealthy and also for extending social
