a man arrested for four northern california murders heads to court today. the strange link to a string of killings back east. and one more reason to put down your cell phone when you're using it while driving. this man wants to increase the punishment if you get caught. a live look at the bay bridge this morning. it's wednesday, april 13th.

this is "today in the east bay." good morning, everyone, i'm scott mcgrew. it's 4:30 and let's get a check of an east bay forecast with christina loren. good morning, christina. >> good morning to you. well, wednesday middle of the week kind of difficult sometimes. this morning not too bad. you'll be happy to know we don't have a lot of shower activity. a little bit of moisture passing through some cities in the east bay but we're not expecting much today. but it's not going to be as nice as yesterday. the good news, as we head through this weekend, thursday, friday even looking much better in the weather department. we'll break down those numbers for you and let you know when the best chance for rain is in your city. let's talk to mike, though. very easy drive through the maze. we're watching for your reports of rain but i'm also tracking an issue that will be some slowing past the coliseum. the warriors play at 7:30

tonight so expect some post-work traffic past that point. northbound with taillights, southbound with the headlights. the next report i'll tell you a personal reason why you want to watch out on 880. bart running smoothly this morning after a major emergency overnight. a train struck a person around 10:00 last night as it approached the rock ridge station in berkeley. power was cut to the track as workers freed that person trapped under the train. there were 10-minute delays in both directions between the bay point pittsburg and san francisco stations. service has returned to normal. we don't know how the person is, we don't know how the person ended up on the tracks or his condition. a murder mystery which plays out like a hollywood script heads to the courtroom today. a 77-year-old man accused of killing several women over several decades, including one in oakland, will be charged.

george has the latest on the case. >> reporter: you're looking at a man investigators say is responsible for a sinister killing spree, spending at least three decades in northern california. behind bars, 77-year-old joseph naso, arrested in reno for a probation violation. it's what investigators found inside his home that stunned them. >> during that arrest investigators found items by mr. naso that implicated him in multiple murders of young women. >> during that arrest investigators found items that implicated him in multiple murders of young women. that evidence included photos and writings that ties him to four murders. the double initial murders, eerily similar to those that started around the 1970s in new york. the killings known as the alphabet murders. carmen colon, a new york girl bearing the same name as the

contra costa woman killed by naso. one killed in 1971, the other killed in 1978. the murders have yet to be solved. the killer is still a mystery. but a clinical psychologist who follows high-profile murder cases says it's highly possible naso could be connected to the alphabet murders and those here in northern california. the use of the same first and last letters for all victims is too hard to ignore. >> it's so specific, it's so characterized, this is his own cute, clever little thing. because of that, i think it's much more probably the guy rather than a copycat. >> well, there you go then. the marin county d.a. says the crimes he is accused of make him eligible for the death penalty but he has not said if he will pursue a death sentence. a fourth day of deliberations begin today in the

barry bonds perjury trial. jurors went home tuesday afternoon without reaching a verdict. deliberations will resume today at 8:30. bonds is accused of lying about using performance-enhancing drugs to a federal grand jury in 2003. this trial is now in its fourth week. it will be another night of tight security at china basin when the giants take on the dodgers again. the giants beat l.a. last night. the team also announced it's raised almost $70,000 to help long-time fan bryan stow. stow, of course, was attacked two weeks ago yut side dodgers stadium. the 42-year-old paramedic is still in a medically induced coma in los angeles. no arrests have been made. there is a $150,000 reward. mccovey's restaurant will hold a fund-raiser this weekend for stow. it will donate part of its earnings saturday to the fund. the fund-raiser runs from 11:00 in the morning until 11:00 at night at the restaurant on north

california boulevard. and chili's all over northern california also helping out stow. i believe this is the wrong video. if you mention bryan stow, 15% of your bill at chili's from 11:00 this morning until 10:00 tonight will go to his family to help with those medical bills and to-go orders count as well. the body of the only person killed in north america from the tsunami has been found. he was in oregon's ft. stevens state park on april 2nd. he was reportedly taking pictures of the massive waves hitting california after the march 11th quake in japan and he was swept out into the ocean. his remains were found 300 miles from where he first disappeared. well, the cost of driving while talking on the phone without a hands-free device could go up. right now you have to pay a

ticket, but a new law proposed by a state senator would add points to your driver's license and raise your insurance rates. the bill would also increase the basic fine to more than $300. the mt. diablo school district will hold a meeting to discuss budget cut proposals. this comes after the school board agreed to a one-year contract with its teachers and school employee unions. the deal includes furlough days, eliminating three days of classes in may. tonight's meeting starts at 6:30 in concord. let's check back in with christina. she says today not quite as nice as yesterday but something is good ahead. >> yeah, we always like to look on the glass that the side is half full on this time of the morning, it's not always easy. but this morning you don't need to add any extra time to your commute because it's really nice out there right now. we were expecting some light scattered showers in the north bay but really nothing happening out there.

we had a little cell pass through the east bay but looking okay. it's chilly out there. we've got a system of low pressure just to our north that will sag to the south today and provide a little bit of moisture in places mostly north of oakland and san francisco. i think the north bay is fair game for showers today. otherwise we're calling it mostly cloudy and breezy. it's chilly out there this morning, grab your jacket on the way out the front door. 45 in livermore, 47 in concord and 50 in hayward. yesterday we saw high temperatures climb into the upper 60s. today not as nice. we're talking about the low 60s, maybe even the upper 50s in some of the cooler spots, half moon bay, for instance. 61 in redwood city today, 62 in napa. if you live in concord or, say, livermore today it's not going to be as warm, but still on the breezy side. make sure you're aware of that. a lot of loose objects blowing around in the breeze. looks like we'll see wind today but the winds will subside tomorrow. it gets better as we head

towards the weekend. right now let's get you to work on time with mike inouye. >> i saw a couple of raindrops on those maps. right here look at livermore and no need to add extra time but you don't want to shave time either. even though 580 is moving smoothly as well as 880 and 680, my personal note, i was driving through fremont and saw two chp officers on the side of the road with their doors open and radar guns out. so they're always watching. we'll look over here to 238 coming off of southbound 880, that transition ramp still closed 15 to 20 minutes for that construction work that's been going on for the last week. get over there via a detour if you access the castro valley y. the maze and the approach to the bay bridge toll plaza no problem, a very light flow of traffic. very empty right now. if you want to cross the bay bridge just for kicks, go out there now. 4:39 a great time to go out. >> i remember a chp guy behind me, i saw him.

busy mom to 8-year-old tyler and 5-year-old julian. she also represents a growing number of mothers. researchers found of u.s. moms with two or more kids, 28% have children by more than one man. >> i do know a lot of moms like myself that got married and it didn't work out and you move on and then they have kids. >> so it becomes really important to figure out how you integrate all of this. how you bring the families together. >> reporter: santa clara university professor gerald shapiro has written extensively on fatherhood and counselled hundreds of families. he says this is one trend that only will grow as women extend their child-bearing years. so what does it mean for the children of moms? >> eif you make it right for the child, you make it right for everybody. >> reporter: he says as difficult as it may be, parents in multiple-partner families must make it a priority to share time and resources evenly. >> when you have a child with someone, you're never totally divorced from them.

you might get legally divorced, emotionally divorced but you're not totally divorced because you have this child that is part of each of you. >> reporter: not only for the kids' sake but the dads too who often meal alienated when the mom moves on. >> having another family start up with their child as a step child has got to be wrenching for the dads. >> reporter: but he says children, especially boys, can benefit from the influence from multiple dads. >> he learns a lot from one and gets feedback from the other. both different, but he's learning and becoming a better person. >> reporter: for consuelo, it means more support and better understanding, two factors important to any family. >> researchers interviewed 4,000 women more than 30 times over a 30-year period. ibm hopes to predict what your morning commute will be like. instead of just looking at what

it is, a team of researchers will dig through gps data and highway sensors to come up with a way to forecast road conditions. for more news before the bell let's turn to nicole, who's live at cnbc world headquarters. >> reporter: well, you think i'm a forecaster of sorts too? i try. with futures, they help us out, scott. futures are higher as well this morning after yesterday's big sell-off. as you know stocks dropped. a slower economy could really hurt energy demand. then we also have goldman sachs once again coming out saying the oil market could experience a big setback. crude dropped to $106 a barrel. that's where it still is today. asia rose overnight, europe is also higher, so put my forecaster hat and looking into i crystal ball i think we'll trickle over and get some of that love as well. we also have some data out.

retail sales, business inventories, the beige book from the fed which tracks economic conditions throughout the country, a couple of things we're looking ahead to today. be prepared for more sticker shock at the pump. eia is forecasting gas prices to jump 40% from last year for the summer driving season. regular unleaded is expected to average $3.86 a gallon from april through september. that is versus $2.76 that we so fondly remember just one year ago. in some areas gas will also top the national average by at least 25 cents. i don't know if that's the case over by you. eia says the average household will spend $825 extra bucks on gas this year than 2010. also making headlines this morning, tiger woods may not be winning, per se, at any golf tournaments, but he can still sell those video games.

electronic arts says tiger woods pga tour 12 the masters sold 225,000 copies in its first week, the best debut in the game's 14-year history. totally gives a whole other meaning to hash tag winning, hash tag tiger blood. >> thank you, nicole. speaking of forecasting, christina loren has a look at your weather forecast. good morning, christina. >> yeah, if you want to swing the club around this weekend, it's going to be a great golf weekend in the east bay. we are looking at a really nice day today, not quite as nice as yesterday, but the rain chances that we had that we've been telling you about all week long, they're diminishing as time persists so we're not going to see much of anything and what we do see will be mostly north of oakland and san francisco. it is chilly out there this morning. the jetstream has taken a substantial dip and that's going to allow a little shower activity to push into the bay area but like i said best chance is up in the north bay.

the further north you live in the east bay, the better your chance to rain later on today. the best chance will be between 9:00 a.m. and 2:00 p.m. after that we'll clear out just in time for the giants-dodgers game tonight at at&t park. 47 degrees in san francisco, but you don't have to go to at&t park, we're going to have it right here on nbc bay area for you 7:15. 60 in oakland, 61 in fremont and 61 degrees in san jose with a few light showers. if anything, they'll be very light, quick movers. nothing that will saturate our grounds or even really get our highways slick this morning, so that's good news. take a look at this. temperatures climb into the 70s and the 70s hold on all weekend long, making for a great golf weekend if that's something you like to do, if you're a straight shooter like scott mcgrew. >> indeed i am, right through the window. another tough battle for the a's against the white sox in chicago last night for the second straight night. the a's played extra innings ball in the windy city.

>> we'll take you out to antioch where we'll see the first signs of slowing as we have even during the lighter weeks with spring break scattered around the bay area. so far we're holding up at 65, that will dip, though. coming out of the north bay, benicia bridge and carquinez bridges are moving smoothly. westbound 80 showing no problems except with the speed sensors. we had an 18-minute read just a couple of seconds ago. 580 and 880 moving smoothly as well. we'll get a live look at the san mateo bridge and see 880 over toward the peninsula side, a nice, easy drive. i did just get a report of an accident on the peninsula on 101 and i'll bring that to you in the next report. >> mike mentioned on that website anya is not on it and we'll find out what's going on. a brisk walk may keep the brain functioning well into the 60s and 70s. moderate aerobic exercise like
