not much today but we are going to see some light, scattered showers as we head throughout the morning hours. i think the places that are most likely going to see the rain will be north of san francisco, north of oakland. as we head throughout the afternoon, this action will increase just a little bit. i think the best chance for rain today will be between 9:00 and 2:00 and then everything will clear out of here. we're looking toward a really nice second half of the week tomorrow into friday. i've got your extended forecast coming up but first let's get you on your way to work with mike inouye. >> the maze and approach to the bay bridge moving very nicely right now, very light volume of traffic. i told you about an accident ond peninsula. this is clarified, northbound 101 at the sfo off-ramp. if you are using that off-ramp heading over to sfo for the next 15 to 20 minutes watch for activity. the off-ramp is open. i'll let you know if any lanes are blocked but more details coming in. the giants are playing at 7:15 tonight so watch for congestion

starting in the afternoon. avoid at&t park if you don't have those tickets because you can watch it right here. >> that's right, they won it last night. well, it could get rowdy on cal state campuses throughout the state today. today has been dubbed a day of class action. it's a chance for students, faculty and staff to protest cuts. marla tellez is live at cal state east bay where several events are planned for today. good morning, marla. >> reporter: good morning, laura. there are 23 cal state campuses across california and most are holding some sort of day of action today, including here at cal state east bay. now, this is one of the main entrances here. in fact this is where a rally is going to be held a little bit later on, about 8:00 this morning. now, on campus we have found flyers like this posted. it says "take class action. join us in demanding quality education." now, really the purpose of today is to keep higher education

affordable, especially for low income, first generation and minority students while protecting fair contracts for university employees. now, the day of class action is being sponsored in part by the california faculty association, and that group contends faculty and staff have already taken drastic pay cuts. they have lost jobs and dealt with significant increases in class sizes, which of course all affects the quality of education a student receives. so today all sorts of event are planned at various state campuses, rallies, demonstrations, walkouts and teach-ins. at noon today, for instance, here at cal state east bay an outdoor teach-in is planned outside the bookstore. everyone being encouraged to send a strong message to the school's dean. i should mention this is not just happening here in california at the various state campuses but also across the country at various public universities. laura.

>> thank you, marla. two san francisco teenagers accused of murdering a 16-year-old will make their first appearance in court today. the boy was found shot to death in a home over the weekend. the room had been doused with gasoline. police originally arrested four teens but released two of them and now a 15-year-old is going to be charged with shooting the boy and he and an 18-year-old, jimmy lee, will be charged with attempted arson as well. concerned parents spoke before the san francisco school board last night saying that teens are killing teens and something has to be done. >> we lost a life, and i know the family is devastated and all the classmates at thurgood marshall high school. also the middle school that he attended. >> police have not said what led to the death. could a bay area murder suspect be responsible for the so-called alphabet murders of the 1970s. this morning a special task

force is looking into any possible links between joseph naso and other homicide cases across the country. the 77-year-old will appear in court this afternoon to face charged of murdering four women in northern california. all four of those women had first and last names that started with the same letter, which some say is strikingly similar to the alphabet murders which happened in the new york area. right now he is being held without bail at the marin county jail. six men and boys are going to be charged today in connection with the gang rape and beating of a teen age girl outside of a richmond high school homecoming dance. that arraignment comes after a 20-day preliminary hearing which included testimony and evidence from 20 witnesses. the defendants range in age from 17 to 44 and they are accused of stripping, beating, robbing and raping a 16-year-old girl as dozens of other people watched. police say they found the girl unconscious and partially naked

underneath a picnic table. a local swim coach is being rekd for helping develop girls water polo in the fremont area. he died monday after a fall in his home. he was just 28 years old. he was a coach for the past eight years. martinez also coached the renegade water polo club. teachers and students say martinez was more than a coach, he was a friend to everybody. the santa clara county coroner's office is still investigating his death. it is a dangerous job, but somebody has to do it. today the people that keep our highways clean and safe are going to be honored. the 21st annual worker memorial will honor highway workers who lost their lives while working on state highways. a rose will be placed on top of a memorial rock that has the names of all that have been killed in the line of duty engraved on it. 175 caltrans employees have been killed on the job since 1924. today's memorial is at 10:00 at

the caltrans office in san luis obispo. an incident happened at the rock ridge station near college avenue in oakland. a person was hit by an approaching train and trapped underneath. workers were able to free the victim who was then taken to the hospital. no word on his condition. your drive to work is getting more and more expensive and there is no immediate end in sight. bob redell is live with a look at the sky-high gas prices. bob, they're just going higher and higher. >> reporter: that's what the government is predicting. good morning to you, brent. the department of energy is predicting that my summertime the price for a gallon of gas will be 40% higher than it was last summer of 2010. you can see that appears to be the case here in santa clara at this gas station. there you go. an average gallon of gas will

run you $4.39, $4.49 if you're paying credit. you can find gas cheaper if you're shopping around. these are latest averages from aaa that shows a gallon of gas in san francisco is $4.22, $4.19 here in san jose, $4.17 in oakland. if you look at the graphic, you can see how the prices compare to a year ago. each city is well up over a dollar on average. there's a couple of reasons for this spike. you've got seasonal gas blends and some refinery problems, but perhaps more significant is the unrest in the middle east. investors have been afraid and uncertain about the violent protests and fighting in that part of the world, especially in libya, where rebels have been battling to take over the government, nato has been involved by conducting air strikes. so these investors have been betting that as a result of that, the price of crude will continue to rise, which has in turn pushed the price of gas

higher at pumps like these. the up side is demand for gasoline in this country has dropped over the past five weeks as drivers have cut back on their driving because it's so expensive. no one is saying that gas prices will start going down as a result, especially since we'll be entering the summer driving season, which is much heavier than usual. you've got a lot more demand out there. it's just that prices aren't expect ed to go up as much. now, there is a way to avoid this pain at the pump, if you well, and that is by going electric, which brings us to our story we'll bring to you in about an hour. tesla motors opening up a new dealership here in the south bay. we'll have a story on that coming up. meantime reporting live, bob re del, "today in the bay." selling medical marijuana is turning into a regulatory nightmare for san jose city council. city leaders are trying to figure out how to regulate the clubs. there are more than 100 in san jose but the proposed limit is

10. officials met yesterday to try to impose some limits and set rules. the only thing they came up with is where they can be located in, industrial parks or commercial districts. the city is trying to decide who get those licenses and how they will operate. san francisco faces a $306 million budget deficit and now people can talk to the interim mayor about that today. mayor ed lee will hold a town hall meeting along with malia cohen. the meeting is tonight at 6:00 in the genentech hall auditorium. let's take a break from the day's news and get a look at the forecast with christina. >> good morning. it's a chilly start. you'll probably need a jacket or sweater as you walk out the front door. we do have some showers coming down to the north and a little bit of moisture creeping into the bay area. not enough to make the highways slick but we will be watching this for you. this is what we are expecting when it comes to your rainfall

today. by 10:00 a.m., light showers starting up in the north bay and spreading south as we head throughout the afternoon. i think that the significant rain will be up in the north bay and in places north of sacramento -- excuse me, north of san francisco and oakland. sacramento, they're going to get it. as we head throughout this afternoon, it looks like it will completely clear out of here by 2:00 p.m. making for really nice conditions. as we head into this evening, of course, we have the giants game right here on nbc bay area tonight at 7:15. 44 in napa right now, 49 in oakland, turning over to the 60s later on today with a few light showers mostly between about 10:00 a.m. and 2:00 p.m. so for that four-hour window, yeah, fair game for a little spritzer but nothing heavy. mike inouye has something you might need to know about before you head out. >> especially a note if your heading for a flight. there was an accident right on the off-ramp from the northbound side of 101. a few more details. first of all, no injuries to

report, a single car involved. it says blocking the off-ramp and yet the off-ramp is not closed and one suv is not enough to block the shoulders getting through that complex off-ramp system. so just prepare for some slowing. chp has not closed that off-ramp. keep that in mind if you're heading to sfo. christina told you about a little rain north of the bridge itself in the north bay and no slowing in that portion of the commute. highway 37 we're looking okay coming over from vallejo as well. the bay bridge also smooth and a very light volume of traffic. look at that, it's only 5:11 but that's pretty light for the bay bridge. the east bay approach, east bay shoreway not showing any problems. antioch, we'll show slowing in 20 minutes but right now you're at the limit for highway 4 as well, guys. back to you. >> thank you very much, mike. the time is 5:11. a bay area elementary school once named after california's

a preschool named after a controversial political figure is changing names. san francisco's school board met last night to rename the burnett child development center. it will now be called the leolam. harvard early education

school. harvard was the district's first african-american principal. the center was originally named after california's first governor. while in office in 1849 he signed laws stripping minorities of their rights to vote and backed policies against native americans. as bob redell mentioned a little earlier, gas prices, they continue to climb. they could reach $5 a gallon by the summer and now they are having a noticeable impact on the economy. mastercard says americans bought 3% less gas last week than the same time last year. nicole lapin is live at cnbc world headquarters with the rest of our news before the bell. good morning. better car pool. >> reporter: that's right. well, you guys can have an entire car pool, just your family, just saying. but, yes, i think that that trend could continue to trickle over because, look, i know these segments, we try to make them different every single day but that's a theme we're going to continue to talk about throughout the summer because it continues to pain folks at the pump.

what pained investors yesterday was the stock market. it looks like things have changed today. futures are higher after yesterday's big sell-off, laura. stocks dropped. several economists cut their gdp forks or growth forecasts and that hurt oil prices. crude is back at $106 a barrel today. asia rose overnight, europe is also higher, so that could come over as well and give us some love. we've got data on retail sales and business inventories. the dow dropping 117 points yesterday to 12,263. the nasdaq composite was off 26 to 2744. also nissan says some of its japanese plants will work through a few holidays this spring to actually make up for the lost demand caused by splupy disruptions from last month's earthquake and tsunami. and this morning tiger woods

have some nice duds you don't want to get wet later on today because we're going to see a little bit of shower activity. nothing measurable south of the bay bridge. possibly a tenth of an inch in places in marin county. here's what we are expecting for today. a little bit of cloud cover, a little bit of a breeze and a little bit of a sunshine break as we head throughout the second half of the day. this is what the timing looks like for that front coming through here. santa rosa getting a little precipitation by 10:00 a.m., those showers pushing south. as we head throughout the day today. by noon, maybe a little something in the south bay and east bay but nothing much, in fact. i think we'll see a couple of hundredths at best. here's what we're expecting as we head throughout the afternoon hour in terms of your temperatures. 61 degrees today in redwood city, 60 in oakland and 62 degrees in los gatos. as we head throughout the remainder of the week and the weekend, it's just going to get better around here.

caltrain is chugging along towards a new plan. caltrain needs to come up with

$3.5 million to stabilize its budget, a far cry from the $30 million hole it once faced. caltrain will meet with the metropolitan transportation commission today to try to figure out where that money will come from. caltrain says it was able to shrink its budget gap thanks to record ridership and money from the transportation authority which is ironic because it needs to cut to save money but that's what's helping it go. >> you see some of the problems folks deal with, with budgets. the traffic is not a problem right now. 14-minute drive out of the altamont pass through livermore. a smooth drive close to the limit. a little blip showing some slowdowns for westbound 580 approaching the castro valley y. i just saw those yellow stretches heading north through san leandro. we'll follow this but so far you might want to slow down southbound 880 through fremont. that's the area where i just saw

two chp officers with radar guns. that was before 4:00 a.m. but watch it for the morning commute as well. they're always watching you. we're looking over here and watching also this accident reported at sfo, the off-ramp is now cleared. no problems getting to the airport and that's good news if you have an international flight or domestic flight. both terminals are accessible now. we have the giants game. if you're going to at&t park be prepared for traffic starting around the afternoon towards the 7:15 game and around oracle we have the warriors playing as well so post-work traffic there. there are protests in the streets of japan this morning. angry business owners who have been forced from their jobs near the nuclear power plant protested in tokyo, demanding compensation for their losses. they say they're frustrated with the way the power company is handling the nuclear crisis and they need monetary help. the company president has apologized and pledged to do more to try to help residents who cannot return to their homes and work because of that accident. egypt's former president and

his sons are being detained this morning. the prosecutor general says he is looking into whether hosni mubarak and his sons abused their authority when they ordered soldiers to open fire on demonstrators during the uprising back in february. the prosecutor made that announcement on a facebook page that was created to reach the public. speaking of facebook, could mark zuckerberg have to give up most of his fortune. scott mcgrew says some new e-mails have come to light casting doubt once again on who really owns facebook. >> just when facebook got over some controversy, a different person from zuckerberg's past, a convicted felon named paul siglia pops back up. he claims he owns 80% of the multi billion dollar business. he says he didn't remember that until just recently when he accidentally came across a contract proving that. he said he stumbled across new

things, e-mails between mark zuckerberg and himself. like this one where zuckerberg allegedly complains of siglia's ownership at 80% is too much and, quote, i'd like to suggest that we officially return to the 50/50 ownership. facebook denies these magically new discovered e-mails are actually real. the federal trade commission meanwhile may look into complaints from parents that games and apps like farmville or the smurfs encourage kids to spend their parents money. parents hand over the iphone or laptop to kids, not realizing that when the kids buy seeds or costumes or other virtual goods, parents are build real money through paypal or itunes. a congresswoman from massachusetts has asked for a full investigation. so, for instance, you can buy a pony for farmville using farmville money but that translates into real money for mom and dad. >> and no real pony.

our temperatures are headed this weekend. i'll let you know how much rain we're expecting in your city coming up, but first let's get you to work on time. mike, how's it looking out there. >> of course we're going to watch as the rain comes into the area that you're following. we're following the maze, no big issues. a light volume of traffic at 5:32. right now the 62 as you're getting over towards harbor street pretty steady. we'll see some slowing right around l street in a few minutes. bay area people are reaching deeper and deeper into their wallet because gas prices continue to rise. we're always way ahead of the national average. >> reporter: good morning to you, brent. boy, $4.49 for a gallon of gas is a lot of money, but come summertime that could seem like a bargain. the department of energy, the u.s. department of energy is

6:00. meantime reporting live here in santa clara, bob redell "today in the bay." >> thank you very much, bob. we've got incredible video out of ba dow diego bay. you can see the driver in the front seat of the car in the water. a man and woman and their 3-year-old child were airlifted to the hospital in santa rosa after that accident. it happened around 7:30 last night off of highway 1. the man and woman were hurt but are expected to be okay. we don't know the condition of the child. the driver was arrested for driving under the influence. a suspected serial killer with ties to the bay area may also be connected to the unsolved alphabet murders of the 1970s. a special task force is looking into possible links between joseph naso and other homicide cases across the country. the 77-year-old will be at a marin county courtroom today to face charges in the murders of four women in northern

deputies found the bodies in their home on saturday. gary longdon died from a gunshot wound to his head and his wife suffered a blow to the head but they cannot determine her cause of death yet. people who work at the napa state hospital are on edge, worried about retaliation after a patient died in their care. staff members tried to subdue a man after he allegedly assaulted another patient. that happened in the hospital's high security compound. the cause of death is still under investigation and there will be an autopsy today. in the past year there have been tl three separate attacks by staff on patients. teachers say state budget cuts do not add up to a quality education, and this morning they're joining students for rallies at all 23 cal state campuses across the state. marla tellez is live at the cal state east bay campus where several events are planned for today. good morning. >> reporter: good morning, laura. this flier says it all. it says "take class action.

teach-ins and poetry slants. i can tell you at this carlos b. boulevard main entrance here at cal state east bay, a human billboarding rally is planned for about two and a half hours away from now at 8:00 this morning, so i'm sure this intersection is going to be jammed up a little bit later. then at 12:00 outside the bookstore, a teach-in is planned for students there today, all expected to send a strong message to the school's dean. another thing to keep in mind, this is not just happening in california. public universities across the country are also taking part in today's national day of action. laura. >> thank you very much, marla. right now we want to check our forecast with christina. >> good morning to you. well, whatever action you have planned for the day, i think you'll be able to get on outside, at least for a couple of hours. we are expecting some showers between about 10:00 a.m. and 2:00 p.m. and the best chance of that will be north of oakland and san francisco up in the north bay. i think that's where we will measure the precipitation today.

otherwise we're looking at drizzly conditions in the south bay and along the peninsula. as you can see, we do have a system of low pressure pushing into northern california. it's actually looking pretty strong, but we've got high pressure still in control, so it's going to kind of take a ride on the jetstream and just drag a cold front through the area capable of producing some light showers as we head throughout this afternoon. after that the showers clear out of the area, high pressure builds back in and that's going to make for warm conditions towards the end of the week and this weekend looks fabulous. here's what we're watching right now in terms of the moisture coming in. a little cell right now trying to creep in along the peninsula, maybe redwood city expect some showers in the next 10 to 15 minutes. nothing heavy. those will clear out before they're able to get the highways slick. also seeing a little precipitation pushing onshore at the coast of the east bay and that will actually start to increase as we head through the next couple of hours. 62 degrees today in santa rosa and 62 in los gatos. stay tuned, your seven-day just moments away. let's get you to work on time right now with mike inouye.

education. for the first time ever, college student loan debt is outpacing credit card debt. tracie potts is doing the math and she joins us live from washington, d.c., with a look at the funding crisis and how much students in california owe. >> reporter: brent, it's the math that a lot of families have already done. we are closing in on a trillion dollars worth of student loan debt in this country. about two-thirds of students now graduate with an undergraduate degree and tens of thousands of dollars in debt. actually the average anount california quite a bit less than many other states. $17,000 in debt. just under half of california students graduate with some degree of debt. one of the challenges is unemployment. 9% of college graduates are unemployed, a little bit higher than the national average. what that means is when they graduate, they don't have jobs to pay back all of this debt. we are seeing default rates on the rise, but interestingly, there are many students who

graduate with no debt at all, about four out of ten at public universities come out owing nothing. back to you. >> thanks a lot. the body of a man killed by last month's tsunami in california has been found. dental records confirm remains found at an oregon beach are those of 25-year-old dustin weber. he was found at ft. stevens state park on april 2nd. he was reportedly taking pictures of the massive waves hitting california after the march 11th quake in japan. that is when he was swept out into the ocean. his remains were actually found 300 miles from where he first disappeared. if you go to a nightclub in san francisco any time soon, it may soon look a lot more like airport security checkpoints as you go inside. sf weekly reports the entertainment commission is considering safety measures at nightclubs, including metal detectors and i.d. scans. the proposed rules come after a streak of violence in san

francisco nightclubs. bay area civil liberty groups say these new proposals are draconian and unconstitutional. jurors will be back at it at the barry bonds trial today. they adjourned yesterday afternoon without reaching a verdict. deliberations will resume this morning at 8:30. bonds is accused of lying about using performance-enhancing drugs to a federal grand jury in 2003. a trial is now ins the fourth week. getting caught with your hand on your phone while driving could soon become a moving violation. that's a new legislation being discussed in sacramento. the law was proposed by a state senator. people caught on their cell phone without a hands-free device would get fined the first time. if they're caught again, it would be a moving violation, and of course moving violations add points to your record and could lead to higher insurance rates. the the bill would increase the fine to more than $300. a the cat from santa cruz county is making pretty good use of his nine lives.

right here at the bay bridge. no problems down the east shore or any of the maze approaches but it should start building the next 20 minutes. this week has been really light, a lot of spring breaks around the bay area the last couple of weeks. 880 past the coliseum, this is holding steady with an increased volume over the last 20 minutes. smooth flow, still at the limit from san leandro up past the coliseum. southbound watch both directions after work because of the warriors game and the san mateo bridge picking up as well. state leaders are looking to tackle the issue of carrying firearms in the open. an assembly committee approved the proposal yesterday which would make it a crime to openly carry unloaded handguns in public places. gun shows and ceremonies would be exempt. the measure passed along party lines. opponents say the bill interferes with law-abiding people's rights to carry weapons. chili's restaurants in northern california are trying to help a giants fan who was brutally beaten at a los angeles

flip actually still sells well in the store. cisco is just killing it and it's laying off more than 500 employees, which after a day's reflection seems like a giant waste of talent and, yet, more money. after all sis so says it may have to take a $300 million writedown on this loss. $300 million is not that much money to cisco. ever set something aside like an old stereo saying you're going to sell it for 50 bucks on craigslist and six months later because the 50 bucks wasn't worth that much trouble? that's $300 million to cisco, but it's a shame. here's some news that will make former fans of sharper image roll their eyes. "the wall street journal" says it wants to pay you back for all those unused gift cards. remember when the company filed for bankruptcy, it wouldn't honor the cards. then it said on second thought if you want to use the gift card, you have to buy twice as much stuff as the card is worth and that infuriated people who
